1 Purpose of Report

1.1 To provide an update on the work of Chadderton District Team To enable the Council to meet the challenges of repositioning , Chadderton District Team continues to work alongside the four key objectives, managing demand for services, changing the way we deliver services, working together, and transforming our business In line with Oldham Council’s Vision for repositioning the Borough in terms of working with our partners to meet shared objectives and best value for money staff from Chadderton District Team continued with the development of the District offer. This included all the provision that is being delivered throughout the District of Chadderton and includes providers from the statutory / voluntary / faith and uniformed organisations. This has enabled the team to identify any gaps in provision and explore different options so that funding can be allocated to meet the needs of the diverse range of people who reside within the Chadderton District. Consequently, staff from the Chadderton District Team has been able to continue to build networks which has led to various ways of working co-operatively. It is worthy of noting that the Chadderton District team were nominated and shortlisted for the TOP awards for taking forward the co- operative agenda.

The strategic projects for 2014 include:

1. Development of a District plan framework for Get Oldham Working 2. Working closely with the Oldham Clinical Commissioning Group to establish closer links and better joint working. 3. Taking forward the Health and Work Pathfinder- In July 2013, authorities were invited to apply for SOA’s to become pathfinder pilot sites for this programme. Three pathfinder sites within the boroughs of Oldham, Wigan and Bolton were selected to work with GMPHN. The LSOA within Oldham that was successfully selected was Stanley Road, Chadderton South. The intention is to implement the successful elements of the programme to all GM areas. This is likely to involve working directly with health professionals, individuals and communities to shape the way ‘work’ can be utilised as a resource to rehabilitate health and integrate the approach by existing services. 4. How our work can contribute to the core purpose of the council, taking into consideration the budget themes and savings to be made. 5. Assets reviews – next steps 6. The Neighbourhood Case Worker has been providing support to the ward Councillors in dealing with enquiries and issues raised by citizens in Chadderton. The majority of the enquiries are environmental and highways. Dealing with issues can range from working with partners, land ownership enquiries, liaising with utility companies, arranging site meetings, attending community group meetings, liaising with residents, local businesses etc. The Case Worker also provides support by organising ward surgeries and updating these weekly for press release, advertising ward surgeries on Facebook, Google Calendar and via posters. The case worker also monitors/updates Cllrs budgets, DP budgets, produces purchase orders and invoices and procures items on behalf of the DP and Councillors.

Examples include targeted work arranging meetings/consultations to resolve outstanding issues in specific areas where progress is halted until a resolution is achieved. Co-ordinating meetings and work with internal and external departments to progress lengthy cases. Monitor the case work system to keep outstanding issues low and close cases off where possible. Attending external meetings where cases become crossed over with other agencies eg Greater Manchester Waste Authority in the interest of keeping cases live, not forgotten etc .

Funding Secured for 2014/15 • £380 Sportivate funding to run 2 women in to sport sessions between April- September. One of these will be to run a Cardio Tennis fitness session at Chadderton Hall Park for 8 weeks, commencing mid-June and the other will be to start a rounders session in Coalshaw Green Park, specifically targeting young women, again from Mid June. • Match funding also secured through Rounders to support the delivery of a new women’s session, and also a junior recreation session. • £424.63 Kerrching funding (rolled over from 2013) – to deliver Volunteer Activity Leader Training (see below) • £4380 rolled over from Hollinwood ARLFC to run junior rugby league development programme. Meeting to be organised in May/June to establish a delivery plan.

For voluntary Sector • £500 secured for Oldham & Royton Harriers to support 2 profoundly deaf children through the services of a signer • £1000 for Chadderton Park Women’s Netball section - Supported Chadderton Park Women’s netball with a successful application for £1000 from Cllr Brownridge

Page 3 of 23 [Chadderton District Team Report ] June 2014] • £1370 secured for Chadderton Park Junior netball club through Satellite Club funding to support the increase of girls playing aged 11-14. • £1655 secured for Chadderton Park Girl football through Satellite Club funding to develop girls football 11-14yrs old

*Currently applying for funding to run a Door Step Club through the National Street Games programme which would be a 3 year project around central/south Chadderton area (Coalshaw Green). This is likely to amount to approx. £3,000 per annum.

Highlights of Activity November-April

• Crossley Playing Fields - £300,000 match funding secured from the Football Foundation to develop the Crossley Playing Fields. Work likely to commence May/June 2014 subject to tender process and appointing company to undertake the work.

• Action - May need to support Parks Service in doing some work with clubs who will be displaced whilst works take place.

• Orienteering - The Orienteering Course at Chadderton hall Park was officially opened on Saturday 5 th April. The weather on the day did affect the numbers who attended but from those who did take part the feedback was very positive. Maps have also been left at the Pavilion café and the SDO will monitor how many are being taken; Just before the Easter holidays 50 had been left and after half term around 12 were remaining which demonstrates that people are using the course recreationally.

Both Radclyffe and North Chadderton schools are currently making good use of the cross country course. Radclyffe currently have 4 groups who they are taking there as part of their GCSE PE and North Chadderton are also making use of it for GCSE PE. A Teaching Orienteering Course took place last Wednesday at North Chadderton School and there were staff from both the above schools, and also Newman so hopefully they too will utilise the course.

• Xplorer Orienteering – As well as the installation of the permanent orienteering course the SDO has also established a partnership with British Orienteering to deliver its Xplorer programme. This is designed for families and young children to be run in smaller, more urban parks. British Orienteering have provided maps, training and resources to run a min of 6 events in each of the 5 parks identified across the borough, one of these being Chadderton Hall Park. The events in Chadderton Hall Park will be run in partnership with the District SDO and Oakapple who also had a representative who attended the training.

• Actions – Ensure delivery and promotion of community activities on dates outlined on 8 th June, 13 th July, 31 st July, 10 th August, 13 th September

Page 4 of 23 [Chadderton District Team Report ] June 2014] Run a primary schools event on 7 th July and another one in early October that hopefully the GCSE students from Radclyffe and North Chadderton will be able to deliver. Source additional training opportunities suitable for delivering community led orienteering and start to identify potential volunteers.

• Rounders – Organised and Hosted Rounders Level 1 course at The Radclyffe on Sunday. 3 local women from Chadderton Park Rounders club attended and passed the course. Currently supporting OCLL to run a recreational ladies rounders league from June-August.

• Actions - Aim to have at least 1 team taking part in the league from Chadderton District. Look also to develop a rounders session in the South Chadderton area, ideally Coalshaw Green Park

• Active Families Sports session – A family friendly open access sports session was piloted by the SDO at The Radclyffe during February half term. It was exceptionally well attended, with in excess of 120 and their parents and carers coming along and engaging during the afternoon.

• Action – Organise and plan a number of sessions throughout the year;The SDO has had a conversation with OCLL about running these as a weekly provision over the school holidays and will also link to the Children’s centres to promote.

• Chadderton Hall Park Healthy Families Project - Successful event delivered at Bare Trees Primary School in Easter half term as part of the Chadderton Hall Park Healthy Families Project. This was attended by in excess of 80 people, and over 30 individual families, all from the BME community. • Action - Ensure the planned activities for May-October are deliver a number Planned activities are a monthly family rounders night, and a weekly session on Thursday afternoons during the school holidays and some weekend orienteering sessions

• Volunteer Activity Leaders – through Kerrching funding the Youth workers and SDO put together a 10 week training programme which included a variety of AQA’s designed to give young people the skills to volunteer in different activities including sports activities. 23 young people completed the training, which took place at South Chadderton Youth Centre. The funding was in main used to transport 15 young people from North Chadderton who otherwise may not have accessed the training, and a large number of these were young Asian women. The AQA’s the young people completed were Leadership Skills, Introduction to leading a Sports session, Health and Safety, Risk Assessments and Organising a Sports Tournament in the Local Community. The 10 weeks culminated with staff organising 3 separate sessions during the Easter half term where the young people all planned activities and delivered these to younger youth club members.

• Action – Arrange to meet the young people to find out what other training they may like to access and other possible volunteering opportunities.

Other Activities:-

• Disability Football – The SDO has over a number of months been supporting Chadderton FC Juniors to develop its HI Football Provision. Through feedback with agencies and families, the club are now delivering a fortnightly session at Madhlo Youth Zone where an existing deaf group currently meet with their families. The SDO has now linked Chadderton FC Juniors to Sport Development’s Disability Officer and the Manchester FA’s Disability Officer who are continuing to support the group. The SDO has also linked in a local volunteer from Chadderton who is a recently qualified coach but can also do sign language so this young man is currently volunteering at the HI football session.

• Action – No immediate actions. Keep in touch with Disability SDO and P Hamilton from Chadderton FC Juniors to check progress and if any help/support is required.

• CP/Walking Football – The SDO has also been providing support Chadderton Park Sports Club and the Disability Sport Development Officer, for example, by meeting with North Chadderton School re access to the sports facilities to run an event on 18 th May

• Action - No immediate actions. Keep in touch with Disability SDO and P Chadderton Park Committee to check progress and if any help/support is required.

• Chadderton Hall Park Cycling Project – The CDO and SDO have established a partnership with TFGM (Transport for Greater Manchester) to run a series of cycling activities to run alongside the Healthy Families Project at Chadderton Hall Park. This includes funded Learn to Ride sessions, Dr Bike Sessions, Cycle Leader Training Course and Lead Cycle Rides

th • Action – Promote Cycle Leader Training Course on 10 June and work with CDO to identify local volunteers to attend training.

• Community Based Sports Provision - With the Youth Development Officer, produced a youth and sports offer visual diagram.

Sports Volunteering and Leadership • Sports Leaders UK Level 1 course at Radclyffe School completed in March with 18 year 9 pupils.

• Sports Leaders UK Level 1 course started in February at North Chadderton School. Around 12 year 9 pupils are currently undertaking the course.

• Leadership programme starting at Newman College in summer term. • Action – Contact young leaders with opportunities over the summer to access additional training and places to volunteer.

• Case Studies Emily attends The Radclyffe School and completed her Sports Leaders Level 2 course in July 2014 whom the SDO then linked to the Chadderton Park junior netball club in order to fulfil her volunteering hours. Emily started volunteering on a Monday night in September and still does, even though she was only required to complete 10 hours. She helps out with training for the younger members and now also plays with the seniors. She is also the junior club rep on the netball committee.

Karl got in contact with the Sport Development team in November regarding getting some voluntary experience as he has been unemployed for some time. As he is from Chadderton, the Chadderton SDO met with him on a number of occasions and worked out his availability and the types of things he would like to get involved in. Since this time, Karl has gained his FA Level 1 Coaching award, volunteers 1 day a week at Mills Hill School, volunteers 1 evening a week at Madhlo youth zone and also volunteers once a fortnight with Chadderton FC Juniors to help coach the deaf footballers at the Deaf Diversity session that runs at Madhlo. Karl recently applied for a casual sports leader job with the council and was successful in this application so will soon be starting work with the service.

• Schools Currently, the Sport Development team have coaching staff in the following Chadderton Schools – Whitegate End, Yew Tree, Stanley Road, Corpus Christi, St Luke’s, Bare Trees, St Herbert’s, Kingfisher, Mills Hill and St Matthews, as well as Newman College and North Chadderton. Over the last academic year, therefore, the only school within Chadderton which the SDO/Sport Development has not engaged with is Burnley Brow.

• Action - ensure a full team is taken to the Oldham Borough Games on Saturday 21 st June. Liaise with and collect paperwork for selected schools, organise staff and volunteers as team managers where schools do not support with their own staff

Other Priorities for next Quarter

• Netball – Continue to support Chadderton Park Junior Netball Club to submit an application to become a Bronze CAPS club (quality assurance) by spring 2014. Also support with helping to promote a planned new juniors session for 5-7 year olds. Continue to support the Senior women’s section by helping promote their adult training session to attract new members.

Put together in partnership with other members of the district team and other key delivery partners including local schools, OCLL, childrens centres and Full Circle a summer offer for the children and young people of Chadderton

• Rugby League – Arrange a meeting in May/June with club to assess situation and work with them to put a realistic delivery plan in place around junior provision and coach education

• Athletics – Meet with club representatives to look at an action plan to attract new volunteers to the club and look at strategy to replace a junior coach who will no longer be with the club from August 2014.

• Great British Tennis Weekend – This is a national initiative through the LTA (Lawn Tennis Association) that Oldham as a borough are supporting. The weekend Oldham have selected is the 19 th /20 th July and there will be numerous activities going on across the borough in a number of Tennis activities are being organised by the SDO to tie into a borough wide weekend of provision across parks and tennis clubs. Tennis activities will take place on Sunday 20 th July.

• Summer Activity Programme – Finalise summer activity programme. Arrange meetings with key partners where necessary. Provide timetable of information and add information to Go! Oldham where applicable.

• Tour De France Promotional Activities – funding available within the council to run activities to promote the Tour de France. Look at putting together a brief to offer schools in Chadderton the opportunity to organise cycling activities including rewards and trips, French themed days, arts etc.

• Street Games Doorstep Club - Submit a funding application to run 1 of 3 Door Step Clubs as part of Street Games’ agreement with Oldham in the south/Central area of Chadderton.

Supporting Chadderton residents with the Welfare Reform changes.

Chadderton Fare Share Café opened on the 17 th September; The Fair Share Café offers low cost food parcels available to those on income based benefit and runs from Chadderton Community Church. The café is open every Tuesday 11am to 1pm, weekly regular attendance of approximate 15 families.

Chadderton Food bank in partnership with the Oldham Food bank, opens Monday 11am to 2pm they have seen an increase in users, food parcels are available free to anyone in receipt of a food voucher. Food vouchers are available from Front line professional; food bank clients can redeem their voucher for three days emergency food.

Supporting Chadderton District Network ‘Chadderton Together’ with;

• Community First funding.

• Chadderton Community Church are delivering a community café in partnership with the fair share project, match funded by the north ward councillors.

• Chadderton Historical Society to develop and deliver a ‘history alive’ project linking into the WW1 commemorative projects.

• Full Circle NW CIC have planned an engagement project on and around the Baretrees Estate.

• Partners of Plumpton Clough Ltd received their funding allocation to support the biodiversity of the area via the development of a manage plan.

• St. Herbert's Amateur Dramatics & Entertainments Society (SHADES) received funding to purchase new equipment and attract new members.

Working in partnership with Voluntary Action Oldham to support existing voluntary community and faith groups.

• Supporting the Community gardening group to host a Seed Swop event, the event was well attended and participants have been signposted to the ‘Get Oldham Growing’ project. A weekly community gardening group are meeting on Tuesday evenings at Whitegate End Primary School.

• VAO delivered a community training opportunity on Event Insurance requirements, this training was attending by Chadderton Together, FADRA, HADRA and Foxdenton Friends of Parks.

Working in partnership with Lifelong Learning to arrange adult education lessons at local level.

• Promoting community learning opportunities. Chadderton Together are hosting an introduction to First Aid and a Safeguarding course to all members/ community groups affiliated to Chadderton Together.

• Two five week Family first aid courses have been delivered at Burnley Brow following on from the variety of courses delivered last year, Keep fit, and Introduction to Skin care and Make-up. A new First aid course is due to begin in June.

• St Georges Bowling Club and Friends of Coalshaw Green Park have expressed an interest in accessing community learning.

Supporting ‘Friends of Park’ groups

• Supporting ‘Friends of Coalshaw Green Park to research specific funding streams to support are their weekly adult arts and crafts sessions they are seeking funding to explore specialist equipment for service users. We

Page 10 of 23 [Chadderton District Team Report ] June 2014] have been exploring the opportunities to link the development of the group to the community learning opportunities with Lifelong Learning and are in the process of developing a programme for next summer.

• Researched funding for the ‘Friends of Foxdenton’ park to explore external funding streams to promote biodiversity activities within the park. Supported them to locate a public room for their AGM meeting.

Working with businesses at a local level.

• MacDonald's took part in a Communtiy Litter pick around the Ancora area of Broadway they are keen to support and take part within community engagement opportunities. They have agreed to support an event/ activity in each ward.

• Transport for Greater Manchester are delivering Free ‘Learn to Ride’ sessions withinChadderton Hall Park. We are also exploring options for the delivery of Cycle Maintenance Course’s and Led Cycle sessions.

DIF update Coalshaw Green park

• Targeted consultation has continued with members of the youth centre, to develop thedesign of the new wheeled facility. Public consultation is took place within May half term on site within Coalshaw Green Park.

Working in partnership with Voluntary Action Oldham to support voluntary, community and faith groups.

• Continuing to support the Community Gardening Network.

• Supporting FullCircle with an external funding application to provide a series of diversionary activities for young people whilst the current skate is under reconstruction.

• Supporting HADRA to explore a management plan for an area around Hunt Lane bridge.

• Supported North Chadderton Bowling and Social Club to explore governance options. They are keen to become involved in the wider community and have met with the Historical Society to explore links.

Highlights of previous quarter Supporting Chadderton District Network ‘Chadderton Together’ with; • I am currently supporting our community network group Chadderton Together deliver their Active Families Project at Chadderton Hall Park.

• In October I had the lead role in delivering the launch of the project. This event was attended by 300+ residents. I have also been co-ordinating the individual partner sessions. I have been responsible for producing and distributing the publicity for the project.

• I am currently supporting the Chadderton Volunteering Scheme, with South Chadderton Methodist Church.

Supporting and working alongside Community groups to deliver community events; • I encouraged groups to attend the ‘World Food Day’ event at Chadderton Town Hall on 14th November 2013

• I took a lead role in promotion via social media of the Chadderton Christmas Markets on behalf of the events committee. I have also been overseeing the district Facebook page ‘Love Chadderton’, we now engage with 560 residents via social media.

• I am currently supporting Coalshaw Green friends of park group to apply for Chadderton Rotary Club funding to buy materials for the card group at the café. I am encouraging the group to apply for larger pots of funding, such as the Co-operative Oldham Fund. This will enable the group to buy specialist equipment for the group, as many of the users are vulnerable adults with learning difficulties and disabilities and elderly residents.

Supporting Chadderton District Team to deliver community initiatives; • I have been supporting our community development worker and sports development officer to deliver the Orienteering Project at Chadderton Hall Park. I created the publicity for the opening day held on the 5 th April 2014.

• I supported our community development worker with the community link day at Chadderton Library on 26 th February 2013. I created the publicity for the event.

• I attended the Barclays Money Skills training as a role model for other young people. The training was delivered by our youth team.

• I have carried out ageing well and business mapping to support the Health and Wellbeing/ Get Oldham Working sub group.

Working with partner organisations within the district approach; • Working in partnership with Voluntary Action Oldham to support existing voluntary community and faith groups; I attended VAO’s funding fair at the Victoria Hotel in November 2013.

• I have developed a programme of activities that includes activities that are happening across Chadderton by several partners; including the NHS let’s go for a walk initiative.

Professional development in Community Development Apprenticeship; • I completed my Business Administration exams on 25 th February 2014; I gained four distinctions and a merit.

• I have recently been nominated for the National Apprenticeship Awards by my manager, I have had to complete questions about my role and how I think other young people can benefit from apprenticeships.

Priorities for next quarter Supporting Chadderton District Network ‘Chadderton Together’ with; • I will continue to support Chadderton Together with Active Families Project. I am organising and planning both the family fun day in June and the National Play Day event in August.

Supporting and working alongside Community groups to deliver community events; • Visit community groups independently to develop relationships and increase experience

Continuing to shadow community development worker; • To support and work alongside Community groups to deliver community events

• To work in partnership with Voluntary Action Oldham to support existing voluntary community and faith groups

Priorities/ Aims for the Period

• To recruit a cohort of young people for the Barclays money skills project. • To continue to explore funding opportunities to develop Chadderton District Youth offer. • To continue to support and develop 3 rd sector / faith and voluntary organisations in developing their skills to deliver services. • To continue to develop and strengthen links with the uniformed organisations

Highlights of Activity

Festive cheer was in the air when staff from Chadderton District Team, Fullcircle, young volunteers and CDYF members opened their doors on Saturday 23rd November to deliver their annual Christmas Fayre. Over 150 residents attended the fayre and were able to enjoy a wide variety of festive activities that included, tombola, face painting, arts and crafts, homebake, raffle, lucky dip, and numerous games. To top it all off lucky visitors were able to wander through a winter wonderland that led them to Father Christmas's castle. Babies, children and young people were able to tell Father Christmas what they would like in their Christmas stocking with each of

Pre the event youth work staff worked closely with a core group of young volunteers to help them develop their understanding of event management, this led to young people developing their understanding of the importance of being organised, equal opportunities, time management, budgets, risk assessments, customer service, stock taking to name but a few.

In response to helping young people transform their economic circumstances staff from the Chadderton District Youth Team partnered up with staff from Royton and Crompton District Youth Team, Barclays, Citizen Advice Bureau Rathbones and UK Youth to deliver an innovative peer education programme designed to build the money management skills of young people aged between 16 and 25 years of age. The course aimed to help build young people’s skills and inspire them to take control of their money. The course took place over a six week period and tackled topics such as opening a bank account; budgeting; saving and spending; as well as giving practical advice on what to do if something goes wrong and the importance of forward planning for their financial future for example, investments, pensions and savings. A total of twenty five young people completed the course and received their certificates and plans are in the offing for participants of the first course to help deliver the project to other young people within the Chadderton District thus helping others to understand how they can alter their economic circumstances and develop transferrable skills that will help to increase their employability.

Chadderton District Youth Team in partnership with staff from Fullcircle continued to support members from the District Youth Forum collate information taken from the transport survey around the issue of why some young people choose to travel to school by car and not by public transport (bus) thus resulting in prolific congestion outside of schools. The key messages that came out of the survey were young people believed that: • Bus Fares were too expensive and were not value for money • Buses were not reliable enough and did not arrive on time • Buses were not clean • It was easier to travel to school, college by car. On Friday the 13 th December members from Chadderton District Youth Forum presented their findings to MP Michael Meacher. The group chatted to Mr Meacher and took him through their findings then answered questions that were posed to them. Subsequently, CDYF met with a panel of representatives which consisted of Simon Smith and Alison Chew from TfGM, Ian Hulse of First Bus and Councillors Peter Dean and Graham Shuttleworth. At the meeting Chadderton District Youth Forum (CDYF) highlighted important issues that affect young people when travelling around the Borough using buses. The group gave feedback and proposals about safety on the bus, bus driver training, the First Bus smart-phone app and the costs of bus tickets for families sending more than one child to school. This resulted in CDYF being invited to another meeting by Ian Hulse on Wednesday 30 th April where young people will be given a tour of the depot and explore with staff how CDYF and First Buses can work together to devise an information package for year 6 children to prepare them for independent travel.

Page 15 of 23 [Chadderton District Team Report ] June 2014] On the back of the transport survey staff from the District team worked closely with staff and pupils from schools in the North Chadderton cluster group to identify how they could get the important message across to parents about safety outside of schools. Ultimately, each school identified what the main issue was for their school which led to each of them producing a short film that could be edited together with the final product being aired to parents. This piece of work demonstrated how by working together partners could meet their own objectives and get best value for money through the sharing of resources.

Chadderton District Youth Team continue to support their partners to deliver weekly fun sessions and in order to accommodate the needs of the community further ‘Project Good Neighbour’ moved to South Chadderton Youth Centre. The move has enabled staff from OPAG, Chadderton Methodist Church and District Youth staff to deliver a wider range of fun and stimulating activities that are accessible for families to enjoy. The move has also seen an increase in numbers engaging in the provision from 15 participants to a staggering 110. In line with managing services staff are encouraging parents to volunteer at the sessions which has seen individuals taking responsibility for helping out in the tuck shop, delivering arts and craft activities, thus helping those to develop their knowledge and experience of working in a youth centre setting with children and young people aged between 0 – 16. Staff are continuing to share their skills and expertise in supporting OPAG and staff from Chadderton Methodist Church in terms of helping them to develop their understanding of young people’s issues and how to manage challenging behaviour more effectively. Besides this young people with additional needs continue to access the provision on a Monday evenings to participate in dance and drama workshops which helps them to develop their co-ordination, confidence and gives them and their carers the opportunity to socialise in a warm and friendly environment.

Chadderton District Youth Team continue to work co-operatively with partners in accessing funding opportunities in order to meet shared objectives and get the best value for money. For example, Chadderton District Youth Team are currently working closely with staff from Fullcircle and Chadderton Historical Society to submit a bid to the Heritage Lottery Fund (‘Young Roots Heritage Fund’). The proposed project is young people led and will run over a period of 12 months with young people exploring ‘what it was like living in Chadderton as a young person in 1914’. Throughout the year it is envisaged that young people will gain numerous accredited certificates that will help them to develop their skills in areas such as research, photography / film, planning, evaluating, profiling, and recording information, analysing, oral history, as well as developing skills in events management. The vision is that the project will leave some kind of legacy and will culminate in an exhibition to showcase their work for all residents to enjoy thus embedding Oldham Council’s vision of a co-operative council in terms of engaging local young people in the coproduction of services.

In response to helping young people transform their economic circumstances and in line with Get Oldham Working Chadderton District Team worked alongside Richard Outram from Oldham’s Job Club Network to plan and deliver a jobs fair event in order to raise young people’s awareness about the many opportunities there are for training, apprenticeships, traineeships, employment. The event also enabled staff to promote the Get Oldham Working Register and the newly formed job club at the youth centre to be held every Thursday 1pm – 3pm. Young people attending the event were

Page 16 of 23 [Chadderton District Team Report ] June 2014] able to speak with numerous partner organisations that had brought with them a wide range of information to highlight opportunities that young people could access. The event was a great success in terms of young people signing up with Blue Orchid, Rathbones, Oldham College, Groundwork, volunteering with the youth team as well as partners networking with one another which have since helped to open up opportunities for joint working. Besides, this Chadderton District Youth Team works closely with Huddersfield University to provide students with placements at the youth centre. These placements support students to develop their understanding of youth work and give them valuable hands on experience in working with young people in order for them to develop professionally which in turn helps them to be better equipped for the world of work.

More young people are continuing to access volunteering opportunities at the youth centre which has seen young people take on further responsibility as their confidence has grown. This demonstrates that young people are now starting to change the way that they view voluntary work in terms of acknowledging the benefits volunteering can have on developing new skills which in turn is helping to better their prospects in the future. In order to maintain the continuance of young volunteers Chadderton district youth team worked alongside young people to identify their individual / group learning needs, this enabled the youth team to develop a comprehensive training programme which has recently seen staff from youth and sport working together to deliver a twelve week leadership course to twenty two young people that has helped to raise participants knowledge around effective communication, qualities of a good leader, health and safety, risk assessments, planning, organising and delivering activities. This training culminated in staff from the District team and staff from Fullcircle supporting young people to deliver a wide range of free activities to residents within Coalshaw Green Park and Chadderton Hall Park throughout the Easter holidays. Staff witnessed how competent the young people were in their interactions with members of the public and through effective communication they were able to encourage and engage numerous children in their planned activities. Future training opportunities are planned with participants signing up to food hygiene, Childrens University, money skills, photography courses as well as a wide range of planned summer activities thus staff are beginning to embed the vision of Oldham Council in terms of working together with the community to deliver services together.

By continually sourcing out new partnership’s Chadderton District Youth Team linked up with staff from Greater Manchester Youth Network to engage a group of young people in a project called Carousel. Carousel is an exciting project that gives young people the chance to get involved in volunteering activities while aiming to strengthen their links within their community and build relationships with people from a range of different backgrounds, also allowing them to develop new skills and strengthen personal and social development. Nine young people participated in the project over a period of ten weeks which saw the completion of a time capsule that depicted what life in Chadderton meant to the participants, the group of participants have requested that the time capsule be buried alongside the redevelopment of Coalshaw Green skatepark for future generations to discover. As part of the project the group had to plan a volunteering activity outside of their community in order to meet the criteria for developing their understanding of other communities. Participants chose to create personal hygiene goody bags that they distributed to members of the public from a local Oldham church that provides a service to people from a wide range of diverse backgrounds. This helped the group to identify that other people’s circumstances and

Page 17 of 23 [Chadderton District Team Report ] June 2014] lives are very much different to their own and through further discussions staff have been able to raise awareness around the issue of oppression and the impact this can have on the lives of individuals. The group also received a recognised award via ASDAN for volunteering in order to recognise their individual achievement. Besides the partnership in the afore mentioned Chadderton youth team linked up with St John’s ambulance in order for young people to participate in a 2 day accredited first aid course. Twenty young people got to grips with general first aid as well as practising techniques such as applying plaster, dressing wounds, using defibrillators and placing casualties in the recovery position. The training helped to develop the young volunteer’s confidence as well as providing them with vital skills and knowledge in order to help save a life.

Additionally, staff continue to work with colleagues from Children’s University in order to recruit new members and celebrate individuals achievements and reward participation. Staff recognises that Children’s University provides the opportunity for targeted support for the most vulnerable children, bringing coherence to various programmes of activities allowing close tracking of participation. Since South Chadderton Youth Centre has become a Validated Children’s University Destination (denoting a quality provision) staff have been able to issue individuals with a ‘Passport to Volunteering / Learning’ this has led to staff witnessing a rise in participants aspirations in terms of more young people wanting to participate in a wide variety of out of school activities thus accruing hours in order for them to attend an organised graduation ceremony this coming June.

Furthermore, youth staff supported the Health and Wellbeing Service to identify and recruit disadvantaged young families onto the ‘Growing Families’ 6 week course which was held at the youth centre. This course was jam packed with fun activities for families to get involved in to develop healthy habits, set goals to encourage healthy eating, to get active using fun games and activities, explore foods being ate and try new fruit and vegetables, discover tips for encouraging fussy eaters and increase confidence and make new friends as well as making the most of family time. This has led to parents beginning to experiment with family member’s new foods and recipes in order for them to make healthy lifestyle changes.

By adopting a co-operative approach and through developing strong links with partners Chadderton District Team are able to offer a much wider range of training, volunteering and social opportunities to young people and families within the community thus helping participants to further grow and establish their transferrable skills for the world of work. By putting the wellbeing and needs of the people who live in Chadderton first and encouraging them to change their behaviours members of our community with the support of District staff are gradually playing an active part in helping to build our co-operative borough.

Page 19 of 23 [Chadderton District Team Report ] June 2014] X is a 17 year old young man who is currently unemployed and not in receipt of any benefits. X had never accessed the youth centre until meeting youth work staff in Coalshaw Green Park. During the outreach sessions youth work staff were able to establish and develop a good trusting relationship with X which in turn helped him to begin to understand how youth workers could help and support him with his personal issues. By getting to know X staff began to identify his interests in particular BMX’ing at the local skatepark and his displeasure at the dilapidated state of the local skatepark. Through the encouragement of youth work staff X began attending meetings with professionals, local Cllrs and designer consultants regarding the development of the skate park in Coalshaw Green park and he has been instrumental in helping to develop plans for the redevelopment of the skate park.

Through his continued involvement with the youth workers X began to access the centre to gain help in developing his curriculum vitae as well as searching for employment opportunities. With the continued support of staff X realised what he would like to aspire to and after further discussions staff were able to put X into contact with an organisation that help people to set up their own businesses. Since then X has enrolled with the organisation and is now attending numerous business sessions and has been allocated a business mentor in order to help him realise his ambitions. X continues to be in contact with youth work staff.

Priorities/ Aims for the Period

• To continue working with partner organisations in order to offer more opportunities for young people and their families. • To identify NEET young people and to promote potential training, work opportunities via the work club and links already established. • To continue to explore funding opportunities to develop Chadderton District Youth offer. • To continue to work with young people in identifying training needs in order to develop and build on existing training packages.

Alleygating:

1. Gating Order 37

This scheme includes footpaths between 5-6 Pexwood (Scheme 374) and 7-8 Rookwood (Scheme 1041). These schemes have been placed on hold due to issues raised by various groups. A report was commissioned by Cllr Brownridge from Lorraine Kenny. This report is currently with North Ward Councillors to determine how the scheme is to be progressed.

2. Denton Lane – 249-303

This scheme covers 249-303 Denton Lane and a small number of properties on Crossley Estate and was funded via central Cllrs budgets. The works have been ordered and the scheme has now been completed.

3. Springbank/James St Sth – Scheme1049

This scheme was funded by Central Ward Councillors via their budgets. The works have been ordered and the scheme has now been completed.

4. Eaves Lane

This is an existing scheme which has been made insecure by the demolition of a privately owned garage. An additional gate has been erected to secure the scheme. This was funded by the OMBC maintenance budget.

Secure Homes Project - Chadderton

The Secure Homes Project in Chadderton has now been running since September. This project is funded by Ward Councillors and has allowed the Community Safety Officer to contact all victims of burglary on a daily basis to offer them a security survey, with the Project meeting the costs of improving security at the residents homes.

The Community Safety Officer has visited 24 properties, thus far, as we have seen a spike in the number of burglaries across the Chadderton ward. Of the 24 residents visited 96% have received target hardening works. 4 % have made their own security improvements.

ASB

The Community Safety Officer currently leads on fortnightly localised intelligence meetings with partner agencies including police, youth services, voluntary groups and housing providers, to address the reduced provision of information since neighbourhood police teams have moved to Oldham Town centre. There remains a facility for ward Councillors to feed intelligence into the meeting and the Community Safety Officer will provide feedback to them regarding the issues raised when appropriate.

The Community Safety Officer is working closely with police and local residents to identify perpetrators of Anti-Social Behaviour and are utilising informal and formal measures to constrain individuals behaviour i.e. warning letters, Acceptable Behaviour Contracts, Anti-Social Behaviour Orders etc. There are currently a number of cases where the Community Safety Officer is liaising with Landlords to support them in ending tenancies, where their tenants are a blight upon the local area.

The Community Safety Officer is currently working with GMP to identify individuals engaging in Serious Acquisitive Crime (SAC). Evidence is currently being gathered to look at ASBO’s against these individuals to constrain their behaviour and limit their opportunities to engage in SAC offences.

General Crime Reduction

The Community Safety Officer has identified crime trends through seasonal risk analysis and has developed a plan to target these trends during those months that they are most likely to impact on us, by utilising Homewatch groups, Business Watch members, social media sites etc.

Crime Reduction Surveys have been undertaken at residential and commercial premises for victims of crime who have been identified by police, social services or via self referral.

Sanctuary Scheme surveys have been conducted to provide security for residents who are at risk of domestic violence from an ex-partner. This involves working closely with the Independent Domestic Violence Advocates and the Victim Support service.

Anti-Climb deterrents are to be installed to fencing on Mona Road, to restrict illegitimate access to the Fields New Road Allotment society. This scheme has been funded from Central Ward Councillor budgets.

Family Panel Meetings (Troubled Families)

Family panels are held 6 weekly to bring services together to plan coordinated work around families based on a clear understanding of their needs. This is being driven from two angles,; 1) from data sets illustrating that families meet the Government criteria (ASB/crime, poor attendance and worklessness) and a number of local criteria including poor mental health, Domestic Violence , alcohol or substance misuse. 2) From the local intelligence through the police, community safety, housing, ward Cllrs and others on the ground that get reports of disturbances from the community. Under a data sharing arrangement information can be shared about families to ensure that the plan for the family meets their needs but also reduces the impact their behaviours have on children and also the wider community.

In Chadderton the meetings are very well attended with representation from many services including, children’s social care, adult care, police, community safety, schools, youth offending service, housing, youth services and mental health. Bringing services together that would not have usually worked together has enabled us to have a much better understanding of each other and also the families.

24 cases have been referred to the Parent Support Advisor Service from Chadderton with a very high proportion from the Secondary Schools compared to other Districts – 9 cases out of the 24.
