ABSTACT The Northeast has been a Democratic stronghold over the past sixty years, yet it is also a region that has many ideologically moderate Republicans who have traditionally voted for more moderate Republican Congressional representatives. Despite the region’s Democratic trend there are a few congressional districts that remained solidly Republican into the 1990s and 2000s. However, even these Republican incumbents eventually lost their seats to the Democratic Party. I examine those four districts specifically and ask whether or not a recent increase of conservatism in the Republican Party contributed to these once solid, moderate Republican districts finally becoming Democratic. I hypothesize that the Republican conservative shift did not please some of the more moderate constituents of these districts who in turn voted their Republican representatives out of office. I use ticket-splitting as an indicator of partisan change and all the districts had more Republican ticket-splitting than the national average. Once the Republican congressmen had lost their seats, the ticket-splitting was less significant, indicating that voters who had previously split their Republican tickets had permanently left the Party. -

At the state and national level, the Kochs use their unlimited resources to influence policy to suit their political and personal needs while hurting middle class and working families. The policies they favor include cutting taxes for corporations and the wealthy; reducing and eliminating regulations to protect workers, consumers, and the environment; privatizing and cutting both Social Security and Medicare; and cutting other programs, including Pell Grants for college. For decades, the Kochs and their network of dark money political front groups have been pushing the Koch agenda in New Hampshire — perhaps more than any other state in the country — which has benefitted billionaires like the Kochs at the expense of Granite Staters. In 2016, New Hampshire will continue to be on center stage in American politics with the First In The Nation primary, a top- tier Senate race, marquee Congressional contests, an open governor’s mansion, and a number of hot button issues in the limelight. At the same time, the Koch network has promised to spend nearly $900 million to buy elections for candidates who will do their bidding for them. The Kochs themselves admit they “expect something in return” for the millions they spend propping up their candidates, but for candidates, backing from the Kochs comes with a high price tag. -

CHAIRMEN OF SENATE STANDING COMMITTEES [Table 5-3] 1789–present INTRODUCTION The following is a list of chairmen of all standing Senate committees, as well as the chairmen of select and joint committees that were precursors to Senate committees. (Other special and select committees of the twentieth century appear in Table 5-4.) Current standing committees are highlighted in yellow. The names of chairmen were taken from the Congressional Directory from 1816–1991. Four standing committees were founded before 1816. They were the Joint Committee on ENROLLED BILLS (established 1789), the joint Committee on the LIBRARY (established 1806), the Committee to AUDIT AND CONTROL THE CONTINGENT EXPENSES OF THE SENATE (established 1807), and the Committee on ENGROSSED BILLS (established 1810). The names of the chairmen of these committees for the years before 1816 were taken from the Annals of Congress. This list also enumerates the dates of establishment and termination of each committee. These dates were taken from Walter Stubbs, Congressional Committees, 1789–1982: A Checklist (Westport, CT: Greenwood Press, 1985). There were eleven committees for which the dates of existence listed in Congressional Committees, 1789–1982 did not match the dates the committees were listed in the Congressional Directory. The committees are: ENGROSSED BILLS, ENROLLED BILLS, EXAMINE THE SEVERAL BRANCHES OF THE CIVIL SERVICE, Joint Committee on the LIBRARY OF CONGRESS, LIBRARY, PENSIONS, PUBLIC BUILDINGS AND GROUNDS, RETRENCHMENT, REVOLUTIONARY CLAIMS, ROADS AND CANALS, and the Select Committee to Revise the RULES of the Senate. For these committees, the dates are listed according to Congressional Committees, 1789– 1982, with a note next to the dates detailing the discrepancy. -

By now, our economic crisis is well-known. Our economy is shrinking. Unemployment rolls are growing. Businesses and families can't get credit, and small businesses can't secure the loans they need to create jobs and get their products to market. Now is the time for Washington to act with the same sense of urgency that Americans all across the country feel every single day. With the stakes this high, we cannot afford to get trapped in the same old partisan gridlock. That's why I've worked closely with leaders of both parties on a recovery and reinvestment plan that saves or creates more than 3 million jobs over the next 2 years, cuts taxes for 95 percent of American workers, and makes critical investments in our future—in energy and education, health care, and a 21st century infrastructure. We will act swiftly, and we will act wisely. The vast majority of the investments in the plan will be made within the next 18 months, immediately creating jobs and helping States avoid painful tax hikes and cuts to essential services. And every dime of the spending will be made available to the public on recovery.gov, so every American can see where their tax dollars are going. But as we act boldly and swiftly to shore up our financial system and revitalize our economy, we must also make sure that the underpinnings of that economy are sound; that our economic infrastructure is rebuilt to handle the traffic of the global economy; that our cutting- edge science and technology remain the envy of the world; that our policies promote the innovative and competitive nature of this economy and facilitate the incubation and commercialization of our startups and small businesses, the very engine of our job creation.
