ThisGreen River Gorge State Park Area Management Plan is partof a statewideeffort to provide for protectionand appropriate use of the WashingtonState Park and Recreation Commission's recreational,natural and cultural resources. This plan is issuedriven.lt identifiessignificant managementissues at thepark and then recommends management approaches and actions to respond to thoseissues.

The planuses two fundamental approaches in responseto identifiedissues. A firstapproach is to usea 'Limitsof AcceptableChange' (LAC) system to addressa park'smost significant resource managementissues. LAC, originally developed by the United States Forest Service for use in Wilderness I Areas,has been adapted for usein stateparks. Fundamentally,it is an evaluativetool that establishes 'li quantifiablestandards of resourceintegrity and provides management options for park managers to achievethose standards. A secondapproach is to preparea statementof parkpolicy. A parkpolicy n,l simplystates what actions park managers will take to resolveidentified issues. Theplan is organizedas follows:

NaturalResource lssues Proposed management approach

Preservationof wildlife Park Policv: 1) State Parkswill effectivelyrespond to regionalwildlife habitat issues and needs identifiedby state, habitaUnatural ecosystems federal,and tribalfisheries/wildlife professionals and any wildlifehabrtat management plans adopted by their jurisdictions.2) Park staffwill ensurethat recreationaluse/development will not encroachupon identifiedwetland areasand the wildlifehabitat they provide. 3) Park staffwill continueto enforce'no hunting'and domesticpet leash laws in effectat all state parks.

Land Classification:The GRGCAapproaches management of wildlifeand vegetative resources from a 'habitat protection'perspeclive. Designating park areasas eitherNatural or ResourceRecreation Areas underthe agency's landclassification system (see Green River Gorge State Park Area Land Classification Map - in the "Management Context"Chapter of this plan)affords a highdegree of protectionto habitatby limitingrecreation to low- and medium-intensiiyactivities and developments.

Most undevelopedareas within the rim of the Gorgebetween Flaming Geyser and Kanaskat-Palmerare classified as NaturalAreas. Exceptionsto this classificationare for areasthat are eitherdeveloped already to a higherlevel of intensity(Green River Gorge Resort,Shangri-la Resort), were previouslyactively used and could be again(Old Town of Frankiin),and seven potentialResource Recreation river access corridors. Uplandactivities in the Gorge NaturalAreas shouid generally be limitedto trailhiking and nature observation. Upland development should be limitedto constructionand interpretivesigns/displays. Water orientedactivities in the Gorge NaturalAreas shouldgenerally be limitedto fishing,kayaking, river rafiing and otherlow-intensity activities that do not requireon- shoredevelopment. In the seven ResourceRecreation river access conidors, recommended upland activities and developmentsshould geneially be limiiedto hiking,biking, hoaeback . Primitivecamping may be availablein some of these accesssites if there is highdemand for that use with littlelikely resource impact. Water oriented activitiesin the seven ResourceRecreation river access corridors should generally be limitedto swimming,fishing, kayaking,and rafting.Recommended water oriented development should be limitedto kayak/rafthaul-out areas and othermedium-intensity developments. No publicmotor vehicular use, other than special ADA access,should be permittedin any of the seven accessconidors.

Undevelopedareas outside the rim of the Gorgebetween Flaming Geyser and Kanaskat-Palmer(including parts of FlamingGeyser and excludingthe Old Town of FranklinHeritage Area, Green River Gorge Resort, and Shangri-la Resort)are principallyclassified as ResourceRecreation. This recognEesthat the qualityof the natural environmentis the primaryattraction for recreatingin the area. BetweenFlaming Geyser and Kanaskat-Palmer, reseation is generallylimited to hiking,biking, horseback riding, primitive camping and other medium-intensity activities.Recommended development in these areasis limitedto multi-purposenon-motorized trails, primitive sanitaryfacilities (vaulVcomposting toilets), primitive campsites, picnic areas, and other medium-intensity develoDments.

Fireprevention/ Park oolicv: 1) In compliancewith agencypolicy, park staffwill maintainan emergencyfire suppressionplan. 2) suppression Parkstaff will take seasonaltraining in initialfire suppressiontechniques, size upireporting,equipment storage locationsand equipmentoperation. 3) Parkstaff will ensurethat fire proteclioncontracts with local fire districtsand DNR are kept cunent.

An associatedsettlement, interpretivemaster plan should includethe followingelements: 1) an area-wideinterpretive theme; 2) designand NativeAmerican locationof interpretivestructures/facilitiesi 3) graphics/textfor interpretivesigns and brochures;4) on-siteinterpretive history/prehistory,and programming;5) ongoing maintenanceprocedures; and 6) volunteerparticipation. naturalhistory

ADA compliance Park policv: Park staff will ensurethat park developmentprojects and park operationcomply with all provisionsof theADA. As fundspermit, any plannedmaintenance proposal for park facilitiesshould include retro-fitting to maximizeaccessability to personsof disability.

VisitorSecurity LAC assessment.monitorina. and manaoementof: 1) The numberof lawenforcement contacts per year (in entireGreen RiverGorge State ParksArea) resuitingin escalationof enforcement(use of force)and requiring writtenincident reporting by park enforcementstaff; standard = no greaterthan 3 law enforcementcontacts resulting in escalationof enforcementand requiringwritten incident reporting are acceptable.2) The number of noticeof infractionsicitationsfor offensesagainst persons or propertywritten per year (in entireGreen River Gorge State Park Area)for similarviolations: standard = no greaterthan 5 noticesof infraction/citationsfor offensesagainst persons or propertywritten by park rangersfor similarviolations are acceptable.

Park facilitiesiutilities Park Policv: Park staff will performannual park facilitiesiutilitiesinspeciions, perform minor maintenancetasks, and maintenance submitpark plannedmaintenance project proposals as required.Facilitiesiutilities inspections should include:1) Parkroadways; 2) buildings;3) outdoorshelters; 4) pedestrianbridges; 5) signage;5) BBa stoves;7) picnictables: and 8) utili$ systems- sewage systems,water distributionsystems, and electricalsystems.

Flaming Geyser General lssues Proposed management approach

Potentialfuture Land classification: The propertyon the northside of the GreenRiver across from the developedFlaming Geyser developmenton northside site is classifiedas a combinationof recreationand resourcerecreation areas (see Land ClassificationMap in the of river(Kummer property) 'ManagementConiext' chapter of this plan). This classificationscheme allows development of group picnicking sites,nature trails, fishing access, comfort station, and a vehicularbridge to link the site to the existingFlaming Geysersite. Developmentof campingfacilities, while technicallyallowable under both the proposedclassifications, is not recommendedfor this site.

NaturalResource lssues Proposed management approach

Preservationof GreenRiver ParkPolicv: State Parks will continue to encouragethe existing volunteer steelhead enhancement program and the FishResource useof theFlaming Geyser imprinting ponds. Park staff will also notify the South King Co. Chapter of theN.W. SteelheadCouncil (Irout Unlimited),King Co. Dept. of SurfaceWater Management, and Wa. State Dept. of Ecology of anyincidents of contaminatedsurface water runoff ftom adjacent properties into Christy Creek that pose a danger tofish in theimprinting ponds.

Controlof noxiousweeds in Park oolicv: Park staffwill complywith regulationspromulgated by the KingCounty Noxious Weed Board as they hayfields and adjacent pertainto noxiousweed controlon lands definedas recreationalopen space. Canadathistle (Cirsium arvense-class grass areas C) and Scotchbroom (Cytisis scoparlus-class B) are the only speciesctnently knownto be presentat Flaming GeyserState Parkthat are on the King CountyNoxious Weed List.Conbol of these speciesis encouragedthe Board,however, State Parks is not legallyobligated to do so at this time.

Riverbankerosion in Park oolicv: State Parkswill apply river bank erosioncontrol measures as necessaryto protectagainst significant developedareas lossof developeduplands caused by flooding,natural erosion, and humanimpacts. Parksstaff will consultwith KingCounty Surface Water Management,Army Corpsof Engineers,Dept. of Ecology,and other federal,state, and localjurisdictionsto ensurethat any proposedriver bank erosion conbol measures comply with applicableshoreline managementregulations, permitting requirements, and protectionof fisherieshabitat.

LAC assessment. monitorino. and manaoement of: 1) area of exposedmineral soil associatedwith river access trailsthat cross the river bank (berm);standard = no areasof greaterthan 100sqft. of exposedmineral soil associatedwith trailsthat cross the river bank are acceptable. 2) area of soil erodedfrom river bank (berm); standard= no greaterthan 1,000sqft.. of soil erodedfrom riverbank in developedpark areas is acceptable

GreenRiver Gorge State Park Area Management Plan - DraftJanuary 23,1997 Stabilityof steepsiopes Park policv: Parksstaff will ensurethat any trailstraversing the steepslopes along the south boundaryof Flaming alongsouth boundary of Geyserwill be designedand maintainedin such a way as to ensurethat slopestability is not compromised. ldeally, FlamingGeyser trailsshould be routedaway from unstableslopes wherever possible. However, where crossingsteep slopesis unavoidable,measures should be taken to adequatelychannel and drainsurface/groundwater flows or otheruise stabilizeslopes vulnerable to mud slides(e.9., retaining walls, planting of deep rootingvegetation).

Land classification: The steep slopestowards the southboundary of FlamingGeyser are classifiedas Resource Recreation.While various types of mediumto low-intensityrecreational uses and developmentsare allowableunder the ResourceRecreation classification, only trailsfor hiking,biking, and equestrianuse are recommendedfor this area.

Protectionof Fiaming Park oolicv: Parksstaff will conductroutine sampling of drinkingwater produced from FlamingGeyser Spring#1 as GeyserSpring #1 (drinking directedby King CountyHealth Dept. And WashingtonState Dept. of Health. Parksstaff will also comply and walersource) respondeffectively to all state and local regulationsconceming public distribution of drinkingwater. Foot trafficand otherpublic uses that may affectthe springshould be routedwell clearof the area eitherthrough signage or vegetativescreening.

Controlof non-native, Park oolicv: Park staffwill place semi-permanentmarkers (rebar) to delineatethe presentcoverage of Himalayan invasiveplant species blackberrypatches in the developedareas of FlamingGeyser. Duringregular mowing of grass areas and trail (Himalayanblackbenies) maintenanceoperations, blackberry patches will be trimmedback so as not to extendbeyond the originallymarked ::l boundaries. :1't CulturalResource lssues Proposed managementapprcach

lnterpretationof steelhead Park capital oroiect oroposal: As a part of a park area-wideinterpretive master plan upgradeexisting interpretive imprintingponds panels.Text and graphicsshould be improvedcooperatively with the SouthKing CountyChapter of Trout Unlimited to enhanceexplanation of the of steelheadimprinting process and the efiectof this processon the steelheadfishery in theGreen River.

Protectionof gravesite Park policy: No developmentof any kind shouldoccur on or nearthe gravesite. Locationof the site shouldbe treatedas confidentialand divulgedonly on a'need to know' basis.

Protectionof Native Park oolicyj No developmentof any kind shouldoccur on or nearthe petroglyphsite. Any nondesignatedtrails Americanpetroglyph that becomeestablished should either be closedor re-routedto directpark visiiorsaway from the site. Landclassification: The area in theFlaming Geyser'fields'to the south of thepark access road, currently used as the"equestrian test area" is classifiedas Recreation(see Land Classification map in the"Management Context" chapterof thisplan). Equestrian use in RecreationAreas is conditionallyallowed provided the use and design of facilitiesis consistentwith the purpose of theclassification and abutting classification objectives.

Hay cuttinglease/operation Park oolicv: Hay leasearea shouldbe maintainedin activeagricultural production for the primarypurposes of preservingrecreational open space and to reducethe risk of grasslandwildfires. Provisionsof the hay leaseshould be evaluatedperiodically with lesseeto facilitateeconomic viability of the arrangementand ensureconsistency with its primarypurposes.

ADAriver access Park caoital proiect oroposal: Constructan accessiblefishing site accordingto ADA standardsto includeparking, pavedaccess path,and hardenedarea alongthe riverbank. An ADA take-outramp for raffersis not be proposedat this time. An existingADA accessibletake out ramp is in placeat the WhitneyRiver Bridgeapproximately one to two milesdownstream from FlamingGeyser State Park.

Reservationsof dayuse Recreational/serviceorooram: Park staff will continue to takeday use picnic shelter reservations at thepark and oicnicshelters notparticipate in theState Parks Central Reservation System.

Background

In Januaryof 1992the Washington State Parks and Recreation Commission adopted a publicly developedStrategic and Action Plan. One question asked in partof theplan was "how do we providefor protectionand wise use of parkresources and assets?" In responseto thisquestion, the agency committedto a numberof actionsincluding the preparation of managementplans for each park in the system.

Thefirst step in themanagement planning program was to createa "model"plan to guide developmentof subsequentpark management plans. By July of 1994the model was developed using DeceptionPass State Park as an example.Procedural and budgetary questions delayed statewide implementation.

In late1995 the Commission adopted a revisedState Parks Land Classification System that renewedmomentum for the management planning program. Because information and data required for theland classification process is alsorequired for park management planning, state parks staff decided to proceedwith a combinedland classification and management planning effort. This combined effort was titledthe classification and management planning project (CAMP) and was initiated in March,1996. Park ManagementPlanning Approach.

ManagementPlanning Principles

ThisPlan uses five basic principles to ensurethe long-term public value of managementplanning:

1) Parkmanagement plans will be regularlyupdated: Park management planning is an on-going process.Individual plans will never be considered"completed", although, they will be considered 'mature",ready to beacted upon, when they have been reviewed and approved by the Directorof StateParks. Subsequently, as environmental,social, and politicalconditions change, plans will be adjustedto reflectthose changes.

2) Parkmanagement plans are the primarydocuments for communicatingpark resource managementinformation: Plans will be written to clearlycommunicate park-specific resource stewardshipissues, management approaches, and actions to therest of the agency, the public, andother stakeholders.

3) Parkmanagers and parkstaff playan integralrole in producingand revising park managementplans: In this way, those responsible for implementing a plan have a vested interestin makingit succeed.

4) Membersof the publicparticipate in developmentof parkmanagement plans: Directly involvingpark stakeholders in producing and revising plans fosters better understanding of how theirparticular interests fit into the larger resource management conted while also giving them a stakein a plan'ssuccess.

5) Keyadministrative functions are incorporated into the parkmanagement planning process:To ensurethat park management plans are regularly updated, the processes for triggering,justifying, and prioritizing park capital and operating program reguests have been incorporatedinto the management planning process.

Forefficiency and consistency among park management plans, State Parks standardized the planningprocess by incorporating information that is applicablethroughout the agency and providing this 'model' formatfor presentingpark-specific information.

Parkmanagement planning includes:

1.Establishingthepark management context. 2.Gatheringpreliminary natural, cultural, and recreational resource information about the park. ? Requestinginformation and opinions ftom people interested in or affectedby park managementdecisions (stakeholders) on issuesof concemto them. 4. Clearlydefining issues. ldentifyingand evaluating options for resolving management issues. Draftinga managementplan that explains the management approach and the specific managementactions proposed to addressissues. 7. Solicitingstakeholders'comments onthe draft and incorporating this information into the park managementplan. L Finalizingand implementing the park management plan. Reviewingthe management plan yearly with stakeholders to evaluate progress and identify newissues. 10 Revisingthe management plan to respondto newissues and to reflectmanagement changes.

ParkManagement Decisions

\r'/hilevarious parks may have significantly different resources and resource management issues, allpark managers share the same essential dilemma - effectivelymanaging increasing demand for recreationalopportunitieswhich utilize sensitive natural and cultural resources. The challenge at theheart of thisdilemma is to accommodaterecreational use and protect resources from deterioration. How much recreationaluse can resources sustain without compromising their value to therecreating public? The answerto thisquestion is usuallyas subjectiveas it is technical.For this reason the "besf' resource managementdecisions incorporate public sentiment, yet are firmly based on reliabletechnical information.

Parkmanagement plans and decisions will be reviewedwith park stakeholders every one or two yearsat regularpark open house meetings (as per planning step #9 above).During these meetings, stakeholderswill have the opportunity to reviewand comment on parkpolicy decisions, evaluate on-going datacollected through the management planning process, and raise any new issues of concern. Stakeholderscomments will then be evaluatedby StateParks staff and incorporated into a revisedpark managementplan. Revisionsto theplan will be reviewedand approved either by the ParkManager, RegionManager, Assistant Director of Operations,or theDirector, depending on the extent and significanceof revisions.

FLAMINGGEYSER RECREATION AREA

Location:Green River Gorge State Park Area is a conservationarea located in King County, 5 miles southof BlackDiamond and 8 milesnorth of Enumclawoff State Highway 169. Areas within the park are theFlaming Geyser Recreation Area, Kummer Bridge Area, the Black Diamond Heritage Area, the Old Townof FranklinHeritage Area, the Hanging Gardens Recreation Area, the Walter A. JellumAi'ea, The Kanskat-PalmerRecreation Area, and the Nolte Recreation Area. Developedareas include, are Flaming Geyser,Nolte, and Kanaskat-Palmer.

Acreage: 2008.02acres with over 18 milesof rivershoreline.

Acquired:The 1969Legislature, by declaration,established the Green River Gorge Conservation Area. TheLegislature directed the Commission to takesuch steps as necessaryto protectthis area with its manyexamples of uniquebiological and geological features, for education and recreational interpretation. In 1969,the area was within one hours driving time of 1,700,000people. The Commission directed staff to acquirein fee 1,500acres and establish protection of an additional1,100 acres by developmentrights acquisition,trail easernent, and timber cutting rights acquisiiion. Over thirty-five parcels have been acquiredsince 1969 with a totalpurchase cost in excessof $3,208,000.

HistoricalBackground: Coal, Clay and cinnabar have all been mined from the Gorge area, with coal comingfrom the Kummer, Gene, McKay beds and Franklin #10 in pastyears. Approximately 14 percent of allofWashington's coal is minedhere. While many coalseams traverse the area, only one mine, the JohnHenry open pitmine, is presentlyin operation.lt is locatedjust outside the town of BlackDiamond. Highalumina flint clay has been mined underground in the Kummer Area; however, there has been no activitythere for many years. About20 flasksof mercurywere produced from cinnabar mines on the RoyalReward during the late 1950's; however, high arsenic content and inegular distribution, coupled with theheavy glacial overburden, made this and the Cardinal Reward ditficult to explore.This now part of the WalterA. JellumArea. Flaming Geyser derives its name from the seepage of methanegas from an old testcore bored into the underlying coal seams. The gas, when ignited, creates a smalltorch flame in a rockpit. The formerYDCC Lodge has been converted into an environmentalLeaming Center, available to thepublic for group use. InApril 1973, the Commission entered into (1) a useagreement with King CountyParks to manage98.4 acres of countyland adjacent to FlamingGeyser, with 4,800feet of shorelineon theGreen River, and (2) easements and agreementswith the Department of fisheries, BurlingtonNorthern, and Palmer Coking Coal Company.

Facilities: Six picnicshelters, 172 picnic tables, 256 car parking with 200 additional overflow parking spaces,7 firepits, 30 grillson pedestals,2 restrooms, recycling sewage plant, Environmental Learning Centerlodge, 2 residences,shop building, seasonal housing, and 38.4 miles of roadsand trails throughout the GorgeArea. A groupday usereservation system accepting groups up to 500people.

Of SpecialInterest: Our namesake, the Flaming Geyser, and it's smaller companion, the Bubbling Geyser,are both unique and intriguing features. \Mrile only burning 6 to 10inches high now, in it's youngerdays the Flaming Geyser burned several feet high with higher gushes of fireand water. lt was evenfeatured in "Ripley'sBelieve lt or Not".Located at thedownstream end of theGreen River gorge, FlamingGeyser State Park Recreation Area is a populartakeout point for raftersand kayakers enjoying whitewateradventures in thegorge. During summer low-water levels, the park is very popular with people floatingon tire tubes, air mattresses and other floating devices. The Green River is usuallyone of thetop tensteelheading rivers in Washington, adding to ouruse, especially in thewinter months.

Introduction

Parkmanagers make dayto-day management decisions within a complexand multi-layered contextof existingrules and regulations. In somecases the context is restrictiveand identifieswhat a managermust or mustnot do. Inother cases the context is permissiveand identifies a range of possibilitiesthat the manager may explore or consider.In bothsituations, knowledge of thecontext is essentialtosound and legal park management.

Thissection explains the management context within which the park operates through four broad categories:

1) GovernmentalRequirements and Policies: federal, state and localjurisdictional rules, regulationsand policies affecting the park.

2) LandOwnership and Management Obligations: a legal description of thepark property boundariesas well as licenses,easements, permits, and other rights granted by or to State Parksthat affect operation of the parkor the legalstatus of ownership.

3) RegionalRecreational Supply and Demand: the supply and demand for certain recreational opportunitiesin and near the park. lt alsoprovides some basis for discussing and anticipating trendsthat may affect user experience andior park resources.

4) Stakeholdersand Constituencies: persons and entities that have interests in thepark and howthey can be contacted.A listingof usergroups, neighboring organizations and interested othersis provided.

Governmental Requirementsand Policies

A Washingtonstate park operates within a frameworkof laws,rules, regulations, and policies that governjurisdictional behavior. lnterpretation of, and compliance with, govemment rules and policies requiressound and thoughtful judgment. Managers frequently need to consultwith agency technical staff for adviceand clarification.

A briefdescription is providedbelow of thedifferent levels and types of legaland administrative diredilonwith which a parkmanager should be familiarbefore taking action. Afterthis introduction, laws, '4 rules,regulations, and policies affecting the GreenRiver Gorge State Park Area are listedand described. { 4 I The FederalLevel -l The unitedSfafes Constitution: This document is thefundamental law of the nation.All actions mustbe consistentwith this document. lts evolvinginterpretation continues to havea substantialimpact on allotherlaw and governmental action. Federal constitutional provisions clearly affecting park managementinclude provisions guaranteeing equal protection through non4iscrimination in employment practicesand provisions for the right of publicassembly.

Federatstatufes(U.5. Code):These are federal laws passed by theU.S. Congress and signed intolaw by the President(or by congressionaloverride). Many federal statutes involve the performanceof federalgovernment agencies, but some involve laws that directly affect all organizations and individuals. Examplesof federalstatutes affecting state parks include the Federal Minimum Wage Act, Endangered SpeciesAct, and National Historic Preservation Act. Federalactsthat directly apply to thispark are listed in Table2.

FederalAdministratiye Rules (Code of FederalRegulations): These are rules developed by the executivearm of thefederal government, principally federal agencies, to implementlaws passed by Congress.When passing statutes, Congress often directs federal agencies to developand enforce rules andprocedures to ensurelegal goals are accomplished. For example, the United States Department of Laborenforces the minimum wage law; the United States Fish and Wildlife Service and the National MarineFisheries Service (and other agencies) oversee the Endangered Species Act andthe Nationai ParkService implements the National Historic Preservation Act of 1966(as Amended).

FederalExecutive Orders and Declarations (Presidential Orders): The Presidentof the United Statesmay issue directives to staffand/or federal agencies under the implicit authority of the presidential officeor delegatedcongressional authority. A presidentialdeclaration of nationa[disaster is oneexample of sucha decision.

The StateLevel

WashingtonSfafe Consfiiufion: This is thefundamental law of thestate. All stateand local law mustbe consistentwith this document. In additionto formulatingthe structure for stateand local govemment,it contains several important provisions that affect operations of manystate parks. For example,its "police powe/' provision expressly allows for development and enforcement of statelaws, includingauthority for rangersto enforcestate laws in parks.

SfafeLaws (Revised Code of Washington- RCVI): These are laws generally adopted by the WashingtonState Legislature and signed by the Governor (or by legislativeoverride), however, laws may alsobe adoptedthrough the initiative or referendumprocesses. They enable and govern formation and operationof stateagencies and define the authority of county,city and special purpose local governments. An exampleof statelaw is Chapter43.51 RCW, which forms the Washington State Parks and Recreation Commissionand specifies the composition, powers, and duties of the agency. RCW chapters applicable to statepark management are outlined in Table3.

StateAdministrative Rules (Washington Administrative Code - WAC):These are rulesand regulationsdeveloped by state agencies at thedirection of thelegislature, governing administration of programsfor which the legislature has appropriated funds. MostWACs approved by theState Parks and RecreationCommission are contained in Title352 WAC. Forexample, Chapter 352-16 WAC governs the namingof stateparks and establishes the agency's land classification system. WAC chapters applicable to statepark management are also outlined in Table 3.

SfafeExecu tive Authority (Executive Order):These are rules issued directly by thegovernor that mustbe followedby all stateagencies. The Officeof the Governorhas limited constitutional authority to directthe work of stateagencies not under gubernatorial control, including the WashingtonState Parks and RecreationCommission. However, the legislaturehas delegated specific authority to the governorto issuecertain executive orders. An exampleof suchan orderis a statedeclaration of emergency.

SfafeParks and Recreation Commission Policies (Commission Policy): These are decisions by theCommission that expand on andclarify WACs. Commission policies convey directions to theagency butdon't require as complexa codificationprocess as WACs. Suchpolicies may involve one park, a collectionof parks,or thewhole system. An exampleof sucha commissionpolicy, actually a set of policies,is the 1996Strategic and Action Plan of Washington State Parks. Selected Commission policies applicableto thispark are outlined in Table 4.

Director'sAdministrative Poticies: These are specific policies and/or directives issued by the directorof stateparks to staffto implementgeneral commission policies. An example is theMarch 19g4 directivefrom the Directorto treatall propertiesdeemed eligible for classificationas naturalforest areas andrequire that all new uses be consistent with that classification until the Commission can make final landclassification decisions (see Table 5).

These directivesare the primary means by which assistant directors convey policy directions to theirrespective divisions.Because park management plans are implemented principally through the Operations Division, selectedOperations Directives which apply to parkresource management are listed in Table6.

To conveypolicy considerations which involve more than one organizational division, assistant directorsuse Memoranda of Understanding.Selected Memoranda of Understandrngwhich apply to park resourcemanagement are listed in Table7.

To bridgethe gap between agency policies and actions canied out by agency staff, an Agency ProcedureManualhas been developed. The Agency Procedure Manual translates the .what" shouldbe doneto the"how" to do it and"who" will do it. Table8 listsprocedures which are pertinent to park resourcemanagement.

The LocalGovernmental Level

Localgovernments are political subdivisions of stategovernment. State government allows for creationof localgovemments to promotemore democratic access to publicdecision making and to accomplishcertain cost efficiencies. The organization and authority of localgovernments varies widely. GeneralPurpose Local Governments include counties, cities and towns. These governments have wide powersto regulateland and shoreline use and development, provide police and fire protection, and build andmaintain roads. Special Purpose Local Governments provide services such as publicutilities, ports, libraries,hospitals, fire suppression, and emergency services.

GeneralPurpose Local Government Ordinances. These are laws that generally involve the regulationof constructionand use. Examplesinclude zoning, development, health, building and fire codes. Forregulations affecting this park, see Table 9.

GeneralPurpose Local Government Policies: These are usually found in documentsthat commonlyform the policy basis for regulation of constructionand use. Examplesinclude comprehensive plansand shoreline master programs (policy portion). For policies affecting this park, see Table 9.

Specla/Purpose Local Government Regulafions: These include rules and fees relating to the provisionof certainservices. For example, if a statepark is within the boundaries of a publicsewer district,that district may require certain standards for designing new hook up locations,or chargecertain fees. Forrequirements atfecting this park, see Table 10.

The ParkLevel

Park MasterP/an: WTile there are usuallyno lawsenacted for specificparks, there are often park-levelpolicies that provide direction for day-to-daymanagement and operation. The primary collectionof park-specificpolicies and management objectives is containedin the park master plan. The purposeof masterplanning is to involvepark stakeholders in a processto determinelong-range development,stewardship, and other general management objectives. lf completed,the park master plan is thecompanion document to thismanagement plan and serves as theprimary source for general managementobjectives. Master planning objectives, if completed, are outlined in Table 11. lf completed, themaster facilities site plan and/or the masterresource conservation and protection site plan can be foundin Chapterlll underthe section"Park Policies, Plans and Classifications".

Park LandCtassifications: lf a masterplan l'ras not been completed for the park, Commission policydirection is primarilydetermined by parkland classifications and corresponding management guidelinesoutlined in theagency's land classification system (WAC Chapter 352-16 Naming of Parksand LandClassification System). A mapof parkland classifications can be found in the"Park Management

Statepark areas are of statewidenatural, cultural, and/or recreational significance and/or outstandingscenic beauty. They provide varied facilities serving low-intensity, medium-intensity, andhigh-intensity outdoor recreation activities, areas reserved for preservation,scientific research,education, public assembly, and/or environmental interpretation, and support facilities. Theymay be classifiedin wholeor in partas follows:

(1) Recreationalareas are suited and/or developed for high-intensity outdoor recreational use,conference, cultural and/or educational centers, or otheruses serving large numbers of people.

(2) Resourcerecreation areas are suited and/or developed for natural and/or cultural resource-basedmedium-intensity and low-intensity outdoor recreational use.

.i .an ' (3) Naturalareas are designated for preservation,restoration, and interpretation natural i1 of . processesand/or features of significantecological, geological or paleontologicalvalue whileproviding for low-intensity outdoor recreation activities as subordinate uses.

(4) Heritageareas are designated for preservation, restoration, and interpretation of unique or unusualarchaeological, historical, scientific, and/or cultural features, and traditional culturalproperties, which are of statewideor nationalsignificance.

(5) Naturalforest areas are designated for preservation, restoration, and interpretation of naturalforestprocesses while providing for low-intensity outdoor recreation activities as subordinateuses. and which contain: (a) Old-growthforest communities that have developed for onehundred fifty yearsor longerand have the following structural characteristics: Large o'ld- growthtrees, large snags, large logs on land,and large logs in streams;or (b) Matureforest communities that have developed for ninety years or longer;or O Unusualforestcommunities and/or interrelated veqetative communities of significantecological value.

(6) Naturalarea preserves are designated for preservationof rareor vanishingflora, fauna, geological,natural historical or similarfeatures of scientificor educationalvalue and which areregistered and committed as a naturalareapreserve through a cooperative t: agreementwith an appropriatenatural resource agency pursuant to chapter79.70 RCW T{ andchapter 332€0 WAC. :,1 'l Park Policie.s:In parks where master plans have noiyet beendeveloped or wherespecific issues havenot been adequately addressed by a developedmaster plan or theland classification system, park policiesmay still be developed. These policies are only developed where clear management discretion is grantedor otherwiseindicated by lawor otherpolicy conveyances or wheremanagement issues are not- adequatelyaddressed by lawor policy.Park policies are generally developed by the park manager and approvedby the region manager. For a listof suchpolicies see Table 11.

ParkLegal Description, Deeds, and Rights

Parkproperties are acquired in manydifferent ways, including by donation from private individuals,as surplusfrom other government agencies, in tradewith other public and private organizations,or purchased outright. Parks are usually acquired in severalpieces or parcelsover a periodof time.As a result,legal boundary descriptions can be complex.Often included in propertydeeds arecertain rights that the grantor or sellerwishes to retain.Many donations and government surplus acquisitionsinclude restrictions on whatState Parks may do withthe property.A iommonrestriction is thatthe propertymust be usedfor "parksand recreation' or "statepark" purposes. Water rights may also be reserved.ln somecases, reversionary rights to propertiesheld by grantorscan be invokedbased on lackof performanceor othercriteria. Table 12 outlines deeds and legal descriptions of parcelsacquired for theGreen River Gorge State Park Area, and identifies rights that have been reserved. Specific legal documentationof these rights is referencedin Appendix A andcan be found at thepark office.

Leases,Easements, Licenses, Permits, Contracts and Agreements

StateParks often enters into agreements with other public and private organizations and individualson behalfof a park.These agreements generally help the park to fulfillits recreational or stewardshipobjectives while providing a serviceor benefitto theother party. Agreements of thistype are legallybinding, and as a result,form a criticalelement of a park'slegal and policy context. Leases, easements,licenses, permits, contracts and other agreements entered into on behalfof thepark area are outlinedin Table 13. RegionalRecreational Supply and Demand

Thesupply and demand for recreationalopportunities provided near to andwithin the park area areimportant in understandingwhat use pressures are or maybe imposed on parkresources. Table 14 analyzesthe most significant recreational opportunities offered or potentiallyavailable to parkusers.

Parkmanagement often involves the need to workclosely with individuals and organizations that .careabout the public resource. The 'stakeholders' may be parkusers; they may be neighbors;or they maybe personswho are simply interested in the park'sresources and who desire those resources to be managedin a certainway for certain outcomes. Table 15 lists known stakeholders and constituencies. Theyshould be contactedduring the annual park open house and informed of significantdevelopments or changesthat might occur in or forthe park.

. Managinga diversecollection of natural,cultural, and recreational resources is a balancingact. Parkmanagers face increasing pressure to accommodatepublic recreational use of naturaland cultural resourceswhile also protecting those resources from unacceptable degradation. How much public use is too much?V/hat kinds of usecan a resourcesustain? Over the last30 yearsseveral approaches to resoureemanagement have been developed to increaseharmony between recreational use and resource preservation.This chapter explains the evolutionof WashingtonState Park's approach to resource management.The tables that follow apply the current approach to theresources of TheGreen River GorgeState Park Area. Carrying CapaciV Model

Traditionally,State Parks has approached protection of resourcesusing the'carrying capacity' model.The crux of thisconcept is thata selectedpark has definable resources and facilities and that eachpark visitor causes a givenamount of impactto thoseresources. By setting a maximumnumber of visitorsallowed to enteran area, a resourcemanager presumably can control the amount of impact, therebysustaining resources at a givenlevel. lf themaximum capacity is exceeded,resources may be significantlydegraded or facilitiesover-burdened. The carrying capacity model has been widely embraced becauseit is easilyunderstood and appears to be attainable.However, applying this approach to a specificsite has significant difficulties and limitations. These include:

' r Difficultyin establishinga scientific basis or empiricalevidence to supporta proposed maximumcapacity. Why are 10 people per day allowed but not 11?

r lmpactsper person are not always equal. Some visitors have greater sensitivity to the fragility of resourcesand tend to treadmore lightly.

r Greatvariety exists in the amount of impact,based on thetype and extent of management toolsin place.A primitivearea with clearly defined trails, defined seasons of useand certain permitrestrictions may be ableto withstanda certainlevel of usewith less impact than a similararea without such controls.

r ln manycases controlling the number of visitorsaccessing an areais simplynot a practical option.

The abovedifficulties and limitations led the agency to searchfor an entirelydifferent approach. In 1993,State Parks staff identified the 'Limits of AcceptableChange' model (or LAC) as the successorto thecarrying capacity model. The carrying capacity model is notused in thls management plan.

Limits of Acceptable Change (LAC) Model

LACwas formally published by the U.S. Forest Service in 1985(Stankey, Cole, Lucas, Petersen, Frissel:The Limits of AcceptableChange (LAC) System for \Nildemess Planning. General Technical ReportINT-176, January 1985). LAC was first adapted by State Parks staff for use in resourceplanning of Hopelsland . Publicsupport for LACat Hopelsland further solidified the agency'sacceptance of this approachand ultimately led to itsuse in thisplan.

TheLAC model embodies a fundamentalshift in approachto resourcemanagement. lnstead of tryingto answerthe question "how much access to naturaland cultural resources is too much?",the LAG

Applicationof l-ACto statepark management has been modified from the original Forest Service model,but retains its basicframework. The Washington State Parks adaptation can be summarizedas follows:

1) ldentifykey resource management issues: generally resource impacts or socialconflicts.

1) Selectmeasurable indicators of natural,cultural, and recreationalresource conditions: identityquantifiable events or physicalproperties that gauge resource conditions, e.9., area of bareground in campsites,incidents of vandalism,reported visitor conflicts, etc.

3) Inventoryand measureresource indicators: determine methods foi measuringindicators andmake measurements.

4) Anatyzeindicators: assess raw data to reachqualitative or quantitativeconclusions of resourcecondition.

5) Determineresource standards: identify an acceptablenumeric range for the extent, distribuiion,and/or condition of resourceindicators.

6) Exploremanagement options: identify a rangeof managementprescriptions designed to achieveor maintainresource standards.

7) Selectmost appropriate management option(s): initiate one or moreidentified managementoptions if indicatorsdo notmeet determined standards.

8) Monitorresource indicators: schedule the monitoring or "re-inventory"of resource indicatorsover a periodof time.

e) Evaluatemanagement actions: determine successes and/or fuilures of applied managementactions and, if necessary,modify either management actions or resource standards.

10)Involve the public:encourage park stakeholder participation during all of theabove steps.

The LACprocess recognizes that any recreational use of naturalor culturalresources will cause somedegree of changeto thoseresources. The overarching goal of the LACprocess is to involve managers,specialists, and stakeholders in identifying key park resources and determining how much changeto thoseresources is acceptable.These key resources can then be assessedover time to determineif their condition achieves or remainswithin acceptable limits. lf conditionstandards are hot met,either additional management actions may be selected and implemented or resource standards may bechanged, whichever is deemedappropriate.

In inostcases, measuring changes or impactsto all resourcesin an areais impractical.For this reasonLAC is an issue-drivenprocess. LAC only addresses resource-related matters of heightened publicconcern or matterswhere the'most appropriate" approach to resourceprotection may be in dispute. Anotherpractical consideration of LACis the useof resourcecondition "indicators". Indicators arequantifiable observations or eventsthat gauge the condition of a particularresource or resources.The useof indicatorsreduces the needfor comprehensiveresource inventories and allows persons without extensivetechnical expertise to monitorchange.

TheWashington State Parks Land Classification System is comprisedof sixland classifications: RecreationAreas; Resource Recreation Areas; Natural Areas; Hentage Areas; Natural Forest Areas; and NaturalAreaPreserves. Each classification has a distinctmanagement philosophy, specific management guidelines,certain physical features, geograohic context, compatible recreational activities, suitable facilities,and appropriate types of development(See Appendix C). Eachclassification also ascribes a relativeimportance to natural,cultural, and recreational resources within a particulararea. Forexample, in RecreationAreas primary management emphasis is on providinghigh-intensi$ recreational experiences,with nafural and cultural resource values being subordinate. In Naturaland Heritage Areas primarymanagement emphasis is on protectionof naturaland cultural resources with recreational use beingsubordinate.

Thesix classifications establish a frameworkfor application of theLAC process in specificareas. As a generalrule, changes to highpriority resources (within a particularclassification) will be less acceptablethan changes to lowpriority resources. For example, changes to thecondition of natural resourcesin a NaturalAreawill be lessacceptable than changes to recreationalorcultural resources in thesame area. Similarly, changes to thecondition of culturalresources in a HeritageArea will be less acceptablethan changes to naturalor recreationalresources in the same area. This general rule is especiallyrelevant to step 5 of theLAC process stated above, where acceptable limits of changeto specificresources are determined.

Resourceassessment and management information specific to TheGreen River Gorge State ParkArea is presentedin thetabies that follow. Tables are used to avoidlengthy and repetitive nanatives,simplify completion, and facilitate the transfer of park-specificinformation for other agency purposes.They are grouped by natural,cultural, and recreational resources and by classifiedarea. FromIeft to right,each table lays out an LACanalysis for each management issue as follows:

As in anyplanning process, there is alwaysconcern that management actions may not be implemented.Funding shortfalls, time constraints, and lack of managementunanimity are some factors thatmay compromise successful implementation. This management plan provides not only justification formanagement action, but a linkto theagency's existing administrative framework through which actions areultimately implemented. This section provides two primary tools. First, it providesan up-to-date descriptionof a park'sadministrative programs. Second, it providesa frameworkin which the park managercan propose administrative changes or enhancementsas identifiedthrough the resource assessmentDrocess.

Park OperatingProoram

Operatingprogram elements include park recreational/service programs, staffing, facilities maintenance,equipment management, and procurement of materialsand supplies. Operating program informationis primarily summarized in matrices,although in some instances existing administrative documentshave been included to provideadditionaldetail.

Recreationalandservice programs include interpretive, volunteer, enterprise, and community serviceelements. These program elements are summarized inTable 19, Recreationaland Seruice Programs.Park staffing information is outlined in Table 2A, Park Staffing, followed by individualposition descriptions(classification questionnaires). The park facilities/utilities maintenance program consists primarilyof plannedmaintenance projects. Project requests are made by submitting 0-34 Work Project Requestforms up throughthe agency chain of commandfor approval and eventual funding. Past, current,and proposed work project requests are summarized inTable 2'1 ,0-34 Planned Maintenance Projects.Major equipment is inventoriedand tracked through the park's Master Equipment Plan or MEP. Thepark MEP lists equipment identification numbers, model numbers, purchase dates, and life expectancies.ln additionto thepark's MEP, up-to-date maintenance information is kept with each piece of equipment.This section includes only the MEP. Procurement of materials and supplies follows a requisitionprocess not unlike most businesses. Details of thisprocess are in the agency's Purchasing Manual.Past requisitions are kept at thepark otfice and can be referencedto determinewhere common materialsand supplies generally are purchased and in what amounts.

Park CapitalProqram

Theparks capitalprogram consists primarily of work projects contracted to commercial contractors.Requests for capitalprojects are alsomade by submitting0-34 Work Project Request forms up theagency's chain of commandand ultimately to theState Legislature for approval and funding. Fundedprojects are then submitted to theagency's Resources Development Division for engineering, permitting,and solicitation of competitivecontract bids. Past and current park capital project requests are summarizedin Table22,0-34 Capital Projects. Proposed projects are described and ranked in thistable.

Operatinqand CapitalProqram Triggers

Operatingprogram change requests, 0-34 planned maintenance requests, and 0-34 capital requestsare generally triggered in oneof twoWays. They can either be identifiedas necessaryfor implementationof a managementaction as partof thepark's management planning process or theycan be proposedindependently aspart of a newagency or publicinitiative. In bothcases this management planserves as theevaluative tool that ensures any proposed initiatives are consistent with a park'slegal and policyframework and it's resource management objectives.
