Where does the grace period apply

The grace period of 10 minutes will apply when all the following conditions are met:

• a fee has been paid to park for one hour or more immediately before the grace period commences

• a coupon or ticket is clearly displayed

• the parking space is not in a shared zone, a metered parking area or other excluded area

The grace period does not apply to a vehicle parked in a:

• metered parking area, where the meters do not issue parking tickets

• private car park

• shared zone

• bus lane, clearway, transit lane, bus zone, loading zone, mail zone, and no stopping area

• special event parking

• free parking zone

• long stay or multi-storey carparking where there are no time limits.

Does the reduction apply to all parking fines?

No. The reduction applies to a group of 52 non‐safety related parking offences

Are all councils and universities eligible to opt-in?

These concessions do not apply automatically. If your council would like to opt-in and apply the lower parking fine amounts, it must complete the opt-in form provided to councils

The Committee recommends:

1. Confirmation of the Report of Previous Meeting

That the minutes of the meetings of the Committee held on 8 October 2020 be noted.

2. Business Arising From Minutes Nil

4. Development Application 130 Wallace Street Braidwood Ms McManus from the Development Team attended the meeting and provided an overview of the development application for 130 Wallace Street Braidwood, particularly those aspects of it likely to have internal impacts. This included the need to widen existing doors to meet the requirements of the Building Code of as well as those for disabled access. The Committee are supportive of the development application. The Heritage Advisor indicated that he would be prepared to work through the finer details of the application with the Development Team.

5. Traffic Safety Upgrades for Wallace Street

Mr Osmond provided an overview of the implementation of new line-marking and re- instating pedestrian zig-zag line on Wallace Street. Traffic for have reviewed the traffic conditions in Wallace Street and aim to define the travel lanes and highlight the pedestrian crossing near the Royal Hotel for south travelling traffic that are approaching over a crest and on a decline. The Committee are supportive on the safety upgrades for Wallace Street.

6. Pedestrian Safety Upgrades Monkittee Bridge Mr Osmond provided an overview of the implementation of pedestrian facilities and traffic treatments to improve pedestrian navigation across Monkittee Bridge. Traffic for New South Wales has worked with Council and the residents to review possible treatments to improve pedestrian safety when accessing Monkittee Bridge and creating a visually and physically separated road environment for vehicles travelling across the bridge on the Kings Highway. The Committee are supportive of the upgrade but noted that this is to be a temporary solution and so would like a permanent pedestrian only bridge as well as the toning down of the concrete colour of the footpath. This colour concrete to then be used for other works across Braidwood. Mr Osmond indicated that once plans are finalised for curb treatment to the north of the bridge that he would forward them to the Committee for information.

7. Kings Highway & Nerriga Road Intersection Project

Mr Osmond provided an update on the Kings Highway/Nerriga Road intersection project. Visual drawings of the proposed design were shown to the Committee, including the granite inset for the concrete island. The Committee are supportive regarding the design though would like to see some landscaping designs when they become available.

8. Pre-Development Application Advice – 16 Solus Street Braidwood

Mr Giovanelli provided an overview of the background of the proposed relocated dwelling house to 16 Solus Street Braidwood. A discussion was undertaken by the Committee, noting constraints such as flood affectation etc. regarding the site. The Committee are not supportive of this development.

9. S60 Application – Subdivision – Albion Hotel – 119 Wallace Street Braidwood

Mr Carswell informed the Committee that Council had received correspondence from the Department of Premier and Cabinet in regard to an application under Section 60 of the Heritage Act 1977 for a 2 lot subdivision at 119 Wallace Street Braidwood. A discussion was undertaken by the Committee. Points raised by members of the Committee included the site being a State listed item and the view that this subdivision would adversely impact on its heritage value and not contribute to it. The Committee were also concerned that the background documentation did not address what is to happen to the stables which is part of that site’s heritage. Members also raised the possibility of whether some of the proceeds of the sale of the new lot(s) could go back into the replacement of the first floor balustrades to wooden diagonal railings given the stated purpose of the subdivision being to channel funds back into the Albion. Overall the Committee are not supportive of the subdivision proposal.

10. Timing and location of future meetings

A discussion was undertaken by the Committee in regard to the timing and location of future meetings. It was agreed that meetings will now start at 9 am and will include Zoom meetings with the possibility of a face to face meeting in February.

11. Other business Mr Smith requested an update on the structural suitability of 180 Wallace Street. Mr Carswell informed the Committee that the Council’s Manager Development had inspected the building from the outside, but was unable to gain access. The Committee noted that the Braidwood Museum adjoining 180 Wallace Street is about to receive substantial funding and so the structural integrity of 180 Wallace Street remains a concern. 1. Sports Ground Closures Procedures Mr Geyer explained to the Committee the way Council looks at ground closures stating that it is not a decision that the staff take lightly and there are several factors that are considered. These factors include time of year, rainfall, predicted rainfall, upcoming bookings and if junior or senior, trainings or games. Mr Penman added that we look at closing grounds more for training purposes to try and preserve playing surfaces for games.

General discussion was held regarding this with the main query being whether closures were a blanket decision or on an individual basis. Mr Geyer responded by stating that there are times where we need to close individual grounds and at other times there will be blanket closures. The Committee were happy with the outcome of the discussion with more understanding of the procedure.

2. Reports on Impacts of COVID 19 from Clubs Cr Biscotti explained to the Committee that Council have waived sports ground hire fees for local clubs until January 2021, with a report to go to the December Council meeting to review the issue. Cr Biscotti asked if all clubs could please send into Council a brief report of the impacts their club has faced due to COIVD 19. Mr Young thanked the councillors and staff for the waving of the fees to help the clubs through this difficult period.

3. Update on Bungendore Sports Hub Mr Geyer explained to the Committee that this project is progressing well with the land acquisition being gazetted. Some minor works have started on the site. Mr Geyer also mentioned that the Department of Education will be part funding a pool on the site to replace the current pool on the new high school site at Mick Sherd Oval.

4. Update on Regional Sports Complex Mr Geyer explained to the Committee that contractors have been on site for the last month removing hazardous materials in preparation to obtain a hygiene certificate. Mr Geyer further explained that the tender for the bulk earth works and civil works will be presented to the December Council meeting with works to start early in the new year.

5. Sports Ground Allocation Mr Penman asked the Committee if there were any questions regarding ground allocations, with the only questions being asked about the availability of Mick Sherd Oval when the school construction work and ground realignment takes place. Mr Geyer stated that the oval will be available and suitable for use throughout the 2021 winter season.

6. Current and Planned Improvements to Sporting and Recreational Needs, Including Capital Works Programs and Future Planning for Sportsgrounds and Facilities Mr Penman went thorough projects for the 2020-21 financial year and provided advice about the progress for each project. General discussion was held about the projects as well as other improvements that the various clubs would like to see. Cr Biscotti asked if we could hold a strategic sports workshop early in the new year so clubs can put forward any items for the upcoming delivery plan for 2021-24. Also, to update the strategic sports plan priorities if required. General discussion was held and agreed upon to hold a strategic sports plan workshop in February 2021.

a) Hellmund St – Line Marking

Council has received complaints about dangerous driving on Hellmund Street, particularly vehicles driving in the middle of the road up a crest and around a corner and reporting near misses. Residents note concern for the curves in road which result in vehicles veering onto the wrong side of road going up and down the hill, vehicles driving like this at speeds above the urban limit and reporting some near misses.

Council investigated the issue, reviewing crash history, traffic data, onsite inspections and results from speed trailer deployment. Hellmund St is a local residential road connecting McCrae St with Gilmore Road. While it is a residential street it would also experience through traffic with vehicles accessing Gilmore Road out onto Avenue and be an alternate route to Lanyon Drive/Canberra Avenue. Hellmund St is also a bus route.

Inspections identified between Glennie Place and Oldfield Road Hellmund Street has a curve in the road that navigates up a crest and at points the sight-distance may be reduced for oncoming vehicles. Crash history identified the corner was the sight of injury crashes (2015/2013) both motorcycle riders. The location was monitored for any further crashes and potential qualification for blackspot funding but has not seen any additional crashes at the corner since 2015. However, reviewing traffic data and inspections Council are proposing to upgrade the corner with centre line- marking to assist vehicle placement in navigating the corner up the crest.

LTC 38/2020 PROPOSED SOLUTION: Under Road Transport Act 2013 install centre line-marking on Hellmund Street between Glennie Place and Oldfield Road as per design.

b) Lowe St – Keep Clear Zone

At the February 2020 Local Traffic Committee Meeting a report for upgrading the pedestrian crossing on Lowe St to a children's crossing was approved. The children's crossing was installed for Term 2 2020 and has been reviewed. The upgrade included installing a 'Keep Clear' area for the intersection into the Lowe St car park. The Keep Clear area featured yellow line-marking but did not feature any wording. Feedback and inspections of the area has noted some hesitation by drivers regarding the new line-marking. To improve the line-marking Council is proposing to add 'Keep Clear' wording for both directions of traffic. Optional signage has been noted (G9-237) on the design for future consideration should issues persist. The LTC is supportive of this design, however RMS note that the warrant is not strictly in accordance with the relevant Standard for ‘Keep Clear’ zones.

LTC 39/2020 PROPOSED SOLUTION: Under Road Transport Act 2013 install additional 'Keep Clear' wording for the Keep Clear Zone on Lowe Street as per design.

c) Road – Level Crossing Upgrade

John Holland have advised Council they are upgrading the level crossing on Mount Fairy Road from a Passive (stop sign) crossing to an Active (lights, bells and booms) crossing. Some line-marking and signage changes are required to support an Active Crossing. New line-marking and pavement marking will be installed on the west side of the crossing where Mount Fairy Road is sealed. Signage on Mount Fairy Road on east and west side and on SandhiIls Road will also be upgraded.

LTC 40/2020 PROPOSED SOLUTION: Under Road Transport Act 2013 upgrade signage and line- marking on Mount Fairy Road and SandhiIls Road to support an Active Level Crossing as per design.

d) Queanbeyan High School – Signage and Line Marking (Agnes and Early St)

NSW State Government recently built a new distance Education Centre (Finigan) within the existing grounds of Queanbeyan High School (QHS). The DA was approved at a State Level and featured a traffic study highlighting parking for the facility should not be burdened by both sides of the road of Agnes Avenue and Early Street. The Facility opened in 2019 and while some off-street parking is provided for the DEC there has been an increase in parking experienced on Early Street and Agnes Street that is impacting the school zone operation. QHS also underwent significant construction work that has only just completed in June 2020 and up until this date, it was difficult to ascertain construction traffic from school/DEC generated traffic. With construction completed a review of the parking and traffic was conducted and it was identified that parking on both sides of the road of Agnes and Early St has increased. The increase in parking on both sides of the road does narrow the road width to traffic passing in one direction. On Agnes Avenue this can be challenging as it features a crest.

Given the traffic study for the DEC noted parking should not occur on both sides of road of Agnes and Early St as result of the development, Council is proposing to implement changes for these roads to improve safety and access. On Agnes Avenue, the centre line-marking will be shifted to support parking on one-side of the road (the non-school side) and No Stopping signs installed on the school- side from the indented bus zone down to Early Street. On Early St No Stopping signs will be installed around the intersection to define the permissible parking areas and it is proposed to mark the kerb with yellow line on the west/south side. From parking observations and counts it was found that parking availability is possible on Surveyor Street and Agnes St north of Surveyor St and these roads have capacity to accommodate the loss of parking on Agnes St and Early St. To assist with parking compliance, it is also proposed to install 'No Stopping' signs around the intersection of Surveyor St and Agnes Avenue. Council has worked with QHS and Finigan DEC on the design and they support the changes. QCity a local stakeholder impacted by the parking also supports the changes. Council has written to residents on Early St impacted by the changes and one resident made contact but has yet to fully lodge their feedback. It is also noted that Council passed a motion for this investigation to occur and for parking and traffic as result of DEC to be investigated.

LTC 41/2020 PROPOSED SOLUTION: Under Road Transport Act 2013 install centre line-marking, signage and yellow kerb lines as per design on Early St, Agnes St and Surveyor Street, pending final consultation with residents.

e) Queanbeyan Public School – Signage and Line Marking (Isabella and Symonds St)

Queanbeyan Public School P&C raised with Council safety concerns regarding the Drop Off bays on the school side in Isabella St especially concerned they generated unsafe behaviour impacting the pedestrian crossing. Concerns were also raised about lack of available short-term parking on Isabella St with most parking untimed on Isabella St and taken by 8.30am providing very little parking bays close to the school for pick up and dropping off students. Safety concerns were also raised about Symonds St regarding the road being too narrow to support parking on both sides of road and dropping off occurring on this road leading to drivers getting out of vehicles with school children into the travel lane. Council has been reviewing this area for a while and worked with the School on possible strategies to improve access and safety. Currently, only 4 parking bays are sign posted on the school side of Isabella St to the west of the pedestrian crossing as 'Drop Off' only. These bays are next to the pedestrian crossing and as a result there is behaviour by some drivers that can impact the pedestrian crossing including stacking onto the pedestrian crossing while waiting for availability of the drop off bays or reversing and U-turning on or near the pedestrian crossing. At times vehicles wait for availability of the drop off bays in the middle of the road to the east of the pedestrian crossing and this can block egress by buses from the bus bay. Vehicles also using the drop off bays arrive from both directions of Isabella St often turning across the road to access the bays or U-Turn to depart the bays. Most other parking around the school on Isabella St is untimed and parking is taken by vehicles (teacher parking) by 8.30am.

Council reviewed the parking in 2018-2019 on Thorpe Avenue which features indented bays and discussed with the P&C and school the possibility of teacher parking utilising the available indented parking (approximately 10 bays on average were noted to be available during school time). Unfortunately, the School had WHS concerns with Thorpe Avenue parking — noting concern for lack of lighting with teachers exiting school after hours and distance of the parking from staff room where teachers would be carrying heavy resources. The school has been promoting the Kiss and Ride Area on Thorpe Avenue with the school community and counts do indicate more vehicles use Thorpe Avenue. Working with the School a design has been created proposing to implement changes on Isabella St and Symonds St to improve safety and access. On Symonds Street parking will be supported on one-side of the road and in section where the width increases. No Stopping signage and yellow kerb marking is proposed. On Isabella Street new centre line-marking is proposed to prohibit U-turning in the school zone. New 'No Stopping' signs are proposed on the school side west of the pedestrian crossing aiming to reduce behaviour of vehicles reversing and stacking onto the pedestrian crossing and the next 4 bays will be converted to 10- minute parking bays. On the non- school side 4 bays to west of the pedestrian crossing are also proposed to be converted into 10- minute parking bays. While the bays can be used for pick up and drop off they are also timed to allow parents to walk children across the pedestrian crossing. This proposal increases the short- term parking on Isabella St from 4 bays to 8 bays and provide short term parking on both sides of the road that is located as close to the school gate and pedestrian crossing while still providing some distance to reduce poor vehicle behaviour around the pedestrian crossing, Council has consulted with residents on non-school side of Isabella St who did raise concerns about loss of parking outside their home and changes were made to provide untimed parking for the residents. Residents also noted concerns for vehicles that access the lane-way next to the pedestrian crossing and increase in young pedestrians walking across this laneway from the changes. Council will deploy 'Look Out' stickers in this area to assist in promoting pedestrian safety. Council has consulted with the School Meeting

f) Uriarra Road – Pedestrian Crossing

Council has received complaints from resident about lack of signage and advance notice of the pedestrian crossing on Uriarra Street. Concerns noted there was not enough notification of the crossing, vehicles being surprised by the pedestrian crossing and not able to stop in time.

Council reviewed the pedestrian crossing conducting inspections, looking at traffic data and crash history. The onsite inspections found the pedestrian crossing featured some advance warning signage on the east and west approach to the crossing but that the signage was not as per Australian Standard. The current advance warning signage in use is the Children Crossing (w6-3) signage but according to standard this sign should be Pedestrian Crossing Ahead (w6-2) sign. It was also found that the signage at the pedestrian crossing was lacking. The pedestrian crossing sign (r3-1) only featured on one side of the road for each direction. According to the standard this sign should be gated and feature on both sides of the road for both directions of traffic.

There were also some No Right Turn signs with additional time and street application signs in place on the pedestrian crossing sign for the west bound traffic, potentially detracting from the pedestrian crossing sign. The sign noted No Right Turn for McKeahnie St which is the next street (not the current street near the crossing) with a duplicate 'No Right Turn' sign exists at McKeahnie St.

To improve visibility and notification of the pedestrian crossing it is proposed to install additional pedestrian crossing signs at the crossing, upgrade the advance warning signs to match the standard and remove the advance 'No Right Turn Sign' on the pole of the pedestrian crossing.

LTC 43/2020 PROPOSED SOLUTION: Under Road Transport Act 2013 upgrade signage for the Uriarra Pedestrian Crossing as per design

g) Lascelles St – Signage and Line Marking

Council has prepared plans for the improvement of Lascelles Street, Braidwood. The project involves pavement rehabilitation and landscaping works between Wallace Street and Ryrie Street. These changes are to improve the pavement and amenity of the area whilst maintaining the heritage values of the street.

As part of the work, it is proposed to: - formalise parking arrangements on sealed surfaces - formalise two dedicated disabled parking spaces - install a pedestrian refuge at the intersection of Lascelles Street and Wallace Street - relocate ‘No Stopping’ signs - replace 45⁰ front in parking signs with 60⁰ front in parking signs - remove existing ’50 Area’ sign (it is redundant as all streets in Braidwood are already 50km/h) - install 25m double lines on Lascelles Street east from the give way line at the intersection of Ryrie Street.

a) Eagle Hawk

Police have been dealing with the issue of ‘street racing / burnouts’ in the Eagle Hawk area for a number of years. Recently this has become an issue in which Police are now talking to local residents, and others who are asking for action to be taken regarding these issues. Police have been undertaking a number of local initiatives to try and combat these problems. A joint site inspection has been requested by Police with Council and RMS to discuss options which may involve parking restrictions, changes to road furniture and road design – meeting date TBA.
