Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation Commission, at the Public Meeting of May 14, 2002, following the Public Hearing and Public Meeting of April 23, 2002 voted to grant a Certificate of Appropriateness for proposed work at the subject premises, as put forward in your application completed on March 28, 2002.

The proposal, as approved, consists of the installation of a brushed aluminum flagpole, centrally located 4"-0" above the masonry cornice located above the ground floor and located between two two-story arch-headed window openings, to be mounted to non-decorative brick masonry. All work is shown on an unlabeled and undated drawing submitted by MD+S Architects, submitted as components of the application, and presented at the Public Meetings and Public Hearing. As originally presented to the Commission, the proposal consisted of the installation of two flagpoles mounted to the floor of the loggia located at the top floor of the building.

In reviewing this proposal, the Commission noted that the Louis H. Chalif Normal School of Dance/now Columbia Artists Management Inc. Building is an Italian Renaissance style building designed by George A. and Henry Boehm and built in 1916.

With regard to this proposal, the Commission finds that the flagpole will not be mounted through any decorative features of the facade but in the joints in the brick; that flagpoles and banners are typically found at institutional buildings on this portion of West 57th Street; that the size and location of the proposed flagpole is well placed and located and will not overwhelm the facade of this large building; and that the proposed installation will not diminish the special architectural and historic character of this Individual Landmark. Based on these findings, the Commission determined that the proposed flagpole to be appropriate to the building. The work, therefore, is approved. This permit is issued on the basis of the building and site conditions described in the application and disclosed during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building or site conditions are materially different from those described in the application or disclosed during the review process.

All approved drawings are marked approved by the Commission with a perforated seal indicating the date of approval. The work is limited to what is contained in the perforated documents. Other work or amendments to this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or civil penalties, including imprisonment and fines. This letter constitutes the permit; a copy must be prominently displayed at the site while work is in progress. Please direct inquiries to Jared Knowles.
