LADD 1991 PREFACE The publication of the 1991 Manual for the General Court marks the 52nd volume published in this series. It includes general information about state government and the 1990 state election results. It also gives special recognition on the following page to three women who have given many years of service as elected officials in state government. Only since the fall of 1920 have women had the right to vote in state elections. That year, two women were elected to the House of Representatives, becoming the first women legislators in our state. Ten years later, in 1930, the first woman was elected to the New Hampshire State Senate. William M. Gardner ' : I . N! Former Senator Edith B. Gardner of Gilford holds the distinction of serving more years and more terms in the New Hampshire Senate than any other woman. She served ten consecutive two-year terms beginning in 1961. Edith B. Gardner The late Representative Hilda C.F. Brungot of Berlin holds the record for having served more years and terms in the New Hampshire House of Representatives than any other woman. She served a total of thirty-eight non-consecutive years between 1931 and 1974. Hilda C.F. Brungot Representative Elizabeth A. Greene of Rye is currently serving her sixteenth two-year term as a member of the New Hampshire House of Representatives. Upon comple- tion of this term, she will have served thirty-two consecutive years, which is the most consecutive years of service for any woman legislator in our state. Elizabeth A. Greene NEW HAMPSHIRE AND THE FEDERAL BILL OF RIGHTS BICENTENNIAL December 15, 1991, marks the bicentennial of the ratification of the Federal Bill of Rights. New Hampshire cast its ratification vote on January 25, 1790, the fifth state to do so, after virtually no recorded debate. It was not unexpected that the state acted quickly. Its own constitution, adopted in 1783 opens with a long list of individual liberties entitled "Bill of Rights." At the state convention of 1788 to consider ratification of the Federal Constitution "Antifederalist" Joshua Atherton cited slavery, states rights, and the lack of a bill of rights as principal arguments against ratification. Thomas Cogswell, a Strafford County judge, wrote against the constitution because of its lack of a bill of rights. Another judge, Samuel Livermore, a delegate to the convention and a proponent of ratification, proposed twelve amendments which the convention adopted to appease opponents in order to secure ratification. With the promise that these amendments would be suggested to Congress, New Hampshire ratified the Constitution by a vote of 57-47 on June 21, 1788, at the North Meeting House in Concord. The ratification document explains the tactic: "... it is the Opinion of this Convention that certain amendments & alterations in the said Constitution would remove the fears and Quiet the apprehensions of many of the good People of this State, and more effectually guard against an undue Administration of the federal Government." When it convened in 1789 Congress turned over all such amendments to James Madison who formulated twelve for congressional deliberation during the late summer of 1789. Samuel Livermore, then one of New Hampshire's representatives to Congress, argued vigorously in favor of Madison's amendments. In September Congress sent the amendments to the states for ratification. The fact that both New Hampshire and Congress proposed twelve amendments was coincidental. Of New Hampshire's twelve proposals in 1788 nine found their way into Madison's proposals and eight finally attained Constitutional status. Madison omitted New Hampshire's fourth, fifth, and ninth proposals. The fourth would have prohibited Congress from laying direct taxes. The fifth would have prohibited Congress from establishing a "Company of Merchants with exclusive advantages of Commerce," and the ninth would have prohibited federal officeholders from accepting any foreign title. New Hampshire's chief executive, President John Sullivan, received the amendments from Secretary of State Thomas Jefferson in October 1789. When the General Court met on December 23rd Sullivan presented the amendments: "The amendments proposed by Congress to the Constitution of the United States cannot fail of being considered & determined upon as early as the nature of the business before you will admit." On January 1, 1790, meeting in Concord's North Meeting House, the House and Senate ordered 250 copies printed. There is no record of opposition to the amendments nor is there indication in the General Court journals of debate on the issues. In mid-January the House approved eleven of the twelve and sent them to the Senate which concurred on January 20th. Both houses voted for ratification on the 25th by voice vote. Only the second of the twelve amendments- prohibiting the alteration of congressional salaries until an election had intervened— failed of approval. That amendment, plus the first, which established apportionment for Congress, failed to be ratified nationally, which meant that proprosals numbered three through twelve became amendments numbered one through ten, the bill of rights. Vermont's admission to the union in March 1791 meant that ratification required eleven state approvals, the last required being given by Virginia in December of 1791. ABSTACT The Northeast has been a Democratic stronghold over the past sixty years, yet it is also a region that has many ideologically moderate Republicans who have traditionally voted for more moderate Republican Congressional representatives. Despite the region’s Democratic trend there are a few congressional districts that remained solidly Republican into the 1990s and 2000s. However, even these Republican incumbents eventually lost their seats to the Democratic Party. I examine those four districts specifically and ask whether or not a recent increase of conservatism in the Republican Party contributed to these once solid, moderate Republican districts finally becoming Democratic. I hypothesize that the Republican conservative shift did not please some of the more moderate constituents of these districts who in turn voted their Republican representatives out of office. I use ticket-splitting as an indicator of partisan change and all the districts had more Republican ticket-splitting than the national average. Once the Republican congressmen had lost their seats, the ticket-splitting was less significant, indicating that voters who had previously split their Republican tickets had permanently left the Party.

At the state and national level, the Kochs use their unlimited resources to influence policy to suit their political and personal needs while hurting middle class and working families. The policies they favor include cutting taxes for corporations and the wealthy; reducing and eliminating regulations to protect workers, consumers, and the environment; privatizing and cutting both Social Security and Medicare; and cutting other programs, including Pell Grants for college. For decades, the Kochs and their network of dark money political front groups have been pushing the Koch agenda in New Hampshire — perhaps more than any other state in the country — which has benefitted billionaires like the Kochs at the expense of Granite Staters. In 2016, New Hampshire will continue to be on center stage in American politics with the First In The Nation primary, a top- tier Senate race, marquee Congressional contests, an open governor’s mansion, and a number of hot button issues in the limelight. At the same time, the Koch network has promised to spend nearly $900 million to buy elections for candidates who will do their bidding for them. The Kochs themselves admit they “expect something in return” for the millions they spend propping up their candidates, but for candidates, backing from the Kochs comes with a high price tag.

    CHAIRMEN OF SENATE STANDING COMMITTEES [Table 5-3] 1789–present INTRODUCTION The following is a list of chairmen of all standing Senate committees, as well as the chairmen of select and joint committees that were precursors to Senate committees. (Other special and select committees of the twentieth century appear in Table 5-4.) Current standing committees are highlighted in yellow. The names of chairmen were taken from the Congressional Directory from 1816–1991. Four standing committees were founded before 1816. They were the Joint Committee on ENROLLED BILLS (established 1789), the joint Committee on the LIBRARY (established 1806), the Committee to AUDIT AND CONTROL THE CONTINGENT EXPENSES OF THE SENATE (established 1807), and the Committee on ENGROSSED BILLS (established 1810). The names of the chairmen of these committees for the years before 1816 were taken from the Annals of Congress. This list also enumerates the dates of establishment and termination of each committee. These dates were taken from Walter Stubbs, Congressional Committees, 1789–1982: A Checklist (Westport, CT: Greenwood Press, 1985). There were eleven committees for which the dates of existence listed in Congressional Committees, 1789–1982 did not match the dates the committees were listed in the Congressional Directory. The committees are: ENGROSSED BILLS, ENROLLED BILLS, EXAMINE THE SEVERAL BRANCHES OF THE CIVIL SERVICE, Joint Committee on the LIBRARY OF CONGRESS, LIBRARY, PENSIONS, PUBLIC BUILDINGS AND GROUNDS, RETRENCHMENT, REVOLUTIONARY CLAIMS, ROADS AND CANALS, and the Select Committee to Revise the RULES of the Senate. For these committees, the dates are listed according to Congressional Committees, 1789– 1982, with a note next to the dates detailing the discrepancy.

Now is the time for Washington to act with the same sense of urgency that Americans all across the country feel every single day. With the stakes this high, we cannot afford to get trapped in the same old partisan gridlock. That's why I've worked closely with leaders of both parties on a recovery and reinvestment plan that saves or creates more than 3 million jobs over the next 2 years, cuts taxes for 95 percent of American workers, and makes critical investments in our future—in energy and education, health care, and a 21st century infrastructure. We will act swiftly, and we will act wisely. The vast majority of the investments in the plan will be made within the next 18 months, immediately creating jobs and helping States avoid painful tax hikes and cuts to essential services. And every dime of the spending will be made available to the public on recovery.gov, so every American can see where their tax dollars are going. But as we act boldly and swiftly to shore up our financial system and revitalize our economy, we must also make sure that the underpinnings of that economy are sound; that our economic infrastructure is rebuilt to handle the traffic of the global economy; that our cutting- edge science and technology remain the envy of the world; that our policies promote the innovative and competitive nature of this economy and facilitate the incubation and commercialization of our startups and small businesses, the very engine of our job creation.
