That Council adopt the new Bradford West Gwillimbury Official Plan, subject to the recommendations in Report DES 2021 02;

That Staff be requested to prepare any by-laws necessary to give effect thereto; and

Report of Community Services 2021 Road Closures for Special Events

That the necessary road closure by-law be presented to Council for enactment; and

Introduction: Purpose of Meeting Mayor Keffer advised that this meeting is the statutory public meeting held pursuant to Section 34 and 36 of the Planning Act to discuss amendments to Zoning By-law 2010-050.

Report of Development and Engineering Services Public Information Meeting for Zoning By-law Amendment Owner/ Applicant: Simcoe County District School Board c/o Katie Kirton Address: 742 Simcoe Road File Number: D14-20-15 (a) Planning Report

Thomas Dysart, Planner presented the contents of the staff report.

Mayor Keffer invited the applicant or their representative to provide any additional details of the proposal. Katie Kirton and Alexander Fleming representing the Simcoe County District School Board were in attendance to provide additional background information with respect to the application.

(b) Public Participation (Electronic Meetings)

Mayor Keffer inquired if there were any members of the public registered to speak. The Clerk advised that Domenic Filippone had registered.

Domenic Filippone Mr. Filippone was in support of the application and noted that this is a great asset to the community, the pathways for active transportation are a great idea for pedestrian activity and is greatly needed in the south end of Town.

(c) Further Action

Council did not make a decision on this matter tonight, but received the staff report for information. The matter will be referred back to staff for a further recommendation report at a later date. Resolution 2021-28 Sandhu/Lamb That Report DES 2020 01 be received; and

That the comments made at the Public Meeting be received and that the Office of Community Planning consider the matters raised at the Public Meeting and address same in its recommendation report. CARRIED.

Council Composition and Ward Boundary Review Rebecca Murphy, Director of Corporate Services/Town Solicitor/Clerk Rebecca Murphy provided Council with an update on the Council Composition and Ward Boundary Review project and the public consultation that is taking place.

Subject: Source Protection Committee – Replacement of Municipal Members

This letter is to inform you that one municipal member term on the South Lake Simcoe Source Protection Committee (SPC), representing the Nottawasaga Valley Watershed is ending and action is required on your part to replace this position. The Source Protection Committee is a group of individuals who represent public, economic, agricultural, and municipal interests from across the source protection region. More details regarding the role of the committee can be found below in the background section of this letter.

The selection of members will be achieved through an election with the process for nominating a candidate and selection of the one municipal representatives being outlined below. Also included is some background on the role and commitment of SPC members.

SPC Member Selection Process The Clean Water Act stipulates that the process for replacing a member on the SPC must be that which was used to select the member originally. As you may recall, for municipal members representing the Nottawasaga Valley Watershed, the process involved:

1. Notifying all municipalities in the watershed of the membership opportunity (the purpose of this letter).

2. Requesting all 18 municipalities: • Put forward the name of a candidate IF interested in doing so; • Authorize someone to ‘vote’ for the municipal representatives in the event there are more interested candidates than the one seat available.

3. Holding an ‘election’ if required; • All lower tier municipalities in the watershed receive one vote.

4. Affirming election results at the Nottawasaga Valley Source Protection Authority meeting following the election, and formally appointing the new members to the SPC.

Next Steps: What We Need from You: By March 15, 2021, please email Ryan Post at [email protected] indicating the name of the person your municipality wishes to nominate or indicating that you do not wish to seek a seat on the SPC, and the name of the person authorized to vote on behalf of your municipality.

In the event there are more interested municipalities than the one seat available, an election will be held via electronic ballot (email). For the election, quorum will be 50% plus one (9 municipalities).

Background The Clean Water Act is legislation put forward by the Ministry of the Environment and Climate Change (MOECC) aimed to prevent the overuse and contamination of municipal drinking water supplies. This legislation divested much of the responsibility to local stakeholder groups, known as SPCs. Locally, the SPC is comprised of 1 first nation, 7 municipal, 7 public, and 7 economic members intended to represent the various interests from across the watershed region, and ensure a balanced and practical approach to drinking water protection.

The SPC has been meeting since December 2007, and was responsible for three deliverables: • A Terms of Reference describing the work to be done, who was responsible, and the approximate timelines and costs, • Technical Assessment Reports describing vulnerable areas specific to municipal water quality and quantity, and risks to water supplies, and • Source Protection Plans that include strategies and policies intended to manage existing risks and prevent new risks from occurring.

The MOECC approved the Source Protection Plan (SPP) on January 26, 2015, at which time the function of the committee transitioned primarily to evaluating the implementation of the SPP policies and conducting periodic updates to ensure the plan is supporting the desired protection to the sources of municipal drinking water.

Commitment Members are asked to make a five year commitment to serve on the SPC. During this period, the committee will meet 2 to 3 times per year in the Barrie area. Meetings are typically held on a weekday afternoon. SPC members are reimbursed for their time (a per diem) and travel (mileage) when attending meetings.

Developing the Downtown Revitalization Committee 2021-2022 work plan The Chair handed the floor to Geoff McKnight, CAO. Mr. McKnight provided an overview of the Committee's previously identified priorities for the 2019-2022 term. The floor was handed to Michael Disano who provided a summary of the Town's COVID- 19 Economic Recovery and Resiliency Plan which includes four goals, thirteen objectives and thirty action items. Mr. Disano noted the action items which require the Committee’s involvement. The Committee discussed the various priorities for 2021 and 2022. A survey will be circulated with priorities from the Committee's work plan and from the Economic Recovery and Resiliency Plan. The Committee will choose high, medium or low priority for each item. The work plan will be reviewed at the next meeting.

New Business 2021 Seasonal Patio Program It was noted that Council approved a seasonal patio program for 2021.

Announcements It was noted that the Bradford Board of Trade 2021 Recovery Forum will be held virtually on March 2, 2021.

Bond Head HCD Staff advised that the 2021 budget has approved funds for the Bond Head Heritage Conservation District study to move forward. Staff will also look to Simcoe County for grants to put towards the next phase costs of the HCD. The process of obtaining consultants for this next phase is underway.

3710 Line 12 Roger Sorensen spoke to the Committee about the out buildings he and David Chambers viewed and took pictures of at the property. The Committee will work on researching the buildings age and history and continue discussions.

4306 Line 10 (Earl Rowe property) Staff noted that as the 'stay-at-home' orders begin to lift, site visits will resume and the owner's consultants will complete their work.

Landerkin Designation Report - 4118 Line 6 The Committee reviewed the Designation Report by Ian Cooper. This designation was undertaken upon the request of the current property owner. The Committee reviewed the report, making note of the recommendation to designate.

HC-2021-08 McCann/Sorensen That the Committee recommend to Council, following a request from the owner, that the property at 4118 Line 6 be designated; and

3176 County Road 27 (Gummerson-Thorpe House) The Committee discussed the previously discussed proposal from Shaughna Crew regarding the property, noting that the current owner does not want a tenant in the house. Staff and the Council members on the Committee stated that they will continue discussions with the property owner about the future use of the house once the Town has property standards for designated properties in place.

2659 Line 8 (Woods Property) Lisa Hawkins inquired about the status of the Heritage Evaluation being conducted on the property. Staff noted that consultants have been hired for the evaluation and that informal discussions have been taking place with potential purchasers about the property being evaluated for designation.

New Business

Heritage Walking Tour Thomas Dysart showed the Committee a draft pamphlet for a self guided walking tour of heritage properties in Bradford he has been working on. The Committee will continue to review the proposed tour route at a future meeting.

Resource for Designation Reports The Committee reviewed the document that Ian Cooper created to help guide Committee members to heritage research resources and report writing guides.

A By-law to amend Zoning By-law 2010-050 to remove the Holding (H1) symbol from the General Employment Exception Holding "M1*10(H1)" Zone affecting lands located in Part of Lot 12, Concession 8, being Parts 1 and 2 on Plan 51R-41731, and municipally known as 400 Crossland Boulevard.

WHEREAS By-law 2010-050 is the main comprehensive Zoning By-law of the Town of Bradford West Gwillimbury;

AND WHEREAS By-law 2010-050 zones the lands General Employment Exception Holding "M1*10(H1)";

AND WHEREAS By-law 2010-050 includes a provision that the Holding (H1) symbol will not be removed until a Site Plan Agreement has been executed;

AND WHEREAS the Council of The Corporation of the Town of Bradford West Gwillimbury deems it appropriate to amend By-law 2010-050 to remove the Holding (H1) symbol from the General Employment Exception Holding "M1*10(H1)" Zone affecting lands located in Part of Lot 12, Concession 8, being Parts 1 and 2 on Plan 51R-41731, and municipally known as 400 Crossland Boulevard;

AND WHEREAS authority is granted under Sections 34 and 36 of the Planning Act, R.S.O. 1990, c. P.13;

A By-law to repeal and replace the Official Plan for the Town of Bradford West Gwillimbury with a new Official Plan.

WHEREAS the Planning Act, R.S.O. 1990, c. P.13, s. 17 permits the Town of Bradford West Gwillimbury to adopt an Official Plan;

AND WHEREAS the Town has undertaken public consultation and has held the required statutory hearings for the adoption of an Official Plan;

NOW THEREFORE the Council of the Corporation of the Town of Bradford West Gwillimbury in accordance with the provisions of the Planning Act, hereby enacts as follows:

1. That the Official Plan for the Town of Bradford West Gwillimbury consisting of the attached maps and text is hereby adopted.

2. That the Official Plan adopted by By-law 2000-010 and all amendments thereto are hereby repealed with the exception of the following:

a. Official Plan Amendment No. 24 adopted by by-law 2017-23; b. Official Plan Amendment No. 25 adopted by by-law 2017-24; c. Official Plan Amendment No. 26 adopted by by-law 2017-25; and d. Official Plan Amendment No. 27 adopted by by-law 2017-26.

Being a by-law to authorize temporary road closures for special events.

WHEREAS pursuant to the Municipal Act, 2001, Chapter 25, Section 11 (2) provides that a lower-tier municipality may pass by-laws respecting matters with the spheres of jurisdiction;

AND WHEREAS pursuant to the Municipal Act, 2001, Chapter 25, Section 35 provides that a municipality may pass by-laws removing and restricting the common law right of passage by the public over a highway;

AND WHEREAS Council approved Report COM 2021 01 at the Committee of the Whole meeting on February 16, 2021;

AND WHEREAS Council deem it expedient and advisable in the public interest to enact this by-law to authorize the temporary road closures for special events;

2. That authority be delegated to the Director of Community Services to approve any necessary amendments to the road closures for special events.

3. This By-Law shall be administered and enforced by persons duly appointed by the Town of Bradford West Gwillimbury under the provisions of this By-Law.

4. This By-Law shall come into force and take effect on the date it is enacted.

Confirm Proceedings By-law

A by-law to confirm the proceedings of Council of The Corporation of the Town of Bradford West Gwillimbury at its meeting held on March 2, 2021.

WHEREAS pursuant to Section 5 of the Municipal Act, 2001, S.O. 2001, c. 25, as amended (“Municipal Act, 2001”) the powers of a municipality are to be exercised by its Council by by-law;

AND WHEREAS it is deemed expedient that the proceedings of the Council of The Corporation of the Town of Bradford West Gwillimbury at this meeting be confirmed and adopted by by-law.

NOW THEREFORE the Council of The Corporation of the Town of Bradford West Gwillimbury hereby enacts as follows:

1. The actions of the Council of The Corporation of the Town of Bradford West Gwillimbury at its meeting held on March 2, 2021 with respect to each recommendation contained in the reports of Council as adopted or amended and adopted and each resolution passed and other action taken by the Council of The Corporation of the Town of Bradford West Gwillimbury at this meeting is hereby adopted and confirmed as if all such proceedings were expressly embodied in this by-law.

2. The Mayor and Clerk and the appropriate other officials of the Town of Bradford West Gwillimbury are hereby authorized and directed to do all things necessary to give effect to the actions of the Council of The Town of Bradford West Gwillimbury referred to in the preceding section.

3. The Mayor and Clerk are authorized and directed to execute all documents necessary in that behalf and to affix thereto the seal of the corporation of the Town of Bradford West Gwillimbury.

4. This By-law shall come into force and take effect on the date it is enacted.
