RULES, ELECTIONS, AND RESOLUTION INTERGOVERNMENTAL RELATIONS

WHEREAS, any official position of the City of with respect to legislation, rules, regulations or policies proposed to or pending before a local, state or federal governmental body or agency must have first been adopted in the form of a Resolution by the City Council with the concurrence of the Mayor; and

WHEREAS, following the enactment of the National Defense Authorization Act (NDAA) in 2006 to transfer the USS Iowa to , Senator Feinstein urged the Navy to move forward with transferring the USS Iowa Battleship from “reserve” to “donation” status in order to facilitate locating the battleship to California as a floating museum; and

WHEREAS, In 2012, the Navy donated the Battleship USS Iowa to the Pacific Battleship Center (Center), who then established the Battleship Iowa Museum at the in San Pedro; and

WHEREAS, currently pending in Congress are two companion bills, H.R. 8369 and S.4683, the and

WHEREAS, H.R. 8369 and S.4683 would designate the Battleship Iowa Museum, located at the Port of Los Angeles and managed by the Pacific Battleship Center, as the “National Museum of the Surface Navy;” and

WHEREAS, H.R. 8369 and S.4683 would also define the purpose of the museum as supporting the United States Surface Navy community as a platform for education, community and veteran programs, and to preserve artifacts, documents, and history collected by the museum; and

WHEREAS, the City of Los Angeles should SUPPORT the companion bills, H.R. 8369 and S.4683, because the Battleship Iowa National Museum of the Surface Navy Act would honor the men and women who have served - and continue to serve - in the United States Surface Navy by designating this museum as a monument to their sacrifice; and

NOW, THEREFORE, BE IT RESOLVED, with the concurrence of the Mayor, that by the adoption of this Resolution, the City of Los Angeles hereby includes in its 2019-2020 Federal Legislative Program SUPPORT of both H.R. 8369 and S.4683, the Battleship Iowa National Museum of the Surface Navy Act which would designate the Battleship USS Iowa Museum as the National Museum of the Surface Navy, promoting the importance of the Surface Navy in the freedom, safety and security of the United States, as well as provide additional resources for the United States Surface Navy community.
