TOURNAMENT PLAYING RULES Team And LABOR DAY ‘FACE-OFF’ TOURNAMENT PLAYING RULES Team and Player Qualification 1.Must be USA Hockey or CAHA registered. 2.The tournament fee has been paid. 3. No player shall play for more than one team in the tournament otherwise he will be considered an ineligible player. [ exception – goaltenders with approval of tournament director ]. Game Scheduling and Rules 1. The official game schedule shall be provided to the coach or team manager before the start of the first game. All preliminary game schedules are invalid. Team managers and coaches are responsible for ensuring the team is at the rink at the correct time. Failure to do so results in the game being forfeited [score 1 to 0]. 2.Teams must be ready to play fifteen [15] minutes before the starting time on the official game schedule. Delays in the first face-off shall be subtracted from the time of the first period and a Delay of game Penalty may be assessed to the team causing the delay. 3.Game timing commences with a 3:00 minute warm-up, which shall begin at the designated starting time of the official game schedule. The timekeeper shall determine the warm-up by sounding the buzzer. Teams not ready will forfeit their warm up time. 4.All rules established and published by USA Hockey shall apply except when modified by tournament committee. 5.All games shall have 3 - 15 minutes stop time periods with the exception when the ‘Mercy Rule’ applies. 6.One time out will be permitted in all games. 7.Overtime shall be played only in the Semi-Final and Championship games 8.Mercy Rules: A “Mercy Rule” shall apply as follows: If 5 goals separate the teams at the end of the first period or any time in the second or thid period, runningtime shall commence and shall revert back to stop time if the difference at any time becomes less than 5 goals. If 6 goals separate the teams at any time in the third period, the game shall be ended. 9.An injured or apparently injured player resulting in a stoppage in play must return to the bench and may return to the ice only after the next stoppage of play. 10.All suspended coaching staff / players are not allowed in the dressing rooms, on the bench or otherwise involved in the game. Game Points: All preliminary games shall be scored as follows: 2 points for a win, 1 point for a tie and 0 points for a loss. Penalties: Minor penalties - 2 minutes, Major penalties - 5 minutes, Misconducts - 10 minutes. Team Ranking: To qualify for the Semi-Finals teams shall be ranked based on the total game points acquired in the preliminary rounds of their division. If a tie occurs then the following shall determine the ranking: 1. Head to Head (only applies if all of the teams involved in the tie had played each other), 2. Difference between goals scored and goals against between the teams involved in the tie. 3. Least amount of penalty minutes. 4. Coin Toss. Fighting Penalties: require a review by the tournament director to determine if player will be suspended for entire tournament.     United States Premier Hockey League Announces Tryouts The United States Premier Hockey League Membership (“USPHL”) is pleased to announce that tryouts for the league’s inaugural season will begin in April. The USPHL will host three levels of hockey – 16U and 18U Midget Level and 20U registered under USA Hockey’s Senior League Registration Process in which players of birth years 1993, 1994 and 1995 are eligible. The USPHL organizations intend to maintain teams in their existing junior leagues including the Eastern Junior Hockey League and Empire Junior Hockey League where applicable. The USPHL will commence competition in September of 2013 The USPHL members have each developed a complete player development model where at present over 2,000 boys and girls train, compete and enjoy the sport of ice hockey.     MASSACHUSETTS TIER 1 INVITATIONAL LABOR DAY FACE-OFF TOURNAMENT Dear Coach, We would like to extend an invitation to you and your staff to attend the 16th annual Massachusetts Tier 1 Invitational Labor Day ‘Face‐Off’ Tournament. There will be 150 Midget teams (15‐18 year olds) competing in 420 games and 26 Bantam (13‐ 14 year olds) competing in 71 games this weekend. Also there will be 20 2001, 2002 and 2000 teams competing in 40 games this year in the youth division. This event is being held at the New England Sports Center (6 surfaces), the Navin Rink in Marlboro, the Northstar Forum (double surface) in Westboro, Buffone Arena in Worcester, the Veterans Arena in Franklin, the Foxboro Sports Center (double surface), Boch Arena in Dedham, Quincy Shea Arena, Rockland Arena, Pilgrim Arena in Hingham, The Bog in Kingston and the Iorio Arena in Walpole over the Labor Day weekend, August 30st ‐ September 2rd, 2013. ICE HOCKEY TO CREATE ELITE TEAM TO PLAY IN UNITED STATES PREMIER HOCKEY LEAGUE INAUGURAL SEASON The New York Islanders, in a continued effort to help grow the caliber of hockey on Long Island announced today the creation of an “elite” team to begin play in the United States Premier Hockey League (USPHL) in the inaugural 2013-14 season. The New York Islanders teamed up with P.A.L. Ice Hockey this past January at the Tier I Elite level as well as supporting the P.A.L. organization with its Tier II and Tier III programs. The P.A.L. Junior Islanders now have teams at the mite level (7 and 8 years old) through the USHPL junior level (up to 20 years old), which demonstrates the NHL club’s efforts to promote and grow the game at the grass roots level. "There have been a lot of terrific NHL players who have grown up on Long Island. The goal of this effort to join with P.A.L. is to develop a player from the mite level and see them develop through the program to where they are selected at the NHL Draft to officially become a New York Islander,” New York Islanders General Manager Garth Snow said. “With the help of our experienced coaching staff assisting the various levels, this goal can become a reality.     United States Premier Hockey League Announces Junior Division The United States Premier Hockey League announced today it will operate as an independent junior league in 2013-14, instead of its previously announced intention to operate as an adult league within USA Hockey. The USPHL intends to submit application materials to USA Hockey with the objective to begin playing as a certified junior league in 2014-15. The USPHL will sponsor three levels of hockey overall, including 16U and 18U Midgets, in addition to Juniors. The teams in the 16U and 18U Midget Divisions will remain registered through their respective USA Hockey Affiliate organizations and will play under USA Hockey Rules for league play. “It’s important to us to have an affiliation with USA Hockey and after hearing the legitimate concerns related to our plan to operate as an adult league, we felt that the best way forward was to go down the path we’ve announced today,” said Richard Gallant. “While we’ll play outside of USA Hockey for our Junior division, all of our players will be members of the organization and play under its rules. We’ll also consult with USA Hockey to provide for the proper player protection rights, player safety, the registering of import players and other matters the USPHL believes are critical in administering and executing the league.” The USPHL members have each developed a complete player development model where, at present, over 2,000 boys and girls train, compete and enjoy the sport of ice hockey. These programs go beyond the on-ice experience to include education, leadership and community service components to help foster a complete student-athlete.
