Executive Summary

1.0 Introduction

The project is known as “PROPOSED COMMERCIAL AND HOTEL DEVELOPMENT ON PART OF LOT 12533, KAWASAN BANDAR VI, DAERAH MELAKA TENGAH, MELAKA”. The proposed project is situated on a coastal reclaimed land with an area of 2.36 acres (0.955 hectares).

This project is planned in the concept of mixed tourism and commercial thus it falls under the purview of Item 17 (a) of the Environmental Quality (Prescribed Activities) (Environmental Impact Assessment) Order, 1987 which is described as “Construction of Coastal Resort Facilities or Hotels with more than 80 Rooms”. As such, an Environmental Impact Assessment (EIA) report is prepared and submitted to the Department of Environment (DOE) for approval.

The project is initiated by Nova Majestic Development Sdn. Bhd. The Preliminary EIA report is prepared and submitted by Eco Dynamic Environmental Consultancy.

2.0 Statement of Need

Tourism is now one of the important earners of foreign exchange for the country and its contribution is expected to grow. Melaka is a world renowned tourist destination due to its rich historical and cultural heritage. The State received about 13.7 million tourist population in year 2012. The average annual growth in tourist arrival to the State from year 2000 to 2012 is 17.45%. This scenario illustrated an increase trend for room requirement with strong relation in growth of the tourism industry.

The State government has given special attention to the reclamation of land along the coast as one of the means to generate additional land for residential, commercial and tourism development. The proposed project at the gazette zone for land reclamation will be developed into a hotel and commercial development, which will complement the surrounding areas of mixed commercial, residential and tourism in nature. It will also in support of the need for accommodation in line with the projected increase in growth of the tourism sector.

3.0 Project Description

The project site is located within the District of Melaka Tengah. It is located approximately 19 km southwest of the North-South Expressway. Main access to the project site is via Jalan Syed Abdul Aziz. The project key and location plan is given in Figure ES-1. A few developments of commercial centre and hotel are currently in progress near the Project site, at the reclaimed land along Jalan Syed Abdul Aziz. The nearest residential areas are Kampung Tengkerak Pantai Dua and Kota Laksamana Utama Apartment Blocks of Taman Mahajaya at about 250 m to the north and 700 m to the east of the Project site respectively

The proposed project is for hotel and commercial development. It is known as The Sail. The proposed building comprises of a podium of 7 levels including a mezzanine level and twin towers of different height. Tower A will be built up to 36-storey and furnish with 431units of hotel room. Tower B consists of 3 units of sky bars at level 8, 11 and 14 respectively. Breakdown of the development component is given in Table ES-1.

Climate Meteorological Station : Airport Station. Mean annual rainfall : 2,016.7 mm Mean temperature : 26.9°C Predominant wind directions: Northeast and Southwest.

Land Use The project site is basically covered with creeper and grass. The nearest sensitive receptor is Kampung Tengkerak Pantai Dua approximately 250 m to the north of the site. The immediate surroundings of the project site is reclaimed land earmarked for development.

Hydrology There are no natural streams within the project site. Rainwater runoff flows to the perimeter drain skirting the southern boundary of the project site, which then flows into a earth drain about 300 m to the west of the project site.

Water Quality Drain water quality at sampling point W1 and W2 were categorized as Class III under the Interim National Water Quality Standards for Malaysia. The marine water quality (MW1) showed compliance with the Class E (For mangrove estuarine and river-mouth water) of the Marine Water Quality Criteria and Standards for Malaysia.

Air Quality The total suspended particulate (TSP) level at project boundary was 50 µg/m3, which is well under the limit of the Recommended Malaysian Guidelines for Ambient Air Quality. The concentrations of nitrogen 3 dioxide (NO2) and sulphur dioxide (SO2) were less than 14 µg/m .

Noise Quality The noise levels at N1 (53.6 and 51.9 dBA for day time and night time respectively) was within the respective limit of 65 dBA during day time and 55 dBA at the night time.

Ecological The existing project site has no or low conservation value.

Flood Risk No record of flooding within reclaimed area .

Socio- There are no inhabitants within the project site. The surrounding human Economic activities are commercial and residential in nature, with tourist and historical sites within 1 – 3 km radius from the project site.

Environmental Description Component Traffic The morning and evening peak hour during weekday at the signalised T- junction (Jln. Syed Abdul Aziz and Jln. KLU1) is observed between 8.00 a.m. to 9.00 a.m. and 5.30 p.m. to 6.30 p.m., respectively. Meanwhile, during weekend the morning and evening peak hour traffic is 9.00 am to 10.00 am and 6.00 pm to 7.00 pm, respectively.

6.0 Environment Management Plan (EMP)

Environmental Management Plan (EMP) shall be prepared to provide guidance to minimize potential environmental impacts during the construction and operation stages of the proposed development. The EMP shall outline the key potential impacts, develop an environmental monitoring and audit program (EMAP), formulate a reporting format and to implement effective mitigating measures.

7.0 Residual Impacts, Recommendations and Conclusion

Residual Impacts and Recommendation

During construction, the main concerns of air and noise pollution are expected to increase as compared with the existing condition. However, the impacts to the nearest sensitive receptors have been assessed to be insignificant and within the stipulated limits. Impacts on water quality can also be migrated by measures that can be easily implemented and the residual impacts are of negligible to low significance.

During operation, the TIA showed that Jalan Syed Abdul Aziz will still able to cope with the increased volume of traffic. However, acceleration and deceleration lane at the proposed access towards Lot 12533 shall be provided to ensure the vehicles going in and exiting from the development site will not disturb the thru traffic traveling along Jalan Syed Abdul Aziz. In term of water quality assurance, all sewage generated from the proposed development shall be channeled to the centralized Sewage Treatment Plant at Lot 2305 for treatment. Treated effluent shall comply with the Standard A limits of the Environmental Quality (Sewage) Regulations, 2009.

Conclusion

The proposed project of hotel and commercial development on part of Lot 12533 is predicted not to generate significant adverse impact onto the local environment. The project site is also strategically located within an urban environment with good infrastructure and utility support. Given the favorable economic and social benefits that would accrue to the community, it is recommended that the project should proceed.
