SOCCER – OPEN TOURNAMENT RULES & REGULATIONS

Updated Spring 2016

Lions Rec Sports soccer is open to all players over the age of sixteen (16). The tournament is will offer students, staff, faculty, alumni, friends, family and surrounding community the opportunity to test their teams competitiveness in a fun weekend of soccer. The 2016 tournament will take place on the York Alumni Stadium turf field, so rain or shine the field will be ready to go.

Player Responsibility It is the player’s responsibility to have read and understand the Lions Rec Sports rules and regulations. Failure to do so will not be accepted as a defense for non-compliance. Any player failing to abide by the rules and regulations may be suspended without refund. Lions Rec Sports Reserves the right to modify or change the Rules & Regulations without advance notice. Changes will be made available at www.yorkulions.ca. Where possible, team captains will be notified.

Identification Identification checks will be strictly enforced. All players must show a valid photo identification card prior to every game. There will be no exceptions to this rule.

Suspensions & Disciplinary Review Fighting, Threatening, Abuse or Verbal Abuse Any player fighting, threatening or physically/verbally abusing another player, coach, official or other Lions Rec Sports or Staff member will be immediately suspended from all Lions Rec Sports for a minimum of one (1) year. Fighting shall be defined as punching, kicking or attempting to punch or kick another person. Physical abuse shall include any and all forms of purposefully aggressive contact intended to injure a person. Threatening shall include all threats of harm towards a player, official, staff member or any family or friends, Verbal abuse shall include excessive and intentional harmful or derogatory comments such as racial slurs. Unsportsmanlike or Inappropriate Conduct In the event of unsportsmanlike conduct or other misconducts the players involved will be issued an immediate one (1) week suspension by the league convenor. An official suspension notice will be issued following an incident review. Unsportsmanlike conduct shall include behaviour or conduct that is determined to be unfair, disrespectful or excessively impolite. Including, but not limited to, inappropriate language or swearing, chatter or ‘trash-talk’ after the referee has warned the teams to stop, intentional hard fouls and repeated excessively argumentative exchanges with referees. Protests and Appeals Suspension appeals or other protests must be made in writing directly to the Manager of Intramural Sport at [email protected] within 5 business days of the incident or official notification of decision.

Field Locations Most games will be played on the Stadium, please access field from the south-west gate. Games may be relocated to any of the other grass or turf fields on the York University Keele campus when necessary, please refer to the schedule at www.imleagues.com/yorku and the RecIT app for the most up to date information.

Washrooms Stadium building washrooms will be available for the duration of the tournament.

Change Rooms Changerooms are available at the Tait McKenzie Centre. Only officially rostered players will be permitted access to the Tait McKenzie Centre. Players will be required to sign in at the Tait McKenzie Client Services Desk with photo identification matching the name on the imleagues roster .

Uniforms & Attire All team members are required to be in identical, unique numbered jerseys. Teams will be provided with a team set of Lions Rec Sports jerseys. Numbers must be assigned to the regular roster players. In the event that an alternate is participating, the captain must report the jersey number being used prior to the start of the game Appropriate athletic attire, including non-marking athletic shoes are required. Jewelry of all kinds must be removed. Only soft rubber/plastic cleats are permitted. Anyone caught wearing metal cleats or removable hard plastic cleats will be assessed a red card.

Scheduling Game schedules and standings will be available at www.imleagues.com/yorku and on the Rec IT app. Round robin play will take place on Friday evening and Saturday with playoffs on Sunday. Cancelled and Rescheduled Games Notification of emergency cancellations will be issued through the Imleagues Message Center. Please ensure your information is up-to-date. Rescheduled times will be made available as soon as possible. Captains must submit reschedule request using the imleagues function a minimum of 72 hours prior to the game. The opposing team’s captain and the convenor must approve the change 24 hours prior to the originally scheduled game. In the event of extenuating circumstances, special consideration for a reschedule request when timeslots are not available on imleagues must be sent directly to the league convenor a minumum of 7 days prior to the game. Defaults In the event that a team does not have the required number of players on the field ready to play at game time, the scorer will start the time clock. Game time will reduced by the time it takes for teams to be ready to play. Any team failing to have 7 rostered players on the field, ready to play after fifteen (15) minutes will be assessed a default loss. The referees will remain on the field for the duration of the game. Teams are encouraged to mix and scrimmage with the referee. Any team incurring two default losses will be required to pay a $50 fine prior to continuing in the league.

Playoffs Playoffs schedules will be posted on imleagues immediately upon completion of the final round robin games Saturday evening. Results and Standings Results and standings will be regularly updated on the Imleagues.com. Report any discrepancies in scores to the tournament convenor immediately. This will help ensure a smooth transition to playoffs. Playoff Eligibility To be eligible for playoffs, a player must have played in at least one round robin game. Games played will be tracked on imleagues. Players must appear on the team’s roster to gain eligibility for games played. Check stats regularly and report any discrepancies to the tournament convenor for verification from the gamesheets. Please note it is the player’s responsibility to ensure they sign in on the gamesheet prior to each game. Captains should take the time to verify all players are indicated as present prior to signing off on the final game report.

Communication The team captain should be the sole representative to communicate concerns to the officials. An alternate captain may be named in the event that the captain is not on the playing surface or in attendance at the game. Please keep all communication clear and professional. Verbal attacks or inappropriate language will not be permitted. Any concerns regarding the players or Lions Rec Sports staff can be directed to the league convenor or directly to the Manager, Intramural Sport. We rely on communication and feedback from captains and players to evaluate and improve our programs. Rules of Play The rules of the current FIFA rulebook and the York University Intramural Program are applied and modified as follows: Match/Game Play 1. Games will be two forty minute halfs. 2. A 5 minute half time will be offered time permitting. Half time may be shortened or eliminated at the refereess discretion. 3. The game will start with a kick-off at the centre spot, with the home team kicking off to begin the game. 4. Teams will change ends at halftime and the away team will kick-off the second half. 5. A kick off will also restart the game after a goal is scored. 6. Kick offs must have the ball going in a forward direction at least one full rotation and may not be touched by the kicker again until the ball has been contacted by another player. 7. A goal cannot be scored directly from a kick off, however may be scored after one player from your team has touched the ball forward and it has made one full rotation. 8. The opposing team must be at least 8 yards away from the ball in any direction on a kick off, until the ball has been put into play per Point # 4. 9. Balls that are out of play when the ball has crossed the side line will result in a throw-in. A throw-in must be done with both hands, with both feet on the ground and from behind the head; the thrower cannot play the ball again until it has been touched by another player. A goal cannot be scored directly from a throw-in. Offside rules do not apply on a throw-in. 10. Balls that are out of play when the ball has crossed the goal line (but not into the net) will result in a corner kick if a defending player was last to touch the ball, or a goal kick if an offensive player was the last to touch the ball. 11. Goalies are not allowed to handle the ball with their hands when the ball is thrown or kicked to them by their own team. They ARE allowed to use their hands inside the accepted goal crease when the opposing team throws or kicks the ball towards the goalie or if their own teammate heads the ball back to them. If a goalie uses his/her hands to play the ball in when it was thrown/passed by his/her own team then the opposing team is awarded an indirect free kick at the spot of the handling – see below for description. General Game-play Rules 1. OFFICIATING a. Games will be officiated with a head referee and two assistant (line) referees. b. Games may proceed without one or both assistant referees, if the assistant referees are not present for any reason. 2. OFFSIDE – If a player is considered offside, the opposing team shall take an indirect free kick from the place where the infraction occurred (where the player was called offside). Offside ONLY occurs when all of the following conditions are met at the time the kicker releases the ball: a. the offensive player receiving the pass is closer to his/her opponents’ goal line than all members of the opposing team excluding the goalie, AND b. he/she is in the offensive half of the field, AND c. he/she is closer to the opponents’ goal line than the ball, And d. his/her teammate kicks the ball forward to him/her, OR shoots the ball on net so that a rebound comes out to the player in the offside position. e. You are considered offside if you are in an offside position when the ball is played, even if you are in the process of coming back onside to receive the ball. You must be onside when the ball is played. A player is not considered offside when: a. he/she is in an offside position and the ball is not passed forward (the player in the offside position is not part of the play) b. he/she receives the ball direct from a corner-kick or a throw-in. The player IS considered offside if they are in an offside position on a goal kick. c. he/she is in his/her own half of the field of play as the ball is released and runs forward into the offensive half to possess a ball. NOTE: In a situation where there are two players, one with the ball, and the other is in an offside position, the following will apply: If the player with the ball takes a shot on net and the offside player was running at the net, and therefore in a position to get a goal or receive a pass, they are part of the play, and therefore offside. If they were running towards their own goal, and trying to get onside when their team-mate took the shot, then they were NOT part of the play, and were NOT offside. 3. FOULS a. Sliding or slide tackling - There is absolutely NO sliding or slide tackling. i. Slide tackling includes any player, including the goalie, who leaves the ground in a foot or feet- forward motion. The goalie may dive head-forward or on his/her side to make a save, but may not dive feet-forward. This is regardless of there is an opposing player in the area or not. There is to be NO sliding to prevent a ball from going out of play, or to make any play on the ball regardless of whether another player is in the vicinity or not. ii. Any sliding or attempt at a slide tackling will result in an indirect free kick for the opposing team (unless the foul occurs in the penalty box area, in which case a penalty kick is awarded). iii. Any player attempting a second slide tackle will receive a red card. Repeat offenders will be subject to supplemental discipline. b. An indirect free kick shall be awarded from the point of the infraction when an opposing player intentionally commits any of the following offences: i. Kicks or attemps to kick an opponent ii. Trips an opponent iii. Jumps at an opponent iv. Charges an opponent in a violent or dangerous manner v. Holds an opponent vi. Pushes an opponent vii. Handles the ball, i.e., carries, strikes or propels the ball with his/her hand or arm (this does not apply to the goalkeeper within his/her own penalty-area viii. Goalkeeper picks up the ball after it has been passed or thrown to him/her from someone on their own team. c. All free kicks are to be indirect and are to be taken from the ‘SPOT OF THE FOUL’. - This includes when the goalkeeper illegally plays the ball with their hands. d. An indirect free-kick is defined as: i. The ball must touch at least 1 additional player after the kicker before it goes into the goal for the goal to count. CLARIFICATION: This means if a player taking the indirect kick scores and the ball does not touch any other player (offensive or defensive including the goalie) the goal does NOT count. Possession will now be a goal kick. ii. If the indirect kick makes contact with any other player (offensive or defensive including the goalie) the goal will count. iii. All opposing players (defence) of the team taking the free kick must be at least ten yards away from the ball, except when the ball is being kicked from a point closer than ten yards from the goal mouth - in which case the defending players may stand on their goal line. 4. CORNER-KICKS When the ball passes over the goal line (but not a goal) and was last touched by a member of the defending team, a member of the attacking team will take a corner-kick a. the ball is placed within a one yard radius from the corner closest to where the ball went out of play b. a goal may be scored from such a kick c. the defending team must stand at least ten yards away from the ball until it is in play d. the kicker shall not play the ball a second time until it has been touched by another player. 5. GOAL-KICK When the ball passes over the goal line (but not a goal) and was last touched by a member of the attacking team, a member of the defending team will take a goal-kick a. the ball is placed approx. six yards from the goal line b. it must be touched by any player outside a further six yards on for it to be in play again c. a goalkeeper shall not receive the ball into his/her hands from a goal-kick d. the kicker shall not play the ball a second time until it has been touched by another player. 6. PENALTY-KICKS A penalty kick (which is a direct free kick) will be awarded anytime a foul (major or minor) of any type is committed and called within the goal crease a. it will be taken from the penalty-mark on the field b. all players, except the goalkeeper and the player taking the kick, remain outside of the goalie box c. the goalkeeper must stand on their own goal-line between the goal posts without moving forward until the ball is kicked d. the kick must go forward e. the kicker cannot touch the ball a second time until it has been touched by another player. 7. YELLOW/RED CARDS a. Any player receiving a red card or the accumulation of 2 yellow cards will be issued a one-game suspension by the sport supervisor. One game suspensions are not eligible for appeal. b. 8. SUBSTITUTIONS a. Teams may substitute players at any time. b. Substitutes must enter the field at the same point on sideline as the player coming off the field. 9. TIE-BREAK FORMAT – PLAYOFFS ONLY In the event of a tie after regulation game time during playoffs: a. Five minute overtime period. b. 5 person penalty kick shoot out. i. Teams alternate shooters. ii. The higher seeded team chooses whether to shoot first or second. iii. Players may not shoot a second time. c. If teams are tied after 5 shooters each, then it is sudden-death: i. Teams select 1 more shooter. ii. Players who have already shot are not eligible until everyone else on their team has shot. iii. Teams must continue to alternate shooters in the same order as before (if the home team shot first in each round, they continue to shoot first in the sudden-death rounds).
