In Bolivia the Aim of OMCT Country Reports Are to Prevent Torture Rights of the Child in Bolivia The aim of OMCT country reports are to prevent torture In its reports on children’s rights, OMCT aims to analyse national law in terms of the international commitments that a government has made. For example, in some countries families are not informed when their child is detained and this removes a precious safeguard against abuse. The absence of such safeguards fa- cilitates situations where the torture of children can and does occur. In other words, the reports aim to point out where, often unknowingly, legislation facilitates grave abuses against children. The legal analysis is supported, where possible, by urgent appeals on the torture of children documented by OMCT. These urgent appeals (OMCT intervenes almost daily on such cases) are the foun- dation of all our work. The reports are not legal semantics for their own sake, but represent, in addition to the urgent actions, another side of our strategy to end torture. The reports include meaningful and feasible recommendations for legal reform aimed at reducing the incidence of child torture. The reports are presented to the United Nations Committee on the Rights of the Child who use them to analyse how well a country is fulfilling its international commitments with regards to chil- dren. Their recommendations on the issue of torture, drawing from OMCT’s reports, send a strong message from the international com- munity on the need for action to end the torture of children. The coup overthrew a democratically elected president, Evo Morales, who still had months remaining in the term to which he was elected in 2014. Other reports have documented the violence and human rights violations committed by the de facto regime. The Harvard Law School’s International Human Rights Clinic (IHRC) and the University Network for Human Rights (UNHR) found that the killing of civilians by state forces in November 2019 was the second highest it had been in any month for nearly 40 years.1 Two massacres committed by security forces within a week of the de facto government taking power killed at least 22 people, and injured at least 230.2 The IHRC/UNHR report emphasizes the racist nature of the violence, including that all of the victims of these massacres were Indigenous.

    Bolivia Page 1 of 15 Bolivia Country Reports on Human Rights Practices - 2002 Released by the Bureau of Democracy, Human Rights, and Labor March 31, 2003 A constitutional, multiparty democracy with an elected president and bicameral legislature, Bolivia has separate executive, legislative, and judicial branches of government, with an attorney general independent of all three. President Gonzalo Sanchez de Lozada of the Nationalist Revolutionary Movement (MNR) took office on August 6 after he was elected by a joint session of the Bolivian Congress following the June 30 national election, in which the MNR won a plurality of the vote. The governing coalition controlled both houses of the legislature. Coalition members held the top leadership positions in both chambers. The executive and legislative branches suffered from corruption and inefficiency. The judiciary, while generally independent, also suffered from corruption and inefficiency. The National Police have primary responsibility for internal security, but military forces can be called upon for help in critical situations, and this occurred during the year. The Judicial Technical Police (PTJ) conducts investigations for common crimes (cases that do not involve narcotics). The police provided security for coca eradication work crews in the Chapare region, a tropical area where illegal coca is grown. The Special Counternarcotics Force (FELCN), including the Mobile Rural Patrol Unit (UMOPAR), is dedicated to antinarcotics enforcement. The Expeditionary Task Force (FEC), a military force composed of conscripts who had completed their obligatory service and commanded by active duty military officers, was disbanded in July. Civilian authorities generally maintained effective control over the security forces; however, at least one member of these forces was convicted of human rights abuses.

Ribando Analyst in Latin American Affairs Foreign Affairs, Defense, and Trade Division Bolivia: Political and Economic Developments and Relations with the United States Summary In the past few years, Bolivia has experienced extreme political unrest resulting in the country having six presidents since 2001. Evo Morales, an indigenous leader of the leftist Movement Toward Socialism (MAS) party, won a convincing victory in the December 18, 2005, presidential election with 54% of the votes. He was inaugurated to a five-year term on January 22, 2006. During his first year in office, President Morales moved to fulfill his campaign promises to decriminalize coca cultivation, nationalize the country’s natural gas industry, and enact land reform. These policies pleased his supporters within Bolivia, but have complicated Bolivia’s relations with some of its neighboring countries, foreign investors, and the United States. Any progress that President Morales has made on advancing his campaign pledges has been overshadowed by an escalating crisis between the MAS government in La Paz and opposition leaders in the country’s wealthy eastern provinces. In August 2006, many Bolivians hoped that the constituent assembly elected in July would be able to carry out constitutional reforms and respond to the eastern province’s ongoing demands for regional autonomy. Evaluating Evo Morales: The Conflicts and Convergences of Populism, Resource Nationalism, and Ethno-Environmentalism in Bolivia Abstract This thesis seeks to integrate existing scholarly frameworks of populism, resource nationalism, and ethno-environmentalism in order to create a comprehensive understanding of Morales and the MAS. From 2006 until 2019, President Evo Morales and the Movimiento al socialismo (MAS) led Bolivia to global prominence. Experts lauded Morales and the MAS for apparent development successes and democratic expansion in a nation long known for its chronic poverty and conflict. Still, yb the time of his controversial resignation, several socioenvironmental conflicts had diminished his eputationr as an ethno- environmental champion, revealing the tensions inherent in pursuing resource nationalist development in an ethnopopulist state. While existing scholarship on the subject views populist and resource nationalist strategies and policies separately, their functional convergence in the Isiboro Sécure National Park and Indigenous Territory (TIPNIS) conflict demonstrates the necessity of an integrated framework.
