PlanD/HyD/MTR Corporation/LandsD (19.11.2017)

The ex-Shek O Quarry site falls within an area zoned “Undetermined” on the and Shek O Outline Zoning Plan. The “Undermined” zoning, under which all proposed developments would require planning permission from the Town Planning Board, will ensure that any interim development will not jeopardise the future planning and development of the site.

In 1994, the then Civil Engineering Department commenced the Shek O Quarry rehabilitation works, including tree planting trials and artificial nesting sites, and the concept of developing the rehabilitated quarry into a water sports centre was considered. The rehabilitation works was completed in 2012, and the site has been used as a casting basin of immersed tube tunnel units for the Shatin to Central Link project since end 2014. Upon completion of the immersed tube project as well as the demolition, removal and reinstatement works of the site by the MTR Corporation Limited, the concerned land is expected to be handed over to the Lands Department upon the expiry of the Temporary Government Land Allocation (i.e. 31.12.2019). PlanD will review the zoning of the subject site and consult the District Council on the proposal.

2. Request to Improve the Drainage System of the Villages in Southern District 16.5.2011

(I) On Pokfulam Village (13.3.2018)

DSD is now refining the project design.

3. Long-term Uses of the Site of Former Aberdeen Fire Station (AFS) 26.3.2012

Home Affairs Bureau (3.1.2018) The funding application on the project on “Development of Arts Space and a permanent office of the Arts Development Council at ex-Aberdeen Fire Station site (the site)” (the project) was approved by the Finance Committee of the Legislative Council on 22 April 2016. The approved project estimate of the project is $348.6 million in money-of-the-day (MOD) prices. Facilities to be provided include arts studios for renting to visual artists and media artists at affordable rates, an exhibition gallery and an arts information centre. The site will also accommodate a permanent office for the Hong Kong Arts Development Council (HKADC). The site has been included in the quarterly land sale programme for July – September 2016. The Lands Department announced in October 2016 that the tender for the site (Aberdeen Inland Lot No. 462 at Yip Kan Street and Road, Wong Chuk Hang, Hong Kong) was awarded to the Grand Apex Limited (parent company: Sino Land Company Limited and Empire Group Holdings Limited), on a 50-year land grant at a premium of $2,528 million. It is expected that the construction works can be completed in 2022. The Home Affairs Bureau noted that District and Development Housing Committee (DDHC) would like to have more details on the progress of the works project. As the project was at its initial preparatory stage, more information would be provided to DDHC when available.

4. Planning Application for the “Comprehensive Development Area” Site in Wong Chuk Hang 26.11.2012

A motion was passed at the SDC’s meeting on 22.9.2016 that “This Council strongly urges MTRC to ensure that the (13.3.2017) South Island Line (East) should be ready for commissioning as scheduled at the end of 2016, and that shopping malls, performance venues, community welfare facilities, public open space and improvement of the PTI will be built simultaneously when building the first phase of the residential properties on the site of the previous .” DDHC on 23.1.2017 requested the construction of a footbridge connecting the Wong Chuk Hang Comprehensive Development Area and the provision of connection point for the potential footbridge should allow flexibility in meeting the actual community needs in future.

5. Provision of Facilities in the Convenience of Residents at the Government Land Adjacent to Jumbo Pier 4.2.2013

Proposal 2: Construction of public lavatory

FEHD advised that a number of factors will be considered for planning of provision of a new public toilet such as any (31.8.2018) other facilities of public toilet that available near the site including those managed by other government departments, and in private development projects or shopping arcades. As FEHD’s public toilet at Sham Wan Road has already been provided close to Jumbo Pier, provision of another public toilet just at side of Jumbo Pier will not be considered at the present stage. Anyway, FEHD will review it in due course. FEHD will arrange to erect signs to remind and re-direct those visitors of the Jumbo Pier and public users can use nearby Sham Wan Road Public Toilet.

Extra time is required as only hand tools could be used for excavation when the works are in the vicinity of high voltage cable. Moreover, HEC raised up a new issue that the revised alignment of the new water mains would obstruct the maintenance of two oil gauge chambers which were to provide stable working temperature for high voltage cables. Therefore, additional time was required to coordinate and liaise with HEC to resolve the new site constraints and fulfill HEC’s maintenance requirements. In addition, an uncharted concrete wall which was under HEC’s care was found during excavation. Extra time was also required to seek consent from HEC for demolishing the concrete wall.] ;

FEHD advised that Railway Development Section of LandsD had requested MTRCL to replant trees at the proposed location of Wong Chuk Hang San Wai Village Public Toilet according to the approved Tree Removal Application in 2011. FEHD has accordingly requested LandsD to waive to replant trees at the subject location so as to prevent affecting the construction works of the public toilet. Railway Development Section of LandsD replied that MTRCL is not required to plant the compensatory trees on the proposed San Wai Village Public Toilet site. After communication with LandsD, FEHD obtained the reply from LandsD regarding the approval of the application of land allocation on 20.10.2016. FEHD informed ArchSD about LandsD’s approval of the application of land allocation so as to facilitate ArchSD’s consideration to grant the funding application for construction of the Wong Chuk Hang San Wai Village Public Toilet. Having approval by Minor Building Works Committee on mid-year of 2017 the funding for the project of Wong Chuk Hang San Wai Village Public Toilet, ArchSD proceeded the relevant design and planning work of the project. ArchSD has handed over the construction site to her contractor since 30.7.2018 for arrangement of construction works and anticipated that the construction of San Wai Village Public Toilet in Wong Chuk Hang completed around mid-year of 2019. FEHD will report the progress in the committee when ArchSD provides the updated situation.

LandsD advised that the land allocation application made by FEHD for construction of a new public toilet at Wong Chuk Hang San Wai Village was approved on 20.10.2016. The site was handed over to FEHD on 11.7.2018.
