Light Rail Construction Update Westmead, Cumberland, and Parramatta June to July 2021

The $2.4 billion will connect Westmead to Carlingford via the Parramatta CBD and Camellia, transporting around 28,000 people every day to key destinations, new communities and essential services. It is expected to open in 2023. Parramatta Connect has been engaged by Transport for NSW to complete this work.

Parramatta Light Rail work in your area A major milestone has been achieved with light rail track now in place on Church Street between Factory Street and . Traffic has been moved onto the track between and Victoria Road, allowing us to continue with upgrades to the road, kerbs, paths and installation of street lights either side of the track. Traffic will be moved onto the track throughout other sections of the alignment as track installation rapidly nears completion. Another landmark achievement for the project is the installation of bridge girders at the new light rail bridge over at Cumberland. Future planned activities include the construction of the bridge deck.

Parramatta River at Cumberland Traffic changes Road closures and traffic changes will continue to allow access to work areas. Planned major traffic changes are: • Closures of Factory Street, North Parramatta • Closures of O’Connell Street at Factory Street, North Parramatta • Closure of Church Street between Dunlop Street and Pennant Hills Road, North Parramatta • Intermittent lane closures of Pennant Hills Road/Albert Street, Grose Street and Victoria Road at Church Street, Parramatta • Alternate closures of Harold Street, Grose Street and Ross Street at Church Street, Parramatta • Left-in, left-out access arrangement at Ross Street intersection with Church Street, Parramatta • Staged closures of Church Street between Victoria Road and Market Street, Parramatta • Alternate closures of Jessie Street, Caroline Street and Queens Road at Hawkesbury Road, Westmead • Intermittent lane closures at Hawkesbury Road and Darcy Road intersection, Westmead • Staged realignment of traffic at Hawkesbury Road and Hainsworth Street, Westmead. Parramatta Light Rail Westmead, Cumberland, North Parramatta and Parramatta – June to July 2021

Work schedule Standard construction hours are 7am to 7pm, Monday to Friday and 7am to 6pm, Saturday and Sunday. Noise intensive work hours are 8am to 6pm, Monday to Friday and 8am to 1pm, Saturday. Most work is carried out during these hours. Working times and conditions are detailed in the project Environment Protection Licence. Conditions where work may be done outside standard construction hours are: • To mitigate unacceptable risks to safety or traffic flow • To mitigate risks of cracking and defects with large concrete pours • Work is low noise generating – for example surveying, use of hand tools, deliveries and vehicle movements • Delivery of oversized plant or structures requiring special arrangements to transport on public roads • Work carried out by utility authorities under separate environmental approvals and conditions • Emergency work to prevent harm. When work is required at night, noisy work will be carried out for a maximum of four nights in a seven-day period. Noisy work will be done as early in the night shift as possible and respite periods will be provided. Work activities at major intersections will usually be done at night or weekends due to the impacts on traffic necessary to establish a safe work area. Access Pedestrian and traffic control is in place as needed to ensure safe movements around the work zones. Traffic management includes temporary road, footpath or lane closures, traffic and pedestrian diversions, contraflows and the removal of parking within and around work zones. Businesses and residents are separately contacted if access to driveways and waste collection will be affected. Impacts There are some noise, dust and vibration impacts associated with these works which at times will be loud, continuous and disruptive. Some of the ways we manage this is by: • Completing work during standard construction hours where possible • Providing respite periods for any high noise activities • Using noise blankets where possible, and non-tonal reversing beepers • Monitoring and reviewing noise levels • Consulting with directly affected residents and businesses • Using water carts to wet down areas as required • Turning off equipment and vehicles when not in use. Equipment Equipment will include, but not be limited to, closed-circuit television cameras, concrete saws, concrete agitators, jackhammers, compactors, power and hand-held tools, excavators, cranes, heavy and light vehicles, elevated work platforms, lighting towers, chain saws, mulchers, horizontal grinders, mini loaders and vacuum excavation trucks.
