He has a borderlinepersonality disorder with passiveaggressive traits. He has a history of 12 serioussuicide attempts. His most recentattempt was in December 2005, when he cut his neck. He has been an inpatient at the Behavioral Health Unit since that time.

3. (S//NF) JTF-GTMO Assessment:

a. (S) Recommendation: JTF-GTMO recommendsdetainee for ContinuedDetention (CD); however, given medical and mental health conditions making further interrogation of detaineeat JTF-GTMO problematic, this detaineeis determinedto be unsuitable for ContinuedDetention under DoD Control. If a satisfactory agreementcan be reached that ensurescontinued detention and allows accessto detaineeand/or to exploited intelligence,detainee should be Transferred Out of DoD Control (TRO). JTF-GTMO previouslyassessed detainee as Retainin DoD Control (DoD) on 14 January2005.

b. (S/NF) Executive Summary: Detaineeis assessedto be a memberof al-Qaida. Detainee,along with al-Qaidafacilitator, Kamal Derwish, allegedlyrecruited the "Lakawanna Six" terrorist cell near Buffalo, New York (NY), and may have information regardinga memberof the cell still at largeand on the FBI's Most WantedTerrorists List. His travel pattern to Bosnia, (PK), and (AF) supportshis identification as a long-term jihadist. Detaineewas in Tora Bora and his name appearedon numerousal- Qaidadocuments. Detainee has steadfastlyheld to a disjointedand inconsistentcover story suggestingnefarious objectives. JTF-GTMO determinedthis detaineeto be:

o A HIGH risk, as he is likely to posea threatto the US, its interestsand allies. o A HIGH threatfrom a detentionperspective. o Of HIGH intelligencevalue.

4. (S//NF)Detainee's Account of Events:

Thefollowing section is based,unless othenuise indicated, on detainee'sown account. Thesestatements are includedwithout considerationof veracity, accuracy,or reliability.

a. (S//NF)Prior History: Detaineewas bom in Khobarin I973,butclaims Bahraini citizenship.' In 1989,detainee traveled from SaudiArabia to Peshawar,PK, via Islamabad, PK, and stayedat the al-Ansar Guesthouseaka the Saudi House. Approximately five days later,detainee traveled to the SadiqCu*p'run by Abu Thabit al-N;jdi, where he learnedto fire the AK-47 Kalashnikov. After only three days, detaineeleft Sadiq Camp and retumed to SaudiArabia becauseit was cold and requiredtoo much physicalexercise.3 In 1993,

detaineegraduated from high school in Dammam, SA, and startedworking for his father's constructioncompany in Dammam,where he worked for six years.oln 1993,detainee also got married, but he and his wife could not get along. When detaineetraveled to Bosnia in 1995,he and his wife were struggling financially. Before he left, Shaykh Mohammed al- Shiha, from Dammam, paid his rent and offered him up to 10,000 Saudi Riyals to travel to Bosnia and fight.' Detaineetraveled with Sulieman al-Ghamdi (NFD6 to Bosnia for the money and hopedto meet a woman.t Detaineespent approximately two monthsin Bosnia working at a Saudi guesthousebefore returning alone to Saudi Arabia. After severalmonths in Saudi Arabia, detaineetraveled through the United Arab Emirates (UAE) to Azerbaijan (AJ) with Abu Abbas (NFD. Abu Abbas paid detaineeto travel with him to Chechnya, although detaineestayed in Azerbaijan and did not continue on to Chechtryu.oDuring 1996, detaineeacquired alarge amount of debt when he built a new houseon his father's land in Dammam.' Detaineefirst met Kamal Derwish in the summerof 2000 while spendingsix weeks in Buffalo on the secondof three trips he made to the US. (Analyst note: Kamal Derwish was a US basedal-Qaida recruiter.) While in Buffalo, detaineelived in an apartmentwith two brothers, Mozahem Goba and Yahiya Goba.10Detainee retumed to SaudiArabia in Octoberof 2001.rr

(S//Nf) Recruitment and Travel: In October2001, detainee's Imam, Muhammad al-Ajlp,'' askeddetainee to go to Afghanistanto verify the statusl3of sevenmosques being - built.ra Seeingthis as an opportunityio nake a lot of money,detainee agreed.rt At-Rltatt gavedetainee either $3,000'oor $20,000" USD, (Analyst Note: The exactamount remains undetermined.),to take to Shaykh Muhammad Ghul. Detaineetraveled to Bahrain where he obtained a Bahraini passport. He then proceededto Mashad, Iran (IR), and met Ghul at the Atlas Hotel.r8

c. (S/NF) Training and Activities: Detaineetraveled with Ghul to his housein Kabul, AF. Upon arrival, detaineegave his money andpassport to Ghul,lewho proceededto show him four or five mosqueprojects. Detaineestated he took 20 photographs,but could not provide any detailsabout the mosques.Detainee stayed at one of Ghul's housefor approximately three weeks, and then he and Ghul traveled to Jalalabad,AF, where they stayedfor approximately a month in anotherhouse owned by Ghu1.20

5. (S/NF) GaptureInformation:

a. (S/AIF) Detaineedecided to leaveJalalabad because he heardAmericans were planning to go to war with the .'t While preparingto leave,detainee learned Ghul had left his passportin Kabul, essentiallymaking it unrecoverable.To help detaineeflee to Pakistan, Ghul gavedetainee $100 USD. Detaineewent to the Pakistanipolice stationon the Afghanistan-Pakistanborder for help getting back to Saudi Arabia. Since the detaineedid not have any travel documents,Pakistani authorities arrestedhim and turned him over to US custody17 days later,22on 3 January2002, in Kohat, PK.23

7. (S/NF) Detainee Threat:

a. (S) Assessment: It is assessedthe detaineeposes a HIGH risk, ashe is likely to pose a threat to the US. its interestsand allies.

b. (S//NF) Reasons for Gontinued Detention: Detaineeis assessedto be a member of al-Qaida. He was possibly an al-Qaidarecruiter of the LakawannaCell in Buffalo and may know information regardinga memberof the cell still at large. An assessedal-Qaida facilitator sponsoreddetainee to travel to Bosnia for jihad. Detaineetraveled to Afghanistan and trained at an al-Qaida training facility. He was seenin Tora Bora with other jihadists as they fled from coalition forces and his name appearedon numerous al-Qaida documents.

o (S/A{F) Detaineemay have recruited the members of the Buffalo, NY Lakawanna Cell with Kamal Derwish, a US-basedal-Qaida facilitator.'o Detai.reemay have information regarding the whereaboutsof JaberA. Elbaneh, a member of the cell, who is still at large. o (S/AIF) Detaineeadmitted staying in an apartmentwith membersof the Lakawannacell shortly beforedeparting the US after 11 September2001.2s o (U) Detainee and Kamal Derwish allegedly recruited the men who came to be known as the Lakawanna Six and facilitated their travel to the al-Faruq training camp in Afghanistan. US authorities arrestedthe six and they all plead guilty to providing material support to a terrorist organization(al-Qai du).'u ' (U) Kamal Derwish aka Ahmed Hijazi was killed in by a Predator missile attackon 3 November 2002.27 o (U) JaberA. Elbaneh, a former member of the Lakawanna Cell, fled the United Statesonly to becomeimprisoned in Yemen. On 3 February 2006, Elbaneh was one of 23 peopleto escapefrom Yemenijail. On23 February2006, the FBI confirmed the escapeand issued a pressrelease adding Elbaneh to the FBI's Most Wanted Terroristslist.28 o (S/A{F) Detaineetrained at the al-Sadiq training camp near Jalalabad,AF.

Detaineetold YM-252 that he spenttime as an imam in the US, that he was in Bosnia during the war with Serbia,and that he was in a Saudiprison for two yea.s.'' o (S/A{F) A variation of detainee'sname, Jum'a Ibn Muhammad al-Dawsari, and an alias, Abu Ana al-Jundi, were found in the pocket litter of Saudi mujahideenwho enteredCroatia from Bosnia in January1996. Joma'aMohammad al- "Has Dosari was associatedwith the statement, possessionof a Bahrainipassport and ID card."36 o (S/AfD Analysis of floppy disks associatedwith the Karachi raids on suspected al-Qaidasafe houses on 10-12September 2002, revealed an Arabic-language "Passports.doc." documenttitled A variant of detainee'sname, Juma Muhammad al- Dusari, was found on this list associatedwith a passportand ID card listed as his trust accountcontents.3T o (S/A{F) Computer media recoveredduring raids againstal-Qaida associatedsafe housesin Rawalpindi and Karachi containedvariations of detainee'sname and aliases.The media listed al-Qaidamujahideen and their "trust" accounts.Listed under detainee'sname variation was a trust accountnumber, with the contentslisted aspassport, identification card, and ticket.38 o (S/A{F) Detaineehas steadfastlyheld to a disjointedand inconsistentcover story. o Detaineeclaimed he went to Afghanistanin October200I, while US and coalition forceswere attackingthe Taliban,to inspectconstruction on sevenmosques; however, he admitted that he visited only four or five mosquesand could not provide any detailsof them.3e(Analyst Note: It is highly unlikelyihat -osque construction would continueduring a period of aerialbombardment. Detaineewas placedin Tora Bora, thus discreditinghis story.) o (S/A{F) Detaineeinitially denied having ever traveled outside Saudi Arabia prior to the allegedmosque inspection trip.ot He later revealedhis extensiveprevious travel, to include Pakistan,Afghanistan, Iran, Bahrain, Bosnia, Azerbarjan,Kuwait and the US.46 (Analyst Note: Withholding information concerninghis prior activities indicatesthat thoseactivities may havebeen nefarious in nature.)

c. (FOUO) Detainee's Gonduct: The detaineeis assessedas a HIGH threatfrom a detentionperspective. The detainee'soverall behaviorhas been non-compliant and sometimeshostile to the guard force and staff. The detaineecurrently has 27 Reports of Disciplinary Infraction listed in DIMS, with the most recentoccurring on 18 May 2006, "white when he told a guard that he was nothing but a servantand a trash bitch" and that the guardsmust do everything that he asksthem to do. Other incidents for which the detainee hasbeen disciplined include failure to follow camprules, possession of weaponand non- weapon type contraband,using provoking words and gestures,threatening to assaulta guard, assaultand damageto property. The detaineehas 5 Reports of Disciplinary Infraction for assault,with the most recentoccurring on 13 December2005, when he kicked a guardin the jaw. The guard was attempting to restrain the detaineeto a backboard for movement to medicalfacilities. The detaineehas 5 Reportsof Disciplinary Infraction for possessionof weapontype contraband.On 26March2004, he was found to be in possessionof an MRE packetwith string attachedto it. On 14 December 2004,he was found to be in possessionof a pen that had beenreinforced with paper. On 16 November2005, he was in possessionof a reinforcedpen. On 10 January2006, the detaineehad brokenpieces of razor bladestaped to letters. On22 February 2006, the detaineewas found to have anotherreinforced pen. Other behavior notes show that on 28 June 2004, the detaineethreatened to kill a guard and the Presidentwhen he is releasedfrom Camp Delta. On 6 September2005, the detaineewas heardhaving a quiet discussionwith other detaineesand talking about the London bombings and saying that he was very proud of what Muslims were doing all over the world. The detaineethen conveyed a belief that Jewish people were running the camp and keeping them "They here becausethey are Muslim. The detaineethen stated, have finally learnednot to give us trouble or fight wars againstus. We are the toughest and bravestpeople they will ever face. And this is only the beginning. We have beloved sonswho are going through even better training right now." -

8. (S/NF) DetaineeIntelligence Value Assessment:

a. (S) Assessment: JTF-GTMOdetermined this detainee is of HIGH intelligencevalue. Detainee'smost recent interrogation session occurred on 6 March2006.

b. (S/NF) Placement and Access: Detaineewas exposed to recruitingtactics used in the US to form operationalterrorist cells. Detaineelived with membersof the Lakawanna Six;thus, he knows personalities and was possibly exposed to operationalplanning. Detainee'sother placement exposed him to no usefulinformation not alreadyreported by moreconsistently reliable sources.

c. (S/NF) Intelligence Assessment: Detaineemay have information regarding a memberof the Buffalo,NY LakawannaCell still at largeand on the FBI's Most Wanted TerroristsList. Detaineecan provide information on al-Qaidarecruiting tactics within the US. Detaineehas information on personalities,methods, and routes for movingfunds into Afghanistan.Detainee can clear up his own timelineand explain his activitiesin Pakistan andAfghanistan.
