The importance of having the WorldSTE in Istanbul The science and technology education community in Turkey and Middle East has been growing fast in the past several years. Organizing the 5th WorldSTE in Istanbul will bring a fresh enthusiasm to the new and young generation of researchers and practitioners in the region. We think that everything needs to be done to keep their enthusiasm fresh and alive in the region. Also, having the conference in Istanbul will allow a greater than usual number of participants from Turkey and neighbour countries which will in return support the growing interest in research in science and technology education in these countries. Spanning Europe and Asia, it can be said that Turkey has been the meeting place of many peoples and cultures throughout the centuries and now is a melting pot of many nationalities, cultures and religions which shows its hospitality to the world’s visitors in many ways. Hosting colleagues from other countries in Istanbul, a sophisticated international city with a proud history, will have the potential to show them our way of mutual understanding, respect and cooperation that is also much needed in today’s world. Experienced local organising committee Hacettepe University, Teachers Academy Foundation (ÖRAV), Izmir Science and Technology Education Research Association (ISTERA), Turkish Science Education and Research Association (SERA), Turkish Ministry of National Education (MEB) and SEBIT Education and Information Technologies Inc. have already announced they will support the WorldSTE2016. By considering such a strong and broad consortium, the WorldSTE in Istanbul will be a world-class international conference. Our team is familiar with the pattern of WorldSTE and has participated in similar kinds of conferences, such as the Association for Science Education (ASE) and the National Science Teachers Association (NSTA) Conferences. Our partner organization, the Teachers Academy Foundation (ÖRAV) is the most influential teacher organization in Turkey and their experience will help us to organize the conference that would be most beneficial to teachers. Our team has experiences and resources (e.g. proposal submission and review software) in running international conferences. Our team has organized ESERA Conference in 2009 and XIII IOSTE Symposium in 2008 in Turkey. Local organising committee would like to work very closely with the ICASE Committees and ICASE co-convenor on all aspects of the program, including the decision of the conference themes, the call for papers, the selection of reviewers, the consideration of proposals, the arrangement of the program, the selection of invited speakers, and the selection of junior scholars for scholarship.
5 EXECUTIVE SUMMARY
We believe in order to make a world-class international conference, the quality of review process is quite important. Therefore, we are thinking to assign one (or two) ICASE Committees member (on voluntary basis) to each strand/theme as a strand chair. They will be responsible for sending that strands proposals to reviewers and make decisions on the proposal. We tried this in recent ESERA conference and it worked well with the software that we used. One of our aims is to organise a very high quality international conference and we will work very closely with the ICASE Committees to achieve this. Istanbul is easily accessible to an international audience and has excellent facilities for organizing conferences Citizens from most of the countries and almost all of the countries in the Middle East do not require a visa for their visit to Turkey. Istanbul is well connected by air to the rest of the world. Almost all major airlines fly to and from Istanbul daily. It is also a city of many universities and mass media companies. Istanbul is well equipped with world-class subways, bus and ferry system providing visitors convenient and assured transportation. Besides, there are many opportunities for tourism, including day tours around the Sea of Marmara. Istanbul has excellent conference facilities and hosts many international conferences and events. Istanbul has been designated as the cultural capital of Europe for the year 2010 and recently hosted Formula 1 racing with spectators from around the world in attendance. It is vibrant, beautiful and safe city with a rich history, and offers good dining and sight-seeing. Istanbul has a lot of historical and natural sites to visit and is recognised as an international shopping city. Since it is one of the most popular tourist destinations, English is widely spoken. A variety of accommodation choices Being a historical and commercial hub of Turkey, Istanbul offers outstanding variety of accommodation ranging from world-renowned hotels to more affordable hotels and university dorms. There are plenty of hotels and facilities to accommodate guests with any need and/or budget. Conference venue is located in the heart of the city Due to its central location and excellent facilities, we have considered organizing the conference at Hilton Convention and Exhibition Centre. The venue has capacity to host more than 2000 participants with high-tech technology and free Wi-Fi high-speed internet. If the ICASE Executive Committee allows us, one of our technology sponsors, SEBIT will video-record the plenary speakers’ talk and make them available to the public on the web. SEBIT is an e-education company, which is owned by Turk Telekom, the biggest telecommunication company in Turkey. A meeting room for the ICASE General Assembly will be arranged at the conference venue. Pleasant weather and traveling with reasonable prices We are planning to organize conference in September or October. Because, the weather is often more pleasant, flight tickets and accommodation are comparatively less expensive than other possible months of the year.

9 SCIENCE AND Turkey is located in Western Asia and in East Thrace in TECHNOLOGY EDUCATION Southern Europe. The science and science education community in Turkey and the Middle East has been IN TURKEY growing fast in the past several years. Organizing the WorldSTE2016 in Istanbul will bring a fresh enthusiasm to the researchers and practitioners in the region. Citizens from most of the countries and almost all of the countries in the Middle East do not require a visa for their visit to Turkey. Istanbul is well connected by air to the rest of the world. Almost all major airlines fly to and from Istanbul daily. Having the conference in Istanbul will allow a greater than usual number of participants from Turkey and neighbour countries which will in return support the growing interest in science and technology education research in these countries. Turkey, with a population of over 75 million and nearly half of this number is relatively young, can be considered as a chance to spread the notion of science and technology education. Having such a distinguished conference in Istanbul will allow practitioners, researchers, journalists, scientists, and policy makers to share their ideas and agendas with each other.
10 The first WorldSTE was held in Penang, Malaysia in 2003. Since then, they have been held approximately every three years: Perth, Australia, (2007), Tartu, Estonia (2010) and in 2013 will be held in Kuching, Borneo. By considering the journey of the WorldSTE, Istanbul with a heritage of many cultures and empires will offer its hospitality to the community of science and technology educators. 13 GRANTS FOR JUNIOR SCHOLARS To encourage graduate students and scholars just starting their careers in science and technology education to participate in WorldSTE2016, we plan to offer scholarships ranging from € 400 - € 1000 per scholarship on the basis of income-level category of the applicant’s country of work. The total amount of scholarship monies granted for the conference is about € 5,000 for now; however, we will seek ways to increase this amount until 2016.

21 Turkey has so much to offer her visitors; breathtaking natural beauties, unique historical and archaeological sites, steadily improving hotel and touristic infrastructure and a tradition of hospitality and competitive prices. Therefore, it is not surprising that this country has recently become one of the world’s most popular tourism destinations. Due to Turkey’s diverse geography, one can experience four different climates in any one day. The rectangular shaped country is surrounded on three sides by three different seas. Its shores are laced with beaches, bays, coves, ports, islands and peninsulas. The summers are long, lasting as long as eight months in some areas. Turkey is also blessed with majestic mountains and valleys, lakes, rivers, waterfalls and grottoes perfect for winter and summer tourism and sports of all kinds.
Skiing fans, mountain climbers, trekkers, hikers and hunters can enjoy new and unforgettable experiences in Turkey. Turkey is, above anything else, a huge open-air museum, a repository of all the civilizations nurtured by the soils of Anatolia. The huge amount of historical and archaeological wealth in Turkey seems more appropriate for an entire continent than a single country. Recently, a new field of tourism has opened up: health tourism. Istanbul metropolitan province had 13.26 million people living in it as of December, 2010, which is 18% of Turkey’s population and the 3rd largest metropolitan area in Europe (if its Asian half is counted) after London and Moscow. The city in its administrative limits had 8.8 million residents counted in the latest Turkish census from 2000. Istanbul is a megacity, as well as the cultural, economic, and financial centre of Turkey. It is located on the Bosphorus Strait and encompasses the natural harbour known as the Golden Horn, in the northwest of the country. It extends both on the European (Thrace) and on the Asian (Anatolia) sides of the Bosphorus, and is thereby the only metropolis in the world that is situated on two continents. Istanbul is a designated alpha world city. During its long history, Istanbul has served as the capital of the Roman Empire (330–395), the Eastern Roman (Byzantine) Empire (395–1204 and 1261–1453), the Latin Empire (1204– 1261), and the Ottoman Empire (1453–1922). When the Republic of Turkey was proclaimed on 29 October 1923, Ankara, which had previously served as the headquarters of the Turkish national movement during the Turkish War of Independence, was chosen as the new Turkish State’s capital. Istanbul was chosen as a joint European Capital of Culture for 2010 and the European Capital of Sports for 2012. Istanbul is currently bidding to host the 2020 Summer Olympics. The historic areas of the city were added to the UNESCO World Heritage List in 1985.
