PROPOSED RESIDENTIAL DEVELOPMENT, FERRY ROAD,

Introduction

Carmichael Homes & Interiors Ltd propose to introduce a total of 36 flats on vacant land to the west of the Yoker Ferry Terminus accessible via Yoker Ferry Road, Glasgow.

The site, which is bounded by Ellerslie Crescent on the west and Yoker Ferry Road on the east, is located within the Inner Urban Area of in a high accessibility location as defined by Glasgow City Council’s City Development Plan: SG11 Public Transport Accessibility. The following provides a summary of the site accessibility to local amenities and sustainable modes of travel.

In line with PAN 75, when assessing a development site, it is good practice to set maximum travel distances for walking and cycling, as well as, establishing how far people would be prepared to walk to access public transport. The acceptable walking distances to public transport interchanges and local facilities are as follows:-

• 400m to bus services; • 800m to rail services; and • 1,600m to local facilities / amenities.

It should be noted that the distances detailed above are recommended acceptable walking distances from a development site to surrounding facilities, however, theses distances are often exceeded in locations which benefit from good public transport services.

Walking & Cycling

The site benefits from direct access to the footways on both Yoker Ferry Road and Ellerslie Road which lead to the A814 Road. A local shared core path / cycle path routes through the development site along the southern boundary and will be maintained as part of the development proposals. The A814 Dumbarton Road is the main route through Yoker and provides access to several local amenities and operates similar to a high street. Several of the junctions on Yoker Ferry Road are controlled with traffic signals, including the junctions with Yoker Ferry Road and Ellerslie Road supporting safe crossings for pedestrians. As would be expected in an urban area, the footways are of a good standard with regular crossing points are provided at key desire lines.

From ‘Transport Assessment Guidance’ journey times of 20 – 30 minutes (circa. 1,600m – 2,500m based on an average walking speed of 1.4m/s) are considered to be appropriate for walking. These figures are broadly in line with the guidance set out in PAN75 which indicates a maximum walking catchment of 1,600m for local facilities and amenities. Figure 1, overleaf, presents a 20 minute (1,600m) walking isochrone in relation to the proposed development indicating that local amenities and both bus stops are available in the local area.

Designated on-street cycle infrastructure is present on the A814 Dumbarton Road in the form of intermittent cycle lanes and advanced cycle stop lines at signalised junctions. The residential nature of the network between these routes is conducive to cycling with low vehicle speeds and volumes.

National Cycle Route 7 routes through the development site on the southern boundary. Locally, it is predominantly a traffic-free route and follows former railway lines and canal towpaths linking the site with in the east and Loch Lomond in the west. This route offers local residents a traffic free alternative route to surrounding places of employment.

The route starts at Bell’s Bridge close to the Glasgow Science Centre and heads west along the bank of the . Once past the site, the route joins the towpath for the Forth and Clyde Canal at which point it connects with National Cycle Route 754.

National Cycle Route 754 starts on Route 7 and uses the towpath of the Forth and Clyde Canal from Bowling, through north Glasgow, to the Falkirk Wheel, and then the Union Canal towpath (joining Route 75) into the heart of Edinburgh. This route is accessible via Kelso Street circa 1,600m north of the development site.

National Cycle Routes 7 and 754, located to the south and north of the site, provide access to large parts of the city and are easily accessible form the site.

GCC’s SG11 indicates that one secure cycle parking space should be provided per unit with an additional 0.25 spaces provided for visitors. The development will include a total of 52 cycle spaces as part of the proposals, which is in excess of the minimum requirements. The spaces will be provided within a secure entry bike store with 38 of the spaces allocated to residents and the remaining 14 accessible for visitors.

Public Transport

The site is ideally located to access public transport facilities within the local area with bus, rail and ferry services within easy reach of the site. Bus stops are located on the A814 Dumbarton Road some 200m north of the site and benefit from shelters, timetable information, kassel kerbs and painted bus cages.

There are 8 bus services operating in the immediate locale of the development site with details of bus provision available at these stops and surrounding the site summarised within Table 1 below.

Table 1 indicates that there are various services operating in the local area which provide very frequent services to a range of destinations throughout the city. The available services operate through the week, evenings and at the weekend ensuing that the area is always accessible. In addition to travel by bus, there will also be demand for travel by train from the site. Yoker Railway Station is located to the west of the development site and accessible on foot within approximately 800m. Operated by Scotrail (Abellio), the station is positioned on the Argyle and North Clyde Line offering services to both Glasgow Central (low-level) and Glasgow Queen Street. Accessible on foot via Mill Street from Dumbarton Road the station operates with two separate platforms. The station also provides cycle parking facilities, supporting multi-modal travel.

The Ferry is a passenger ferry service linking the north and south banks of the River Clyde. The service, operated by Clyde Link, crosses between Renfrew and Yoker, is available between 0630 – 2130 on demand at peak times and half-hourly at other times. The Yoker terminus forms the eastern boundary of the development site.

Parking

The vehicle parking standards for residential development are detailed within City Development Plan SG11: Sustainable Transport Supplementary Guidance. Generally, 1 allocated (unallocated if on- street) space per dwelling unit for residents and an additional 0.25 unallocated spaces per dwelling unit for visitors is considered appropriate. However, the guidance indicates that reduced parking provision can be justified if there is good public transport accessibility.

The development proposes a total of 36 allocated parking spaces which equates to 100% provision. Parking will be controlled and allocated accordingly. Whilst there will be no provision for visitors, Yoker Ferry Road operates with a wide carriageway and can support on-street parking. It is considered that there is more than sufficient space to accommodate the 25% (9 spaces), if required.

Furthermore, the site is located within a highly accessible area, therefore, a 25% reduction is parking is considered appropriate.

A recently approved residential development located circa 500m west of the site on Hawick Street will consist of 128 affordable flats. Whilst it is considered that car ownership within social housing development is lower than mainstream housing, the proposals included 96 allocated spaces and 32 visitor spaces, which totals 128 spaces. This equates to a shortfall of 32 spaces and confirms that GCC accept the location is highly accessible and parking demand may not be as high as other locations within the city.

Summary

The site is located within the Inner Urban Area of Glasgow in a high accessibility location which will ensure that sustainable accessibility is excellent and car ownership is not required. The location of the National Cycle Route and core path network together with the generous cycle provision on site will ensure that the development is attractive to those residents who do not wish to own a car but still have access to all travel modes. Regular bus, train and ferry services are located within a short walking distance of the site.
