It defines culture, outlines the areas of national life considered in the policy and provides a selection of the action to be taken. The policy document emphasizes the importance of the development of a sense of self-worth and national pride, the role of folkways in defining a Montserratian identity and the role of training, research and documentation in cultural development and preservation. Particular emphasis is placed on culture as a means of broadening the frame of economic activity. The co modification of aspects of culture brooks of no debate; it is inevitable in these challenging economic times. The policy is presented against a backdrop of the Montserrat cultural landscape. Philosophical Statement Montserrat’s culture is rooted in its history with all its trials and triumphs. Culture is not only dynamic and subject to influences and changes over time, but it is also dialectical, meaning that while it springs from history and development, culture also impacts and informs development .

    Creative Assets and the Changing Economy STEVEN JAY TEPPER any arts advocates and policymakers have argued that certain Mchanges in the economy (globalization, digitalization, the rise of the “knowledge” worker, the boom in intellectual property, changes in leisure consumption) are having a catalytic effect on art and culture. In particular, the arts are heralded as engines of economic growth and development. Scholars and pundits have written about the central role of creative cities, creative clusters, creative economies, and the “rise of the creative class.” Governments have begun to measure the size and scope of the creative econ- omy as an important indicator of economic health. In short, there is a grow- ing belief that changes in the economy have pushed creative assets to the cen- ter of economic life.1 In this article I will offer a critical assessment of some of these arguments and suggest ways that scholars and policymakers might usefully approach the notion of the changing economy and culture. My gen- eral point is that rather than spend time calculating the impact or size of the creative economy, we should direct our analytical and policy energies toward better understanding how creative work and institutions are changing and what might be done to foster a more robust, more creative, and more diverse cultural life. Steven Jay Tepper is deputy director of the Princeton University Center for Arts and Cultural Policy Studies and a lecturer at the Woodrow Wilson School of Public and International Affairs. He has written about sociology of art, cultural policy, and democracy and public space and is currently completing a book on cultural conflict in seventy-five American cities.

Shelby Miller Theories of Space and Place in Abstract Caribbean Art Bibliographic Style: MLA 1 How does one define the concepts of space and place and further translate those theories to the Caribbean region? Through abstract modes of representation, artists from these islands can shed light on these concepts in their work. Involute theories can be discussed in order to illuminate the larger Caribbean space and all of its components in abstract art. The trialectics of space theory deals with three important factors that include the physical, cognitive, and experienced space. All three of these aspects can be displayed in abstract artwork from this region. By analyzing this theory, one can understand why Caribbean artists reverted to the abstract style—as a means of resisting the cultural establishments of the West. To begin, it is important to differentiate the concepts of space and place from the other.

Like a fluid ecology forever interacting to generate the whole—rooted in a particular geographic environment in which no place or person is ever too far from the sea that defines it—Caribbean art is protean, hybrid, mercurial, yet always anchored in its historical and cultural environment. The salient markers of the region’s history—a fateful European encounter, forced migrations, slavery, the plantation, a troublesome dependence on tourism, the slow violence of environmental mismanagement, never-ending cycles of diasporan departures and returns—flow in and out of Caribbean art, like revenants who reemerge fortified with renewed powers of invention. When the focus of the art world turned south in the 1960s—thanks in great part to the work of Vassar alumna Barbara Doyle Duncan, class of 1943, who used her position on the International Council of the Museum of Modern Art to promote art exchanges between the United States and Latin America—it shone its spotlight on a burgeoning artistic and intellectual world that had already begun to make its international mark through the unprecedented success of writers like Gabriel García Márquez (Colombia, 1927–2014), Mario Vargas Llosa (Peru, b.

    New Business Models in the Cultural and Creative Sectors (CCSs) EENC Ad hoc question June 2015 1/17 The present paper has been prepared, at the request of DG EAC, by the European Expert Network on Culture (EENC). This paper reflects the views only of the EENC authors and the European Commission cannot be held responsible for any use which may be made of the information contained therein. Background Being at the crossroads between arts, business and technology, the cultural and creative sectors find themselves in a strategic position to trigger innovation and spill-overs in other sectors. The 2012 Communication on promoting cultural and creative sectors for growth and jobs in the EU contributed to mainstreaming their potential into other EU policies. Beyond possible spill-overs, innovation is also vital within the cultural and creative sectors themselves in order for them to further grow and to adapt to a constantly evolving technological and financial environment. The decreases in public funding, the challenges of globalisation, the opportunities of digitisation or the increasing empowerment of audiences have already pushed the cultural and creative sectors to test new approaches and to explore new business models. These innovative approaches can be powerful drivers for the strengthening of cultural diversity and for the development of entrepreneurship, as well as for growth, jobs or social inclusion. As specified in the Regulation establishing the Creative Europe Programme 2014-20, in order to promote transnational policy cooperation, the Cross Sectoral Strand shall support "transnational exchange of experiences and know-how in relation to new business and management models, peer- learning activities and networking among cultural and creative organisations and policy- makers related to the development of the cultural and creative sectors, promoting digital networking where appropriate".

    Broadcasting Regulatory Policy CRTC 2012-86 PDF version Ottawa, 10 February 2012 Revised list of non-Canadian programming services authorized for distribution – Annual compilation of amendments 1. In Broadcasting Public Notice 2006-55, the Commission announced that it would periodically issue public notices setting out revised lists of eligible satellite services that include references to all amendments that have been made since the previous public notice setting out the lists was issued. 2. In Broadcasting Regulatory Policy 2011-399, the Commission replaced the lists of eligible satellite services with a simplified, consolidated list known as the List of non- Canadian programming services authorized for distribution (the list). This new list came into effect 1 September 2011. 3. Accordingly, in Appendix 1 to this regulatory policy, the Commission sets out all amendments made to the list since the issuance of Broadcasting Regulatory Policy 2011-43. In addition, the non-Canadian programming services authorized for distribution that were approved up to and including 23 January 2012 are set out in Appendix 2. 4. The Commission notes that, as set out in Broadcasting Regulatory Policy 2011-226, CBS College Sports Network was renamed CBS Sports Network. This name change is reflected in Appendix 2.
