BKCM Reopening Plan 2020-2021

The Conservatory of Music (BKCM) will resume in person private lessons on a hybrid (remote/in person) low density basis on October 19th. We’ve missed you, and we can’t wait to welcome our students and community back into the building!

Building Reopening: Synopsis

• BKCM will begin hybrid in-person / remote lessons in late October on staggered basis: two consecutive weeks in person, two consecutive weeks remote

• Staggering allows BKCM to operate at reduced on-site density. We are targeting a 25% capacity utilization

• Decisions about on-site lessons will vary from program to program. Program Directors will be communicating specific information and guidance to their students and families: As of now: - Monday-Saturday Students, including Community Music School private lessons and pods, and Suzuki will resume in person learning on October 19th;; CMS group lessons will remain remote - Sunday Students, including Community Music School private lessons and Suzuki will resume in person learning on October 25th - Music Therapy will remain remote until further notice

• Students, faculty and staff will be required to wear masks in the building at all times and will need to adhere to contact tracing protocols

• Parents, caretakers, siblings will generally not be allowed in the building

• Students may opt to continue lessons remotely

• Faculty with extenuating needs or who may be in high risk categories may teach remotely

• Plans / policies presented in this document are subject to change, based on evolving public health conditions and other relevant, local factors. Should it become necessary to do so, BKCM is prepared to forestall the reopening, or pivot back to all remote learning

Overview. BKCM is committed to the safety and well-being of our staff, students, and clients. With the COVID-19 pandemic still affecting New York City, BKCM has developed a staggered in person / remote program based on significantly diminished capacity of the building that will allow us to safely resume viable private lesson and low capacity programming this October.

Our plan is premised on:

• Practicing social distancing within and around BKCM’s Park Slope building; • Adhering to the highest standards of hygiene and sanitization of our spaces; • While also ensuring the best possible educational experience for our students and faculty.

Our building reopening plans were shaped by a 20-member internal Facilities Task Force of Staff and Faculty, under the guidance of policies and best practices of the CDC, New York State and NYC. BKCM will continue to actively confer with our peers at public and private schools, other non-profit community music schools throughout NYC, as well as with thought leaders in the field of music education for guidance specific to our programming and facilities such as class structure and sizes, and instrument-specific considerations (i.e. higher risk for aerosol based instruments such as woodwinds, brass, and voice).

While we are fortunate to call a 10,000 sq ft Victorian mansion our home, as our returning students and families know, the interior is densely built out with small studios and a two-story stairwell. When it was last renovated 20 years ago our building was designed to maximize the number of individual studios. In good times that allows for more individual lessons.

The design imposes limitations as well - there is little space in the building for congregating and waiting. The studios are generally small (77 to 200 sq ft) and every studio has a piano. Our families have good-naturedly squeezed in into every available space to make lessons, especially group lessons and classes, work. However, under strict social distancing protocols our studios will have much more limited capacity.

Facility Readiness & Safety Measures: In anticipation of reopening, considerable effort and investment has been made to ready the building, including:

• Portable plexiglass partitions for each studio • Plexiglass at registrar desk

• NanoSeptic self-cleaning surfaces • MERV 13 filters installed in HVAC system • Sanitizer stations throughout the building • Hands free paper towel and soap dispensers in the bathrooms • Doorbell at garden entrance to better manage building ingress • Social distancing markers, decals and signage • Enhanced façade / exterior lighting • Acquisition and activation of vacant land next door – approximately 1,700 sq ft for waiting area, gathering and circulation

In addition to investments in our physical plant, equipment and supplies, BKCM will be hiring additional staff to work as dedicated safety monitors during lesson hours. The safety monitors will be responsible for temperature checks, mask enforcement, contact tracing, regular cleaning and disinfecting of high-touch surfaces and assisting students with drop off and pick up.

Methodology. Every space in the building – studios, landings, stairwells, elevator banks have been surveyed and precisely measured. On the 3rd – 5th floors, BKCM has 17 studios. The second floor is home to our largest and most flexible space, our 805 square foot Concert Hall. The 1st floor is a warren of offices, almost all of which are shared by multiple staff. We have used the precise measurements of our floor plans, with guidance from the CDC and the NYC DOH, to determine the maximum number of occupants per studio, in common areas and circulation spaces, in the offices and in the building as a whole (see: Schedule A.).

To bring capacity in line with recommended social distancing protocols, and on average, we have to diminish capacity, on average, to approximately 33%. This calculation has guided the development of our building use plans.

Based on our analysis, we believe the building can safely accommodate 30 – 40 people at one time. By comparison, a typical peak occupancy (e.g. 4:00 – 5:00 pm on an average weekday) is > 90 people, and with larger ensembles or Concert Hall events, the building often has greater than 150 people in it.

Making Building Use Decisions In 10-week Blocks: With COVID cases remaining steadily low throughout the city, BKCM has determined that we can safely and viably resume in person learning in October.

Moving forward BKCM will be making determinations for additional programs to resume in person learning in blocks of about 10 weeks. These defined points in the calendar will offer both our task force and our families flexibility and visibility in our thinking around the safety and planned use of our site and allow for us to respond to the rapidly changing environment in the city in relation to COVID-19. We intend to inform families of our prospective plan for in person vs. remote learning at least two weeks prior to the start of the next block, if not sooner.

Blocks:

Block I: September 10 - October 19: Fully remote Block II: October 19 - December 21 Block III: January 4 - April 4 Block IV: April 4 - End of Year

Should circumstances surrounding COVID become more severe, and the city, state, CDC, or BKCM deem it necessary, BKCM will be prepared to delay the reopening or pivot back to all remote learning.

Hybrid Lesson Method (Combining In Person & Remote)

Our goal in reopening the building is to offer students as much on-site in person lessons, while adhering to strict building capacity utilization limits. BKCM developed the framework for hybrid, staggered lessons: two weeks in a row in person, followed by two weeks remote, optimizing for: • the number of enrolled students in our on-site programs; • the size of our building; • the number and size of our individual studios; • guidance from health authorities on appropriate capacity utilization in indoor spaces; and • pedagogical considerations related to music instruction.

We believe this approach will provide the opportunity to teach and reinforce practical elements and concepts of music learning that are challenging to achieve remotely while reducing building capacity safely to acceptable social-distanced protocols.

Overall, the building will generally operate at capacity utilization of 20 - 30% taking into consideration: • certain instruments will remain remote; • most group classes will remain remote; • office space usage will be significantly reduced; • teachers with extenuating need/in high risk categories or caring for those in high risk categories will remain remote; • parents, siblings and other caretakers will generally not be allowed to wait in the building.

Beginning with Block II, (October 19th) CMS and Suzuki private lesson students may opt in for hybrid in person / remote lessons. Students who opt in will attend private lessons in-person on a two-week rotation. During the weeks when a student is not attending in-person classes, the student’s lessons/classes will take place remotely at their scheduled time.

Students will have the option to take lessons remotely the entire year or opt into the hybrid rotation for each block.

Faculty will also have the option to teach lessons remotely based on extenuating needs or high risk categories.

Instrument Specific Considerations

Instruments deemed safe for in person lessons include piano, string, and percussion instruments. Aerosol-based instruments such as woodwinds, brass, and voice, are not currently safe under our diminished capacity program and will remain remote for the time being.

If the staff/faculty believe that your instrument is not considered safe for in person lessons, we communicate with you about specific arrangements.

Hybrid Lesson Schedule

Monday-Saturday Students: Monday-Saturday students will be split into A and B groups. The A group will take lessons for two weeks in person. At the same time, the B group will take their lessons remotely. After two weeks, the groups will rotate with the B group coming to the building for in person lessons while the A group meets remotely.

Sunday Students: Due to the extensive building use and complex nature of BKCM’s Sunday schedule, all Suzuki and CMS private lesson students who have lessons on Sundays will follow a rotation schedule of one week in person, and two weeks remote. Sunday groups will be split into C, D, and E groups, and will begin in person rotations on Sunday, October 25th. Single week rotations will allow Sunday students to see their teachers in person more frequently, while keeping the building at targeted reduced capacity.

Sunday students will be split into C, D, and E groups. The C group will take lessons for one week in person. At the same time, the D and E group will take their lessons remotely. Sunday groups will rotate weekly.

Students who opt into our hybrid move will be notified which rotation group they are in prior to the start of their in person lessons and will receive a calendar denoting which weeks are A and B

5 rotation weeks. Students will also receive email reminders at the beginning of each rotation week confirming which rotation group are attending in person vs. remote for that week.

Due to the complicated nature of the schedule, BKCM will not be accommodating additional in person lessons or classes for students who are unable to attend in person during their designated rotation weeks or for holidays that fall on specific rotation weeks.

Additional key information regarding the hybrid approach: Please be advised:

• Decisions regarding on-site programming will be made at the discretion of the BKCM administration and program directors with the health and safety of all of our community in mind, with a view towards fairness between our programs, and with program-specific pedagogical and scheduling / logistical considerations.

• Even within specific programs, determinations for resuming in person lessons may have some variance based on faculty and staff safety discretion.

• Determinations for group classes to resume in person will be made separately. Some group classes that are viable and successful online, may stay remote for the entire academic year. Under this scenario certain classes will permanently transition to remote because a) we have found they work well remotely; and b) they help reduce the density in our building.

Making Your Decision - Surveys for Opting In/Remaining Remote: To help us better understand your specific plans, we ask families to complete Reopening Survey prior to each Block. We ask families to complete this initial survey by no later than October 9th. The survey asks families to choose one of three options: • Begin hybrid lessons in October • Begin hybrid lessons at a later date (two other starting points to begin hybrid lessons are planned – Block III in Jan and Block IV in April) • Stay remote the entire year

The options to begin in person at a later date (Jan or April) or stay remote all year are not binding. In other words, you may elect now to start at a later date and ultimately decide to stay remote all year, or vice versa. However, if you wish to start in person during the first phase, you must make that election now and join at the appointed start date. You will not be able to join a reopening phase in progress.

Studio Set Up

BKCM will alter the room schedule to favor use of larger spaces that allow for 6 adequate feet of distance, with preference to rooms with even greater space clearance (more than 6 feet). Rooms without windows and rooms that do not have 6 feet of clearance will be not be used for lessons or classes.

Students may not have lessons and classes in their usual rooms. BKCM will determine which rooms are the most viable and safest for use for each rotation based on space and ventilation of the rooms available.

• Only larger studios will be used • Only studios with windows will be used • Students and teachers will maintain 6 feet of distancing in studios • Masks must be worn at all times • Studios have been outfitted with rolling plexiglass shields • Each studio will be equipped with a cleaning kit • Faculty will clean/disinfect studios/high touch surfaces between students

As we begin the first block of in person lessons, about 50% of our studios will be in use. The other 50% will be decommissioned.

On the 3rd floor: three of the six studios will be in use (five actually viable). On the 4th floor, three of six rooms will be in use (all viable). On the 5th floor, three of the five studios will be in use (four are actually viable).

Health and Safety Policies

In the building, and on our premises, BKCM will enforce strict social distancing, health safety and precautionary protocols.

• Masks are required to be worn on BKCM premises at all times by everyone – students, teachers, staff. • Masks must stay on for the duration of your time in the building. • Masks will not be provided to students -- all students should plan to arrive with masks. • You will not be permitted in the building without a mask. • Temperature checks will be enforced prior to entry. • Health questionnaires will be required prior to entry each day that a student attends in person lessons. • Students turned away due to temperature or refusal to wear a mask will not be entitled to make ups. • Students and faculty will be expected to social distance at all times while in the building including during lessons. • If you do not feel well, please stay home!

Procedure for a Known Confirmed Case of Covid-19: In the event of a known confirmed case of Covid-19 test by any student, staff or faculty member that has been on BKCM premises, BKCM will immediately close for a 24 hour period to undergo a deep cleaning/ventilation. All lessons during the 24 hours period will revert to remote learning. BKCM families will be alerted via email of any Covid-19 related closures.

If a student, faculty, or staff member tests positive for Covid-19, they must inform the school and stay home. Any student, faculty or staff member who is diagnosed with Covid-19 will be required to remain at home for at least 14 days from onset of symptoms and will require a negative Covid- 19 test and/or health professional’s clearance to return to campus.

All students/teachers who participated in lessons and classes within the same room of a community member with a known case will be asked to return to remote learning for a mandatory two week period following any known confirmed COVID case.

Required Covid-19 Testing: Prior to resuming in person learning, all faculty, staff, students and family members coming into the building will be required to present a negative PCR COVID-19 test. The test must be taken within the two week period prior to the start of your in person lessons. For example, if your first lesson is on October 21st, your test must take place on October 7th or later. BKCM will require a digital copy or physical print out of your test results. Covid-19 test results should be emailed to Registrar Alex Selawsky at [email protected]. All test results will remain strictly confidential.

Faculty and staff coming into the building on a regular basis will be required to present a negative COVID-19 test every 8 weeks to continue to be permitted to come onto campus.

Students will be required to present a negative COVID-19 test prior to the start of each in person lesson block to continue to be permitted to come onto campus.

Free COVID-19 test sites are available throughout the city. See Schedule B for a list of recommended free test sites.

Parents and caretakers must arrange for timely drop off and pick up of their students. To help with the flow of hallway traffic, BKCM asks families to follow specific paths for entering and exiting the building:

Drop Off

• All students should queue up for entry into the building on the sidewalk outside of the main garden gate. 6-foot distancing markers will be placed on the path.

• Please arrive 5-10 minutes prior to your scheduled lesson time to have your temperature and masks checked.

• Masks, temperature, and health questionnaire checks will be enforced in a small area by the benches near the back corner on the North side of the garden. Families will be prompted down the garden patch by one of our Safety Monitors one at a time.

• Parents and caretakers should stay with students until they are cleared for entry by a Safety Monitor. After a student is cleared for entry, parents and caretakers will be asked to leave via the main Lincoln Place gate, while students proceed down the garden path to enter the building via our lobby.

• Students may take the elevator or stairs up to their lessons and classes. Please allow for other students to pass before going up/down to maintain distancing. Students should use the elevator one family unit at a time.

• Parents/caretakers who are accompanying children of children under the age of five to studios, should immediately exit the building via the 7th Avenue Concert Hall exit.

• Parents and caretakes will not be permitted to wait inside the building during the duration of the lesson.

Pick Up

• When leaving the building, students will exit via the 7th Avenue Concert Hall doors. Safety Monitors will be stationed at the 7th Avenue Concert Hall exit to dismiss students.

• Parents and caretakers should plan for prompt pick up immediately following a student’s lesson.

• Students will only be permitted to leave with persons authorized by parents/caretakers. Safety Monitors will not permit students to leave the building without seeing that any minors are released into the care of an authorized pick up person.

• Students will exit out of the 7th Avenue Concert Hall exit.

Elevator Use

Please be advised that BKCM’s student and client community is comprised of many individuals who require use of the elevator due to physical disability or other special need. Students, family members and caretakers with mobility concerns will be given preferential use of the elevator. We ask that our student community be respectful of the needs of these individuals at this time.

All other students will be directed to use the stairwells which generally offer open space and are well ventilated.

No more than 1 family unit, i.e. 1 single student, or 2 people within the same family unit will be permitted to use the elevator at once

Waiting Areas

Our congregation and waiting – landings, stairwells, the lobby and elevator banks – are required for building circulation. Unfortunately, we do have other designated spaces in our building that can be used solely for the purpose of waiting. As a result, BKCM will not permit families or caretakers to wait inside our building until further notice. Aside from traffic coming and going to studios, we expect our landing areas, hallways, stairwells, and lobbies to be free of people.

Families and caretakers should plan to drop off all children five years of age and older. Families will only be allowed to accompany children under five years old to their classrooms. BKCM Safety Monitors will be available to escort students of any age to their studios. Additional accommodations will be permissible for extenuating circumstances or families with need pertaining to students and clients with disability and medical needs who are accompanied by family or aides.

*Suzuki families will be permitted to have parents/caretakers in lessons as is consistent with the Suzuki method and pedagogy.

At this time our expectation is that the outside premises of our building—our outdoor garden area and walking path around the building—we will be reserved for socially distanced building ingress and egress, and will not be available as a waiting area.

On October 1st, BKCM purchased the vacant parcel of land adjoining our garden! One especially exciting development that will greatly assist with our reopening: we acquired the vacant parcel of land that adjoins our garden. Our immediate goal is to activate the site and use it as waiting area and gathering / circulation space. We want our students, families, caretakers and other members of the BKCM community to be able to attend classes and events as safely as possible – so every extra square foot of space, and the lots is approximately 1,700 sq ft, gives us more operational flexibility. We anticipate that the lot will be able to accommodate approximately 40 people, which should offer ample outdoors/semi-outdoor waiting space for the immediate future.

There are a range of things we will do with the site over time to make it more attractive and more public depending on the needs and wishes of BKCM and our neighbors. The intent is for the space to function much like our existing garden—to be open to the public for block-wide events and broader community use.

Building Cleaning & Sanitization

Safety Monitors: To ensure that trafficked spaces throughout our building are continually being cleaned and sanitized when lessons are occurring, BKCM will be employing Safety Monitors who will be responsible for circulating the building to ensure that masks and social distancing protocols are being followed, and sanitize all high touch surfaces, including:

• Elevator • Stairwell/banisters • Restrooms surfaces (faucets, sinks, light switches, toilet flushers) • Doorknobs • Replenish sanitizing/cleaning supplies throughout the building.

Studio Cleaning Procedures: To ensure the safety and hygiene of each studio space, faculty will be required to sanitize all doorknobs, piano keys, plexiglass barriers, and other high touch surfaces between each student. Each studio will be outfitted with cleaning kits including disinfectant wipes, dusters, hand sanitizer, paper towels, and instructions for all required cleaning protocols between students.

Daily cleaning procedures: BKCM will be enlisting our cleaners to take additional precautions in having our building more thoroughly cleaned. Ordinarily BKCM’s facility is cleaned 6 days per week. Starting in September, the building will be cleaned 7 days per week using EPA-registered disinfectants that are effective against COVID-19. Extra emphasis will be given to cleaning high touch surfaces and additional cleaning measures will be taken multiple times per day, daily, weekly, and monthly bases:

Daily / Multiple Times Daily Cleaning Procedures:

On a daily basis, BKCM will take extra precautions to ensure that the following high touch surfaces are sanitized rotationally (once per hour or so) by circulating safety monitors, and nightly by our custodial team:

• Doorknobs (approximately every hour) • Banisters (approximately every hour) • Pianos (approximately every hour) • Restrooms (approximately every hour)

• Offices (nightly) • HVAC vents (nightly) • Floors (nightly) • Carpets/Rugs (nightly) • Whiteboards (nightly) • Mirrors (nightly) • Classroom windows (nightly) • Stairwells (nightly)

No touch sanitizer dispensers and cleaning kits with instructions will be available in all classrooms, on every landing, by each restroom, and in the elevator.

Weekly Cleaning Procedures:

In addition to our daily cleaning procedures, on a weekly basis, BKCM will be requiring that our custodial team:

• Vacuum large stairwell (2-3x per week) • Sanitize room fixtures such as mantles • Sanitize instruments less frequently in use, etc.

Monthly Cleaning Procedures:

On a monthly basis, BKCM will:

• Clean air ducts and vents • Deep clean of all spaces • Steam clean carpets and rugs

Weather permitting, main entry doors, including the lobby door, and the 7th Avenue entrance, and windows will stay open to help with air ventilation.

Restrooms:

In addition to handwashing, students will be encouraged to use sanitizer before entering and after leaving the restroom. Sanitizer dispensers will be located outside of each restroom. We will ask for parents and caretaker help in reinforcing these habits.

In preparation for reopening, BKCM has installed new no touch equipment in the restrooms, including soap dispensers, paper towel dispensers, and waste baskets.

Restrooms will be fully cleaned on a nightly basis by our custodial team, and regularly sanitized by building safety monitors.

Ventilation

In preparation for the building reopening, BKCM is having MERV 13 filters installed throughout our HVAC system. MERV stands for Minimum Efficiency Reporting Value, a scale which denotes effectiveness of filters at removing particles of different sizes. MERV-13 filters are designed to catch higher percentages of particles as well as smaller particles assuring that the air throughout our HVAC system is filtering particles at the highest possible capacity, ensuring a safer air quality when we return to the building for in person learning.

All the studios and bathrooms have HVAC / ventilation. 15 out of the 17 studios have windows. Studios without windows will not be used for lessons/classes. Weather permitting, windows will stay open to allow for maximum ventilation in all studios and spaces.

Additionally, BKCM is fortunate to have a sprawling open stairwell. Our floorplan allows for spacing and social distancing through our halls. Weather permitting, doors at the 7th Avenue entrance will remain open at all times to allow for additional ventilation.
