From the Principal Chief Conservator of Forests and Chief Wildlife Warden letter No.WL5/59746/2008, dated 26.7.2012. ---------- ORDER:- The Government in G.O. first read above, issued notification under sub section (1) of section 38 V of Wild Life (Protection) Act, 1972 declared the entire area of 895 sq.km. as critical tiger habitats in the Kalakad Mundanthurai Tiger Reserve of the State of Tamil Nadu. 2. Subsequently action was pursued to declare the buffer area. As per the provisions of the Act, National Tiger Conservation Authority in letter No.1-20/93-PT (part), dated 13.07.2012 conveyed the approval of the competent authority for declaring 706.542 Sq.km. as a buffer area of Kalakad Mundanthurai Tiger Reserve under section 38V of the Wild Life (Protection) Act, 1972. P.T.O. /2/ 3. Section 38 V (1) of Wild Life (Protection) Act, 1972 reads as follows:- " 38V. (1) The State Government shall, on the recommendation of the Tiger Conservation Authority, notify an area as a tiger reserve." As stated, the State Government shall notify an area as Tiger Reserve on the recommendation of the Tiger Conservation Authority. The explanation under the said section 38 V reads that the expression of Tiger Reserve includes core or critical tiger habitat area and buffer or peripheral area. As per the said provisions, the state shall issue a single notification under section 38 V(1) which includes the core area or critical tiger habitat and buffer or peripheral area. Thus, in consonance with the said provisions of the Wild Life (Protection) Act, 1972, the total area to be notified as Kalakad Mundanthurai Tiger Reserve is as follows:- (1) Core Area / Critical tiger habitat - 895.000 Sq.km (2) Buffer / Peripheral area - 706.542 Sq.km Total - 1601.542 Sq.km 4. The Principal Chief Conservator of Forests and Chief Wildlife Warden in his letter ninth read above has sent proposal for declaration of Kalakad Mundanthurai Tiger Reserve under sub section (1) of Section 38 V of Wildlife (Protection) Act, 1972 (Central Act 53 of 1972) to an extent of 1601.542 sq.km. 5. The Government after careful examination and in modification of the G.O. first read above, order that the areas defined in the Schedule to the Notification appended to this order be constituted as Kalakad Mundanthurai Tiger Reserve under sub section (1) of Section 38 V of Wildlife (Protection) Act, 1972 (Central Act 53 of 1972) to an extent of 1601.542 sq.km. 6. The Notification shall be published both in English and in Tamil in the Tamil Nadu Government Gazette. 7. The Tamil Development, Religious Endowment and Information Department is requested to send immediately a Tamil Translation of the Notification to the Works Manager, Government Central Press, Chennai – 600 079 for publication in the Tamil Nadu Government Gazette. WHEREAS the Government in the Notification issued in G.O.Ms.No.145, Environment and Forests Department, dated 28.12.2007 declared the area of 895 Sq.km. (89539.36 hectares) in Kalakad, Mundanthurai Wildlife Sanctuaries as critical tiger habitat with the approval of National Tiger Conservation Authority contained in letter No. 1501/11/2007-PT, dated 03.12.2007 and the said Notification was published as No.11(2)/EF/822(C)/2007 on page 1 of Part II - section 2 of the Tamil Nadu Government Gazette Extra- ordinary, dated the 31st December 2007. WHEREAS the National Tiger Conservation Authority in letter No. 1-20/93-PT (Part) dated 13.07.2012 has conveyed the approval of the competent authority for declaring 706.542 Sq.km. (70654.20 hectares) as the buffer area in accordance with the provisions contained in section 38 V of Wildlife (Protection) Act 1972, as amended by the Wildlife (Protection) Amendment Act, 2006 (Central Act 39 of 2006); AND WHEREAS the core or critical tiger habitat areas of National Parks and sanctuaries, have been established, on the basis of scientific and objective criteria, that such areas are required to be kept as inviolate for the purposes of tiger conservation, without affecting the rights of the Scheduled Tribes or such other forest dwellers, and notified as such by the State Government in consultation with an Expert Committee constituted for the purpose; AND WHEREAS buffer or peripheral area consisting of the area peripheral to critical tiger habitat or core area, identified and established in accordance with the provisions contained in the said Central Act 53 of 1972, where a lesser degree of habitat protection is required to ensure the integrity of the critical tiger habitat with adequate dispersal for tiger species, and which aim at promoting co-existence between wildlife and human activity with due recognition of the livelihood, developmental, social and cultural rights of the local people, wherein the limits of such areas are determined on the basis of scientific and objective criteria in consultation with the concerned Gram Sabha and an Expert Committee constituted for the purpose; NOW, THEREFORE in exercise of the powers conferred by sub section (1) of section 38 V of the Wild Life (Protection) Act, 1972 (Central Act 53 of 1972), the Governor of Tamil Nadu on the recommendation of the Tiger Conservation Authority, in supersession of the Environment and Forests Department Notification No.11(2)/EF/822(C)/2007 published on page 1 of Part II – Section 2 of the Tamil Nadu Government Gazette Extra – Ordinary dated the 31st December 2007, hereby declares that the area, the boundaries of which are specified in the Schedule below, as the Kalakad Mundanthurai Tiger Reserve. In a nutshell, RIM is doing its bit towards nation building, however small it may be. We have great pleasure in sharing the 16th Annual Report of RIM for the year 2016-17. RIM’s new initiatives like Siragugal (Wings) with the health, education and life skills for adolescent girls, working with Safai Karmacharis, besides continuing our journey with RIM Samaj Shilpis towards promoting self-reliant communities, enabling, empowering and enthusing local communities in their own initiatives – all added color and vibrancy to our work. During 2016-17, 43 RIM Samaj Shilpis worked in the states of Tamil Nadu, Karnataka and Madhya Pradesh, covering 174 villages in 52 Gram panchayats. The idea of Shilpis working on the felt needs and priorities of the communities in enabling the villagers, empowering the needy by connecting them with government schemes, welfare programs – at individual level, group level and community level has indeed been paying results. This year the Samaj Shilpis could facilitate mobilisation of individual and community level entitlements to the tune of Rs. 6.21 crores; a testimony to their facilitating role. Our work in organising Safai Karmacharis in Tumkur, Karmataka continued this year too. The impact of this is seen in the response of the administration. Salaries of contract workers were increased, wage arrears were paid in 34 gram panchayats and orders for safety equipment were passed.

Tirunelveli district was formed in the year 1790 and is one of the oldest districts in the state, with effect from 20.10.1986 the district was bifurcated and new district Thothukudi was formed carving it. Tirunelveli district has geographical area of 6759 sq.km and lies in the south eastern part of Tamilnadu state. While these irrigation tanks have socio-economic and cultural significance, very little is known of their ecological importance. These tanks have the potential to harbor good populations of resident and wintering waterbirds but no studies have been done to confirm this. A survey was carried out in 230 irrigation tanks of various sizes in the two districts from November 2008 to January 2011. A total of 83 waterbird species were recorded. Indian Pond Heron Ardeola grayii occurred in most of the surveyed tanks.
