EXETER LIVESTOCK CENTRE Matford Park Road, Exeter, Devon, EX2 8FD 01392 251261 [email protected] www.kivells.com Rural Reflection January 2019 First of all, Happy New Year on behalf of the Rural Professional team and we hope you have had a restful and happy festive season! Now that December has been and gone, hopefully most of you will have now received your Basic Payment Scheme 2018 payment. We are expecting details of the next round of the Countryside Productivity Small Grants scheme any time now, asthe government said it should be available in early 2019. This grant is available to farmers registered with the Rural Payments Agency and looking for equipment such as sheep and cattle handling facilities, heat detection collars, badger proof feed troughs, shallow slurry injector systems, just to name a few. Grants will cover 40% of the cost (unless you farm in Cornwall where it is 50%). Unfortunately, there is a catch. The 40% must come to a figure between £3,000 and £12,000 which means there is a significant capital outlay to farmers at the outset. However, if you are looking to invest in new equipment this is a great way to get a little help. We would advise to check with suppliers before you apply as the money must be claimed within 150 days of being offered the grant, and last year there were some issues with supply and demand. If you would like anymore information, or would like to be notified when the grant opens please contact your local office. Talking of grants, we are not as clued up as we hoped we would be about the New Environmental Management Scheme which is set to be replacing both Basic Payment Scheme and Countryside Stewardship in the coming years. We understand this payment is likely to be based on a base payment and a farm will be paid on a % of this base payment depending on the benefits it provides to public goods (environment, air quality, soil and water etc.) Michael Gove has spoken of thegreat opportunities that BREXIT can bring for British agriculture in his latest speech at the Oxford Farming Conference, andhas referred to this new scheme as being an ‘additional crop’ on farming businesses. It has also been noted that the Agricultural Bill seems distinctly lacking on food production, and very heavily weighted on environmental benefits. Of course the two go hand in hand, but it does beg the question if the UK leaves the EU with no deal, how are the government proposing to support farmers to produce the food to sustain the population? Despite the ongoing BREXIT talks, discussions and political fall outs, the farms and land market has remained relatively stable throughout the uncertainty. The Kivells Farms and Land agency team will soon be launching a range of properties for the New Year from smallholdings to commercial farms. It has been confirmed there will be another year of Hedgerow and Boundaries grants (deadline 30th April 2019) and another year of Countryside Stewardship applications (Mid-Tier application packs to be requested by mid-May). This may well be the last year of Countryside Stewardship as we know it, so if you are interested and would like to talk through your options, our rural professionals are experts in this scheme. The main advantage of the current Mid-Tier scheme is the capital work on offer (e.g. fencing, hedge laying, coppicing etc.), however to get the capital work, at least 5% of the farm should be entered into annual options in order to be competitive and score highly. The Hedgerow and Boundaries grant unfortunately does not have fencing work available but does have hedgerow coppicing and laying options up to the value of £10,000. Don’t forget if you are in the water priority catchment area you could be eligible to apply for roofing over yards, concrete yard renewal, laying hardcore round gateways etc. prior thought needs to be given to this scheme as some planned works will require planning approval which must be submitted with the application. Across our offices, it is coming to the time of the year where grazing licences are being drawn up for the forthcoming year. If you are looking for grazing this year, please register your interest with your local office in order to receive information of the latest grass keep available. It seems the weather is being kind to us at the moment, and the fields seem very dry after last winter which definitely helps with the January blues! I have noticed some of you have started lambing and there are some good strong lambs skipping around in the fields. Let’s hope for a good spring as many are pinched for fodder this winter in the aftermath of a scorching summer.
