5. ISSUES

Work is progressing on revision of the existing document, including:

1. Separating specific design “requirements” from just good general guidance, within the document.

2. Extraction of the majority of the systems engineering related guidance from the document, for use in a new, comprehensive guidance document (in the form of a Technical Report) entitled “Systems Engineering Guidance for Subsea Production Systems”. Amedeo Marcotulli is leading this effort.

3. Extraction of the majority of the flow assurance related guidance from the document, for use in a new Technical Report. Mark Chapman is leading this effort. This document will incorporate material from the old Flow Assurance Annex that was included in the 4th edition of 17A.

4. Updating and expansion of the comprehensive bibliography provided in the document, referencing other useful industry documents, from all publically available sources.

5. TG Leads of all of the other 17 Series documents have been requested to provide feedback on existing/proposed references in their documents to 17A, such that all such referenced content can be appropriately aligned.

In the meantime, ISO TC67/SC4/WG6 has approached API with a proposal to rework RP17A in concert with ISO 13628-1, using the IOGP Standards Solution approach. Discussions about this proposal (between API and ISO) are ongoing at this time. It is apparent from early discussions that ISO would like to incorporate the majority of the content from NORSOK U-001 into this new version of 13628-1, as will be discussed at the upcoming SC17 Roundtable Meeting.

6. PLANS FOR FUTURE MEETINGS

In light of current travel constraints, it is expected that most future monthly Task Group meetings will continue to be via teleconference. The next scheduled meeting will occur on February 24th, 2021 (USA CST).

1) Industry has a strong need of TR1 qualification methodology, which extends beyond HT as OEMs have established different in-house methodologies for liner qualification which make comparison of alternatives challenging for the purchasers. 4Subsea 1 2) We notice that there is strong need for qualifying new liner materials coming to the market. We have seen materials being proposed where an updated TR1 should have screened the material away. 3) The cost of inadequate qualification but the even higher cost of getting pipes with inappropriate liners into service should justify updating of TR1. Simeros 1 Lifting fluids with subsea pumps & some operators need flexible pipes for temperatures above 130 C, and new polymers for pressure sheaths. TFMC 1 1) In addition for covering HT, we think TR1 specifies well the methodology, criteria and type of tests available to qualify a pressure sheath in general. Bureau 2) It addresses the issues specific to the polymer material itself as well as the interaction of that pressure sheath with its environment, e.g. creeping in 1 Veritas pressure wire gaps or end-fitting crimping/sealing issues. 3) TR1 is deemed to well complement API17J and 17B. 1) Our view is that it should be kept active and either updated or absorbed into API SPEC 17J/B - as part of that revision cycle - for relevant parts. Some explicit referred items from 17J/B to TR1 would need to be kept either way. Vår Energi 1 2) TR1 relationship to DNVGL-RP-A203 Technology qualification may also be relevant to consider in such revisions – although serving two very different level of details for the specific technology/usage 1) TR1 contains good and relevant requirements for qualification of the pressure sheath which serves as a good reference particular for details of non- NOV 1 standardized testing and guidance on acceptance criteria. 2) TR1 supplements the general requirements in API 17J very well. The main change from the last meeting has been to delay submission on an SRRR to the 2022 winter meeting, essentially on the basis that there are no real drivers for an update currently. Additionally, there is some evidence of slow adoption of the 2nd Edition by users. The hope being that the planned Operator survey will provide a bettering understand this concern. It was also agreed that while N would lead the Operator survey it would include questions relevant to Q. The planned date for the Operator survey was also moved out to 2021 to align with the delay to the SRRR. A sub-group is being formed to develop the survey questions.

Additionally, some new Q3 2020 comments were submitted by the Task Group companies for consideration. All told, there have been 172 comments addressed. Several smaller meetings have been held to clean up overlapping comments and edits to the document for ballot. Reps from Wood have worked diligently to Q4 2020 clean up outstanding edits.

6. PLANS FOR FUTURE MEETINGS

The plan moving forward is to have the entire Task Group review the edited and updated document with the Comments/Resolution worksheet as a guide during Q1 of 2021. A workshop will be called if there are any issues that are brought forth during this review. The intent is complete the review and any final edits by end of Q1 2021.

The updated 2nd Edition draft will then be submitted back to the SC 17 Chair to release to API for formatting and final review during Q2 2021.

Upon completion the TG Chairs will ask for a formal ballot to be initiated. It is hoped that the 2nd edition can be balloted in early Q3 allowing time for comment resolution and re-balloting if necessary before the end of 2021.

4. STATUS

The RP was developed by the task group in its entirely in Q2, 2019 and was sent for ballot. The ballot was passed with three negative votes and 17 affirmative votes. The comments are being incorporated and a meeting was scheduled with negative voters to discuss the “disagreed” comments in person to get a positive outcome quicker. The RP is entirely revised, and it is will be sent to API for technical writing after which it will be issued for re-balloting (Anticipated by the end of January 2021).

Several committee members have been resigned due to other commitments, changing jobs or looking for new opportunities. It is a challenge to keep the momentum when so many changes are happening in O&G industry.

1. SCOPE

API RP 17 Z - This recommended practice is applicable to the design, fabrication, testing, installation and operation of electrical equipment for Subsea Power Systems. This would be limited to subsea equipment (1,000 VAC – 69,000 VAC). It will also cover the subsea installed electrical power equipment and the connections between the various units. The scope would cover topics such as installation, operations, recovery, interfaces, and integration into a system for various subsea electrical equipment including: • MV Penetrators & Connectors • subsea transformers • subsea motors • subsea electrical power transmission and distribution • static & dynamic subsea electrical power cables • subsea electric actuators It is intended as standard to cover the system design, installation and operation for subsea electrical equipment and not as an equipment standard that would cover the fabrication, manufacturing, and performance testing. It will reference the SEPS subsea equipment standards that have been recently brought into the IEC/IEEE family of equipment standards.
