Foreign Minister Dr. A I( Abdul Momen made the proposal while addressing the virtual 7thY20 1st Climate Vulnerable Finance Summit on Thursday. The Foreign Minister also urged the platform of V20 to establish a fund for 'Climate Migrants' rehabilitaiion and reiniegration to societies, "otherwise they could be a security risk". Claiming that Bangladesh has emerged as a global leader in climate change adaptation, the Minister said "We are spending nearly 5 billion UStollars eich year for adaptation and mitigation ... we are the first LDC to set up the Climate Change Trust Fund from our own resources". Bangladesh recently established the South Asia Regional office of the Global Centre on Adaptation for promoting and disseminating locally based adaptation mechanisms, he added. Dr. Momen said, climate change and related disasters is a development and economic issue. The 2030 Agenda for Sustainable Development Goals, the Paris Agreement and the Sendai Framework must be implemented in their true spirit, he said. Prime Minister Sheikh Hasina inaugurated the summit as the President of Climate Vulnerable Forum while Bangladesh hosted the summit organized by Finance Ministers of the V20 with Finance Minister A H M Mustafa Kamal in the chair. President Md. Abdul Hamid and Prime Minister Sheikh Hasina expressed deep shock and sorrow over the casualties from a fire in a factory at Rupganj in Narayanganj. The Head of the State and the premier, in separate condolence messages, prayed for eternal peace ofthe departed souls and conveyed deep syrnpathy to the bereaved families. A massive fire swept through a seven-storey building housing a juice factory-of Hrr[.,, Food Ltd at Bhulta Karnagop in Rupganj. Meanwhile, the government has formed three probe committees to unearth the reasons behind the fire at Rupganj in Narayanganj. Apart from district administration probe committee, two more committees have also been formed. Other two committees have been formed with Bangladesh Fire Service and Civil Defence and the Department of Inspection for Factories and Establishments. Meanwhile, State Minister for Labour and Employment Begum Monnujan Sufian announced Tk 2 lakh compensation for the family of each of the fire victims after visiting the affected factory at Rupganj in Narayanganj yesterday. She also announced Tk 50,000 for the treatment of each of burnt injured person. Road Transport and Bridges Minister Obaidul Quader said, most of the five-point proposal placed by BNP over ongoing coronavirus crisis has already been implemented while some of the piopbsals ire ulder implementation. The Minister while speaking at a press conference on contemporary isiues yesterday also said, though BNP gave suggestions to the government, they didn't utter a single word about what is their owri responsibility as a responsible political party. Obaidul Quader said, despite his unwillingness, he has to reply to the propaganda and falsehood of BNP so that the people are not confused by BNP's falsehood. He said, BNP is the common platform of all anti-Awami League forces and they are the confluence of all evil forces that are against the country's independence and sovereignty and the progress. On the other hand, the government of Sheikh Hasina stayed beside the people in the past, still stays and will stay with them in the coming days too, he said. A control room has been opened to coordinate the essential activities of various ministries or departments with the Ministry of Public Administration and to inform the higher authorities about the overall activities or restrictions on the movement of Covid-19. This responsibility has been given to the officers and employees of different levels of the Ministry of Public Administration from 8-14 July 2021. -2- Meanwhile, all types of vehicles and passenger transport will not be allowed to ply the ferry-route to ensure public health safety and control the COVID-l9 situation. Bangladesh Inland Water Transporl Corporation issued a notification in this regard y,esterday. Only emergency goods-carrying vehicles and ambulances will be allowed to cross river by ferry in compliance with strict health rules, the notification added. Meanwhile, the country yesterday recorded 212 fatalities from COVID-I9, taking the death toll to 16,004. With 11,651 fresh cases, the tally of infections surged to 10,00543. At the same time recovery count rose to 8,62,384, DGHS disclosed this information in a press release yesterday. Indian Prime Minister Narendra Modi thanked his Bangladesh counterpart Sheikh Hasina for her 'thoughtful gesture' of sending mangoes for him. It was a pleasant reminder of your generous hospitality in Dhaka extended to me during my recent visit to Bangladesh. The Indian Premier wrote in a letter to Sheikh Hasina on July 5th, Indian High Commission in Dhaka disclosed it to media yesterday. Earlier on Sunday, Prime Minister Sheikh Hasina sent 2,600-kg mangoes in260 caftons for her Indian counterpaft Narendra Modi and other leaders. A five-day-long photo exhibition on the life and legacy of the Father of the Nation Bangabandhr-l Sheikh Mujibur Rahman began at the heart of Seoul yesterday. As part of its ongoing celebration to mark the birth centenary of the Father of the Nation Bangabandhu Sheikh Mujibur Rahman, the Embassy of Bangladesh in Seoul organized this event in partnership with the Korean Culture Association at the TmO Gallery, Gangnam, Seoul. The exhibition will continue till July l3 and it is open for all. Ambassador Abida Islam and President of I(orean Culture Association Jae-Min Jeong jointly inaugurated the exhibition. Philippines Postal Corporation (Philpost) and Bangladesh Embassy in the Philippines launched a commemorative cover and stamp on the occasion of the Birth Centenary of the Father of the Nation Bangabandhu Sheikh Murjibur Rahman in Manila yesterday. Philpost Postmaster General and CEO of Norman Fulgencio Bangladesh Ambassador to Philippine Asad Alam Siam unveiled the commemorative cover and stamp, published by the Philpost at the Bangladesh mission in Manila, according to a press release received in Dhaka. Both the cover and the stamp contain the logo of the 'Mujib Borsho' and have been designed by the creative team of the Philpost while the Postmaster General and the Ambassador previously signed an agreement on the publication of it. JFE Engineering Corporation, a Japan based world-leading "Comprehensive Engineering Company", is optimistic about its prospect in the infrastructure sector of Bangladesh as it is one of the most rapidly developing and high potential countries. For this, the 109-year old engineering company has planned to expand more their activities and contribute to the high quality and sustainable infrastructure development of Bangladesh.     BANGLADESH 2018 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Bangladesh’s constitution provides for a parliamentary form of government, but in fact, most power resides in the Office of the Prime Minister. Prime Minister Sheikh Hasina and her Awami League party won a third consecutive five-year term in an improbably lopsided December parliamentary election that was not considered free and fair, and was marred by reported irregularities, including ballot-box stuffing and intimidation of opposition polling agents and voters. During the campaign leading up to the election, there were credible reports of harassment, intimidation, arbitrary arrests, and violence that made it difficult for many opposition candidates and their supporters to meet, hold rallies, and campaign freely. International election monitors were not issued accreditation and visas within the timeframe necessary to conduct a credible international monitoring mission, and only seven of the 22 Election Working Group NGOs were approved to conduct domestic election observation. Civilian authorities maintained effective control over the security forces. Human rights issues included unlawful or arbitrary killings; forced disappearance; torture; arbitrary or unlawful detentions by the government or on its behalf; harsh and life-threatening prison conditions; political prisoners; arbitrary or unlawful interference with privacy; censorship, site blocking, and criminal libel; substantial interference with the rights of peaceful assembly and freedom of association, such as overly restrictive nongovernmental organizations (NGO) laws and restrictions on the activities of NGOs; significant restrictions on freedom of movement; restrictions on political participation, where elections have not been found to be genuine, free, or fair; corruption; trafficking in persons; violence against lesbian, gay, bisexual, transgender and intersex (LGBTI) persons and criminalization of same-sex sexual activity; restrictions on independent trade unions, workers’ rights, and use of the worst forms of child labor.

However, despite the restoration parliamentary democracy in 1990s, political governance is decaying in the country. The present study, taking dynamics of Bangladeshi politics into consideration, seeks to explore the interplay between business and politics and its impact on governance with supplementary evidence from public transportation sector as case example. Among others, the principal question of the paper is how business interest creates crisis in governance? It reveals that business elites are involved in all decision-making process in the government institutions and they make pro-business policy undermining people’s interest that leads to a confrontation between government institution and business elites which ultimately generates crisis in governance in almost all other section of the nation like transportation sector. Currently, an authoritarian government system is in place in the country and as a result human rights violations are common place. The biggest strength of Odhikar is the human rights activists and organisations in different countries of the world and the human rights defenders associated with it all over the country. Odhikar also publishes reports every quarter, based on fact-finding, research, and reports sent by human rights defenders from different districts of the country and data published in various media. A summary of Odhikar’s quarterly reports for 2020 is included in this annual human rights report. Odhikar has been facing extreme state repression and harassment since 2013 due to its human rights activities. Despite the state’s constant harassment and obstruction, the report highlights human rights violations in accordance with international human rights standards. It is to be noted that due to the violation of freedom of expression and the practice of self-censorship by the media, various human rights violations have not been reported at a normal pace.

It is not intended to be an exhaustive survey of a particular subject or theme. It is split into two main sections: (1) analysis and assessment of COI and other evidence; and (2) COI. These are explained in more detail below.
