Walthamstow Local Board of Health: Records of Building Control

Transferred from: Waltham Forest Department of Development, Building Control Section subsequent to microfilming 1979 - 1983

These files were sampled from lists supplied. Files retained include public buildings, industrial premises and shops, buildings of historical significance and a selection of private dwellings sampled on a random basis. Each file contains an application form submitted by -the owner or contractor to the Local Board for the sanction of building plans, together with PLANS of the premises being block plans in -the case of drainage applications, or floor plans, sections and elevations submitted with applications for the erection of buildings. Later annotations to applications give the modern location or house number of buildings, original locations and superceeded srteet names are given in brackets. The registers in section /1 list applications recieved.

Walthamstow Local Board of Health was established in 1875 under powers granted by : the Public Health Act of 1872 iA succession to Walthamstow Sewer Authority, the former Lighting and Nuisance Removal Committees and the parish Highway Board. Its work in sanctioning building plans for new development grew out problems associated with sewage disposal. The Board began to approve plans in 1875, though the earliest plan in this series dates from 1880 and it is estimated that the twelve members of the Board examined over 10,000 plans between 1875 and 1894* List8 of plans approved and disapproved are given in the minutes of the Local Board (Ref. W 47.2/1-8) 1875-1891 (see index under ^lans1 ) and in the printed reports of committees (Ref. W47.2) 1888- 1894 under the reports of the Plans Committee. Administration of building control was conducted by the Surveyors Department of the Local Board and after 1895 it was carried on by the Surveyor's Department of Walthamstow District Council.(see W 71 BC2)*

Walthamstow Urban District Council: Records of Building Control

For sampling standards see BC1 Walthamstow U.D.C. succeeded the Local Board of Health in administration of building control in 1895' In the period after the appointment of the new Council building rose sharply to reach a peak between 1898 and 1902 when some 8,800 plans were passed. The Engineers Department continued to enforce the building byelaws as passed by 1ha Local Board formerly enforced by the Surveyors Department.
