INDOOR PASSING LEAGUE OFFICIAL RULES

Field Dimensions:

1. K – 3: Field Length = 25 Yards. Zone = 7 Yards deep. 1 First Down at the 10 Yard Line. 2. 4th and up: Field Length = 50 Yards. End Zone = 7 Yards deep. 2 First Down’s at the 30 & 10 Yard Line.

Starting the Game:

1. Game Time: Two 15 - minute halves; running clock; One 5 - minute halftime. 2. All games will begin and end on the designated timekeeper’s instructions. They will announce the time remaining at the 10, 5 and 1 minute marks. The game clock will stop after all the scores – the PAT will be an untimed down. 3. There is a maximum of 12 players per team. 4. Team will field 5 v 5 for grades K – 3; 6 v 6 for grades 4th and up. 5. All players must wear mouthpieces. 6. No spikes are allowed. 7. Home team will wear color jerseys or penny’s. Away team will wear white. 8. Coin flip to determine first possession. 9. Ball is always placed in the center of the hash mark to start the game at the 25- or 50- yard line. 10. No overtime. Games ending in a tie will count as a tie (Championship game excluded).

Scoring:

1. Six (6) points for a . 2. One (1) point for PAT from the 3-yard line. 3. Three (3) points PAT from 10-yard line ( on PAT is dead ball and 1 point for ). 4. Two (2) points for Defensive stop on downs / Three (3) points for Interception (dead ball) plus possession. 5. In the event an Interception occurs on the 4th Down, the Defense will only receive 3 points. The 2 points for the stop will not be awarded in this instance. 6. Official score is kept by field referee and game manager.

Moving the Ball:

1. Possession always begins at the 25- or 50-yard line. 2. always moves in the same direction. 3. Play begins when the ball is snapped to the . 4. All Offensive players must be set and behind the line of scrimmage BEFORE the ball is snapped. 5. There are no running plays allowed; everyone is eligible to receive a pass. Double passes are not allowed. 6. No shovel passes to Center. 7. Each team will have 25 seconds to snap the ball once it has been marked ready for play; delay of game penalty will be a loss of down. 8. There are no double passes or reverse passes. 9. There is no rushing the Quarterback or crossing the line of scrimmage until after a pass is thrown. 10. The Quarterback has 5 seconds to release the ball, or it is blown dead, returning to the line of scrimmage for the next down. 11. Once the Offensive team scores, possession changes. If the Defense prevents the Offense from achieving a first down, possession will also change. 12. The ball carrier is down when touched by one hand below the neck by the Defense. The ball is spotted at the spot of forward progress. 13. There are no . The ball is dead when it touches the ground. Ball is spotted at the last forward progress of the ball carrier. A muffled snap is not a /dead ball and the 5-second rule still applies.

Special Rules:

1. No blocking. A blocking or holding penalty is -5 yards from the spot of the foul and loss of down. 2. Receiver/ball carrier is legally down when touched below the neck with one or both hands by the Defense. 3. Unnecessary or excessive force, such as shoving or pushing, will be penalized by automatic first down and 5 yards as well as a yellow card for the offending player(s). Players will be ejected if they receive two yellow cards in a game or a flagrant. 4. Illegal motion = 5-yard penalty. 5. Substitutions are by possession only! (Exception is for injury) 6. Defensive Pass Interference will be a spot foul (First down at the spot). 7. Responsibility to avoid contact is with the Defense. There is a 5-yard penalty for any chucking (unnecessary bumping or grabbing). 8. There is a 10-yard penalty for Offensive Pass Interference. If the offensive team is on the 25- 0r 50- yard line, the penalty will instead result in a loss of down. 9. The offensive team is responsible for retrieving the ball after the play and returning it to the referee. Clock does not stop and any delay by the Offense retrieving the ball will result in a delay of game penalty of 5 yards from the succeeding spot. 10. Teams are required to have a Center. 11. The ball can be snapped by ground or by backwards toss. 12. Taunting and “trash talking” are not allowed. Penalty is a 5-yard loss and a yellow card. If the player involved receives two yellow cards or is considered flagrant, he/she will be removed from the game. 13. Fighting: The player(s) and/or coach(es) involved will be ejected from the game as well as the tournament. If a team fight occurs the teams involved will be ejected from the tournament. 14. If an offensive penalty occurs when the enforcement spot is the 25- or 50- yard line (depending on age divisions), the penalty yardage would move the first down marker (the 30- or 10- yard line) the amount of the yardage associated with the infraction: a. Example 1: In the K-3 division, if the Offense is charged with illegal procedure and the LOS was the 25-yard line, the penalty will be assessed by moving the first down marker (the 10-yard line) to the 5-yard line and repeat the down. If the foul is determined to be flagrant and the LOS is 25 yard line, the enforcement would move the first down marker (the 10-yard line) to the 5-yard line and loss of down. b. Example 2: In the 4th and up division, if the Offense is charged with illegal procedure and the LOS was the 50-yard line, the penalty will be assessed by moving the first down marker (30-yard line) to the 25-yard line and repeat the down. If the foul was determined to be flagrant and the LOS is the 50-yard line, the enforcement would move the first down marker to the 25-yard line and loss of down.
