1. Introduction

Road traffic accidents are amenable to remedial action. Road accidents are a human

tragedy. They involve high human suffering and monetary. This State has curbed the menace of

road accidents by adopting a multipronged approach to road safety such as traffic management,

design and quality of road infrastructure, enforcement and emergency care etc. alongwith the

active involvement of all stake-holders .

The top 10 districts in total accidents are Chennai city, Kancheepuram,

Cuddalore,Tiruppur, Salem , Villupuram ,Madurai, Coimbatore, Krishnagiri and Vellore. In

Thoothukudi, Pudukottai ,Ramanathapuram, Sivagangai, Theni , Tiruvarur, Karur , Ariaylur,

Perambalur and The Nilgiris less than 100 accidents were occurred.

The top 10 districts in total deaths are Chennai city, Dindigul, Perambalur, Villupuram,

Tiruppur, Dharmapuri, Kancheepuram, Cuddalore, Madurai and Krishnagiri. In

Nagapattinamand Coimbatoreless than 10 fatalities were occurred. There is no fatalities occurred in Pudukottai District.

The top 9 districts thenumber of persons grievously injured are Chennai city, Krishnagiri, Namakkal, Coimbatore, Tirunelveli, Salem ,Kancheepuram, Virudhunagar and Thoothukudi.

.In ten districts namely Tiruchirappalli, Tiruppur, Ariyalur, Karur, Nagapattinam, Permbalur, Sivagangai, The Nilgiris, Tiruvarur and Tiruvannamalaihas no grievously injured persons during the month of April2019.

The top 10 districts thenumber of persons minor injured are Chennai city, Villupuram, Cuddalore,Tiruppur, Salem, Madurai, Vellore , Erode, Kancheepuram, and Krishnagiri.

During this month (April 2019) the fourteen districts viz., Ariyalur, Dharmapuri, Nagapttinam, Karur, Ramanathapuram,The Nilgiris, Virudhunagar, Pudukottai, Thanjavur , Tiruppur, Tiruchirapalli, Coimbatore, Erode and Vellore has achieved the target in accidental deaths.

During this month (April 2019) nine districts viz., Pudukottai, Thoothukudi,Perambalur, Ariaylur, The Nilgiris, Karur, Coimbatore, Thanjavur, Tiruchirapalli has controlled the accidents as per the target fixed .

The Total accidents are in increasing trend in the districts such as Virudhunagar, Krishnagiri, , Nagapattinam, Ramanathapuram, Salem and Kancheepuram during April 2019 when compared to previous year April 2018 . Eventhough the total accidents are in increasing trend, the fatalities have come down in Virudhunagar, Tiruvallur, Ramanathapuram and Salem. In Krisnagiri, Nagapattinam and Kancheepuram Districts, both total accidents and the total deaths are in increasing trend during April 2019 when compared to previous year April 2018

In the following districts even though the total accidents are in decreasing trend the fatalities have been increased in Tiruvarur, Villupuram , Chennai city, Tirunelvlei and Cuddalore. In the remaining districts the fatalities have comedown.

The total accidents are in incrasing trend in the districts such as Virudhunagar,

Sivagangai, Kanniyakumari, Dindigul, Tiruvarur, Ramanathapuram and Pudukottai during 2019

(Upto April 2019) when compared to previous year upto April 2018. Even though the total accidents are in increasing trend the fatalities have come down in all the above Districts. In

Theni and Chennai districts inspite of decrease in total accidents, the fatal death have increased.

More number of accidents occurred in Chennai city (2574) followed by Coimbatore (351), Madurai City (308) and Salem city (274).

The total accidents during April 2019 is decreased by 9.52 percent when compared to the previous year April 2018. Significantly, the number of persons killed in road accidents during April 2019 are decreased by 14.03 per cent comparing to the previous year.

Similarly, the percentage of number of persons minor injured are decreased by 16.15 comparing the previous year April 2018.

The highest death due to non wearing of helmet was happened at (61) followed by Coimbatore(46) and Tiruvallur (43) occupies third place.

According to vehicles accidents, the government and private buses have been reduced by 19.83% and 19.01% respectively comparing the previous year. Total accidents by two wheelers have been decreased by 6.99% and by other vehicles by 6.46%. 13(a) Accidents and deaths according to roads- in April 2019

From the above table it reveals that the most number of accidents occurs in State

Highways which is of 34.48% to total accidents followed by National Highways 29.71%,

other district roads 21.44% and other village roads 14.36% Nearly 64.19 % of accidents

occurs both together in National and State Highways.

According to Death, nearly 71% of the Death occurs in National Highways (35.68%) and

State Highways (36.01%) inTamilnadu.

Accidents according to State highways has been reduced by 13.89 per cent when compared to previous year 2018(upto April ). Similarly accidental deaths occurred in State Highways has been reduced by 21.40 percent when compared to previous year 2018 (upto April)

The major cause for the accidents were fault of driver (98.38%) which may be due to drunken driving, over speed, aggressive driving, Use of Cell phone etc.,

15. (a) Action taken on Supreme Court Committee on Road Safety

The Supreme Court Committee on Road Safety has given directions to suspend the driving

licences of the drivers who commit the following traffic violations

a) Over Speeding. b) Over Loading of passengers. c) Carrying passengers in goods carriages. d) Drunken Driving. e) Red Light Jumping. f) Using Mobile Phone While driving.

A total of 63920 road accidents have been reported by the State in the calendar year

2018, claiming 12216 lives and causing injuries to 74537 persons. The Accidental death has reduced around 25 percent during the year 2018 and the accidents has decreased by 2.50 percent comparing the previous year 2017.

17. Highlights

o In Tamil Nadu , around 159 accidents and 30 fatalities were occurred every day

during April 2019 .

o The Chennai city and Kancheepuram are the leading districts in Road accidents

and fatal deaths during April 2019.

o The highest death due to non wearing of helmet was happened at Kanchipuram (17) o The maximum accidents and fatalities are caused by the two wheelers o The most number of accidents occurs in State Highways ( 34.48%) o Nearly 64.19% of accidents occurs both together in National and State Highways.

o Nearly 71% of the Death occurs in National Highways (35.68%) and State

Highways (36.01%) inTamilnadu.

18. Conclusion

The Sustainable Development Goal on Road Safety for the year 2019 is to reduce the death to

9182 and total accidents to 49080 . The Stake Holder departments Transport,Police,Highways

,Health and Education of the State are taking necessary actions along with District Collectors to achieve the Goal.
