Latteridge - B4059; Yate - B4059 Yate Road (aka Stover Road) - Reduction in speed limits

Background

A scheme has been included in the 2012/13 Local Transport Capital Programme to introduce reduced speed limits between the B4059 at its junction with Bristol Road and . It is also to include the section of B4059 Yate Road; from the roundabout with Iron Acton Way to Stover Road.

The B4059 passes through the centre of the rural village of Latteridge and Earthcott. It is an important route between the M5 motorway and the Iron Acton Bypass and carries a significant proportion of HGV traffic. The proposed speed limit changes are in keeping with the nature of the road. The existing speed limit currently consists of lengths of 40mph and separated by a short section of national speed limit. The B4059 Yate Road (also known, particularly at its southernmost end, as Stover Road) has a length of 40mph and 30mph speed limits.

The linear rural village of Latteridge is built along the B4059 Wotton Road and has two sharp right angle bends towards each end. It consists of residential properties, farms, business park, a village green and duck pond. The B4059 Yate Road is part of the heavy goods route around Yate and links the Iron Acton bypass with A432 Badminton Road.

Proposed Scheme

It is proposed that the following speed limits are introduced:-

• From the B4058 Bristol Road junction with B4059 to the existing speed limit terminal west of the railway crossing B4059 – the proposal is reduce the existing 40mph speed limit to 30mph. • B4059 from the existing speed limit terminal west of the railway crossing to the existing speed terminal west of the lay-by – the proposal is to reduce the speed limit from national speed limit (60mph) to 40mph. • B4059 from the existing speed limit terminal west of the lay-by to a point west of Blanches Farm – the proposal is to reduce the speed limit from 40mph to 30mph. • B4059 from west of Blanches Farm in a westerly direction – the proposal is to retain the existing 40mph speed limit. • B4059 and B4427 Church Lane from the existing speed limit terminal west of Blanches Farm in westerly direction through the staggered crossroads (Old Gloucester Road/Earthcott Road) to the existing ‘Earthcott 50’ sign – the proposal is to reduce the existing 50mph to 40mph. • Latteridge Lane from its junction with B4059 to north of Game Farm House – the proposal is to reduce the speed limit from 40mph to 30mph. • Folly Road from its junction with B4059 at Latteridge Green to a point south of Green Farm Business Park – the proposal is to reduce the national speed limit to 30mph. • B4059 Yate Road from the roundabout with Iron Action Way to the existing speed limit terminal north of Waverley Road – the proposal is to reduce the speed limit 40mph to 30mph. • B4059 Yate Road southerly of the existing speed limit terminal north of Waverley Road to Stover Road – the proposal is to retain the existing 30mph speed limit.

Purpose of Scheme

The purpose of this proposal is to reduce speeds on the B4059 in Latteridge Village and on the approach from the east and B4059 Yate Road approach to Stove Road Bridge. This is to address the existing reported accident record, improve road safety, and improve the environment in keeping with these locations.
