    AGENDA ITEM NO 7 REPORT NO 36/19 ANGUS COUNCIL CHILDREN AND LEARNING COMMITTEE – 29 JANUARY 2019 COLLABORATIVE APPROACH TO LEARNING ESTATE TRANSFORMATION ACROSS TAYSIDE REPORT BY MARK ARMSTRONG, STRATEGIC DIRECTOR - PEOPLE ABSTRACT This report details opportunities for Perth and Kinross Council, Dundee City Council and Angus Council to work in collaboration in the development of a combined school/learning estate. The appropriate committees of Perth and Kinross, Dundee City and Angus Councils are asked to agree that the respective Executive/Strategic Directors commence informal consultation with stakeholders in conjunction with one another to determine the level of support for a new 3-18 joint integrated community learning campus which could accommodate pupils from all three Local Authorities. This report also details opportunities for Dundee City Council and Angus Council to collaborate in relation to learning estate matters pertaining to the West Broughty Ferry/Monifieth area. The appropriate committees of Dundee City and Angus Councils are asked to agree that the respective Executive/Strategic Directors commence informal consultation with stakeholders in conjunction with one another on related matters. 1. RECOMMENDATIONS 1.1 In order to progress further with these two potential projects, it is recommended that the Committee: (i) Approves that Angus Council explores in more detail, working in collaboration with Dundee City Council and Perth & Kinross Council, the practicalities of developing a joint integrated community learning campus (ii) Approves that Dundee and Angus Councils work in collaboration regarding learning estate matters in the West Broughty Ferry/Monifieth areas; (iii) Approves that an informal consultation proceeds with the relevant communities in the potentially effected areas across Tayside; (ii) Instructs the respective Executive/Strategic Directors to prepare a report on the results of the informal consultation and report back to their appropriate Committee on the outcome of the consultation at a future meeting.

    GETTING BACK FROM LOCKDOWN SURVEY REPORT JUNE 2020 1 Background As Parent to Parent continued to support families and young people during the Coronavirus pandemic, it became apparent, that there was a great deal of anxiety around coming out of ’Lockdown’. Especially returning to school. We decided to gather thoughts, views and what was worrying families using a survey monkey. This was sent out to all the young people the Young Person Advocacy team were supporting, and also posted on our Facebook page. Our idea was to collate a toolkit with ideas and strategies that both parent and child could work on together or jointly over the summer holidays, and use to prepare for returning to school. So we said: Parent to Parent would like to put together a resource toolkit (a collections of ideas/strategies to help you cope with difficult/hard situations) to help parents, children and young people who may be worried about moving out of lockdown and going back to school. We would like your help to identify what would be useful to put in it. If you could tell us a bit about yourself so we can gauge right age/stage, and what is worrying you and your child, and what barriers you think there might be to returning to school: The Government is ensuring that all businesses, and schools will be Covid-19 secure, with risk assessments in place, however we wanted to support you emotionally, and practicably. We received over 55 responses the majority were from the young people themselves, but there were a couple of responses directly from the parents.

    THE HOUSE AT 4 THE ESPLANADE Introduction In the notes which follow I will try to set out something of the history of the house now known as 4 The Esplanade and its immediate environs: the ground identified on the Feuing Plan of Part of Broughty Ferry Links belonging to the Dundee and Arbroath Railway Company 1859. The Feuing of the Ground and the Building of the House at 1 and 2 Seward Place In 1872 the land on which 4 The Esplanade now stands was bought from the Scottish North Eastern Railway Company (SNER) by William Black and his wife Mary (nee Easton) who were then living across the water in Tayport. SNER was formed when the Aberdeen Railway Company amalgamated with the Scottish Midland Junction Railway Company on 29 July 1856. On 31 January 1862, the SNER took over the Dundee and Arbroath Railway; and the resultant company was absorbed by the Caledonian Railway on 10 August 1866. Feudal tenure, a system of land ownership with its roots in the 12th century, was an important part of land use planning in the nineteenth century. The most common form of feudal condition was the obligation to pay a sum of money annually to the superior: the feu duty. Other conditions could place constraints on the use of the land or buildings often in order to harmonise the appearance of a street or housing development. The land purchased by the Blacks formed part of some 12 acres of ground bought by SNER from the estate of David Hunter, 8 th Laird of Burnside who had laid out the plan for the New Town.
