It is a great pleasure indeed for me to be here. I particularly look

forward to meeting President Akufo-Addo and seeing Prime Minister Busia agQin.

Fron ~y talks ~.;ith them and w·ith other Ghanaian leaders, I hope to acquire a . ('

1 deeper understanding of your developmen~ problems, and how they are being ~,fl. c ~_.. / ; .· / ...... ~~/, -

hns a~ready made some contribution to Ghana's efforts to build a more prosnerous

fut~re for its people. During this v~sit, I expect to learn how we might be

eo~e to support these efforts more fully and more effectively.

~~Y interest irr being he=e is he:ghtened by our growing participatidn in

. ~ p=o~ccts for Ghana's social and economic progress. The World Bank Group ~s .... n

the ~idst of a prog~am for greatly expanding ihs activities round the globe.

~-~~cr the program, we expect that in the five years through 1973, we will le~

t-..r· ce as much \vorlchvide as we did ..::1 the previous five years. While the g .. oba:

~otnl 't.J"ill double , the Africa:1 to~al w..:1.,~ triple. And, 't·7e hope that the :.nc-case

in the case of Ghana 'tvill be more than the average for Africa as a Y7hole.

Our progra.-rn for Ghana will go hand in hand r.vith your grm·7ing capacity to

p~ep~~e and implement sound, high- priority projects, and with your readiness to

~~ke the difficult decisions that cons~itute the foundation of any serious

dcve~opment effort . For our part, we look forward to being able not on_y to

p-ov..:de a larger volume of assist~nce, but also to provide it for a broader

r.a~ge of purposes .

The process of diversification in our le~ding to Ghana has in fact a~~eady

0cg~~ . Our first operation ~n this country was a loan of $47 million in

Fcb~uary 1962 for the Volta Da~ project, which • w~ll be visiting. Until 2 - 2 -

c:" cou?:e of yeaYs ago, our sunport continued to be concentrated on electric po~er.

3~t , no~e recer.tly, we have d:versif~ed the flow of our assistance by supporting pro~ccts re~ating to cocoa, fisheries, water supply and highway engineering. In the years to come, we hope to study the possibilities for further development not o'Qly in these sectors, but also in other agricultural activities, in educntio!l,

~elec0~~uni cations and industry.

In providing &ssistence, our aim ~s to forge a · closer partnership dediceted to css~sting the people of Ghana to achieve the goals they themselves have chosen.

~ ~~ convinced that your country, despite :ts problems, has a great potentie_ f r ccono~i c develop~ent . It is my hope that you will find that cooperation be~-;·7een the Bank Group and you:-.s e ... ves has an impo:-tant role to play in your e.Lforts to cope ~.;ith your problems and to realize the potential that Ghana clen:-ly has .
