AN ACT TO RENAME A SECTION OF UNIVERSITY DRIVE TO "J.U.TORRES DIITVE," IN HONOR OF THE HONORABLE JESUS U. TORRES' CONTRIBUTION TO THE UNIVERSITY OF GUAM AS A FIFTEEN TERM CHAIRMAN OF THE BOARD OF REGENTS, AND HIS NUMEROUS CONTRIBUTIONS TO THE COMMUNITY AS A LEGISLATOR, JUDGE PRO-TEM AND CIVIC LEADER.

1 BE IT ENACTED BY THE PEOPLE OF GUAM: Section 1. Legislative Findings and Intent. I Liheslaturan Guihan finds that the Honorable Jesus U. Torres is a true "Son of Guam". His involvement in the Island's community as a Senator in the Seventh, Ninth, Tenth, and Twelfth Guam Legislatures, Secretary and State Chairman of the Democratic Party of Guam (1962-1968), Pro-tem Judge of the Superior Court of Guam (since 1983), private attorney (since 1962) and Chairman of the University of Guam's Board of Regents (1983-1998) are immeasurable. Through his wisdom and gwdance as Chairman of the Board of Regents, the University of Guam has become a flourishing institution of higher learning that it is today. The Honorable Jesus U. Torres led the University of Guam through many challenges, ranging from financial emergencies to the crucial granting of accreditation. Under his leadership the University of Guam enjoyed immense growth with the construction of seven (7) new buildings that include the College of Education, the College of Agriculture and Life Sciences, the Richard F. Taitano Micronesian Area Research Center, to name a few. This simple Act honors Jesus U. Torres for his numerous contributions over the decades to our Island and its people. Section 2. The section of University Drive beginning from PALS Lane and ending at the University of Guam Field House shall hereinafter be known as J.U. Torres Drive. This renaming shall not affect the section of University Drive beginning from Route 10, Mangilao and ending at PALS Lane. Section 3. Any provisions in the statutes referencing University Drive as described in 52 of the Act are amended to read: "J.U. Torres Drive." Section 4. Any provisions in University of Guam official documents referencing University Drive as described in 52 of this Act are amended to read: "J.U. Torres Drive." Section 5. I Maga'lahen Gudhan with the Mangilao Mayor and the Municipal Planning Council shall cause to be erected appropriate nameplates or signs designating the portion of University Drive, as described in 52 of this Act, as "J.U. Torres Drive." Further, at such ceremony as I Maga'lahen Gudhan, along with the Mangilao Mayor and the Municipal Planning Council deem appropriate, said "J.U. Torres Drive" shall be officially named and a plaque bearing the name, picture and brief history of the contributions of the Honorable Jesus U. OVERVIEW The Committee on Rules, Government Reform, Reorganization and Federal Affairs held a public hearing on Thursday, February 18,1999 at 9:30am and on Wednesday, February 24,1999 at 10:OO a.m. at the Conference Room, Office of Senator Mark Forbes, I Liheslaturan Guahan. Public notice of the hearing was announced in the February 13,18,22,23, and 24,1999 issues of the Pacific Daily News.

11. SUMMARY OF TESTIMONY There were no individuals appearing before the Committee to present oral testimony on the bill.

The sponsor of the bill, Speaker Antonio Unpingco submitted Mayors' Council of Guam Resolution No. 99-01, as written testimony in favor of the measure. The resolution stated that the Mangilao Municipal Council deliberated and agreed on the recommendation to change the street name in honor of Mr. Torres.

111. FINDINGS AND RECOMMENDATION The Committee on Rules, Government Reform, Reorganization and Federal Affairs finds that Bill No. 73, would be a fitting tribute to Mr. Jesus Torres. Mr. Torres, who served as a senator in the ?,9",10", and 12~Guam Legislatures, as well as Pro-tem Judge of the Superior Court of Guam, has contributed fifteen years of invaluable service to the institution and community of the University of Guam. Under Mr. Torres' guidance, as Chairman of the Board of Regents, the University of Guam has evolved into the "flourishing institution of higher learning that it is today." During his tenure as Chairman, seven new buildings were constructed, including the College of Education, College of Agriculture and Life Sciences and the new Richard F. Taitano Micronesian Area Research Center. These accomplishments are just a few of the many contributions that Mr. Torres has made to our island's educational development.
