8. Highway Improvement Request - Community Issue Members are asked to consider whether the following community issue should be supported and forwarded to CATG for consideration

Issue: Speeding traffic and lack of bollard protection. Details: Bollards placed on the bend outside the property - as they are on almost every other corner in the estate, please. Regularly cars drive too fast around the corner, or come face to face with an oncoming car which is passing a parked car and swerve to miss them - all extremely close to the front of our house and we are very concerned that this will ultimately cause a disaster. Almost every other bend, and quite often straight roads in the estate have bollards for use and seemingly decoration - and we would very much appreciate this bend following suit. Thank you very much.

9. Proposed Parking Restrictions (Pages 25 - 38) Following a recent review by Wiltshire Council Highways, it has been requested that Members review the attached draft proposed plans for parking restrictions in Calne at the following locations;

1.Lake View 2.Luckett Way (2 options) 3.Porte Marsh Road 4.Silver Street 5.Springfield Drive 6. Church Street

and RESOLVE to approve the draft plans.

Station Road - the parking restrictions are being considered as part work being completed by CATG.

Stockey Lane and Bishop Road schemes did not meet the criteria for inclusion in this review.

10. Oxford Road S106 scheme (Pages 39 - 40) Members are asked to consider the attached plan and RESOLVE whether to support the scheme or raise any comments.

11. New Premises Licence - Calne Football Club (Pages 41 - 60) Members are asked to consider the attached Premises Licence application and RESOLVE whether to raise any comments.

The first to Cllr Wayman expressing thanks, and the second to Cllr Sturgis requesting assurance that the apparent lack of joined up planning relating to pavements and roads will be addressed, and the strategic planning team, in future, also look at pavements and pedestrian safety along with the highways and roads.

Cllr Ansell will send the letters and will provide feedback to this committee. Crossing at Oxford Road, north of Cllr Trotman noted that letters will be Abberd Way delivered to residents along Oxford Road beginning the 1st week of September as part of the Oxford Road consultation. To consider CIL projects Members discussed North End playing field and requested an update on improvements; however, it was noted that this is an Amenities Committee matter. 3. Matters Arising/Updates

“Safe Places”: Glenis has put together a presentation to take to the Town Council. We need to launch on the fb page.

Lorrywatch Plan for September. In Newcroft a vehicle was damaged by a lorry passing through. A Warburtons lorry has been spotted. The delivery lorry for the petrol station is seen regularly going through the town.

Hedges and verges No update.

CCTV New CCTV manager has been appointed. Glenis will contact the manager.

Footpath Ross has a meeting booked. Ross is going to talk to Kevin JBS Maintenance man. Pressure will be applied as the footpath needs to be made safe for the children. Glenis to email Alan Hill to give him a gentle push in the right direction. Copying in Philip Whitehead.

Calne Emergency Plan No update.

Other Mike mentioned community messaging, can access data from there.

101 service, you can email in and the data is recorded and stored. It's used for intelligence gathering and could be used if further crimes are committed and they can be linked to what is on archive. Page 15 It was agreed that hopefully the street pastors could have a positive effect on Calne crime.

It was agreed that the police are under great pressure! But attitudes to police need improving from offenders/public.

We discussed the increase in crime is a knock on effect from the town increasing in size.

Also lack of police presence is a factor, reference was made to the police building. And how in years gone by the police presence was much greater.

Glenis is going to contact PC Steve Carroll.

4. Emergency Services

Ambulance and Calne First Responders Garry has been busy with the Men's Shed and other community projects like Pocket Park. So not to much to report.

Last month they had some drug overdoses and cardiac arrests incidents. They had to get the fire brigade to break in for one patient. They have also been sent on various less serious issues.

They have a meeting booked on the 24th and hope to get some more funds. Glenis advised them to contact the Town Council, Area Board and bike meet for possible avenues for funding.

Lions have promised them some funding.

Calne Fire station No update.

Calne Police Area No update from Police.

Roger added, he has found some crime figures. If you google Calne crime, it brings up a website with information. May figures are. Total crime - 106 Broken down into, 39 ASB, 30 violence and sexual 8 public orders offenses Couple of burglaries And some vehicle crime

March 78 total crimes

April 89 total crimes

Roger informed us that a new Assistant Chief Constable been appointed. She is responsible for local policing. ItPage was suggested 16 that maybe we should invite her along to CCSF. Street Pastors Meeting booked for Thursday 11th July. Glenis is going to get them to all sign up.

The plan is to go out on night shifts. Everyone has identified the need for the Street Pastors.

5. Neighborhood Watch There is a NW AGM in Devizes Police Headquarters booked for Sat 10am-12 noon. Where you have an opportunity to ask Chief Constable Kier Pritchard questions.

Shirley is planning to attend to ask question on behalf of CCSF.

Invites have gone out to community messaging.

There is a NW meeting at Colmans farm Community Centre, 22nd August 19:45

Mike also told us about a scheme called Hotel Watch. Where if hotel staff are not sure about a child/adult relationship, and are concerned for the child, they can check who they are with a series of questions.

6. CIL, S106 and Calne Community Area Board matters Glenis discussed 101 service but was assured that the service is improving.

7. Highways - condition of roads and pavements Lansdown Close is untidy. Newcroft road, signs of drugs being used. Glenis will continue to talk to Matt Parrot.

8. Next meeting – Wednesday 18th September, Harris Room, Calne Library 9.30am

10. Other Business

Mens Shed are due to be evicted from their premises, Hills own the building and they want it back for vehicle maintenance.

Glenis suggested writing a very nice letter thanking then for their support and hope that they can review the decision to evict Mens Shed.

It was also suggested that perhaps the Mens Shed could go to the Town Council meeting, present what they do in the hope that premises may be found for them. Perhaps the Town Clerk or Mayor Rob Merrick can help?

Calne Our Place Update – Sept 2019 Who we are  Calne Our Place (COP) is an independent, voluntary, non-profit making group working to make the Calne community area a better place for residents, businesses and visitors.  Calne Our Place is committed to the promotion of cultural, social, environmental and tourism opportunities in the Calne community area of , Calne, , Cherhill, Compton Bassett, Heddington and . Membership is open to any member of the Calne area community, whether they are residents or involved in businesses within the community area. Key achievements for this period have been:

1 Launch of a new COP Support Group

Calne Our Place (COP) was set up in late 2013, quickly producing a 5 year Development Plan. A recent review of that plan showed that its aims had, broadly, been successfully completed. It has achieved and/or greatly assisted in a number of successful projects some of the most notable are:

• The Great West Way tourist initiative, • Branding the town as ‘A Town of Discovery’, the design and installation of road entry signs, • Designation and promotion of Calne Heritage Quarter, installation of town finger board signs and map signs, the Heritage Quarter car park signs,

As well, COP has provided ‘umbrella’ support to local start-up community initiatives such as, WordFest, Calne Clean Up Crew and the Calne Pocket Park.

With the completion of the 4 recent Leader funded projects, it was felt that a new 5 year plan should be prepared. It was also felt that participation of this new Support Group should be restricted to non-COP Steering Group members so that a ‘fresh outlook’ can be produced.

An initial report has been prepared and will be presented at the October COP Steering Group meeting for their comment. A Final report is planned by the year end that will

The initial report considers the possible future roles for COP and generally recommends that COP should not attempt to execute or manage large projects but take the role of: • An advocate and lobbyist, • An incubator and advisor to new volunteer groups and ideas, • An exemplar for achieving improvements, • A focal point and supporter for community voluntary initiatives in Calne. A number of areas were identified for the future focus of COP these included: • The health and well-being of residents, • Support for existing and start-up businesses, and • Increasing tourism and improving their experience of Calne. 28 Recommendations for initial projects, as well as to expand the volunteer base and to improve the long term funding that might be undertaken by COP are identified. All recommendations have been assigned a priority and an initial assessment of their cost and duration made.

2. Visit Calne Website & Video Launch (July 30)

A new tourism website has been jointly launched by Calne Our Place and VisitWiltshire, offering visitors to the region a detailed description of what Calne has to offer. The single destination website is a channel site of VisitWiltshire’s website, which currently features sites for Salisbury and Swindon. To visit the website: www.VisitCalne.co.uk The new, mobile-friendly website has been developed in partnership with VisitWiltshire and Calne Our Place. The website is part of a bigger project set-up as the result of Calne Oue Place’s ambition to raise the town’s profile, increase tourism and economic spend, and in turn, help make Calne a better place to live. The website design is in keeping with Calne Our Place’s branding and offers users an integrated platform about Calne, which includes information on upcoming events, activities, food and drink offerings, bookable accommodation, shopping, arts and culture, special offers, inspiration, ideas and advice on planning a visit. In addition, two new videos (Avebury to Bowood) have been made to complement this new website and the Great West Way launch. Both videos are on YouTube, one video is 3 minutes long and the other is 22 minutes long and were made by Paul Stallard (Candid Pictures). Within 24 hours of being loaded onto Facebook, it has been ‘reached’ by over 16,000 people, with nearly 10,000 people having completely viewed the 3 min version from start to finish. In addition, it has been ‘shared’ over 200 times and ‘liked’ by 137 people. Not bad within 24 hours of putting it up for all to see!!

Work on the 2019 Heritage Week is now complete with about 20 planned events. Plans also include a Harris Tea Party (involving ex-staff members of the Harris factory) with the biggest emphasis on fund raising for this event. The theme of the Heritage Centre’s Summer Exhibition was on Samuel Taylor Coleridge. 4 New ‘Discover Calne’ Leaflet COP have worked alongside the CTC to produce the first of a new suite of tourism documents titled ‘Discover Calne’. A number of local tourism related businesses have contributed to the leaflet. The leaflet has been distributed widely around local businesses as well as being available at the Information Centre at Bank House. The leaflet is also made available on the new Visit Calne website. A new leaflet is now being prepared that will show the public art in Calne, and will follow the format of the initial Discover Calne leaflet. This replaces the original Calne Art Trail leaflet that was devised and written by members of the Calne Project (ceased in 1996). The new leaflet will show (and describe) the sculptures along two main walking routes - the Town Centre and the delightful Castlefields Park art trail. 5. Co-operation of Stakeholders Since its conception, COP has been delighted by the enthusiasm the COP project has generated and the number of volunteers coming forward. We have involvement through representatives from Wiltshire Council, residents, the Chamber of Commerce, individual businesses and the Town Team (Calne Springs CIC) on our Steering Group and Project Groups. We are now supported by VisitWiltshire and are dealing with requests from other Towns and parishes to be involved particularly on the GWW. However, none of the successful achievements could have been possible without the steadfast and enthusiastic support that has been provided by both town council staff and councilors.

Further to my letter of 12th July, addressed to you and Cllr Wayman. I’m disappointed not to have received a reply from you.

Cllr Wayman has responded regarding the highways and transport element of my letter, but the planning aspect i.e. your area, remains outstanding.

When considering new developments, the road and footpath layout for the site is agreed at an early stage. However, the wider picture which considers the local footpath network as a whole, seems to be missing.

The Oxford Road area in Calne is a typical example of this problem. Several developments exit in close proximity, each providing part of the footpath, but the bigger picture doesn’t appear to have been considered, or planned for.

This lack of strategic planning has led to the current situation where the footpath is not continuous and has resulted in a small child being thrown into the hedge by a passing car. Fortunately, the child was not seriously hurt, but there is a clear risk to pedestrians.

My previous letter was intended to alert you to a possible gap in the planning process because I fear this situation may be evident in other parts of the county.

I’d be grateful for a response at your earliest convenience. If a site visit would help I’d be happy to arrange it.

WILTSHIRE HOUSING LAND SUPPLY

This briefing note provides:

(i) An update on the 2018 housing land supply position for the three Housing Market Areas (HMAs) in Wiltshire

(ii) An update on the 5-year land supply position for traveller sites.

Wiltshire Housing Land Supply Statement 2018

The National Planning Policy Framework (NPPF) (February 2019) requires local planning authorities to identify and update annually a supply of specific deliverable sites to provide five years’ worth of housing against their housing requirements, with an additional buffer of housing requirement brought forward from later in the plan period to ensure choice and competition in the market for land.

The update for Wiltshire has now been completed and the results of the assessment, using a base date of 1 April 2018, are set out in the 2018 Housing Land Supply Statement (HLSS) that will be published on the council’s website on 8 August 2019 via this link.

The updated position is summarised in Table 1 below.

This does not include the allocations in the emerging Wiltshire Housing Site Allocations Plan, which is being prepared to improve housing land supply across Wiltshire.

Appendix 6 of the Housing Land Supply Statement (HLSS) sets out the local housing requirements by Community Area and for each Principal Settlement, Market Town and, in South Wiltshire, the Local Service Centres as set out in the Wiltshire Core Strategy. It shows the level of housing completions, commitments and residual level of housing to be provided in each location to ensure the Wiltshire Core Strategy requirements can be achieved over the plan period.

The HLSS represents a snapshot in time and the assessment of housing land supply is not an exact science. The estimates of delivery for the sites listed are based on the evidence available whilst the Statement is being prepared.

Key points to note are:

• There is a sufficient supply of housing in the East Wiltshire HMA (6.67 years) and the North & West Wiltshire HMA (5.07 years). However the extent to which the position exceeds the requisite 5-year supply differs across these two HMAs.

• There is currently a deficit in the 5-year supply in the South Wiltshire HMA (4.45 years).

• The format of the HLSS and aspects of the 5-year housing land supply method have been updated in line with revisions to the National Planning Policy Framework and accompanying Planning Practice Guidance (see explanation below).

Table 3 of the HLSS contains sites with planning permission that have been permitted since 1 April 2018 (up to 31 March 2019). Whilst these are not in the housing land supply because they came forward after the base date of 1 April 2018 they may contribute to the housing land supply when the next housing land supply assessment (base dated April 2019) is published. These will help replenish the supply as it is reduced over time due to completions, permissions lapsing and not being implemented, and delays in delivery on certain sites.

In line with the revised National Planning Policy Framework (NPPF) and accompanying Planning Practice Guidance (PPG) the following changes have been made to this HLSS compared to the previous version:

• The PPG has clarified that the buffer should be added onto the housing requirement side of the calculation rather than onto the supply. The implications of this are that, more logically, a 5 years supply is required to meet the NPPF target (i.e. 5 years which includes the 5% buffer).

In previous years the council has applied the necessary buffer to the supply-side of the equation. This has meant a 5.25 years supply (5 years plus 5% buffer) has been required to meet the requisite target in the NPPF.

This change does not decrease or increase the burden on the council as to how much land it needs to provide to meet the requisite 5-year housing land supply - it is simply a change to the accounting method used.

• Table 2b has been introduced to explain how the 5-year land supply position has been calculated by HMA. This shows how any shortfall in anticipated completions, when compared against the Wiltshire Core Strategy requirement, has been calculated.

• Appendix 1 ‘Summary breakdown of large sites in deliverable supply’ and Appendix 2 ‘small sites contributing to deliverable supply’ now include a more detailed breakdown. In addition to ‘outstanding committed dwellings’ for a site it states how many are ‘under construction’, ‘completed’ or havePage been los 72t through demolition. 2

• Appendix 3 ‘Deliverability summary for sites in Appendix 1 that are anticipated to deliver housing in the forthcoming 5-year period’ has been revised to include an explanation as to why housing on the site is ‘deliverable’ (as defined in Annex 2 of the NPPF).

Housing Delivery Test

The NPPF requires a buffer to be applied to the 5-year housing land supply to ensure choice and competition in the market for land, and ensure land is made available in a timely manner to meet the housing requirement in the development plan. The revised NPPF has moved away from the concept of ‘persistent under delivery’, and now uses the nationally set Housing Delivery Test to establish whether a 5% or 20% should apply.

The Housing Delivery Test measures housing delivery for each Local Planning Authority against its housing requirement over the past three years. The latest Housing Delivery Test results means that the council should apply a 5% buffer to its 5-year housing land supply. A 20% buffer is only applied where there has been significant under delivery of housing over the previous 3 years i.e. 85% or lower of the housing requirement. The latest Housing Delivery Test results indicate that 139% of the housing requirement was delivered over the past three years in Wiltshire.

5-year housing land supply and decision-taking

Where a 5-year land supply (with the appropriate buffer) cannot be demonstrated or the Housing Delivery Test indicates that the delivery of housing is substantially below (less than 75% of) the housing requirement over the three previous years then the presumption (or tilted balance) in favour of sustainable development applies.

The NPPF makes it clear that where a Local Planning Authority cannot demonstrate a five-year housing land supply of deliverable sites, relevant policies should not be considered up to date. This does not mean that in these circumstances all proposals for housing should be permitted, only that relevant policies should be given less weight in decision making, particularly Core Policy 2 in relation to settlement boundaries. Cases where adverse impacts would significantly and demonstrably outweigh the benefits can, and should, still be refused. However, where applications are being considered for sites at settlements but outside the defined settlement boundaries there may be the opportunity to improve housing supply by favourably considering proposals where appropriate. This would depend on the judgements made as to where the planning balance lies and considerations may include limited impacts and benefits to local communities that arise from the proposal.

5-year housing supply for travellers

In accordance with Planning Policy for Traveller Sites (paragraph 10a) the council has published a 5 year land supply position against the targets for permanent pitches in the adopted Wiltshire Core Strategy, and the 2014 Gypsy and Traveller Accommodation Assessment. This will be published on the council’s website on 8 August 2019 via this link.

This evidence will inform decisions on planning applications for new traveller sites in Wiltshire. As before planning applications will be determined in accordance with the development plan, particularly Core Policy 47 ‘Meeting the needs of gypsies and travellers unless material considerations indicate otherwise.
