WEST VIRGINIA COUNCIL FOR COMMUNITY AND TECHNICAL COLLEGE EDUCATION

April 23, 2020

A conference call meeting of the West Virginia Council for Community and Technical College Education was held on April 23, 2020, beginning at 9:30 am. Council members present were: William Baker, Kenneth Boggs, Robert Brown, Christina Cameron, Michael Farrell, Michael Graney, Tracy Miller, Steve Roberts, and John Sorrenti. Absent were: Kathy D’Antoni, Charles Parker, and Harry Keith White. Also in attendance were Chancellor Tucker, Council staff, community and technical college presidents, and others.

Call to Order

Chairman Robert Brown called the meeting to order and noted that a quorum was present.

Action Items

1. Approval of Minutes

Ms. Miller moved the adoption of minutes from the January 23, 2020 and the March 20, 2020 meetings of the Council. Mr. Baker seconded the motion. Motion carried.

2. Council Meeting Schedule 2021

Mr. Sorrenti moved the adoption of the following resolution:

RESOLVED, That the West Virginia Council for Community and Technical College Education adopts the recommended meeting schedule for calendar year 2021 as presented.

Mr. Roberts seconded the motion. Motion carried.

3. Council Officer Nominating Committee Appointments

Chairman Brown appointed Christina Cameron as Chairman of the Council’s Officer Nominating Committee which will bring forth nominations for officers at the Council’s June meeting. Mr. Brown charged Vice Chairman Cameron with appointing two additional members to her committee.

4. Changes Implemented to TIAA Cref as a Result of the CARES Act

4 Patricia Humphries, Vice Chancellor for Human Resources, presented an amendment to the West Virginia Higher Education Retirement Plan to implement certain provisions of the CARES Act for the Qualified 401(a), 403(b), and 457(b) of the West Virginia higher education retirement plans. The Higher Education Policy Commission adopted these changes at its meeting on April 17, 2020. She explained the options for cash distributions and/or loans of funds from each of the plans and how they would be taxed.

5. State Plan Update for Strengthening Career and Technical Education for the 21st Century Act (Perkins V)

Chancellor Sarah Tucker updated the Council on progress toward the development of a new state plan for Perkins V federal grant funds. She indicated that, although the deadline has been extended, we would expect to have the plan uploaded by mid May. Chancellor Tucker stated that the CTCS team is working very closely with the Department of Education as this plan is very much a collaboration between the two agencies. She further indicated how pleased she is that we are now working closely and successfully with the Department of Education.

6. Information Update on Census

Matt Turner, Executive Vice Chancellor for Administration, provided an update to Council members on the current Census. Mr. Turner stated that West Virginia’s self-response rate is only 40.1%, putting our state ahead of only Puerto Rico and Alaska. Vice Chancellor Turner has encouraged presidents of our institutions to communicate electronically as much as possible to encourage students, faculty and staff to complete the Census survey.

7. Update on Chancellor Tucker’s HEPC Interim Chancellor Contract

Chairman Brown explained to the Council that Chancellor Tucker’s contract as Interim Chancellor of the Higher Education Policy Commission has been renewed and will remain in effect until the permanent position has been filled. He further indicated that it was well known that she intends to apply for the permanent position. If selected, she will also remain as Chancellor of the Community and Technical College System. Mr. Brown thanked Chancellor Tucker for the great job she has been doing serving both Systems.

5 Mr. Michael Farrell, Chairman of the Higher Education Policy Commission, praised Chancellor Tucker for the job she has been doing as their Interim Chancellor.

Additional Board Action and Comments

8. Update on COVID-19 Response and CARES Act

Chancellor Tucker provided an update on responses from our higher education institutions regarding medical equipment personal protection equipment demands due to the COVID-19 pandemic. She thanked the institutions for their hard work. Chancellor Tucker reported that the CARES Act included $65 million dollars. The community and technical colleges will receive $10 million of these funds. Funds will be rolled out in two phases. The first 50 % of these funds will go directly, as a grant, to only Title 4 students, which is approximately half of community and technical college students. She thanked our state Senators for adding this money to the stimulus act.

Mr. Graney indicated that the Development Office is active and engaged and offered his department’s help with anything efforts that may be required of the Development Office.

ITEM: Update on Efforts to Identify Efficiencies and Improve Data-Driven Decision-Making in Response to the COVID-19 Pandemic

BACKGROUND:

In this presentation, Division of Policy and Planning staff will provide an overview and status report on a new initiative aimed at providing campus leaders with data on Fall 2020 and Spring 2021 course schedules and registrations, and consultative services to help campuses identify opportunities for improving efficiency as they develop course schedules for the Spring 2021 semester. The project is funded entirely by the Council and the West Virginia Higher Education Policy Commission.

To date, the following twelve institutions across the two- and four-year systems have elected to participate:

West Virginia Public Four-Year Institutions • Fairmont State University • Glenville State College • West Liberty University • West Virginia State University

West Virginia Public Two-Year Institutions • Blue Ridge Community and Technical College • BridgeValley Community and Technical College • Eastern WV Community and Technical College • Mountwest Community and Technical College • New River Community and Technical College • Pierpont Community and Technical College • Southern West Virginia Community and Technical College • WVU at Parkersburg

Note: West Virginia Northern Community College is not listed as a project participant because the institution has an existing relationship with Ad Astra Information Systems and therefore does not require the services offered through this engagement.

ITEM: Annual Reauthorization of Two-Year Degree- Granting Institutions

RECOMMENDED RESOLUTION: Resolved, That the Council for Community and Technical College Education approves the Annual Reauthorization for Blue Ridge Community and Technical College, BridgeValley Community and Technical College, Eastern West Virginia Community and Technical College, Mountwest Community and Technical College, New River Community and Technical College, Pierpont Community and Technical College, Southern West Virginia Community and Technical College, West Virginia Northern Community College, and West Virginia University at Parkersburg; American National University, Huntington Junior College, Laurel Business Institute, Martinsburg College, Mountain State College, Valley College (Martinsburg), Valley College (Beckley), West Virginia Junior College (Morgantown), and West Virginia Junior College (Charleston /Bridgeport).

BACKGROUND:

Series 52, Annual Reauthorization of Degree-Granting Institutions, establishes a process for the Council to annually reauthorize degree-granting institutions in West Virginia offering associate degrees and lower. Institutions are required to provide all information “necessary to assess the performance of the institution and to determine whether the institution continues to meet the minimum standards for conferring degrees.” The annual reauthorization “application report” includes such information as verification of current accreditation status, student enrollment data, tuition and fee information, first to second year retention rates, graduation rates, student transfer information, licensure pass rates, student loan default rates, financial health (CFI), and campus crime statistics.

This is the seventh year for the submission of the data which is reviewed by a Compliance Review Team. The Compliance Review Team is comprised of Council staff, external consultants, and representatives from public and private institutions. In addition to the

10 data that is submitted, the Compliance Review Team may require additional information to assist in making a recommendation for reauthorization. The Compliance Review Team utilizes general institutional peer data and institutional trends.

General areas of concern were decline in enrollment and a slight decline in CFI scores however, in an overall comparison to last year’s review, the Compliance Review Team cited fewer institutions with concerns about declining retention rates and loan default rates. It should be noted that seven of the nine public community and technical colleges reported improvements in graduation rates.

BACKGROUND:

West Virginia Code §18B-10-1 (k)(1) requires the West Virginia Council for Community and Technical College Education (Council) to approve any resident tuition and fee increase greater than ten percent in any one year or where the increase would be more than seven percent per year, averaged over a rolling three year period calculated by averaging the proposed increase with the increase for the immediate two previous years. Further, the 2012 legislative rule Series 32, Tuition and Fees, clarifies the process the Council will use to:

a) Review special and program fees; and, b) Review non-resident tuition rates.

The tuition and fee increase for all institutions were below the threshold required for Council approval. The Higher Education Price Index inflation rate was 2.5 percent for 2019. Tuition and fee data are provided in the following tables.

Table 1 reflects: a) Summary of the proposed academic year (AY) 2020-21 resident tuition and fee increases for all institutions. b) Revenue projections for resident fee increases using FY 2018-19 resident Annualized Full-Time Equivalent (AFTE) enrollment; and, c) The institutional General Revenue budgets did not increase of over the FY 2020 budget Table 2 reflects: a) Tuition and fees breakdown between Education and General (operating funds), Auxiliary; and, b) Capital Fees for both proposed resident and non-resident tuition and fees.

Table 3 reflects each institution’s rate of student financial aid participation for academic year 2018-19.

Table 4 reflects the changes in general revenue funding for fiscal year FY 2020-21.

Table 5 includes the FY 2020 calculated education and general tuition and fees revenue using AFTEs plus the FY 2021 general revenue.

22 Table 6 reflects the last six years of tuition and fee increases, the five-year average annual increases, and the total dollar increase over the past five years.

REVIEW OF NON-RESIDENT AND REDUCED NON-RESIDENT (METRO) FEES

Table 7 – Full Cost of Instruction Calculation: In accordance with Series 32, Council staff performed a review of non-resident and reduced non-resident (metro) tuition and fees for each institution. This review consisted of calculating the cost of instruction per AFTE using FY 2019 audited financial data. In addition, staff reviewed the non-resident and reduced non-resident (metro) tuition and fees for AY 2019-20 to ensure that none were below the lower of the institution’s cost of instruction per AFTE or the System average. All non-resident and reduced non-resident tuition rates are above either the minimum of the institution’s specific instructional costs per AFTE or the System average.

Table 8 – Non-Resident and Reduced Non-Resident Tuition and Fee Increases: This table reflects the non-resident and reduced non-resident (metro) tuition and fee increases. This table also includes a revenue projection for the non-resident fee increases using the FY 2018-19 non-resident Annualized Full-Time Equivalent (AFTE) enrollment.

Although Mountwest Community and Technical College is making a 7% increase in base fees across residency types, it is decreasing program fees and special fees. The overall net effect on our revenue is essentially zero.

Tables 9 through 12: These tables reflect special fees and program fees for each institution. As noted previously, in accordance with Series 32, Council staff performed a review of all special fees to determine if any fee affected more than 50% of the college’s students.

ITEM: Fiscal Year 2021 Higher Education Resource Assessment (HERA)

RECOMMENDED RESOLUTION: Resolved, That the West Virginia Council for Community and Technical College Education approves the Higher Education Resource Assessment (HERA) for Fiscal Year 2021 to the community and technical colleges as shown in Table 1.

BACKGROUND:

West Virginia Code §18B-10-2 provides for the Council for Community and Technical College Education to establish a Higher Education Resource Assessment. The Council and Commission are to use funds generated through the assessment to meet general operating expenses, fund statewide programs, and to “offset the impact, if any on financially needy students of any potential assessment increase” (West Virginia Code 18B-10-2(d)).

The passage of Senate Bill 448 in 2004 allowed the Council to adopt a procedure for assessing community and technical colleges at a fixed percentage of 1.5% of their prior year estimated gross tuition and required fees. The procedure minimizes annual changes in allocations by institution and is predictable for budgeting purposes. Council staff recommends continuing this assessment procedure for Fiscal Year (FY) 2021.

Table 1 shows the calculation of the HERA assessment at 1.5% of estimated gross tuition and required fees for each institution. The total FY 2021 assessment is $ 710,538 – an increase of $14,446 over the FY 2020 assessment of $696,092. The net change is primarily due to an increase in tuition and fee rates from FY 2019 to FY 2020. Staff recommends that increased HERA revenue be dedicated to statewide initiatives.

The recommendation is to approve the Higher Education Resource Assessment (HERA) as presented.

§135-1-1. General.

1.1. Scope -- Procedural Rule for the division of Carl D. Perkins Vocational and Technical Education Act Basic Program funding between the West Virginia State Board of Education and the West Virginia Council for Community and Technical College Education for any given fiscal year.

1.2. Authority -- W. Va. Code §18B-2B-6.

1.3. Filing Date -- May 22, 2003.

1.4. Effective Date -- July 1, 2003.

§135-1-2. Definitions.

2.1. Adult Preparatory Program: Those programs delivered by State Board of Education schools that are intended to prepare individuals for employment and/or additional education/training and for a certificate and/or credential.

2.2. Adult Supplemental Program: Those programs delivered by State Board of Education schools that are not continuing, full-time programs and are intended to prepare individuals for employment, enhance workplace skills, satisfy licensure requirements, or develop entrepreneurship skills.

2.3. Basic Grant: Federal funds allocated to the State to support vocational education programs and services authorized under Title I of the Carl D. Perkins Vocational and Technical Education Act of 1998.

2.4. Board: West Virginia State Board of Education

2.5. Carl D. Perkins Vocational and Technical Education Act of 1998: Federal legislation creating funding for vocational-technical education and guidelines for expenditure of such funds.

2.6. Contact Hours: The hours generated by programmatic activity determined by the number of participants times the number of session hours. Example: 10 participants X 3 hour session = 30 contact hours

2.7. Council: West Virginia Council for Community and Technical College Education

2.10. General Education Course: Those courses contained within an occupational program that are intended to impart general academic skills into student learning. Examples of such areas are mathematical skills, communication skills and social sciences.

2.11. Non-Credit Program: Those programs delivered by West Virginia Council for Community and Technical College Education institutions that do not carry college credit and are intended to prepare individuals for employment, enhance workplace skills, satisfy licensure requirements or develop entrepreneurial skills.

61 2.12. Occupational Course: A content course contained in an occupational program and is not classified as a general education course.

2.13. Occupational Program: Those programs delivered by West Virginia Council for Community and Technical College Education institutions that are for credit, are two years or less in length and are intended to prepare individuals for employment.

2.14. Secondary Programs: Those programs delivered by State Board of Education schools that provide students with the academic and technical knowledge and skills needed to prepare for further education and for careers (other than careers requiring an associate, baccalaureate, master’s, or doctoral degree) in current or emerging employment sectors.

2.15. Title I Programs: All vocational programs and services offered by West Virginia Council for Community and Technical College Education institutions and State Board of Education schools other than Tech Prep, which is authorized under Title II of the Perkins Act.

2.16. Academic Year: Academic year, for the purposes of the Perkins grant, means July 1 of one year to September 30 of the following year, a period of 15 months.

§135-1-3. Formula Elements.

3.1. Fiscal Year: The full-time equivalent enrollments generated by Board institutions and Council institutions will be based on first semester enrollments for the immediate preceding fiscal year unless otherwise noted.

3.2. Board of Education Enrollment Calculations:

3.2.1. Secondary Enrollments: First semester contact hours generated in Title I programs divided by 450, the number of semester instructional hours, equals total FTE enrollment. Family and consumer science and applied academic courses are excluded from the formula. Instructional hours are based on a full-day of instructional time (six hours) minus one hour for planning for eighteen weeks of the semester.

3.2.2. Adult Preparatory: First semester contact hours generated in Title I divided by 540, the number of semester instructional hours, equals the total FTE enrollment. Instructional hours are based on a full day of instruction time (six hours) for eighteen weeks of the semester.

3.2.3. Adult Supplemental: Contact hours generated in occupational programs divided by 1,080, the full-time program length, equals total FTE enrollment. Adult supplemental contact hours will be based on the most recent full fiscal year for which data are available.

3.3. West Virginia Council for Community and Technical College Education Enrollment Calculations:

3.3.1. Declared Occupational Major: The total number of credit hours generated, including general education hours, by those students with a declared occupational program major divided by 15, the standard number for determining FTE, equals the total FTE enrollment.

3.3.2. Non-Declared Major: The total number of credit hours generated by those students with non-occupational majors enrolled in occupational program courses divided by 15 equals the total FTE enrollment. General education credit hours of these students are not entered into the formula.

62 3.3.3. Non-Credit Program: The total number of contact hours generated by non-credit programs divided by 1,080, the full-time program length, equals the total FTE. Non-credit program contact hours will be based on the most recent full fiscal year for which data are available.

§135-1-4. Formula Calculation.

4.1. The Board and the Council are allocated a percentage of the Basic Grant of the Carl. D. Perkins Vocational and Technical Education Act funds that is reflective of the percentage of the total FTE generated by each.

§135-1-5. Revision of Formula.

5.1. The Council is to review the formula every three fiscal years to determine if changes are needed.

5.2. The Council may change the formula as needed to reflect changes in Federal or State Law.

5.3. Any revisions must be approved by the State Board of Education.

Senate Bill 673 afforded the Higher Education Policy Commission (Commission) and the West Virginia Council for Community and Technical College Education (Council) greater flexibility in the publication of higher education accountability data. In response to this change, the Division of Policy and Planning recently completed work on the West Virginia Higher Education Almanac (formerly the Higher Education Report Card).

In this presentation, Policy and Planning staff will introduce Council members to the new Almanac and discuss how the information it contains may be used to inform institution- and state-level policy decisions.

ITEM: College-Going Rate of 2019 West Virginia Public High School Graduates

BACKGROUND:

The Division of Policy and Planning compiles data on the college-going patterns of recent West Virginia high school graduates in order to calculate the annual college-going rate (CGR). Previous CGR data were derived from various college sectors and high schools based on transcripts and self-reporting. New data available through the P-20 Statewide Longitudinal Data System (P-20 SLDS) – the product of a collaboration between the Commission and Council, the West Virginia Department of Education and Workforce West Virginia – now provides for a more efficient means of studying college-going patterns and a more accurate method for calculating the college-going rate. As a result of this new methodology, current college-going rate data are not directly comparable to those found in previously published reports. However, historical data from the P-20 data system were included in the analysis, enabling us to present comparable trend data derived using the new methodology.

Results of the new college-going rate analysis are available to the public through Explorer – the state’s higher education data portal. In this presentation, Policy and Planning staff will discuss key differences between the old and new CGR methodologies and highlight notable findings from this year’s analysis.

College-Going Rate Data Highlights:

• Approximately 50.5 percent of 2019 West Virginia public high school graduates enrolled in college in the Summer or Fall terms immediately after high school. This represents a slight increase over the previous year’s rate of 50.1 percent.

• Bridgeport High School in Harrison County had the highest college-going rate in the state at 76.1 percent, followed closely by George Washington High School in

65 Kanawha County at 75.9 percent and Hurricane High School in Putnam County at 67.4 percent.

• Meanwhile, the lowest college-going rate in the state was that of Paw Paw High School in Morgan County, with only 17.6 percent of 2019 graduates enrolling in college in the Summer or Fall immediately after high school.

• At a county level, Tucker County boasted the highest college-going rate in the state, at 64.1 percent, followed closely by Putnam County at 61.1 percent. Calhoun County had the lowest rate (27.8%).

One of the more significant advantages of deriving college-going rate data from the P-20 data system is our ability to disaggregate data based on certain student demographic and academic indicators such as race or ethnicity, gender, socioeconomic status, and a student’s history of enrolling in college-level coursework while still in high school. Educators may use these disaggregated data to identify students who might benefit from additional help preparing for college or navigating the college-going process.

• Statewide, graduates who enrolled in both advanced placement and dual credit college-level coursework while in high school had a college-going rate of 88.1 percent, while those taking only one type of college-level coursework had college- going rates in the 70 percent range.

• Meanwhile, graduates taking no college-level courses in high school had a considerably lower college-going rate of only 28.3 percent.

• High school graduates with a higher socioeconomic status in their senior year had a higher college-going rate statewide at 54.8 percent, while those with a low socioeconomic status in their senior year had a much lower college-going rate (36.9%).

ITEM: Perkins State Plan Update

BACKGROUND:

WVCTCS and DOE Joint Leadership Teams There is a need for greater alignment, transparency, and coordination between the state’s K-12 and higher education systems. To address this need, the chancellor of WVCTCS and the state superintendent for WVDE created an Interagency Joint Leadership team.

The team focuses on six areas, broken down into subcommittees, focusing on teacher preparation, the P-20 data system, strategic plan initiatives, the Perkins V State Plan, student social-emotional health, and how the agencies align communication efforts to effectively reach education stakeholders and the general public. The subcommittees meet regularly to share information, coordinate ongoing efforts, align shared goals, and jointly plan future activities. The Perkins V State Plan subcommittee is specifically tasked with aligning CTE from K-12 to community college education via career pathways to the workforce.

Guided Pathway Creation High school and college faculty will be invited to participate in a statewide Career Pathway Project. The Career Pathway Project is a system-wide process to develop a comprehensive pathways approach to career-connected learning across all levels of education and training in the state. WVDE and WVCTCS will identify K-12 teachers and college instructional faculty in the Health Sciences and Information Technology programs. These high school and college faculty from each of the nine community colleges will work with their high school counterparts to design a statewide framework for Guided Pathways in CTE. The Guided Pathways Project will provide comprehensive career awareness and career exploration opportunities beginning in middle school linked to aligned high school, postsecondary, and adult education CTE programs.

❖ WVCTCS will distribute up to 5% of Perkins funding on a competitive basis to the community and technical colleges for the purpose of incentivizing institutions that have increased high school matriculations to the respective community colleges.

Comprehensive Local Needs Assessment The comprehensive local needs assessment (CLNA) is a new requirement of the Perkins V legislation. Each institution that receives a Perkins Basic grant allocation must conduct a needs assessment that addresses how Perkins programming and funding will support CTE programs and assist special populations students as outlined by the Act.
