ASSISTANT DIRECTOR WIICHIHIITUWIN - CLINICAL (0299) PERMANENT FULL TIME DEPARTMENT: Wiichihiituwin (204092) WORK LOCATION: Montreal MANAGEMENT LEVEL: Senior Manager STATUS: 1 SALARY: Class 38: Min. 77,926$ – Max. 101,304$

SUMMARY OF THE POSITION:

Reporting to the Director, Wiichihiituwin, the incumbent will support them in their regional duties of medical and social management of operations; in planning, organizing, coordinating, implementing, verifying, supervising and assessing these operations; and in producing reports on all medical and psychosocial activities.

SPECIFIC FUNCTIONS: 1. Contribute to the development and ensure the application of policies and practices for medical and psychosocial care of patients, auxiliary care in tertiary establishments, and the efficient use of resources. 2. Contribute to the implementation of CNIHB policies and programs. 3. Take part in implementation, supervision and control of professional practice policies, norms and standards in the sectors of the Wiichihiituwin sites of Montréal, Val-d’Or, and . 4. Help plan and supervise the organization, coordination, implementation and control of all the directorate’s clinical and psychosocial activities, particularly as regards the coordination of medical and psychosocial care, management of appointment making and needs for accompanier services for the Wiichihiituwin points of operation in Montréal, Chisasibi, Chibougamau and Val-d’Or. 5. Supervise the medical and psychosocial services provided by the Montréal, Val-d’Or, Chibougamau and Chisasibi sites, ensuring their quality, continuity and accessibility, and ensuring they complement other services provided in the organization and other resources outside the organization and outside the region. 6. Establish effective communication and liaison with the CMCs, the hospital, youth protection services, the DPSQAs and all managers of the organization as needed. 7. Ensure that the required medical equipment is appropriate and available in charter aircraft. Establish effective communication with the Northern Operations Centre (NOC) in order to ensure that services are provided in accordance with the mission. 8. Help identify what types of care and services are required for the biopsychosocial, cultural and spiritual needs of patients, in accordance with the medicine wheel and Miyupimaatisiiun approach. 9. Act as the authority expressly delegated by the director of youth protection and by the DPSQA – Psychosocial Services and Medical Services with regard to clients of youth protection services and to supervision of quality standards and professional services or programs, as indicated by the specific delegation. 10. Ensure that the family and other persons who are important for users are included, as necessary, in the service’s practice of care. 11. Ensure that the confidentiality of data on users is respected. 12. See that measures are taken to control the medications, drugs and narcotics of users of the service. 13. Ensure that the required medication is supplied to users, depending on the availability of the pharmacological product, when they return to the community, if necessary. 14. Assist in the implementation of mechanisms intended to allow the various sectors of Wiichihiituwin sites of Montréal, Val-d’Or, Chibougamau and Chisasibi to respond to clinical emergencies during the day, at night, in the evening, on the weekend and on statutory holidays. 15. Assist in the implementation of an internal and external communication plan for the area of responsibility that complements the organization’s communication plan, and ensure that information circulates well between the various sectors of the Wiichihiituwin sites of Montréal, Val- d’Or, Chibougamau and Chisasibi and inside the organization. 16. Ensure that the code of ethics, laws, protocols and authorities of the medical and social health services are followed with regard to the services and programs under your responsibility, working with other managers of the organization. 17. Ensure distribution and compliance regarding the code of ethics, inter-institution agreements and confidentiality agreements that set out the rights of users, and the practices and conduct that employees are expected to show toward patients, clients and other employees. 18. Ensure that medical and social services are provided in compliance with the mission, philosophy, objectives and programs prescribed by the Board of Health and Social Services of and Miyupimaatisiiun, following an interdisciplinary, community-based approach. 19. Help identify what clinical programs and services the population, communities and the organization may need for the various sectors of the Wiichihiituwin sites of Montréal, Val-d’Or, Chibougamau and Chisasibi.

20. With a view to supporting the managers concerned, conduct a process to assess the quality and efficiency of Wiichihiituwin’s clinical programs and the delivery of its social services and nursing care. 21. Act as an authority expressly delegated by the director, Wiichihiituwin, to verify the quality of medical and social care provided during air transportation, together with the partners concerned. 22. Ensure that technological tools, and where necessary their development, comply with standards, in order to provide the required support at the clinical level. 23. Develop the specific annual training plan for the directorate’s medical and social components. 24. Ensure that best clinical practices are implemented, supervise Wiichihiituwin programs, ensure adherence to quality standards and practices, and oversee the implementation of the quality assurance program. 25. Perform any other related tasks as instructed by your supervisor.

REQUIREMENTS:

Education: • Bachelor’s degree in nursing

Please note that applicants registered in the Indigenous Succession Plan may be considered for this position if they have sufficient university educational credits to be eligible for the management activities associated with this position.

Experience : • Minimum of 3 years of experience in management • Relevant change management experience.

Knowledge and abilities: • Sound knowledge of MSSS services, relevant legislation and regulations, the network and orientations of hospital and medical services, CMCs, CHSSCs (CSSSs), and mental health. • Sound knowledge and skills in the following areas: support and care systems for in-transit patients; liaison between the professionals who manage patients and providers of secondary or tertiary care; transportation and lodging logistics systems; patient lodging management. • Good knowledge of and experience with the network of medical and hospital services in ’s urban centres (ideally Val d’Or, Amos and Montréal). • Knowledge of section 14 of the James Bay and Northern Québec Agreement, an asset. • Knowledge of the background and issues pertinent to health services for , or an ability to grasp them. • Knowledge of Cree culture, an asset. • Knowledge of operational planning, organization and coordination, including budget planning and financial management, and of management of human, material and information resources. • Excellent interpersonal communication skills. • Excellent written and oral communication skills. • Strong aptitude for leadership, working in multidisciplinary teams and hierarchical management.

Langue: • Fluent in English and French; • Fluency in Cree is an asset.

Additional information: • Willingness to travel frequently.
