Development site at former Nerston Residential School, Road, – Disposal approved.

11 There was submitted a report by the Executive Director of Development and Regeneration Services regarding proposals by City Property (Glasgow) LLP in relation to the disposal of the development site at the former Nerston Residential School, Glasgow Road, East Kilbride, advising that

(1) the site was located on the edge of Nerston Village in East Kilbride, South and had been acquired by the Corporation of the City of Glasgow, as education authority and used for many years as a residential school and following Local Government reorganisation the school had remained in the ownership of this Council although it was situated within the Council area;

(2) following closure of the school and the declaration that it was surplus to requirements, the buildings were demolished in early March 2014 leaving a cleared site, with the Council also owning agricultural land surrounding the former school site;

(3) the property had been marketed for sale in March 2014 as a residential development site, with a closing date of 5th June 2014 and of the 3 offers received, 2 had demonstrated compliance and understanding of the basic planning policies which governed the future use of the site; and

(4) Cala Management Ltd, who intended to develop 22 housing units on the site, to provide a mix of 4 and 5 houses, had submitted the highest financial offer which demonstrated compliance to the local planning policies and South Lanarkshire Council had confirmed that the proposal was in line with the basic principles and guidance which they had provided and in principle was the most favourable bid in planning terms.

After consideration, the committee approved the disposal of the development site at the former Nerston Residential School, Glasgow Road, East Kilbride to Cala Management Ltd for £1,750,000, exclusive of VAT, subject to the terms and conditions negotiated by the Executive Director of Development and Regeneration Services.
