Vol. 39 Concord, N.H. Thursday, May 18, 2017 No. 16 HOUSE JOURNAL No. 15 (Cont’d) Thursday, May 4, 2017 Rep. Hinch moved that the House adjourn. Motion adopted. HOUSE JOURNAL No. 16 Thursday, May 18, 2017 The House assembled at 10:00 a.m. and was called to order by the Speaker. His Excellency, Governor Christopher Sununu, joined the Speaker on the rostrum for the day’s opening ceremonies. Prayer was offered by House Chaplain, Reverend Kate Atkinson, Rector of St. Paul’s Church in Concord. Thank You God: for resources that offer us countless possibilities; for wisdom that helps us choose how best to use them; for the knowledge of the needs of the world; and for the opportunities to make a difference. Today, as once again this body gathers to vote and to act, we pray for a renewed perception of how every decision we make touches human lives. Let us not be constrained by the fear of “not enough” but rather rejoice in the reality of our wealth and all we can achieve when we use it honorably. Inspire us, O God of unfailing generosity, to live in the awareness of abundance, to recognize that You are the source of all that we have; and, as we determine how to share what has been entrusted to us, may we honor You. Amen. Representative Patricia Cornell, member from Manchester, led the Pledge of Allegiance. The National Anthem was sung by Scott Spradling of Manchester. LEAVES OF ABSENCE Reps. COMMUNICATION Via email May 17, 2017 Dear Mr. Speaker, I am writing to tender my resignation as State Representative for Belknap district 9, representing Laconia and Belmont effective 12:00 pm 5/17/17. Unfortunately, the libelous comments of an overzealous blogger and some of my colleagues have created a situation where I must consider the safety and well being of my girlfriend, my family, and myself. It has been a pleasure to serve in this house with those members who have integrity. Cordially, Hon. Robert Z. Fisher 97 Bowman St. Laconia, NH 03246 2 18 MAY 2017 HOUSE RECORD

Shurtleff moved that the remarks made by Rep. James Belanger during Unanimous Consent be printed in the Permanent Journal. Without objection, the Speaker ordered. REMARKS Rep. James Belanger: Thank you, Mister Speaker. Mister Speaker, this is my 7th year in the House of Rep- resentatives and I continue to be awed at the decorum in this chamber during the Pledge of Allegiance and the National Anthem. People, those of us with our hands in our pockets, texting and so on, and I thought I would read you something that the flag, the American flag.... Speaker Jasper: Would the member suspend? It’s so loud in here you couldn’t hear me. The member has a right to be heard. If you are exiting, please do so quietly. If you wish to have conversations, please take them out of the Hall. The member may continue. Rep. James Belanger: Thank you, Mister Speaker. Please look at the flag as I read this because the flag is talking to you, not me. Some people call me Old glory. Others call me The Star Spangled Banner. Whatever they call me, I’m your flag, the flag of the United States of America. Something has been bothering me, so I thought I might talk it over with you, because it is about you and me. I remember some time ago when people lined up on both sides of the street to watch the parades. Naturally I was leading every parade, proudly waving in the breeze. When your daddy saw me coming, he immediately removed his hat and placed it against his left shoulder so that his hand was over his heart. Remember? And you, I remember you standing there straight as a soldier. You didn’t have a hat but you were giving the right salute. Remember little sister, not to be outdone she was saluting the same as you with her right hand over her heart. Remember? What happened? I’m still the same old flag. Oh, I have a few more stars since you were a boy and a lot more blood has been shed since those parades of long ago, but now I don’t feel as proud as I used to. When I come down your street, you just stand there with your hands in your pockets. Oh, I may get a small glance, but then you look away. Then I see the children running around and shouting. They don’t seem to know who I am. I saw one man take his hat off, then look around. He didn’t see anybody else with theirs off so he quickly put his hat back on. Is it a sin to be patriotic anymore? Have you forgotten what I stand for and where I’ve been? Anzio, Guadalcanal, Korea, Vietnam? Take a look at the memorial honor roll sometimes and those who never came back to keep this republic free, one nation under God. When you salute me, you’re actually saluting them. Well, it won’t be long until I’m coming down your street again. So when you see me, stand straight and put your right hand over your heart and I’ll salute you by waving back and I’ll know that you remembered. Thank you. MOTION TO PRINT REMARKS Rep. Shurtleff moved that the remarks made by Rep. Cushing during Unanimous Consent be printed in the Permanent Journal. The Speaker ruled the motion out of order due to lack of a quorum.
