Cyflwyniad Ym mis Mai 2016 cynhelir etholiadau ar gyfer 60 o seddau yng Nghynulliad Cenedlaethol Cymru. Am fwy o wybodaeth am y Cynulliad ewch i: http://www.assembly.wales/en/abthome/Pages/abthome.aspx Mae WEA YMCA CC Cymru yn dibynnu’n helaeth ar gyllid gan Lywodraeth Cymru i’w galluogi i gynnig addysg oedolion ar draws Cymru. Mae’r cyllid hwn yn dod o ddyraniad y Llywodraeth ar gyfer Addysg Bellach (FE). Mae AB wedi bod ar y newyddion dros yr haf oherwydd cyhoeddwyd toriadau cyllid sylweddol ar gyfer y flwyddyn academaidd 2015-16. Nid ydym wedi cael ein heffeithio cyn waethed â’r Colegau AB yng Nghymru. Er hynny, me’r Gymdeithas wedi cael toriad cyllid o 2.6% yn ystod 2015-16 sef cyfanswm o £160,000. Y flwyddyn nesaf rydym yn wynebu toriad o 5% a amcangyfrifir i fod yn £300,000, gyda thoriadau o 2.5% i ddilyn yn 2017/18 a 2018/19 sef £150,000 y flwyddyn. Mae’r ffigurau hyn yn ddamcaniaethol a gallant newid yn hawdd, er yn ôl pob tebyg nid er gwell. Mae’r ymgyrchu wedi dechrau gyda’r pleidiau gwleidyddol i bwysleisio cyfraniad addysg oedolion i greu economi fywiog a chymunedau cynaliadwy yng Nghymru. Yn ystod yr haf, mae grŵp o weithwyr gwirfoddol wedi bod yn gweithio gyda staff i lunio cyfres o ‘geisiadau’ i’w rhoi gerbron y pleidiau yn y misoedd i ddod. Mae’r rhain ar ffurf ymrwymiadau y basem yn dymuno iddynt wneud yn eu maniffestos etholiadol. Hefyd maent yn ffurfio sail ein hymgyrch ar lefel etholaethol a rhanbarthol. (Gw. Adran 2 isod os gwelwch yn dda) Tŵlcit Ymgyrchu / Campaining Toolkit Page 2of24 13/04/2016 Ar yr un pryd, mewn cydweithrediad gyda sefydliadau eraill yng Nghymru gyda diddordeb mewn polisi addysg oedolion cyfranogodd WEA Cymru mewn trafodaethau o gwmpas y bwrdd gyda’r prif bleidiau y disgwylir iddynt roi ymgeiswyr ar y maes ym mis Mai. (Gw. Adran 3.1 isod os gwelwch yn dda) Mae cynlluniau ar droed i gynrychiolwyr o WEA YMCA CC Cymru gyfarfod gyda’r prif bleidiau gwleidyddol er mwyn codi’r ymrwymiadau y basem yn dymuno eu gweld yn eu maniffestos. (Gw. Adran 3.2 isod os gwelwch yn dda) Mae’r pecyn cymorth yn gosod yr amserlen ar gyfer ein hymgyrch fel cyfanwaith ac yn awgrymu sut y gall aelodau weithio ar lefel lleol a rhanbarthol i ddatblygu’r ymgyrch. 2. Beth rydym yn ei ofyn i Lywodraeth Cymru ei wneud Argymhellion Polisi (Detholiad o Ddatganiad Polisi) Yn y dyfodol dylai unrhyw lywodraeth yng Nghymru: 1. weithredu strategaeth ariannu newydd ar gyfer dysgu oedolion. Mae Dysgu Oedolion yn gwneud cyfraniad sylweddol i ystod o amcanion polisi trawsadrannol. Pan gaiff ei ategu gan gynnig cwricwlwm eang, mae dysgu oedolion yn: • mynd i’r afael ag anwybodaeth a rhagfarn • cefnogi Cymru ddwyieithog • datblygu dealltwriaeth a goddefgarwch • annog iechyd a lles • ysbrydoli dinasyddiaeth weithgar • hyrwyddo cyfiawnder cymdeithasol a lleihau tlodi • cefnogi adfywio economaidd 2. gymeradwyo corff sengl Cymru gyfan i gyflenwi Dysgu Oedolion cydgysylltiedig ar draws Cymru gyfan: • i ddarparu cyfeiriad strategol ar gyfer Dysgu Oedolion ar lefel cenedlaethol • i flaenoriaethu model cyflwyno sy’n seiliedig ar anghenion –gwybodaeth a ddaw o gyd-drafod gyda dysgwyr i ddiwallu eu hanghenion hwy ac anghenion eu cymunedau, cyflogwyr ac undebau llafur • i gefnogi cyflwyno Dysgu Oedolion yn seiliedig ar bartneriaethau allweddol i hyrwyddo cyflwyno ar lefel lleol a rhanbarthol • i hyrwyddo arfer gorau drwy ddarparu sicrwydd ansawdd ar gyfer addysgu a dysgu ar draws Cymru 3. ailgydbwyso dosbarthiad adnoddau‘n fwy teg ar draws gwahanol gamau bywyd: Tŵlcit Ymgyrchu / Campaining Toolkit Page 3of24 13/04/2016 • osgoi rhoi mwy o bwyslais ar y system addysg er mwyn darparu cyfleoedd ar gyfer dysgu pryd a lle bo’u hangen • ymateb i boblogaeth sy’n heneiddio a phatrymau newidiol gwaith am dâl a heb dâl • arfogi oedolion gyda’r dygsu a’r sgiliau sydd eu hangen arnynt i ffynnu mewn amgylchedd economaidd heriol 3. Yr Ymgyrch hyd yma 3.1 Trafodaethau o gwmpas y Bwrdd Mae’r grŵp canlynol o sefydliadau sydd yn rhannu didordeb mewn polisi Dysgu Oedolion wedi cytuno i gydweithio i sicrhau bod anghenion oedolion sy’n dysgu a phawb o’r rhai hynny sy’n elwa o addysg oedolion a chymunedol yn cael eu hadlewyrchu mewn maniffestos pleidiau gwleidyddol: Y Brifysgol Agored yng Nghymru NIACE Cymru Undeb Cenedlaethol Myfyrwyr Cymru WEA Cymru Ymddiriedolaeth Gofalwyr Cymru Hyd yma cynhaliwyd cyfarfodydd o gwmpas y bwrdd rhwng cynrychiolwyr o’r sefydliadau hyn gyda gwleidyddion ac ymchwilwyr/llunwyr polisïau o Blaid Cymru, Y Blaid Werdd, UKIP, Y Ceidwadwyr Cymreig a Llafur Cymru. Roedd y pynciau a drafodwyd yn cynnwys parch cydradd i astudio rhan amser ac amser llawn, parch cydradd i ddysgu ar draws cwrs bywyd, fframwaith ar gyfer dysgu integredig i oedolion, a gwybodaeth a chyngor ac arweiniad ar gyfer dysgu hyblyg. 3.2 Cyfarfodydd WEA YMCA CC Cymru gyda phleidiau gwleidyddol Mae gan bleidiau gwleidyddol amserlenni gwahanol ar gyfer llunio a chytuno ar gynnwys eu maniffestos. Byddwn yn mynd at y pleidiau yn ystod yr hydref i drefnu cyfarfodydd i drafod ein cynigion ac i geisio eu cynnwys yn eu maniffestos. 4. Sut y gall aelodau wneud gwahaniaeth Rydym eisiau i’n hymgyrch estyn ar draws Cymru ac i’n hachos am ariannu ar gyfer addysg oedolion gael gwrandawiad ymhob etholaeth. Dyma lle y gall ein haelodau a’n dysgwyr wneud gwahaniaeth. Mae gennym ddysgwyr ar draws y wlad. Pwy well na’r dysgwyr eu hunain i ddweud am bwysigrwydd addysg oedolion ym mywydau ein dysgwyr. Mae gan eich llais y grym i wneud gwahaniaeth. Eglurwch hefyd os yw toriadau diweddar wedi effeithio ar y ddarpariaeth yn eich ardal. Gellir parhau wedyn ar hyd y llinellau hyn: Byddwn a diddordeb gwybod eich barn ar addysg oedolion ac yn enwedig, os y cytunwch a mi, ei fod nid yn unig yn cefnogi adfywiad economaidd drwy feithrin sgiliau oedolion ond hefyd yn cyfrannu at sicrhau amrediad o amcanion polisi gan gynnwys iechyd a lles, datblygu cymunedau cynaliadwy, hyrwyddo cyfiawnder cymdeithasol a lleihau tlodi. Os cewch eich ethol, a fedrwch fy sicrhau y byddwch yn ymgyrchu dros addysg oedolion ac yn benodol yn dadlau dros rannu’r gyllideb addysg yn decach dros y gwahanol gyfnodau bywyd. Rwyf yn bryderus fod Addysg Oedolion yn y Gymuned wedi dioddef toriadau difrifol. Mae hyn yn hanfodol i ddarparu cyfleoedd dysgu pryd a lle y maent eu hangen, fel bo anghenion poblogaeth sy’n heneiddio yn cael eu diwallu ac fod gan oedolion yr addysg a’r sgiliau y maent eu hangen i ffynnu mewn amgylchedd economaidd heriol.

    People, Places and Policy Set within the context of UK devolution and constitutional change, People, Places and Policy offers important and interesting insights into ‘place-making’ and ‘locality-making’ in contemporary Wales. Combining policy research with policy-maker and stakeholder interviews at various spatial scales (local, regional, national), it examines the historical processes and working practices that have produced the complex political geography of Wales. This book looks at the economic, social and political geographies of Wales, which in the context of devolution and public service governance are hotly debated. It offers a novel ‘new localities’ theoretical framework for capturing the dynamics of locality-making, to go beyond the obsession with boundaries and coterminous geog- raphies expressed by policy-makers and politicians. Three localities – Heads of the Valleys (north of Cardiff), central and west coast regions (Ceredigion, Pembrokeshire and the former district of Montgomeryshire in Powys) and the A55 corridor (from Wrexham to Holyhead) – are discussed in detail to illustrate this and also reveal the geographical tensions of devolution in contemporary Wales. This book is an original statement on the making of contemporary Wales from the Wales Institute of Social and Economic Research, Data and Methods (WISERD) researchers. It deploys a novel ‘new localities’ theoretical framework and innovative mapping techniques to represent spatial patterns in data. This allows the timely uncovering of both unbounded and fuzzy relational policy geographies, and the more bounded administrative concerns, which come together to produce and reproduce over time Wales’ regional geography.     DNITY PLANNNG BRIEFING Community Planning Quarterly Briefing October to December 08 This is a quarterly briefing designed to give everyone involved in the community planning process across the Caerphilly County Borough, as well as wider audiences, an overview of progress on the Community Strategy. Information has been supplied by each of the co-ordinators leading on different themes of the Community Strategy. Community Planning (Jackie Dix, Alison Palmer) [email protected] Caerphilly Local Service Board (LSB) The LSB has endorsed a research report and strategy it has commissioned on developing Shared Approaches to Citizen Engagement. This work is to be rolled out across the borough through a multi-agency group. Juliet Martinez, Welsh Assembly Government, has spoken to the LSB on the Wales Spatial Plan (WSP). The WSP is an overarching framework document and an integration tool for policy and investment. It shapes the Welsh Assembly Government’s national policy and sets a regional context for local plans and policies and the work of LSBs. Colin Palfrey, Cllr Lindsay Whittle and Chief Superintendent Alun Thomas from the LSB gave evidence to the National Assembly for Wales Health, Wellbeing and Local Government Inquiry into local service boards in September. The message from the Inquiry has been positive to the benefits of the LSB approach.
