Hurley Building in Downtown Boston, which for 50 years has served as the headquarters for the Department of Unemployment Assistance, MassHire Department of Career Services, and other critical Labor and Workforce agencies. It has been my pleasure to work with Commissioner Gladstone and her staff over the past year and a half on a plan to relocate our programs into more suitable office space in the short term, and redevelop the Hurley Building site over the long term. We look forward to working out of space that is modern, flexible, adaptable, accessible, well‐lit, and with technology‐enabled hearing rooms to better accommodate our constituents. Additionally, we look forward to working in a building that is welcoming and accessible versus the difficult to navigate situation people experience today. I understand that the amount of office space that this project will yield is still to be determined, as is the particular arrangement of private uses that will complement the state office space on the site. Nonetheless, I think the approach that DCAMM is taking of introducing private uses, opening up the site, improving the public realm, and adding new construction will improve the site greatly. Approaching this project as a public‐private partnership will conserve state resources at a time of budget constraints and uncertainty. I thank Commissioner Gladstone and her team for their leadership on this project, and I look forward to a more accommodating space for our workforce and our constituents as well as a better use for the current Hurley site. POLITO www.mass.gov/dmh Lieutenant Governor MARYLOU SUDDERS Secretary BROOKE DOYLE Commissioner February 1, 2021 Dear Asset Management Board Members: The Lindemann Mental Health Center provides critical mental health services to patients in Boston, including transitional housing for 80 clients and more clinically intensive residential services for 33 residents who are receiving services through the Department of Mental Health (DMH). In addition, Lindemann hosts several outpatient programs, such as the Freedom Trail Clinic run in conjunction with nearby Massachusetts General Hospital, as well as other vendor- operated psychiatric emergency service, crisis intervention, outreach and support programs. The building also serves as DMH’s central administrative office. My staff and I have been following the proposed redevelopment of the adjacent Charles F. Hurley office building, and I am writing to express my support for that project. We who work in the Lindemann Building well understand the capital needs associated with a building of this era and design. I am especially pleased to see the possible inclusion of an “Open Space Improvement Area” that could bring much-needed upgrades to the public spaces surrounding our building. Some such upgrades may pose operational concerns for our programs and staff; however, we intend to work with DCAMM throughout the design of the redevelopment project to address such concerns if and as they arise. Hurley Building. As the Boston City Councilor for District 8, representing the surrounding neighborhoods of the West End and Beacon Hill, I am deeply interested in ensuring that this project enhances the area for all those who live nearby, work at the site, or simply pass through this location at the heart of the city. I appreciate the consultations you have done in advance of publishing your draft Project Proposal and draft Design Guidelines, and I am hopeful for a process that will continue to be highly consultative with our many community stakeholders. In this letter, I will begin with a constructive suggestion for what I consider to be the critical missing element from the current draft Project Proposal. I will then move through several topics to amplify the important respects in which the draft Project Proposal already speaks to them, and to suggest places where the proposed language could and should be enhanced.

    THE GENERAL COURT OF MASSACHUSETTS State House, Boston, MA 02133 March 26, 2014 Dear Chairman Dempsey: We are writing to ask you to consider level funding for TAFDC (4403-2000) in the FY15 budget. Because of a projected decline in the TAFDC caseload, level funding would allow the state to pay struggling families approximately $70 a month more. This small amount would make a significant difference for TAFDC families. The amount of the TAFDC benefits directly affects victims of violence. The Berkshire Commission on the Status of Women noted, “[f]inancial stress and homelessness are common reasons a victim of violence feels trapped and remains with or returns to her abuser. Victims will not leave an abusive relationship unless we can provide protection. They will suffer abuse longer if they cannot shelter and feed their family. And because there is no place for families to move, they are staying longer in our domestic violence shelters.” Research shows low-income children whose families receive an income boost in the range we propose have better school results. Children’s HealthWatch at Boston Medical Center similarly determined that the federal Recovery Act’s boost in SNAP benefits correlated with children more likely to be classified as “well.” Unfortunately, the SNAP increase expired last fall, making it critical that TAFDC benefits for very low-income families be increased so we do not lose the gains made from the Recovery Act. Moreover, there is ample research confirming that young children who experience hardships such as lack of nutritious food, unstable housing and utility cut-offs are at an increased risk of negative health effects, including developmental delays, that can have life-long consequences.

    Legislative Scorecard Votes and Leadership 2013-14 LEGISLATIVE SESSION - 1 - This is the inaugural edition of the Environmental League of Massachusetts legislative scorecard. We produced this scorecard to inform citizens about how their legislators voted on important environmental issues. We are pleased and grateful for the support of so many environmental leaders in the legislature. The scorecard relies first on roll call votes on legislation that deals with environmental and energy issues. Because there are so few roll call votes each session—and often these votes are unanimous—we have scored additional actions by legislators to further distinguish environmental champions. Bonus points were awarded to legislators who introduced bills that were ELM priorities or who introduced important amendments, particularly budget amendments to increase funding for state environmental agencies. In addition, we subtracted points for legislators who introduced legislation or amendments that we opposed. We want to recognize leadership and courage, in addition to votes, and have made every attempt to be fair and transparent in our scoring. Much happens during the legislative process that is impractical to score such as committee redrafts, committee votes to move or hold a bill, and measures that would improve flawed legislation. We have not attempted to include these actions, but we recognize that they greatly influence the process and outcomes. None of the bills or amendments scored here should be a surprise to legislators in terms of ELM’s support or opposition. Going forward, ELM will include votes and other actions that support additional revenues for transportation and promote transit, walking and biking.     Justice Reinvestment Senate Bill 64 House Bill 1429 An Act to Increase Neighborhood Safety and Opportunity Senator Sonia Chang-Díaz (D-Boston) and Rep. Mary Keefe (D-Worcester) and 55 co-sponsoring legislators have filed an omnibus bill backed by a large coalition of community, religious, and union organizations to improve Massachusetts’ systems of criminal justice, end mass incarceration, and re-invest in our communities through job and educational opportunity. Included in the bill are: I. Criminal Justice Reforms • Repeal Mandatory Minimum Drug Sentences – This would restore judicial discretion in sentencing for drug charges, reducing the risk of longer than warranted prison terms; • Reduce Certain Low-Level Felonies to Misdemeanors – Under this scenario certain offenses (such as shoplifting or other petty theft, or low-level drug charges) would be made misdemeanors, with different sanctions that rely less on long and expensive terms of incarceration; • End Collateral Sanctions at the RMV – This would eliminate the current law requiring the Registry of Motor Vehicles to confiscate the license of any person convicted of any drug offense (even where charges are unrelated to the operation of a vehicle) for up to 5 years and charge at least $500 to reinstate it; and • Extraordinary Medical Placement – This would allow a judge to decide whether a person who is permanently incapacitated or terminally ill should be transferred out of prison for treatment, remaining under state custody. II. Jobs and Schools The final sections of the bill establish a Trust fund with the cost savings from these improvements in the criminal justice system. Trust funds will be used to right our unbalanced economy by investing in evidence-based practices including job development efforts for youth, veterans, victims of violence, and other people with significant barriers to employment, and supporting programs that help at-risk youth to stay in school.

Older structures are being renovated or destroyed, while extensive new building is simultaneously under way. Documenting these changes involves identifying and preserving the records of build- ings that are disappearing as well as those of new construction. The author reviews briefly the history of architecture in New England, focusing on its relationship to the evolution of types of documentation in the nineteenth and twentieth centuries: original design records, publications and stock plans, and visual records of completed buildings and their changes over time. The differing approaches of the six states to preserving these records are profiled, and their efforts linked with the growth of an active historic preservation movement. Aspects of the built environment remain less well documented: current development, commercial architecture, landscape design, builders' records, and owner-initiated projects. The author concludes by proposing regional efforts to deal with these issues, capitalizing upon the expertise and experience of the curators, archivists, and conservators of New England's architectural collections. About the author: Nancy Carlson Schrock is self-employed as a book conservator and consultant on library preservation in Winchester, Massachusetts. The twelve chapters dis- cuss two key issues of our time, mobility and transnational- ism, from the perspective of Finnish migration. The volume is divided into four sections. Part I, Mobile Pasts, Finland and Beyond, brings forth how Finland’s past – often imagined TRANSNATIONAL as more sedentary than today’s mobile world – was molded by various short and long-distance mobilities that occurred FINNISH MOBILITIES: both voluntarily and involuntarily. Part IV, Con- temporary Finnish Mobilities, centers on Finns’ present-day emigration patterns, repatriation experiences, and citizen- ship practices, illustrating how, globally speaking, Finns are privileged in their ability to be mobile and exercise transna- tionalism.
