General Orders 3 Series 2018-2019 General Orders 2480 Traywick Chase May 2019 Alpharetta, GA 30004-4203

Dear Sisters: It is hard to believe how fast the year has flown by and my term as your National President is almost over. It has been my privilege to work with you and for you as National President. Your support and counsel are appreciated more than I can express. With such wonderful Sisters around the Country working hard to accomplish the goals of our organization, I know DUVCW will enjoy a successful future. During February, March, and April, I had the honor of representing DUVCW at events and meetings around the Country, and look forward to a very busy travel schedule in May and June. To find out where I’ll be when, check the Calendar of Events in this GO #3. The very best part of this position is visiting with Sisters and being your representative at U.S. National events and Allied Orders events. I want to express my thanks to the PNP Gail Butterfield, PNP Judy Frohm, PNP Barbara Stone, PNP Carole Morton, PNP Ellen Higgins, PNP Sally Redinger and PNP Jan Rynerson for attending State Department Conventions I am unable to attend because I have yet to figure out how to be in two places at the same time. I also want to thank Council Member #5 Lynne Dolan for representing DUVCW at the Grant’s Tomb Ceremony in New York on April 28th; the Sisters from the Department of who will represent DUVCW at the Cathedral of the Pines Memorial Day Service; and Sr. Sr. V.P. Sandy Millin who will represent DUVCW at the Civil War Memorial Day Ceremony. In February, Carolyn Baker, Department of DC and I were honored to represent you at Lincoln's Birthday Observance, Washington, DC. Although the weather wasn't the best, the Ceremony was beautiful. I'm so glad I was there to represent DUVCW. Many thanks to Carolyn for accompanying me! On February 16th, I was guest of Mary Todd Lincoln Detached Tent #10 FL and Annie Etheridge Detached Tent #14 FL. On February 17th, I was guest of Louisa May Alcott Detached Tent #11 FL and Detached Tent #12 FL. Many thanks to all the Florida Sisters for their contributions to DUVCW and for their fabulous hospitality! On March 30th, I represented you at the LGAR Chapel Re-Dedication at Andersonville National Historic Site. The Ceremony was a wonderful, moving experience hosted by LGAR James Tharpe Circle, GA. Congratulations to President Sheila Richards and the ladies of the James Tharpe Circle for a great day honoring the history of one of the GAR Allied Orders. On April 13th, I attended the Lincoln Death Day Remembrance Ceremony arranged by SUVCW and MOLLUS. The National Presidents of the Allied Orders were present for the beautiful and moving Ceremony. On April 15th, I represented you at the Death Day Association Ceremony arranged by the Death Day Association of Springfield, IL. Both Ceremonies were held at Lincoln’s Tomb, at Oak Ridge Cemetery, Springfield, IL. On April 27th, I will attend Department of Georgia Convention, Atlanta, to finish out April. If you have not already done so, this is the time of year to begin completing your Annual Reports both for your Departments and National. The Detached Tents have already provided their Annual Reports. Please download the forms from the National website to be sure you have the current edition, and follow the distribution instructions at the top of the page. I encourage you to fill out the available writable PDF; save it to your computer; and send it via email to the designated recipients. In your email, note the name of the form, and that you are submitting the form on behalf of yourself and the Department/Tent President or vice versa. During this administration, to make the process more efficient, with less work involved, this information will suffice as a signature. If you have trouble understanding what information is needed on the form, please contact either the National Officer/Chairman to whom the form is addressed or the Administrative Forms Chairperson Ellen Higgins. I hope to see you at the 129th National Convention in Atlanta, beginning Tuesday, July 23rd (Pre-Convention Tour to Andersonville) through Sunday, July 28th. I know everyone will have a fabulous time participating at the National level of our organization, enjoying the exciting activities planned, seeing the Atlanta area and most of all sharing fellowship with Sisters from around the Country. See you then! In Fraternity, Charity and Loyalty, Sister Sarah DAUGHTERS OF UNION VETERANS OF THE CIVIL WAR, 1861 - 1865

9 ANDERSONVILLE NATIONAL HISTORIC SITE (ORIGINALLY CAMP SUMTER) PRE-CONVENTION TOUR TUESDAY, JULY 23, 2019 Tour includes: • Coach transportation to and from Andersonville, GA • Box lunch • Guided Tour of Andersonville National Historic Site • Guided Tour of Cemetery and Site Monument • Visit to the National P.O.W. Museum • Placing Flowers at Gravesites (pre-payment for flowers is required)

Monuments located at the prison site include: Massachusetts (1901); Ohio (1901); Providence Spring (1901); Rhode Island (1903); Michigan (1904); Wisconsin (1907) Lizabeth Turner (1908); Sundial (1911); Tennessee (1915) Clara Barton (1915); Lincoln-Logan (1929); Eight-State (1934)

Freedom does not come free! No one knows this better than the men and women who have served and continue to serve in the military. For those whose freedom was taken away, the National Prisone of War Museum was established in 1998. Andersonville National Historic Site is the only park in the National Park System to serve as a memorial to all American prisoners of war throughout the nation’s history.

The first hospital in the prison camp was a single tent within the stockade. Later an enclosed area outside the stockade was established and located near a swamp and the sinks (latrines). The dead numbered as many as 100 per day. Disease was rampant and took the form of dysentery, scurvy, erysipelas, typhoid fever, and chronic diarrhea. Diarrhea and Dysentery caused 4,529 deaths from March 1 until August 1864. Documentation of 12,919 deaths during the camp's existence is among the official records.

Both Northern and Southern military prisons had "dead lines," but for some reason the one at Andersonville brought the most notoriety. Stories abound about the guards shooting POWs who accidentally entered the dead line corridor. Union guards were shooting POWs in dead lines at Camp Douglas, Rock Island and Johnson’s Island; these facts were hidden from the public until after the war. Two regiments guarded the Andersonville prisoner…the 26th Alabama and the 55th Georgia plus cavalry with a pack of bloodhounds who sought out potential escapees. There were 329 successful escapes during the 15 months of the camp’s existence. Tunneling became the ultimate method of escape. The majority of prisoners were transferred from Andersonville by September 1864, as a result of the Union forces moving into Atlanta and surrounding area. 10 ATLANTA HISTORY CENTER and ATLANTA CYCLORAMA & CIVIL WAR MUSEUM FRIDAY, JULY 26, 2019

Tour includes: • Coach transportation to and from the Atlanta History Center • Box Lunch • Tour of the Atlanta History Center • Tour of the fabulous Atlanta Cyclorama depicting the Battle of Atlanta

Welcome explorers of the world! If you’re looking for history, knowledge and adventure, you’ve come to the right place. The second tour during the 2019 DUVCW National Convention is on Friday. We will be going to the amazing Atlanta History Center (AHC). There are wonderful permanent Civil War exhibits at the AHC to see but the newest, and most amazing, is the Cyclorama recently installed in its newly-built facility. The Battle of Atlanta was depicted in a remarkable painting by German artists; this rare treasure is called the Battle of Atlanta Cyclorama and originally debuted in 1886. For almost 100 years, it was housed in a leaky building in Grant Park near the Atlanta Zoo. The move of this painting occurred in February 2017. The painting was in a fragile condition and weighed between 4 and 5 tons. It has miraculously been moved to a place of honor within the Atlanta History Center and is carefully being restored as needed. The locomotive has also moved to the Atlanta History Center; it was one of two locomotives to star in the famous tale of the Great Locomotive Chase of 1862 . The General, the second locomotive in the chase, resides at the Southern Museum of Civil War and Locomotive History in Kennesaw, GA. The Atlanta History Center offers exhibitions on the Civil War, African-American heritage, and Southern Folk Art, with a wing dedicated to the 1996 Centennial Olympic Games. The Cyclorama painting was relocated in July 2014…the 150th Anniversary of the Battle of Atlanta. The painting is now unscrolled in its new home and is undergoing a full restoration, including restoring seven feet of sky across the top of its full circumference. The 128 plaster figures that are the focal point of the painting’s diorama will also be restored. The full experience, complete with the addition of the restored 1856 Texas locomotive and enhanced interpretation and exhibitions. The exhibitions in the Lloyd and Mary Ann Whitaker Cyclorama Building will add thoughtful context about the battles for Atlanta and the Civil War as well as the history of cycloramas. The History Center utilizes a multitude of perspectives to interpret the painting. This interpretation will consider the role of slavery in the Civil War and the impacts of the conflict on American history. Restoration of the Texas, an important artifact of Atlanta’s early railroading days, and famed for its pivotal role in 1862’s Great Locomotive Chase, was completed in April 2017 at the North Carolina Transportation Museum. The locomotive was relocated to Atlanta History Center in May 2017. The Texas is in a glass-enclosed exhibit gallery on the front of the museum building, visible at all hours and lit up at night. Alongside the Texas is an exhibition focused on the history of the famous locomotive, including the story of the Great Locomotive Chase with The General, as well as the vital role of railroads in Atlanta and the Southeast.

MEMORY BANQUET: “WOMEN OF GUMPTION” THURSDAY, JULY 25TH, 2019 SALLY SMITH PORTRAYING “MARGARET MITCHELL” Sally Smith portrays Margaret Mitchell at Oakland Cemetery, Atlanta, GA Portions of an interview with Sally Smith by Wanderlust ATLANTA Wanderlust ATLANTA: What message or sentiment, that you share with Margaret Mitchell, would you like to share with your fans? Sally: "I'd love to share one of Peggy's mottos—Peggy was the name Margaret adopted when she went off to college—one that I share with her... 'Never give up.' 'Never give up on yourself or life.' There are certain things one should give up, of course, like toxic relationships, but stay the course. The storms don't last forever." Sally went on to say, "Life has too much to offer to give up. Of course you have to take the bad with the good, but you have to make the best of the bad." As soon as Sally mentioned Auntie Mame, we quoted in unison, "Live, live, live! Life’s a banquet and most poor suckers are starving to death! " banquet "Life is out there, you just have to get up off the sofa and be a part of it! Sally wouldn't admit it, but it was shared with me by another source that at Sally's retirement party, Fulton County made an official Proclamation — "Sally Smith Appreciation Day" — well deserved after 30 years of dedicated service. Noted in the Proclamation: "Sally Smith is an exemplary public servant who is known among her colleagues for her dedication, knowledge, kindness, sense of humor, and willingness to help."

BOARD OF TRUSTEES

Each year, the Board of Trustees holds an Open House during Death Day Week at our DUVCW Museum in Springfield, Illinois. This year it was held from April 10-16, 2019. During this time, the Museum’s interior pays homage to our 16th President and our Civil War veterans. On display was a 6” piece of granite from the original Lincoln tomb, artists’ renderings of the conspirators, and a Spencer repeating rifle, similar to the one Lincoln test-fired at the White House and ordered adopted for use by Union forces. Displayed is an oil painting of Abraham Lincoln and similarly, a 1957 edition of the “Banner” with 12 photographs of an aging Lincoln. Also, on display are several of Lincoln’s funeral photographs including the Springfield Hearse and Old Bob, Lincoln’s horse, plus items from the 150th Funeral Reenactment, including copies of city Funeral Ordinances issued in 1865, a replica of Bob’s cooler, and the sashes and cockades worn by the pallbearers, and much more. What made this Open House so unique, was we were honored to have on display, facsimiles of the original Oak Ridge Cemetery Interment Book 1 and Book 2, as restored in 2017. In Book 1 (shown below), it has the name, “Abraham Lincoln,” the cause of death, “assassinated,” and the place of birth, “Kentucky.” Underneath Lincoln’s name is the name of his third son, Willie Lincoln. The cause of Willie Lincoln’s death is not listed, but he died in 1862, most likely from typhoid fever. Book 2 (not shown), has Mary, who died in 1882, and Tad, who died in 1871.

Besides the Lincolns, these books contain countless names and burials of generations of innocents, pioneers and trailblazers who contributed to the growth and history of Sprngfield. This was truly an exciting Open House for the Board of Trustees and our patrons. Submitted by Carole Morton, Chairman, Board of Trustees

25 LONG-RANGE PLANNING and ADVISORY COMMITTEE Interim Report

The Long-Range Planning and Advisory Committee is studying three (3) areas as mandated in the Bylaws: Membership, Finance, and Patriotic and Historical Affairs. The objective of the Committee’s report is to bring to the attention of our membership areas where it is felt change or reform might be needed, and to offer possible solutions for consideration. The following are some of the suggestions received which the Long-Range Planning and Advisory Committee believes should be under consideration. Membership 1. The LRP&A Committee urges that the work on the Ancestor Database go forward with the completion timeline as presented to the Executive Board of July 2019. This is a huge undertaking; and, at its conclusion the Membership Committee hopes to have in the database the names of all approved ancestors as recorded on the applications they have researched. The goal of the Ancestor Database Initiative is to expedite membership. The database would allow prospective members to check ahead of applying to see if their ancestor and his service were already verified. 2. Make DUVCW, our aims and what we do, more visible to prospective members and to the general public by adding the Drumbeat to the Public section of the website. 3. Assign National Membership numbers. One use of assigned Membership numbers could be to use them to access the Members Only section of the website thus eliminating the problems encountered with orally distributing, to all members, the changes in passwords. Many of our members do not receive the yearly change in passwords for various reasons and access to the Members Only site is a problem for them. 4. DUVCW has made good strides in better use of electronic means now available. However, the LRP&A Committee strongly recommends that DUVCW, as a whole, use electronic means to make it easier for the National Executive Board, Departments and Tents to meet and vote electronically. Matters pertaining to the membership could then be addressed in a timely fashion. A bylaw change implementing this would solve the concerns put forth in the following suggestions which attempt to shorten the length of time it now takes to get bylaw proposals put before the membership and would allow for the following… • Move forward the date by which the Bylaws Committee must receive proposed bylaws and amendments from the membership to May 15. • Give the general membership at least 30 days to consider bylaw changes and amendments before being asked to vote on them by publishing the changes on the Members Only site on the National Website by June 15. 5. Allow two (2) members of a Department or a Detached Tent to hold an elected National office or position. We suggest that the “one member per Department” rule only apply to the top three positions, Jr. Vice President, Sr. Vice President, and President. If the current restriction were to apply to only the top three officers, it would help solve the problem. By doing so the same Department or Detached Tent could have an individual serving at the PI level when a person in their Department was Sr. Vice President. • Addenda: The LRP&A Committee does understand there does need to be some kind of a limit on the number of people from the same Department or Detached Tent who can run for elective office and/or hold these offices and the reasons for the current rule. However, given our current circumstances with many members unwilling to run for a National office or even to attend conventions, the “one member per Department” rule does not seem any longer viable. However, if the current restriction were to apply to only the top three officers, it would help solve the problem. 6. At a time when we need more members to become active in our organization, we need to realize that we have rules and practices that assert that all members are NOT equal. This means we are not able to tap into the talents and abilities of the entire membership at a time when we need not only to do that but need to expand our membership. In an effort to bring true equality about and to tap into what some call “new blood,” we recommend the following: • Allow Detached Tent Presidents who have held prior National Offices to run for the offices of Junior Vice President, Senior Vice President, and National President providing they have the backing of their Tents. • Allow the membership of Detached Tents to propose bylaws or changes thereto, thereby allowing all “members” to be represented at the National level.

26 7. Change the term of National Officers to two (2) years rather than one (1) year allowing for more consistency in matters relating to the membership and the National Department. 8. The Committee encourages all Tents, Departments, and Detached Tents to support the Development of a “Developing Dedicated Daughters Program” which is to be available to newer members to help them understand what the DUVCW is all about; to get them to know and be comfortable with the website; and generate enthusiasm for the organization. They will be done with a series of modules each geared toward a facet of DUVCW. The starting date for this program is scheduled for 2019. 9. Change the date of GO #3 to June 1, or July 1, rather than May 1, making any Convention changes easier to convey and publicize to the Membership. A July 1 date would allow for Bylaw changes to be included in this issue. 10. Re-examine the concept of Detached Tents. DUVCW is in the difficult position of having Detached Tents, in some instances, have a membership that is larger and more active than some Departments. The magic number three (3) is now a problem for both the DUVCW and the SUVCW. Consider allowing those states or areas with at least two (2) Detached Tents or with one Detached Tent that has more than sixty (60) members the option of becoming a Department. 11. Amend the Membership Application to require a specific date (day, month, year) of enlistment or mustering in and the same for discharge or mustering out, so there is no doubt about the information in that area of the application. We also recommend adding an additional line for identifying the document used for Proof of Service or Verification of Service. At present, once an application is sent to the National Registrar, there is absolutely no other way to ascertain what documents were submitted to support Proof of Service. Finance 1. The costs involved fulfilling the duties of National President increase each year. Our Organization at the National level has relied in the past on the person in the office absorbing many of the costs of serving. This alone limits the number of people willing to run for the top offices. The Long-Range Planning & Advisory Committee believes this problem will only get worse with time. An increase in the amount of money available to reimburse the National President or her representatives for visits to various Department Conventions and visits to the Detached Tents might in a small way help alleviate this problem. 2. The LRP&A Committee would also recommend a specific line item ($1,000) in the budget for attendance at various events sponsored by the Allied Orders (not the required ones). It is important for membership growth and for national recognition for DUVCW to be visible in as many places as we can. 3. Either make a part of the National Convention registration fee available to the hosting department OR add to that fee with the increase going to the Hosting Department to help with the ever-increasing cost of hosting a National Convention. The Committee also recommends that, given these ever-increasing costs to host a National Convention, it may well be time that DUVCW encourages two (2) Departments jointly host a National Convention. 4. Establish a program for Planned Giving to encourage members to remember DUVCW in their Estate Planning. Historic Preservation 1. Add to the Funds List a new fund for Historic Preservation which can be used as needed for Historic or Monument Preservation, or to donate financially to a new Historic Monument or Memorial that is being raised. (Goal: End of 2019) Barbara L Metzger, Chairperson

Mar 2019: Eva Gray Tent #2 Comrade Members Gets an ebay Surprise While surfing on eBay for anything on the 25th Michigan Infantry, Enid Weston came upon a book by Michael T. Shay that he published in March 2019 which included information on her Civil War ancestor Haydon Strong. He had researched the Regiment and put his findings in this book. What a surprise to find this book. Following receipt of the book, Enid sent him other information on Strong. This news comes following our trip last summer to the gravesite of Haydon Strong who is in Greenville, MI. On that trip our Tent members honored him on his birthday. Enid Hayden Strong lives in Minneapolis and is a member of Mary Starkweather Pension Record Tent #1. She is pictured with the copy of the book she found Comrade Member Enid on eBay. This leads us to wonder - Is there a book out there somewhere that holds Weston information and/or photos of our ancestors? Submitted by Wenda Fore, Eva Gray Tent #2, Press Correspondent

MARY MORRIS HUSBAND TENT #58, PHILADELPHIA, PA Dec 2018: Donates Flags for Newly-Opened USO Facility, Camp Arena, Afghanistan Mary Morris Husband Tent #58 was given the rare opportunity to help stand- up a new USO Facility that opened December 2018 at Camp Arena in Afghanistan. One of our members contacted the MWR (Morale, Welfare & Recreation) Officer at the camp who was instrumental in organizing the facility. He provided us with a list of items needed, and we decided to donate flags. Our Tent donated two exterior flags, flag pole assemblies, and solar lights; an interior framed flag with Generals Sherman and Grant standing in front of an American flag; 50 miniature state flags – one for every State in the Union; and $500 worth of Walmart Gift Cards to the facility. (Walmart ships selected items at no extra charge to APO/FPO facilities.) The MWR also offered us the opportunity to provide a plaque listing the items we donated so military members who pass through the facility know what groups donated. The exterior flags were mounted on the front and the back of the building. Pictures were taken at dusk so we can see the solar light is working. We were absolutely thrilled to receive the following feedback from the MWR at the facility: “The plaques are up. Civil War flag is back in the corner temporarily. I've gotta say that the plaque with Sherman and Grant on the American flag is the single greatest thing we have over here. Thank you so much!” “The troops are loving the USO and use it every night. We have it stocked with toiletries, socks, snacks and everything else.  The troops love it!” Submitted by Jackie Carter, Press Correspondent PA Tent #58
