BUSINESS ARISING FROM THE MINUTES a) Benchlands Lagoon – M Krainer updated that there is now a beaver happily living there and cutting down some of the poplar trees, not all the neighbors are welcoming this new resident & Kendra Tippe is on management of this development. Not much else can be done about an outflow regulation gate until spring. Keep this item as old business b) CS Contacts List – updated copy accepted as information and will be in December MD Newsletter (mailed Nov 30). c) September 15 and October 20, 2020 Action Items i. Bow Valley Food Charter DRAFT feedback – no feedback provided by CSB members. ii. Rock Painting in DMF – next spring in River’s Bend playground, will see if there is enough interest to also run in LdA and HH playgrounds, or else invite those residents to also participate in DMF.

**MD assumes a 34/66% split between North and South Ranchlands based on 2011 Cencus proportions v. M Krainer provided an update on how Casinos are now working by after conversations with Casino Advisors: Groups without a date yet will be delayed 4-6 months, those that had dates during shutdown are being reallocated. Revenue is estimated to be approx. 50% compared to before COVID. Casinos are reopening and installing barriers to increase their capacity at different rates. Elbow River was one of first to reopen. Bighorn Library now has January 13/14, 2021 (Tues/Wed) for their replacement dates. vi. Draft statement to applicants regarding the average size of usual CS Grants (modified from AB Eco Trust’s statement). The Community Service grants annual budget is approximately $27,000 with many groups that apply for these funds. Is adding this a good or bad idea? - The average grant size is approximately $2,100 but have varied from $300 to $9,000. ACTION: D Grady to get this statement reviewed/edited by J Kassel and R Ellis for acceptable wording and ask if it needs to be approved by council since it is not a change in policy, only a clarification for applicants.

7. REPORTS a) Community Services Coordinator Report- reviewed and accepted as information with added update on Bow Valley Elves program including 18 area MD seniors gifts. Additional discussion on Devil’s Head Wildfire response; • Benchlands and Jamieson Road area Community Emergency Contact volunteers (CEC) Marina and Alice and fire departments found daily ESS updates from D Grady very helpful to round out what was received in the MD’s twice daily updates of information form AB Forestry with better area map information to help locate the fire. • More frequent Forestry information was needed, along with what residents should

• With Emergency Notifications (via Notify Me subscriptions) it would be very helpful to add the impacted area in the current title: Notice of Wildfire. • GWAS members have had in discussions with MD’s Ag & Env Services Board about the need to protect that watershed area from fire by working towards solutions on recreational uses. This has not brought about any response from the MD to date. GWAS is asking for the MD’s support to move up in regional and provincial levels conversations. ACTION: GWAS will write letter asking for support directly to Council and cc D Grady. D Grady to pass on the Notify Me title suggestion to L Rea and K Tippe

b) Community Service Board Members – verbal updates. L Brown, Ward 2/DMF • Highway Garbage pickup rescheduled from May to September went well • Recreation Committee took the rink/play surface proposal to Council as a delegation on Nov 10. • Temporary rink is set up for the year again • Submitted an article and pictures on the DMF Community Garden for December newsletter, will be in March 2021 edition. M Krainer, Ward 4/Benchlands • Wildfire was the biggest local event • No COVID here yet, all being very cautions, getting more isolated and lonelier with colder weather • With cooler fall weather, parking and camping on the roads inside the has decreased. R Lyster has said the Municipal Reserve Lands Bylaw needs to be updated to address recreational use. It is hoped that this will happen before spring. • Speeding on Hwy. 40 is an ongoing issue with visitor and resident offenders, photo radar would be helpful. ACTION: D Grady to pass this on to MD Bylaw to pursue. A James, Ward 3/Jamieson Road • Devil’s Head Wildfire was a big concern • 4H club was not able to form in time for this year, interested kids are in other groups for this year and will work on this earlier to ensure it is in place for September 2021 • Coyote Creek Trails new boarding facility next to the trails, increased equestrian and walking interest in the area trails now. There are some cross fences that K Tippe and Bylaw are working on to have removed by adjacent landowners. Poorly built bridges were removed in 2012 when trails were decommissioned due to lack of use and high maintenance needs. L Rosvold, Ward 2 Council • Council has been very busy; 2021 budget and 5 year capital plan have now been approved and are available online to review. • Many emergencies to deal with over the last 8 months • Boards and Committees are all meeting regularly again via MS Teams • Nov 12 was a special council meeting to receive and review the Hydrogeologist report on groundwater flooding. More data is needed to determine full cause and possible mitigations. Classes • Winter Cross Training Classes – 6 weeks of 2 mornings and/or 2 evenings per week being offered via Zoom by Pete. Monitoring how pandemic measures impact possible in person classes moving forward. 2 tentative instructors for in person Cross Training as Pete Cooper moved to Cranbrook in December. Want to possibly start yoga classes as well…soon?.

Rinks • Dead Man’s Flats: DMFCA Recreation Committee applied for $125,000 Provincial CEF matching grant by the January 14/21 application deadline. • Exshaw: second shed has had donated metal roof installed, both sheds are completed. MD and ECA still in discussions about a Caretaker Agreement for winter rink operation and possible future replacement of safety glass with Plexiglass and Chain link to reduce the occurrence of breakage and replacement in the future. • : applied through MD as qualified donee to Banff Canmore Community Foundation for materials to increase the height of safety fencing along the street to prevent stray puck causing possible pedestrian or vehicle damage.

Playgrounds • Exshaw – Little Italy/South Exshaw possible playground space discussion – still no response from Fish and Wildlife

Family Resource Network (FRN) • Still working with Bighorn Library, Bow Valley FRN and parents to develop a more parent led but Library and FRN alternately supporting a weekly parent/tot get together and parent learning sessions in the Exshaw Legion. After COVID it may move to Bighorn Library. • Will begin to work soon with Cochrane on possible Beaupre program for during/after COVID.

Transportation Assistance Program • Using MD program funds for residents needing rides to required medical appointments in via Taxi Vans which provide the required physical spacing. Once our funds have been depleted there is United Way funding to cover the increased costs Bow Valley wide (this replaces the Bow Valley Volunteer Driver Program during COVID). 1 CSB Feb 18-21 Page 5 of 38 • AHS now also has a province wide program of the same name for use by only their clients/patients.

Trails • 2020 Renewal of South Exshaw Trail 3-Way Agreement was to be done by December 31/20, still awaiting AB Parks response on query if any changes are needed and who there can/will approve the agreement. • Back 40 Resource Management Plan and Caretakers Agreement review and updates process is started, due September 2021. Public Lands participation has been hard to get with cutbacks and COVID measures. • Exshaw Area Trails – initial talks on future area management and planning possibilities are beginning with Public Lands, MD Planning/Community Services, Canmore and Area Trails Alliance, CAMBA, Exshaw Mountain Gate Development and local trail builders/users.

Bread Rescue – Exshaw Banff Food Rescue and Canmore Food Recovery Barn generally have excess bread donations so 2-3 times/week a Volunteer from Tim Horton Camp drives bread in boxes to Exshaw for area residents to pick up in PO lobby. Hoping once Library is able to open it will be located there & once/week will be able to go to Exshaw School to go home with students.

Emergency Social Services (ESS) • COVID-19 - much of my time is still taken up as the acting Social Services Lead with ESS planning for continued responses with food, supports and connections for those who are most vulnerable and need deliveries, etc. • East Exshaw Groundwater Flooding I have been working with Red Cross, Mennonite Disaster Service and Samaritan’s Purse to see what supports are needed and can be offered to residents for repairs and

MD staff have developed an Operational Response Plan - East Exshaw High Groundwater Events in preparation for next spring, presented as information to Council Feb 9/21. • Area Specific Evacuation Plans – The wildfire last fall brought forward a Council request for detailed evacuation plans for the MD areas and hamlets. Stew Walkinshaw has been hired to prepare those plans this year – I believe before spring flood & fire season arrives. This should also be addressed in our new ICS based Municipal Emergency Management Plan training and practice, which was adopted by Council in December.

INCOME TAX PREPARATION Simple tax return preparation is a free service offered by Canmore and Cochrane FCSS for lower income MD and area residents. Keeping your tax returns current is important to ensure you are accessing all the support programs available to you and you get any refunds! Please book your appointment early for this popular service.

If your tax returns are not filed by April 30 various Seniors (Old Age Security, Canada Pension Plan, Guaranteed Income Supplement, Seniors Benefits), Disability, Child Care Benefits, GST and Carbon Tax Credits may stop or any increases you are entitled to will not occur.

If your income is suddenly less than usual some senior’s programs allow for a current year income estimate to be submitted – this needs to be done early in the year so that your new benefit year will be adjusted correctly (the Seniors Benefits year runs July 1 to June 30).

4 CSB Feb 18-21 Page 8 of 38 2021 MD COMMUNITY GRANTS The MD of Bighorn is pleased to announce that the following organizations received Community Service Grant funding for 2021 or their 2020 funding was extended to 2021: Canmore Alberta Canada Day Society, Cochrane and Area Rural Crime Watch, Cochrane New Year’s Eve Family Celebration, Dead Man’s Flats Community Association, Exshaw Community Association, Ghost Watershed Alliance Society, Guy Gibson (Benchlands) Community Association, Harvie Heights Community Association, KidSport Bow Valley, McDougall Stoney Mission Society, Palliative Care Society of the Bow Valley, Water Valley Library Society These 2021 Capital projects received Community Enhancement Fund grants which are collected from the hosting fees paid by the Bow Valley Waste Management Commission on Francis Cooke Landfill operations. Ward 1 – Exshaw Community Hall – 2020-21 groundwater flood repairs & upgrades Exshaw Recreation Grounds – 2020 Backstop Repairs (extended to 2021) Wards 1, 2, 3 & 4 – Dead Man’s Flats Community Rink/Play Surface (pending provincial matching grant) Ward 3 – Jumpingpound Hall – 2020 electrical repairs (extended to 2021) Ward 4 – Ghost Waiparous Trails Association – new bench Water Valley Community Hall – small equipment purchases 2021 Community Insurance Grants were awarded to these community associations to assist with 75% of the cost of General Liability and Directors Liability Insurance coverage for their societies. The MD believes it is important to support the community organizations and the volunteers who provide so much to all of us. 6 Dead Man’s Flats Community Garden There’s a new landmark in Dead Man’s Flats. A jumble of highly organized edible plants hugging the edge of the TransCanada highway. Cars whizzing past 23 raised vegetable beds laden with rows of beet greens, climbing pea tendrils, and herbs gone to seed, their flowers oscillating against a fierce chinook wind. This May, during the height of the pandemic, volunteers and businesses worked together to complete the Dead Man’s Flats Community Garden. It took three years of planning for the Community Garden to finally begin to take form. The site levelling, wildlife fence construction and waterline installation were completed in 2019 by community volunteers and funded by the Dead Man’s Flats Community Association in conjunction with River’s Bend Development Inc. In May of 2020 the garden bed frames were built, painted with wood preservative, and then assembled on site. Over a 3 day period landscape fabric was laid, the garden beds were positioned and filled with garden soil, and then surrounded by crushed gravel to hold them in place and form walkways. All of this work took place while social distancing and maintaining a 15 person on site maximum. The community looks forward to welcoming visitors to our garden when COVID 19 restrictions have been lifted. As the first season wrapped we realized it was not only about growing a garden that surpassed our expectations; joyous with colour and bountiful food. It was about trying something new, gardening with neighbours, swapping tips with each other, donating food to the community, and watching children nip in and out of the garden while dogs waited patiently outside the gate. Connecting with each other during the dreariness of lock-down life and enjoying and sharing the fruits of our labour was an unexpected high point this year. Thank you to the MD of Bighorn for financing the majority of the project, providing support and for donating the land in conjunction with Alberta Transportation. Many thanks to Alberta Parks and Recreation for grant funding. Thank you as well to all the volunteers, municipal staff, Councilor Rosvold and the following businesses who made this project possible; Graymont for donating all the crushed gravel, Competition Concrete for donating the bobcat and the amazing operator, Ground Work Garden Design, Downer Contracting, Canmore Plumbing and Heating, River’s Bend Development Inc. and the Lopushinsky family for the water tank and garden bed design and construction.
