Stow Maries Parish Council MINUTES OF THE PARISH COUNCIL MEETING HELD ON MONDAY 24TH June 2019 in The Smythe Hall at 7:30pm

Cllr Hollington welcomed all those present especially newly appointed District Councillor Jane Fleming and re-appointed District Councillor Sue White. The meeting started at 7.30 p.m. promptly. 19/87 COUNCILLOR ATTENDEES, APOLOGIES FOR ABSENCE AND OTHER ATTENDEES Chairman: Councillor Hollington. Members: Councillors Chappell, Gilmore & Cooper District: District Cllrs White and Fleming CC Apologies Penny Channer In attendance: Mrs Sarah Sayer – Parish Clerk/RFO Members of Public: 6 19/88 DECLARATION OF INTERESTS a) Cllr Simon Hollington made a declaration of interest in regards to the Bridleway Bridge No.24 as it is on his land. b) Members noted that it was their responsibility to check their Register of Interests at MDC is up date, any changes must be done within 28 days. c) Members noted that there is now a link from the Parish Council website to the District website so that anytime the Register of Interests is updated; they will be readily available on the Parish website.

19/89 MINUTES FROM COUNCIL MEETING HELD ON 20 th May 2019 a) The minutes of the Parish Council Meeting held on 20 th May 2019 were reviewed and proposed by Cllr Cooper and seconded by Cllr Gilmore - approved and signed by the Chair - AGREED 19/90 QUESTIONS AND POINTS OF INTEREST FROM PRESS AND PUBLIC a) This is an opportunity for members of the press or public to share relevant information with the Council. Decisions can only be made when associated with items on the Agenda. • A member of the public declared that a petition was going to be started in order to get the Bridleway Bridge Path made safe. Cllr Hollington informed those present that he had all the paperwork relating to the Bridleway and would discuss at the relevant point in the agenda.

• Cllr Chapman stated that the caravan that should have been removed by 1 st April had now been removed.

19/91 CO-OPTION OF PARISH COUNCILLOR a) It was noted that at the present time that one of the potential candidates was unfortunately too busy and one was yet to discuss the possibility further. Members to pursue and ascertain if any further interest from any other quarters.

Stow Maries Parish Council: Council Meeting – Minutes 24/06/2019 19/92 HIGHWAY AND PUBLIC FOOTPATH ISSUES a) It was stated that Hagg Hill was actually in the Parish of but members of the public were very concerned that the huge pothole that they believe arose from the bad resurfacing, had still not been repaired and believed that it was a nasty accident waiting to happen. Also the overgrown vegetation was mentioned and it was decided that this was in fact, the duty of the landowner, but also that hedges should not be cut back from March to September, however, it was further discussed that this did not relate to roadside vegetation that was a health and safety problem. Members to speak to land owners re vegetation. Clerk to contact – Cold Norton Clerk to see if a two pronged effort might have more effect. b) Clerk stated that Jon Simmons was no longer the Highways Liaison Officer for the Local Highways Panel, and Thomas Eng his replacement, emailed the following:-

i) Traffic Calming Measures in the Village, including utilising of the TruCam Team – Ref: LMAL172026 – this was funded by the Maldon Local Highways Panel in March 2019. The feasibility study is currently programmed to be completed at the end of November of this year.

ii) Vehicle Weight Restriction measure in the Village – Ref: LMAL182009 –the validation of this scheme has not been completed. The speed and volume survey information has indicated a low number of HGV usages along the route, which these users are thought to be legitimate users. Therefore it was recommended not to proceed with this request. Item to be removed from the agenda.

c) Traffic calming measures were discussed by way of utilising the Community Safety Team – the Clerk had heard from Adrian Rayner and Pat McShea and the cost to hire the TruCam team is £34.44 per hour and this can be split in two half hour slots. One of the areas was the junction of Church Lane with South Woodham Road and at the Prince of Wales Public House. Clerk to ascertain if the Prince of Wales House was a viable spot as various criteria has to be met. It was suggested that members think about what times and days to implement some TruCam checks, but to wait until all the various road repairs/closures have finished before auctioning and hopefully this data will prove to be useful in backing up traffic calming measures along this stretch of road. Cllr Sue White stated that Cold Norton had handed out stickers indicating the required speed for residents to put on their wheelie bins and it had been effective, although only once a week.

d) Bridge – Bridleway 24 – Cllr Hollington brought along with him all the paperwork he had pertaining to the Bridge – Bridleway 24. and in short it is a private owned structure that ECC have no statutory duty to repair. Cllr Hollington had a meeting with the Essex Bridleway society who employed an engineer to survey the damage and it was estimated that the cost for concrete repairs would be approximately £22,298.00. Members confirmed their grateful acceptance of the offer of putting together a petition for the repair of the Bridleway Bridge.

e) Railway Bridge – Church Lane – Clerk received an update from Matthew Irwin, Civil Engineer, Historical Railways Estate (on behalf of Department of Transport) who stated that the engineers are currently still waiting on road closures to be organised so that they can access the top safely. So the assessment has not started yet. However, he has pushed them to get this arranged as quickly as possible.

Stow Maries Parish Council: Council Meeting – Minutes 24/06/2019 f) Members noted that the most recent, Essex County Council Highways briefing sent from CCllr Kevin Bentley was on the Parish website and a reminder that there is already a link to Essex County Council Highways website. g) Members had no footway repairs for the Member Led Footway Repair Programme. h) Salt Bag Partnership Scheme for Winter 2019/20 – it was decided to accept the offer of a 1 tonne pallet of 25g bags of salt from ECC. Clerk to arrange to have delivered to Cllr Hollington at Little Hayes and Clerk to put in the diary to remind the Chair around delivery time.

19/93 PLANNING

No planning applications to review in June

a) Planning correspondence received over the course of the month and circulated via e-mail was noted by members. i) List of planning applications 20/21/22/23/24 ii) List of planning decisions and appeals 20/21/22/23/24 None for Stow Maries

b) Members discussed the various planning applications that had historically been made by the Great War Aerodrome Committee and whilst the Clerk had been charged with looking into certain aspects regarding accessibility, in particular regard to the use of the Charity Farm side of the airfield and the access splays in Hackmans Lane, it was agreed that it was a huge task to familiarise herself with all the planning and determined that the Clerk would put together a list/file of historic planning applications highlighting the conditions attached that are relevant to the Village of Stow Maries, so that this document/file can be used for easy reference. Members understood that this would take some time to produce.

c) City Council have received all the letters from Stow Maries Parish Council and the plans are still with the Planning Inspector and the Parish Council will have a chance to be consulted in due course on the new recommendations once they are published.

d) Cllr Sue White stated that she had spoken to the Planning Department and that the Planning Application lists are circulated to everyone and that normally any applications would be forwarded that may affect the boundary of the Parish. Clerk to check on the planning lists for any planning applications not in the Parish that could affect the Parish boundaries.

19/94 FINANCIAL MATTERS

a) Members reviewed and agreed the bank reconciliation up to the end of April 2019, as this was the latest statements the Clerk had. - AGREED b) Cllr Hollington was unable to change the postal address on the website. c) No news from Barclays regarding Clerk being added to online banking. d) Members signed the mandate to add Cllr Neil Gilmore and remove Cllr John Pilgrim. Cllr Gilmore and Clerk to fill in Personal data forms and present at Barclays in the hope that it will move things along. e) Payments for June in the amount of £360.05 were agreed by members.

19/95 DEFIBRILLATOR TRAINING a) Clerk to touch base with Dot Walker who did the first session of training, about doing some basic first aid and reiterating the defibrillator training and ascertain the cost and also from Jane Heriots’ contact.

19/96 REPORT FROM DISTRICT COUNCILLOR a) District Cllr White said that the MDC transformation was 8 months in and the IT/staff have had a major overhaul. Members are cautiously optimistic that this should result in a better service and much better use of money. 19/97 REPORT FROM COUNTY COUNCILLOR a) Cllr Channer sent her apologies and attached the Parish Council report for June dated 10th June which had been placed on the Parish Council website. 19/98 CORRESPONDENCE a) No further correspondence to distribute other than that already circulated via email or placed as an item on the agenda – members noted this.

19/99 EXTERNAL MEETINGS a) Cllr Chappell was unable to attend the Hundred Group of Parish Councils as she was away. Clerk stated that a point pertaining to MDC Planning Dept was raised which was unable to go on the current agenda as the meeting was on the 19 th June and stated it would be on the agenda for discussion and decision for the July meeting.
