FOREWORD

India has emerged as one of the fastest growing major economies of the world. The growth rate in GDP has hovered around 7% - 7.3% during the last three years and is expected to grow at 7.5% in the following two years according to the World Bank forecast reports. The MSME sector undoubtedly plays a dominant role in promoting this upswing in GDP growth rate.

Robust economic reforms have been announced by Govt. of India to boost up the manufacturing sector; these include introduction of Make in India initiative, announcement of GST, demonetization, enhancement of FDI limits, creation of digital infrastructure and launching of Digital India, announcement of MSME loans in 59 minutes, to name a few. The MSME sector is now better equipped to face the challenges of globalization and international competition. It has made significant contributions in the fields of employment generation, sustainable growth, export promotion, GDP growth rate and inclusive growth. MSME sector has thus emerged as an engine of economic growth and development.

MSME-DI, Kolkata is one of the nodal development agencies of and the Union Territory of Andaman & Nicobar Islands, working for the growth & promotion of the MSME sector. Our Institute has taken a proactive role in the field of MSME promotion in West Bengal through various activities and initiatives, which not only provide hand holding support to new Start Ups but also identify and address the core problems of the existing MSMEs along with identifying new prospective MSME clusters/innovative clusters in the State. The gamut of activities of the Institute and its Branches encompass various sectors in the fields of credit, marketing, technology, infrastructure, awareness, knowledge dissemination and related fields.

The Annual Report 2018-19 of the Institute aims to give a brief summary of the major activities undertaken during the year and highlight the special ideas and initiatives which have been adopted to face the challenges of the current economic environment of globalization and enhanced FDI limits. The Annual Report thus provides detailed information of various activities performed by the Institute and its Branches for promotion and development of MSMEs in West Bengal and the Union Territory of Andaman & Nicobar Islands. Details of all programmes are attached in the Annexures.

1. INTRODUCTION

MSME-DI, Kolkata is an attached/subordinate office of Development Commissioner, Ministry of Micro, Small and Medium Enterprises (DC-MSME) for the State of West Bengal, established in the year 1954 with the following mandate in the State of West Bengal and UT of Andaman & Nicobar:  For Aspiring Entrepreneurs: Identify, motivate, train, handhold and provide mentoring services.

 For Existing Entrepreneurs: To provide techno economic consultancy and facilitation service.  Skill Development: To impart need based skill training through Skill Development Programmes (SDP).  Socio-Economic Development: To promote, develop and foster the growth of micro & small sector for socio economic growth.

3. ORGANISATIONAL STRUCTURE

This Institute is headed by Director, Shri Ajoy Bandyopadhyaya. The Director is supported by 4 Deputy Directors and 18 Assistant Directors in different trades of Mechanical, Chemical, Hosiery, Glass & Ceramics, Economic Investigation, Statistics, Leather, Metallurgy, etc. besides secretarial Staff members.

4. INFRASTRUCTURE

This Institute is well equipped with the following infrastructure facilities for carrying out the mandate.

 Entrepreneurship Development Cell (EDC).  Training room for CFTRI(Agra) programmes  Well-equipped Training Halls of various capacity  Air conditioned Conference hall  Facilitation centre with free On-line registration facility for Udyog Aadhaar Memorandum (UAM)  Well-equipped library with variety of technical books, Journals, Periodicals, Project  Profiles, Government Circulars and books relating to Industry, Entrepreneurship, Management etc.  3 Workshops with training facilities  Spacious Parking facility for the visitors  Staff Canteen for light refreshments  Recreation club for staff within the campus.  Separate Rest Room for female staff.

5. THE VARIOUS ACTIVITIES OF THE INSTITUTE CAN BE BROADLY CLASSIFIED UNDER THE FOLLOWING CATEGORIES:

5.1 SUPPORT FOR HUMAN RESOURCE DEVELOPMENT In order to improve the skills of workers engaged in MSME sector & to equip them with better technologies of production, MSME - Development Institute, Kolkata organizes regular training courses like EDPs, ESDPs and also SDPs in technical trades attached to the Institute. The various programmes for skill development include the following:  Entrepreneurship and Skill Development Programme (ESDP) – Six weeks product oriented ESDPs with theoretical and practical sessions for Skill Development.  Entrepreneurship Development Programme (EDP) – Two weeks programme on Entrepreneurship Development Programme.  Management Development Programme (MDP) – Two weeks programme for development of Management Skills.  Skill Development Programme (SDP) – Six months workshop based Skill development Programme at the Institute premises.

i) ENTREPRENEURSHIP DEVELOPMENT PROGRAMMES (EDP) During the year 2018-19, officers of the Institute organized 5 nos. of Entrepreneurship Development Programmes (EDP) under PD A/C in different districts of West Bengal. The total participants were 216. The details are given in Annexure-1.

ii) SKILL DEVELOPMENT PROGRAMMES (SDP) During the year 2018-19, 2 nos. of SDPs under regular courses were conducted by this Institute for the benefit of aspiring/existing entrepreneurs. ENTREPRENEURSHIP DEVELOPMENT PROGRAMMES (EDP/MDP)

A three days Entrepreneurship Development Programme for Minority beneficiaries was conducted at Nadia Model Madrasah (English Medium), Paninala, P.O. Ghurni, Dist-Nadia from 01.12.18 to 03.12.18. This programme was a pilot project of West Bengal Minorities’ Development & Finance Corporation, Govt. of West Bengal, assigned to this Institute for conducting the programme for minority beneficiaries.

A three days Entrepreneurship Development Programme for Minority beneficiaries was conducted at Minority Bhavan, Malda from 15.01.19 to 17.01.19. This programme was assigned to MSME-DI, Kolkata by West Bengal Minorities’ Development & Finance Corporation(WBMDFC), Govt. of West Bengal and Deptt. of Minority Affairs (DOMA), O/o District Magistrate, Malda .

MSME-DI, Kolkata organized a Five days Management Development Programme on Quality in Healthcare Management at Institute of Management Study from 27th to 31st August 2018 at the Institute of Management Study, Mukundapur Main Road, Kolkata, an AICTE approved College under the State Govt.

5.2 MARKETING SUPPORT

While Marketing is primarily an entrepreneurial function, all possible efforts have been made to help the MSME sector in their marketing endeavour. The following services are offered under this category of assistance. (i) MSME Enterprises are periodically invited to Vendor Development Programmes, Exhibitions, Trade Fairs etc. for participation to broaden their marketing network. Short-term training courses on marketing management are conducted to update their marketing skill & knowledge. (ii) Online UAM Registration and filing of Data Bank particulars for MSME entrepreneurs are regularly done by the officers of the Institute to assist the MSME sector participate in Govt tenders and also avail the benefits of DC(MSME) Schemes. 5.2.1 CAPACITY ASSESSMENT FOR NSIC REGISTRATION Officers of this Institute have carried out inspection for capacity assessment of 2 MSEs for which an amount of Rs. 10,000/-has been collected as revenue. Further an amount of Rs. 2,30,100/- has been collected as fees for NSIC registration during the said period. From May 2019, we have suspended this activity as per HQ guideline.

5.2.2 PROGRAMMES UNDER PROCUREMENT & MARKETING SUPPORT

A) VENDOR DEVELOPMENT PROGRAMMES (VDPs)

Vendor Development Programmes are regularly organized by this Institute to provide a common platform of interaction between the buyers and sellers wherein the products and services of MSMEs and the requirements of the Large-Scale buyer organizations/PSUs are displayed. MSME- DI Kolkata acts as an implementing agency of these programmes.

VDP has been segregated into two categories: i) National Level Vendor Development Programme ii) State Level Vendor Development Programme

i) NATIONAL LEVEL VENDOR DEVELOMENT PROGRAMME These programmes focus on organizing Industrial Exhibition cum Buyer-Seller Meet with an objective of providing opportunities for the MSMEs to display their products and competencies and for the Large-Scale buyers to display their product/service requirements. The duration of the programme is for 2-3 days. During the year 2018-19, this Institute has conducted 1 NLVDP against 1 allotted Programmes for the benefit of existing MSEs. The Details of the participating units are given in Annexure-4.

ii) STATE LEVEL VENDOR DEVELOPMENT PROGRAMME These programmes primarily focus on Vendor-Vendee match making between MSMEs and CPSUs located in the State & other procuring agencies. The duration of the programme is one day. During the year 2018-19, this Institute has conducted 1 SLVDP against allotted 1no. The Details of the units are given in Annexure-5.

B) TRADE FAIR (i) INTERNATIONALTRADE FAIR

To promote the Indian MSME products in the International Markets, MSME-DI Kolkata motivates entrepreneurs to participate in International Trade Fairs at popular locations worldwide, wherein the MSME entrepreneurs are provided stall rent and airfare at subsidised rates. During 2018-19, 11 SMEs have been provided opportunities by MSME-DI, Kolkata to participate in 3 different International trade fairs. Reimbursement of stall rent and air fare expenditure of Rs 11,48,361/- has been provided to 11 entrepreneurs. ii) DOMESTIC TRADE FAIR

MSME-DI Kolkata encourages MSME entrepreneurs to participate in domestic trade fairs at various locations of the country to supplement their efforts of tapping and developing domestic markets. During 2018-19, MSMEs of the state participated in 1 domestic trade fair with a reimbursement of Rs. 34,857/-, benefitting1 MSE.

MARKETING SUPPORT

MSME-DI, Kolkata organized 3 days National level VDP - cum -Exhibition in association with Deptt. of MSME, Govt.of WB & BNCCI, Kolkata from 27th Dec.- 29 th Dec,2018 at Industrial India Trade fair ,Park Circus Maidan, Kolkata. The program was inaugurated by Sri Vijay Bharati,IAS, Director,Directorate of MSME & T ,Govt. of WB.50 stalls have been booked including 10 clusters under DI pavilion. 12 CPSUs participated.

MSME-DI,Kolkata organized 1 day State level VDP in association with Power Grid Corporation of India Limited at New Town, Kolkata on 01/03/2019.

5.3 FINANCIAL SUPPORT

One of the major problems facing the MSME sector is shortage of funds or limited access to credit. Timely and adequate credit facilities are one of the long-standing demands of this sector. To help the MSME sector overcome this hurdle, our Institute provides financial assistance under various schemes so that the MSME entrepreneurs can reduce their cost levels and build up financially viable & sustainable projects with opportunities of employment generation. These include spreading of awareness among MSME entrepreneurs about CGTMSE Scheme so that they may avail collateral/third party guarantee free loan up to Rs. 2 crore and forwarding applications of MSME entrepreneurs with viable Schemes under STAND UP INDIA Scheme. Further, the MSE sector is also overburdened with the problem of delayed payment by the large-scale sector/PSUs. This adds to their production cost as capital remains blocked over a long period of time leading to unnecessary bank interest payments by the MSESs. This issue has been strongly addressed by the Central & State Governments and a Delayed Payment Cell or the WBMSE Facilitation Council has been opened at the State Directorate of MSME under the Chairmanship of Director, Deptt. of MSME, Govt. of West Bengal. Every year, numerous applications are received at MSME-DI, Kolkata complaining about delayed payment. These applications are carefully scrutinized and forwarded to WBMSEFC for early redressal. The MUDRA Scheme is another notable intervention in the financial sector which offers credit facilities upto Rs. 50,000/- under Sishu category, Rs. 5 lakh under Kishore category and finally Rs. 10 lakh under Tarun category. During Awareness Campaigns, EDPs, ESDPs, VDPs and also meeting with Industries Association & Chambers of Commerce, the MUDRA Scheme is given wide publicity with special focus on its guidelines and features so that the MSE entrepreneurs can avail its benefits and tackle the problem of credit crunch. It is also worth mentioning that MSME-DI, Kolkata upholds the principles of DBT Policy under which all stipends payable to trainees under Stipendiary Training Programme are transferred directly to their Bank A/cs. The activities under Financial Assistance are briefly enumerated below:

5.3.1 REIMBURSEMENT STATUS UNDER DIFFERENT SCHEMES (2018-19) Marketing, a strategic tool for business development, is critical for the growth and survival of MSMEs. Due to lack of information, scarcity of resources and unorganized ways of selling /marketing, MSME sector often faces problems in exploring new markets and retaining existing ones. Such asymmetries in

information, where the seller is not aware of the new markets for their products and the buyer lacks knowledge of the products manufactured by MSMEs, result in severe impediments to the growth and survival of MSMEs in a highly competitive environment. MSMEs do not have sufficient resources at their command and, therefore need institutional support for providing these inputs in the area of marketing. Procurement & Marketing Support (PMS) Programme is a strategic initiative for adoption of Modern Marketing techniques by MSMEs consistent with the requirement of global markets. During FY 2018-19, on the basis of the recommendation by the “District Industries Centre” concerned and subsequent approval by Procurement & Marketing Support (PMS) Committee, applications received from manufacturing MSEs for participating in the following Fairs was forwarded to O/o DC(MSME). Details are given in Anex-6. During financial year 2018-19, total Rs. 34,857/- has been reimbursed against Rs. 45,000/- under Domestic Trade Fair (PMS Scheme).Total number of units benefited is 1.Further, Rs. 11,48,361/- has been reimbursed under International Trade Fair (MATU) against the sanction of the amountof Rs. 13,62,061/-, benefitting9 units. The details of reimbursement availed by the units in the Domestic & International Trade Fairs under MATU Scheme are given in Annexure-6 & 7:

5.4 TECHNOLOGY SUPPORT The need for providing specialised service to the small-scale sector is increasing everyday with the rapid development of these industries in the state. Apart from new products and items introduced, new raw materials have also come into existence, throwing open a vast field of operation & exploitation. MSMEs are, however, handicapped by lack of competent technical & managerial personnel as well as financial resources. In order to help MSMEs in such areas, MSME - Development Institute, Kolkata offers technical and managerial consultancy services through field visits to the MSME units. The officers visit the units to guide them in the following areas.

(a) Requirement of plant & machinery including layout (b) Use of improved mfg. Technology/design/process (c) Improvement in tooling (d) Product development (e) Consultancy for diversification (f) Management Capability improvement (g) Offering Management training (h) Improvement in marketing (i) Availability of finance (j) Other registration/policies of Govt./support services by other agencies etc.

The above services are also rendered at MSME - Development Institute premises and through correspondence to the new entrepreneurs. The new entrepreneurs desirous to set up their own units are guided to select their product, location, raw materials, machinery, technology & other problems, apart from the above listed areas. Further, a comprehensive plan for providing technical support to MSMEs has been drawn up under National Manufacturing Competitiveness Programme (NMCP).The Government had announced formulation of National Competitiveness Programme in 2005 with an objective to support the Small and Medium Enterprises (SMEs) in the field of technology upgradation and support, protection of IPRs, marketing assistance and such other related fields.

5.4.1 THE VARIOUS COMPONENTS OF NMCP i) Lean Manufacturing Competitiveness Scheme for MSMEs (LMCS) Under the Scheme, MSMEs are assisted in reducing their manufacturing costs, through proper personnel management, better space utilization, scientific inventory management, improved processed flows, etc. which brings improvement in the quality of products and lowers costs. Annual Progress Report for Lean Manufacturing Activity during the FY 2018-19:  9 Lean Manufacturing Clusters have been formed covering 79 MSEs in West Bengal.  The clusters are mainly on Garment Manufacturing, Leather Goods items and Engineering Products.  Out of the 9 Lean Clusters, auditing of 2 Clusters for MBR-5 stage has been completed and remaining 7 clusters are in the auditing process for MBR-2, MBR-3,MBR-4 & MBR-5 stages. Average benefits accrued by an individual unit covered under these clusters which have completed up to MBR-5 stage audit (under Lean Manufacturing Activities) is around Rs. 6-7 lakhs per unit. ii) Design Clinic Scheme for design expertise to MSMEs Manufacturing sector (DESIGN)

Implementing agency is National Institute of Design. Objective of the scheme is to promote and integrate industrial design into industrial processes of MSMEs by engaging external design expertise through consultancy. The objective of Design Clinic Scheme is to enhance the understanding and application of design and innovation in MSMEs. It aims to promote design as a value adding activity and integrating the same into the mainstream business and industrial processes of MSME During 2018-19, officers of this Institute participated in 2 nos. of Awareness programmes on Design Clinic Schemes organized by DIC, Hooghly& DIC, Howrah. The scheme is under up scaling. iii) Support for Entrepreneurial and Managerial Development of SMEs through Incubators

The Scheme provides early stage funding for nurturing innovative business ideas (new indigenous technology, processes, products, procedure etc.) which could be commercialized in a year. The main objective is to promote development of knowledge-based innovative ventures of MSMEs which are sought to be developed in reputed Technical Management institutions before these can become commercially viable and attract venture capital.

The scheme is under up scaling. iv) Building Awareness on Intellectual Property Rights(IPR) for MSME

To enable the MSME sector face the present-day challenges of liberalisation, various activities on IPR are proposed under this scheme for protection of business ideas and technology through adoption of patent, trade mark, copy right, application for GI (Geographical Indication) registration etc. During the year 2018-19, the Institute has conducted 2 Programmes on IPR against allotted 2 Programmes, motivating 149 existing entrepreneurs on various aspects of intellectual property rights. The details are given below:

v) Promotion of Digital MSME in Indian Manufacturing Sector

The objective of the scheme is i. To sensitize and encourage MSMEs towards new approach i.e Cloud Computing for ICT adoption in their production & business processes with a view to improve their competitiveness in national and international market. ii. Adoption of best practices to improve quality of products and services. iii. To benefit large number of MSMEs in terms of standardizing their business processes, improvement in delivery time, reduction in inventory cost, improvement in productivity and quality of production through cloud computing by reducing the burden of investment on Hardware/Software and Infrastructural activities using Cloud Platform. The likely outcomes of the scheme will be: i. To promote an echo system of cost effective and all-inclusive ICT applications for MSMEs through Cloud Computing. ii. To establish Inter and Intra Networks amongst Technology Centers and Institutions of Office of DC, MSME. iii. To enable MSMEs to search for value chain (raw material, experts) online. iv. Adoption of best practices to improve quality of products and services. v. Reducing delivery cycle time. vi. VI.IT as a medium of communication to revamp access to the markets, enhanced access empowers the market to undertake direct, faster and better transactions. vii. Evolving internal efficiencies by way of intense ICT intake and automating procedure for cost reduction and capacity enhancement for information access, processing, collaboration and dissemination. The scheme is under up scaling. vi) Zero Defect and Zero Effect (ZED)

Under the scheme, MSME sector is urged to make products with “Zero Defect” and “Zero Effect” on the environment, thus improving the brand image of the country and promote production of quality products which are at par with global standards. Under the scheme, the MSME companies which follow the guidelines and meet the standards set by the ZED will be awarded ZED certification along with several benefits. During 2018-19, officers of this Institute organized 29 nos. of Awareness programmes on DC(MSME) Schemes &specially highlighted the key features of ZED Schemes and its benefits for the development of MSMEs. The scheme is under up scaling.

5.4.2 CLUSTER DEVELOPMENT

The Ministry of MSME, Government of India (GoI) has adopted the cluster development approach as a key strategy for enhancing the productivity and competitiveness as well as capacity building of MSEs and their collectives in the country. Clustering of units also enables providers of various services to them, including banks and credit agencies, to provide their services more economically, thus reducing costs. Objectives of the Scheme: i) Address common issues of clusters such as improvement of technology, skills and quality, market access, access to capital, etc. ii) Formation of self-help groups, consortia, upgradation of associations, etc. for capacity building of MSEs. iii) Create/upgrade infrastructural facilities in the new/existing industrial areas/ clusters of MSEs. iv) Set up common facility centres (for testing, training centre, raw material depot, Effluent treatment, complementing production processes, etc).

Several clusters and ID projects have been taken up in West Bengal under MSE-CDP Scheme. During F.Y. 2018-19, 6 clusters and 5 ID projects have been completed and 5 clusters and 4 ID projects are under progress. The details of progress in these clusters are given in ANNEXURE-8.

5.4.3 CLUSTER VISIT BY THE OFFICERS OF THE INSTITUTE.

During the Year 2018-19, MSME-DI, Kolkata & the Directorate of MSME, Govt. of West Bengal have identified 245 clusters for development in the forthcoming years. Further MSME-DI, Kolkata & its Br. Institutes have selected 50 clusters from the said list to explore the possibilities of their development under MSE-CDP through preparation of Concept notes. 33 concept notes have already been prepared. The details of concept notes of potential clusters & cluster visits are given in ANNEXURE-9 & 10 respectively.

5.4.4 SPECIAL CREDIT LINKED CAPITAL SUBSIDY SCHEME (SCLCSS)

Objective: The objective of this scheme is to promote new (SC/ST) enterprises and support the existing enterprises in their expansion for enhanced participation in the public procurement. Scope of the Scheme:  The scheme would cover existing SC/ST MSEs for upgradation or expansion as well as new SC/ST MSEs.  The scheme would cover purchase of all P/M without any restriction on the technologies but subject to Consent/NOC from Pollution Control Board.  Industries covered under RED category as per the Classification of industries for consent management shall not be eligible for subsidy under above scheme.  The scheme shall be applicable only for the purchase of P/M eligible for Term Loan from the PLIs  This scheme shall be applicable to the eligible enterprises where term loan has been sanctioned by the PLIs on or after the date of notification of the scheme.

 Under the scheme, 25 per cent capital subsidy, limited to maximum of Rs. 25 lakh is provided to the SC/ST Micro and Small Enterprises on institutional finance availed by them for purchase of Plant & Machinery in the form of Term Loan. The maximum eligible loan under this scheme is Rs. 1 Crore for capital investment in Plant & Machinery.  SC/ST owned MSEs who have already availed subsidy under the existing CLCSS, before the date of notification of this scheme, cannot claim additional subsidy on account of difference in the rate of subsidy which is now permissible under this scheme. During 2018-19, officers of this Institute have participated in 9nos of Awareness programmes on Special Credit Linked Capital Subsidy Scheme organized by NSSHO, Kolkata& highlighted the key features of the Schemes and its benefits for the development MSMEs. Total participants were 479 in all the programmes.

5.5 CREATING AWARENESS& MOTIVATION

To educate & motivate the MSME sector about the various Schemes & Policies of the government and to highlight the importance of such programmes, MSME-DI, Kolkata regularly organizes Awareness Programmes and Motivational Campaigns, both in rural & urban areas, focusing upon the salient features, guidelines & benefits of MSME Schemes. These programmes are generally of 1-2 days duration and aim at knowledge dissemination and motivation of prospective entrepreneurs. Wide publicity is given to these programmes through newspaper, social media (facebook) and Institute website so that maximum participation of local youths and existing & prospective entrepreneurs is ensured. Apart from regular IMCs on MSME Schemes & Policies, this year special Awareness Programmes were also conducted on UAM & Data Bank. The details of the above programmes are given below:

5.5.1 INDUSTRIAL MOTIVATION CAMPAIGNS (IMC)

Under this programme, a seminar is organized and conducted for prospective entrepreneurs who desire to set up their own venture (Micro, Medium & Small enterprises). In this seminar, a package of information about MSME is given to the entrepreneurs for motivating them towards self-employment by setting up their own ventures. Any person above the age of 18 years, having interest in setting up his own venture can join this seminar/campaign. There are no charges for participation. During the year 2018-19, the Institute has conducted 2 Industrial Motivation Campaigns (IMCs).The total participants in the programme is 163. Details are given Annexure-11:

5.5.5 PARTICIPATION IN SC/ST HUB PROGRAMMES:

During 2018-19, MSME-DI, Kolkata has actively participated in 9 nos. of Awareness Programme on National SC/ST Hub Scheme organized by NSSHO in association with NSIC Ltd., DICs, Dalit Indian Chamber of Commerce & Industries(DICCI), Bengal Suburban Chamber of Commerce & Industry in the districts of West Bengal in order to encourage SC/ST owned units to achieve their share of at least 4% of total procurement being made by Central/State Governments, CPSEs and other government agencies & prepare strategy for intervention through industry associations to sensitize, encourage and enable the SC/ST owned units for participation in Public Procurement Process. 5.5.7 DATA BANK 43 Awareness Programmes on UAM &Data Bank were also organized by the Institute to educate the MSME entrepreneurs about UAM &Data Bank guidelines and procedures for filling up the online data. Data Bank is an endeavour of the Ministry of MSME to collect information from MSME units and prepare a information bank which can be used for formulation of plans for the MSME sector and other statistical purposes. Hence, it is now mandatory for MSME units to fill up Data Bank details for availing the benefits of DC (MSME) schemes.

In view of the above, awareness programmes were organized to explain the details of UAM &Data Bank filing. The procedures for Udyog Aadhar Memorandum registration were also explained during the course of the programme. Till March, 2019, total 705 units have been registered in Data Bank by the Institute. 6. OTHER ACTIVITIES

6.1 SENET/PUBLICITY The Small Enterprises Network (SENET) Division attached to this Institute is actively engaged with a variety of activities like networking, storing, retrieving and sharing of all data & information relating to the development of MSEs. Apart from rendering these services, the Division also organizes various training programmes on Software, Internet & Hardware Fundamentals, Basic Networking, Webpage Application, PC Hardware Maintenance and repairing. During the FY 2018-19, a new facebook page in the name of the Institute has been created namely https://www.facebook.com/msmedikolkatanews/ and it is gaining popularity and 162 nos (152 in page and 10 in facebook account) of activities of MSME-DI, Kolkata & its Branches has been uploaded in social media through Facebook.

6.2 STATE INDUSTRIAL PROFILE &DISTRICT INDUSTRIAL POTENTIAL SURVEY REPORT

Every year our Institute prepares/updates Industrial Profiles of the Districts of West Bengal and Andaman & Nicobar Islands and also prepare a comprehensive State Profile of West Bengal and Andaman & Nicobar Islands. The objective is to apprise the prospective and existing entrepreneurs about the resources, infrastructures available in the district/state and provide an idea about the potential industries that have scope of exploitation in the district. These reports are easily available in our website and can be referred to for any industrial survey work. During the Financial Year 2018-19, our Institute has prepared 23District Industrial Potential Survey Reports and 1State Industrial Profile of West Bengal.

6.8 EVENTS OF NATIONAL IMPORTANCE CELEBRATED AT THE INSTITUTE

ANNUAL DAY CELEBRATIONS OF MSME-DI, KOLKATA

Recreation Club of MSME-DI, TC & PAO, Kolkata celebrated 26th January, 2019 as Annual Day of the Institute. An elaborate cultural function was organized at the Campus premises to mark the 70th Republic Day of India. To commemorate this day, sports events were also organized in the first half of the day, which saw the participation of staff members and their families. The day began with the unfurling of the National Flag by the Director of the Institute and paying of the floral tributes to our national heroes. The national anthem was sung followed by the singing of patriotic songs.

A friendly cricket match was organized among the staff members of MSME-DI, Kolkata and its Branches, TC & PAO. Officers and staff of all the three organizations played with great enthusiasm and vigour. Various other sports events like dart throwing, netting the ball, musical chair, etc. were also organized for the family members of the staff. Prizes were announced for each category. In the afternoon, lunch was arranged for everyone in the campus lawns. In the post lunch session, the curtain was raised with the staging of a colourful and eventful cultural function, which was aptly named as ‘Symphony – a musical and cultural extravaganza’. Soulful renditions of patriotic songs as well as Rabindra and Nazrul Geeti filled the air with feelings of unity and togetherness. Graceful dance performances by the children of staff members added hue and colour to Symphony. Excellently directed stage shows & entertaining dramas by staff members spoke volumes of their latent skills and talent. The programme concluded with the glittering prize distribution ceremony. Annual Sports of the Institute had been organized during the first and second week of January, 2019. Prizes for each category were distributed during the Valedictory function of Annual Day celebrations. Prizes were also distributed for the various sports events organized for the family members. A special humanitarian award was also given to Smt. Santi Saha, a casual employee of MSME-DI, Kolkata, who had shown immense courage and bravery to save the life of a young woman, who had fallen from a local train on the railway tracks and was bleeding profusely. Santi’s timely arrival and her immediate response to arrange for hospitalisation of the injured saved a precious human life. The day long programme was enjoyed and appreciated by all members and Director specially applauded the efforts of the Recreation Club members in organising such a grand and gala programme.

EKTA DIWAS The birth anniversary of Sardar Vallabhbhai Patel is celebrated as ‘Rashtriya Ekta Diwas’ (National Unity Day) on 31st October every year. This occasion provides an opportunity to re-affirm the inherent strength and resilience of our nation to withstand the actual and potential threats to the unity, integrity and security of our country. MSME-DI Kolkata also observed the day with due respect and enthusiasm. The Ekta Diwas pledge was read by all officers and staff of the Institute on 31st October, 2018.

INDEPENDENCE DAY

MSME-DI, Kolkata observed 72nd Independence Day on 15.08.2018 at its premises. On this occasion Director of the Institute hoisted tri-colour national flag.

OBSERVANCE OF VIGILANCE WEEK MSME-DI & MSME-TC, Kolkata observed Vigilance Week with effect from 29.10.2018 to 02.11.2018. The Inaugural Function was held on 29.10.2018 at IMT Hall of MSME-DI, Kolkata and the officers of both MSME-DI & TC participated in the programme. The Integrity Pledge was read out by the Director of the Institute andall employees duly took the pledge.

After the pledge, Director expressed his happiness about the success of Swachhta Abhiyan. He stressed that we must not be focused with only cleaning in- and -around office premises but also in our work ethics and culture. We must help entrepreneurs for the development of MSME Sector and the MSME entrepreneurs will appreciate our activity as a pioneer Institute of West Bengal. He also pointed out that, we must not take this pledge in a routine manner but must work with honesty and sincerity in our daily work, which is also a part of Swachhta Mission. At the end, he conveyed thanks to all officers and staff members.

INTERNATIONAL YOGA DAY OBSERVED BY MSME-DI, KOLKATA ON 21ST JUNE 2018 International Yoga Day was jointly celebrated by MSME-DI, Kolkata at the Institute campus with MSME-TC, Kolkata. The programme was inaugurated by the Director with the reading of the special message of Hon’ble Prime Minister, Shri , on Yoga and its benefits. Experts and trainers from “The Art of Living”, a renowned yoga institute demonstrated the various Asanas and guided the staff to follow the same. They also explained about the need for practising yoga on a daily basis to live a healthy and stress-free life. The theme of the programme was “Yoga for peace and Harmony”. The programme was duly attended by nearly 100 staff from MSME-DI & TC, Kolkata who actively participated and practiced Yoga. A session on Naturopathy was also conducted on the occasion of International Yoga Day. Faculties from the Department of Yoga & Naturopathy, University of Jadavpur were the main speakers of the session. The session focussed on Naturopathy which is an art and science of healthy living and a drugless system of healing based on well-founded philosophy. It has its own concept of health and disease and also principle of treatment. The use of medicinal plants and other natural resources for a healthy living was also discussed in the session. All staff of MSME-DI & TC, Kolkata participated in the programme Inauguration of the Celebration of International Yoga Day by MSME-DI & TC Practice Session on International Yoga Day by MSME-DI & TC staff under the guidance of the faculties from “The Art of Living”

वहन्दीवदवस के मौके पर 14 वसतंबर को वहन्दी पखवाडा (3 से 14 वसतंबर) का समापन समारोहका आर्ोजन संथानके सभाकक्ष मᴂ वकर्ा गर्ा। इस अवसर पर संथान के सभी अविकारी व कमाचारी एवं अवतवथ वक्ता मौजूद थे। वहन्दी वदवस के मौके पर माननीर् गृहमं配ी श्रीराजनाथ वसंहजी के संवाद को पढ़ कर सभी अवतवथर्ों को सुनार्ा गर्ा। वहन्दी पखवाडा के अवसर पर आर्ोवजत वववभन्न प्रवतर्ोवगताओंमᴂ सफल रहे प्रवतभावगर्ोंको अवतवथ वक्ता के द्वारा संध्याकाल मᴂ नकद पुरस्कार से नवाजा गर्ा। MSME-DI, Kolkata gives special attention for implementation of official language in its Institute and Branch offices. An awareness programme was conducted for promotion of Hindi viz Hindi Fortnight, Hindi competitions Hindi workshop etc. Periodical meetings are also conducted under the Chairmanship of Director to review the progress in use of Hindi in the day-to-day office work. Letters/correspondence to Office of the DC(MSME) is made in Hindi /bilingual as far as possible. This Institute has achieved the target of 60% during the year.

7. EASE OF DOING BUSINESS

With a view towards enhancing the ease of doing business for the MSME sector, various initiatives have been taken by the M/o MSME.

7.1 UDYOG AADHAAR MEMORANDUM(UAM)

Ministry of MSME has launched online registration of MSME units through UAM registration which is a simple one-page application that can be filled by the entrepreneurs. Filing of EM-I has now been discontinued.UAM registration is simple procedure which has to be filled only by commercially running MSMEs. There is no registration procedure before establishing an enterprise. UAM registration can now be availed by MSME entrepreneurs with or without Aadhaar number as well.

Total number of UAM registered MSME units in West Bengal (as on 27.03.2018) is 165823(19.23% rise compared to previous year) among them Micro enterprises are 149903 (90.39%), Small 15199 (9.16%) and Medium 721 (.43%).

7.2 ONLINE APPLICATION

MSME entrepreneurs can also apply online for DC (MSME) schemes and avail the benefits thereof. They can also track the status of their applications online and proceed accordingly. These schemes include NMCP, MSE-CDP, MSME-Training, Skill Development, CLCSS, CGTMSE, TREAD, District Profiles etc.

8. A BRIEF REPORT ON INNOVATIVE & SPECIAL ACTIVITIES

Report on 3-Days Entrepreneurship Development Programme for Minority Beneficiaries Conducted at Paninala, P.O. Ghurni, Dist-Nadia From 01.12.2018 to 1 03.12.2018

MSME-DI, Kolkata organized a three days Entrepreneurship Development Programme for Minority beneficiaries at Nadia Model Madrasah (English Medium), Paninala, P.O. Ghurni, Dist- Nadia from 01.12.2018 to 03.12.2018. This programme was a pilot project of West Bengal Minorities’ Development & Finance Corporation, Govt. of West Bengal who assigned this Institute to conduct this training programme for minority beneficiaries. The training programme was inaugurated by Shri Mriganka Biswas, WBCS Managing Director, WBMDFC, Govt. of West Bengal and Sri K.D. Bhattacharya, Dy. Director (G&C), MSME-DI, Kolkata. Various dignitaries from Deptt. of Minority Affairs (DOMA),District Administration, Ex- MLA and Board Member of WBMDFC and Karmadaksha, Zilla Parishad were present in the inaugural session. During 3-days of EDP, various inputs like activities of DIC, details of UAM, MSME Data Bank, DC(MSME) schemes, achievement motivation, details of PMEGP scheme, inputs on marketing management, working capital management, GST, project profile preparation, project selection, steps for setting up of industry etc. were dealt in elaborately by eminent faculties during this training programme. Participants were taken to some small units for exposure visit and knowledge gathering for setting up of small enterprises. There were 84 candidates out of which 70 Minority Male and 14 Minority Women attended the training programme. The programme, consisting of two batches and sessions were conducted separately. Sessions were delivered in local language and PPT was also prepared in local language. Course materials were provided to all participants in local language. Certificates were awarded to the all the successful participants.

MSME-DI, Kolkata organized a three days Entrepreneurship Development Programme for Minority beneficiaries at Minority Bhavan, Malda. This programme was assigned to MSME- DI,Kolkata by West Bengal Minorities’ Development & Finance Corporation(WBMDFC), Govt. of West Bengal and Deptt. of Minority Affairs (DOMA), O/o District Magistrate, Malda . The training programme was inaugurated by Shri Arun Roy, WBCS, ADM (ZP) and Shri Sudipta Das, WBCS, DOMA officer, Govt. of West Bengal. Various dignitaries from WBMDFC and MSME- DI, Kolkata were present in the inaugural session on 15th January, 2019. During 3-days of EDP for minority beneficiaries, various inputs like activities of DIC, details of UAM, MSME Data Bank, DC (MSME) schemes, achievement motivation, details of PMEGP scheme, inputs on marketing management, working capital management, GST, project profile preparation, project selection, steps for setting up of industry, credit flow of nationalized bank for MSMEs and repayment of loan etc. were dealt elaborately by eminent faculties from various Institutes.

On 3rd day, participants were taken to 4 (four) MSME units at WBSIIDC growth centre, Narayanpur, Malda for exposure visit and gathering knowledge from running MSMEs on how to run and set up of small enterprises. There were 94 candidates out of which 90 are from Minority Muslim and 4 are from Minority Christian participated in this 3-Days EDP. The programme consisting of two batches and Five sessions per day per batch were conducted separately. EDP sessions were delivered in local language and PPT were also prepared in local language (Bengali). Stationery & Course materials were provided to all participants in local language. Certificates were awarded to the all the successful participants. The programme was covered by Print & Electronic Media.

Report on Five Days Management Development Programme On Quality In Healthcare Management conducted at Institute of Management Study, 3 Mukundapur, Kolkata during 27thto 31st August 2018

MSME-DI, Kolkata organized a five days Management Development Programme on Quality in Healthcare at Institute of Management Study between 27th and 31st August 2018. Institute of Management Study an AICTE approved College under State Govt at 93, Mukundapur Main Road, Kolkata-99 and agreed to conduct the technical sessions of Hospital Management and Public Health, which are a part of the college curriculum. With healthcare being the requirement of the hour, MSME-Development Institute identified the need to develop quality among the workforce placed in various hospitals and healthcare units. With an objective of enhancing the need for quality in services provided, management professionals from different hospitals, along with a number of Hospital Management students were invited to participate in the five days programme. The programme consisted of theoretical classes covering aspects of Healthcare Industry, current economic scenario prevailing in India and the state of West Bengal, Health Communication and Education, Total Quality Management, Quality Implementation Tools, Application of Data Science in Healthcare Industry, NABL and NABH Accreditation, Project Scheduling, etc. Participants were taken to Peerless Hospital for understanding the aspects of quality in a hospital. There were 29 candidates participated and certificates were awarded to the all the successful ones.

BRIEF REPORT ON TRAINING SESSION ON DIGITAL PAYMENTS & MSME SCHEMES

4 On request from the University of Calcutta under UGC project, EI Division of MSME-DI, Kolkata organized a training session on “Digital Payments & MSME Schemes” at its Kolkata Campus on 22-02-2019 for women entrepreneurs engaged in environment friendly business. Under the aegis of Indo US 21st Century Knowledge Initiative program of the University Grants Commission, University of Calcutta along with Claflin University, USA is working on the project, Indian Women’s Eco-Entrepreneurship Program (IWEP). It is an outreach, education, and engagement initiative which focuses on Indian women entrepreneurs engaged in environment friendly business, to promote business growth, increase trade both regionally and internationally, create encouraging business environments and empower them to become voices of change in their communities.

To enable empowerment of such MSME women entrepreneurs, the training session emphasized on the various modes of digital payment and MSME schemes for creation of awareness on the same. The session began with a brief introduction of the participants and their areas of activities. Sri Rajesh Bhattacharya, Asstt. Director (G&C) of the Institute presented a power point deliberation on the different modes of digital payments. He explained the benefits of such payment methods and their easy implementation in daily business activities. He also highlighted the use of such methods by an entrepreneur to access and manage payments, refunds, transfers, subscriptions, invoices, virtual accounts etc. The session focused upon the most commonly used digital payment apps like BHIM, AEPS, UPI,USSD, POS,E-Wallets, Payments through POS ,etc. Officers of EI Division delivered lectures on credit related MSME schemes like MUDRA, CGTMSE and also other schemes like UAM registration, PMEGP and PMS. Special emphasis was put upon Pradhan Mantri Shram Yogi Maan Dhan (PM-SYM) for dissemination of information to the unorganized sector about the scheme and enrolment of workers through Community Development Centres (CDCs). This was followed by an Interactive Session wherein participants raised several queries on MSME issues and problems which were duly addressed. The session was attended by 35 participants, which included 20 entrepreneurs and rest as guests, MSME DI officials and other.

INITIATIVES TAKEN BY MSME-DI, KOLKATA IN PROMOTION OF ART-BASED 5 ENTERPRISES - TERRACOTTA HANDICRAFTS

The industrial scenario of West Bengal is characterized by the pre-dominant presence of the MSME sector. In fact, ever since the introduction of the UAM registration of MSMEs from September, 2015 onwards, West Bengal has always ranked high in terms of number of UAM registrations and is currently ranked 11th at the national level. Looking at the industry-wise classification of MSMEs in the State, the major sectors prevalent are engineering goods, leather, tea processing, chemical industry, textiles and readymade garments, gems &jewellery, jute diversified products and handicrafts. MSME-DI, Kolkata has always endeavoured to provide support and strength to the MSME sector with special emphasis on the handicrafts sector as well. In its journey to preserve and protect the traditional skill of the artisans in the handicrafts sector, the Institute has taken proactive steps and emphatic initiatives not only to provide training and knowledge on skill upgradation to the artisans but has also provided marketing support and assisted in UAM registration so that the artisans can become successful entrepreneurs and market their products both at the national and international level. Last year, in our effort to promote art-based enterprises, our Institute in collaboration with CDGI, Firozabad had provided training to the artisans in the glass sector and used their by- products (cullets) to decorate Durga Puja Pandals in Kolkata, thereby popularizing the use of glass utility products for interior decoration. This year also our Institute has joined hands with ABASAR, a NGO engaged in socio-cultural activities to showcase the skill of terracotta artisans of West Bengal. Terracotta has been the art-form practiced in the erstwhile Bengal Province since a few hundred years. The temples

of Bishnupur (in Bankura district of West Bengal) dating back 500 years, bear this art-form till today and has been a place of tourist attraction for the state of West Bengal. West Bengal has a rich tradition of art and craft and terracotta is one of them. In fact, rural areas of the state are a treasure trove of finely crafted terracotta pots, figurines including those of handsome horses and other items, small and large, practical as well as decorative. Some of the well-known areas for Terracotta art form are Kumartully, Murshidabad, Digha, and Hooghly. The art form came to this state in the 16th century with the influence of Vaishnavite movement which found expression in Terracotta sculpting on Krishna temples built by them. Terracotta artisans of West Bengal use a mix of two or more types of clay taken from river beds and pits and their patterns are usually traditional or community-related. The fuel used for firing is firewood, dry leaves, and twigs which are available locally. The moulded items are baked in traditional kilns at temperatures of 700°-800°C. Both men and women participate in the process with the women responsible for working the wheel and giving the upper part of the pots or the necks a round shape. Other items like dolls, figures, jewellery, wind chimes, and toys are cast in burnt clay moulds. This vintage art form is being revived and promoted by MSME-DI, Kolkata by design- development and technical upgradation. Micro Enterprises doing business of terracotta and artisans engaged in this art-form are duly recognised and the benefit of MSME schemes have been extended to the target groups by this Institute. As a result, Murlu Roofing Tile Cluster has been developed in the district of Bankura under the patronage of MSME-DI, Kolkata with the funding from Ministry of MSME, Govt. of India & Department of MSME&T, Govt. of West Bengal. DI, Kolkata also has a Common Facility Service (CFS) & Ceramic Workshop, which served as nucleus for the development of Micro Ceramic Units and benefited the entrepreneurs in & around Belghoria area. Durga Puja is the biggest festival in the state of West Bengal and MSME-DI, Kolkata has always tried to utilize this event to promote art-based Micro Units & artisans for Pandal decoration and thereby enhancing the marketability of their products. Sri Subrata Banerjee, Asstt. Director (EI) & Industrial Designer designated has worked with the terracotta artisans of Bankura and trained them with technical knowledge and guidance in the manufacturing of terracotta handicrafts. These items produced by the artisans have been used to beautify and decorate the entire Puja Pandal of ABASAR at Bhawanipur, Kolkata to highlight the exemplary skill and techniques of terracotta artisans of West Bengal and is visited by lakhs of people from India and abroad. One of the major attractions of this year’s Durga Puja Pandal of ABASAR has been the installation of huge terracotta deities and sculptures (above 6 ft.) which have been fired at low temperatures in manual brick furnace. Decorative tiles, in all shapes and designs, manufactured by the artisans of Murlu Clay Roofing Tiles Cluster (developed under MSE CDP) at Bankura have been extensively used in the Pandal. Ceramic saggers have been developed in the Ceramic Workshop of the Institute and installed in the Pandal. Other terracotta items manufactured by the artisans of Panchmura in Bankura have also been showcased in the Pandal in support of the theme of “Urban Forestation/Plantation” and to spread the message of the benefits of using terracotta in architecture and buildings as terracotta is not only cheap but is also environment friendly and heat resistant.

The Pandal was inaugurated by Sri AjoyBandopadhyaya, Director, MSME-DI, Kolkata on 12th October, 2018. Officers of the Institute were also present during the inauguration ceremony.

6 MSME-DI, Kolkata has taken a new initiative to publish a regular monthly journal named as Udyogi Bangla. The 1st issue of Udyogi Bangla was published on 4th December, 2018 which was inaugurated by Shri Ram Mohan Misra, DC(MSME), New Delhi. Subsequent issues were published under the name Udyami Bangla. The main objective of the journal is to showcase the success stories along with the schemes and activities of the Institute as well as Department of MSME, Govt. of west Bengal. It will be a source of inspiration to both new and existing entrepreneurs of West Bengal to gain more knowledge for setting up new unit as well as improvement in the existing units.

Report for Launching programme of CFTI- MSME-DI Footwear Training Centre at Kolkata. 7 Launching programme of CFTI- MSME-DI Footwear Training Centre at Kolkata organized on 15.06.2018 at Conference hall of MSME-DI, Kolkata with the following objectives:  To train personnel in footwear technology as per the requirements of the trade and industry.  To provide training facility to the trainees in the Footwear and Allied Industry with a view to upgrade their skills.  To train footwear designers.  To undertake courses in Management of Footwear Industry.  To train personnel for maintenance of Footwear Machinery.  To design and develop moulds and dies for the Footwear Industry.  To introduce modern technology in footwear design/Industry.  To assist and promote technology upgradation in footwear industry.  To develop products and design with a view to secure advantage in export production.  To foster appropriate linkages between Central Footwear Training Institute and Industry for utilization of existing capacity and their upgradation and to undertake consultancy services for development of Footwear Industry.  To establish linkage with educational, research and developmental Institutions in India and abroad, and to collaborate with them in training, research and development.  To organize database and information dissemination on footwear technology,export marketing, etc., and to establish suitable library and Resource Centre for trainees and industry.

Entrepreneurship Development Centre (EDC)

8 The Entrepreneurship Development Centre (EDC) has been opened at the Institute Campus on 15.11.2018 to facilitate enterprise development and cater to the needs of the aspiring as well as existing entrepreneurs. The objective of EDC is to serve the need of one stop shop centre- cum-source of information and facilitation partner for aspiring and existing MSE entrepreneurs. The EDC is equipped with two computers with printers/scanners and other hardware peripherals and necessary furniture for providing sitting accommodation to the entrepreneurs and visitors. Various facilities are provided at the EDC for the MSME entrepreneurs. These include:

 Filling of UAM and Data Bank  Information on Govt. Schemes regarding business start up to supporting growth of MSEs.  EDP & MDP Trainings.  Market information (Domestic/Export)  Assistance on Export/Marketing/Trade fairs/Exhibitions  Information on GST registration  Guidance on GeM registration and use of GeM portal  Other information relating to CGTMSE, WBMSEFC, PMEGP, etc.

9. SWACHH BHARAT ABHIYAN

REPORT ON OBSERVANCE OF SWACHHTA WEEK AT MSME-DI, KOLKATA FROM 07-05-18 TO 11-05-18

Upholding the principles of a cleaner and greener India, MSME-DI, Kolkata observed Swachhta Week from 07-05-18 to 11-05-18. Swachhta Abhiyan is a regular activity of the Institute and all officers and staff are motivated to voluntarily participate and contribute positively in the Swachhta activities. A special Swachhta Team has been constituted by the Director of the Institute to plan, co-ordinate and implement Swachhta Action Plan. A wide range of activities had been planned by the Swachhta Team for the said week. The major focus was on cleaning of office fields, gardens, pond renovation and planting of trees. The day-wise activities carried out during the week are given below: 07-05-18 The inaugural day began with the reading of the Swachhata Pledge by all officers and staff of the Institute. The principles of Swachhata and the various ways of achieving and successfully implementing Swachhta Plans were explained to all members. 08-05-18 To promote a cleaner, pollution free atmosphere and to augment the air quality of the environment, a special drive was undertaken on the second day to plant a large number of trees in the office gardens/fields. More than 300 trees were planted, which included various fruit trees like mango, lemon, orange, guava, berry, coconut etc. All officers and staff participated actively in the planting of trees. Trees are as important to life as food and water. So, to save, protect and nourish trees, adequate arrangements were made for watering the gardens. The cleaning staff were instructed to carry out weeding at regular intervals, so that the gardens remained clean. Sri Subrata Banerjee, Asstt. Director (EI) & Industrial Designer (designated) and as a part of the Swachhta Team took a special initiative of planning and conceptualising the idea of painting the barks of the trees in the campus gardens and fields. The tree trunks have been painted white using latex paint and different colourful and artistic designs have been painted on them to protect the trees from insect infestations, rodent attacks and also to protect the tender bark tissues from the sun’s heat as white reflects sunlight. Painting beautiful designs on the tree barks have created an exemplary visual effect, as is evident from the photographs enclosed. Thus, the latex coat of paints has not only acted as a disinfectant, but has also imparted an ornamental look to the entire garden environment, which looks greener and brighter. More than 200 tree barks have been painted. On the second day, the officers and staff were also engaged in cleaning of their almirahs, file racks and room furniture. Old files which needed weeding were also listed for future action. 09-05-18 Pond renovation and restoration was taken up on the third day along with cleaning of office premises. Baranagar Municipality, Govt. of West Bengal assisted in removing the weeds and bushes from the pond by using JCB & Dumper vehicles. However, since pond renovation is a laborious and voluminous job and requires a total overhaul of the existing pond water, silt, mud, etc., a detailed planning with adequate financial support is necessary. However, the initial steps of removing the pond debris and cleaning the pond boundaries have been initiated.

10-05-18 On the fourth day of the Swachhta Week, activities relating to cleaning of pond and its renovation were continued. The gardens and parking space were cleaned. The office pathways were demarcated using yellow radium road colour. 11-05-18 On the concluding day, a Valedictory Session was held at the Conference Hall of the Institute. All members were once again requested to observe cleanliness in their daily activities and make it a regular habit and a way of life rather than a onetime activity. Only an attitudinal change can help to enhance the quality of life. By planting and protecting trees, we can help to maintain the balance of our eco-system in nature. The Swachhta Team thanked all members for their active participation and total commitment to the cause and mission of Swachhta. Director appreciated the efforts of all members in observing the Swachhta Week in an effective manner. Total expenditure incurred for performing the above activities was Rs86,000.00 (Rs eighty-six thousand) only

10. SPECIAL REPORT ON SWACHHTA PAKHWADA FOR MSME-DI, KOLKATA (UPTO 25TH JUNE, 2018)

Swachhta Pakhwada is being observed at the Institute from 15-06-2018 to 02-07-2018. Various Swachhta initiatives have been implemented during this period. Daily Reports of the same are attached herewith. The major innovative and special steps taken during this period till 25th June, 2018 are summarised below: 1) Pond restoration and renovation The focus of SwachhtaPakhwada has been maintenance of cleanliness in office premises, nearby localities and industrial clusters. Special thrust was given on renovation of the pond/water body in the office campus, which spreads over an area of almost 14400 sq. ft. The pond and its boundaries have been effectively cleaned by removing weeds, water hyacinth and silt. This has helped to overcome the problem of mosquito breeding, thereby preventing the spread of deadly diseases like malaria and dengue. Pond renovation and restoration is a voluminous job and a continuous process. The pond water and mud has been fully overhauled and made fit for breeding fishes, which feed on mosquito larvae. On an experimental basis, fish breeding has been initiated in the pond. For beautification of the pond boundary, coconut trees have been planted all around the pond. Efforts are also being made to grow citronella grass along the embankments which may later on be used for experimentation and demonstration of a project on Aromatic Oil Extraction from Citronella Grass by distillation process. 2) Cleaning of Lawns, Gardens and Fields MSME-DI, Kolkata has a sprawling campus of over 14 th. sq. ft. covered by lush green fields and gardens. However, a significant part of these fields, specially the backyard portion and the area around the workshops were covered with thick weeds and undergrowth. A portion of these fields have now been cleared of weeds and the resultant fields have been utilised for horticultural and floricultural purposes. Fruit trees like mango, guava, jackfruit, lemon and berry have been planted. It is also planned to cultivate agricultural crops in these fields to add to the nation’s agro resources while maintaining a clean and green office environment. Further, a part of these cleared areas can also be used for arranging outdoor meetings, training programmes, vendor development programmes, etc. The office boundary walls have also been cleared of all plant growth and weeds so that the boundary walls are clearly visible for security purposes. 3) Conversion of waste materials into utility items Waste materials like old sewerage pipes which were dug out from the soil during the cleanliness drives in the lawns and fields were cleaned and painted to convert them into pots for planting trees. These brightly coloured pots were placed in the gardens and near the office entrance for planting trees. 4) Planting of trees and painting tree barks More than 200 trees have been planted in the office fields. For ornamental beautification and protection of the tree barks from sunlight, latex paint have been used to paint beautiful designs on the tree barks. This has also helped in maintaining the tree count. 5) Segregation of waste materials Dustbins have been placed at all possible corners in the campus for collection of wastes. But before throwing the waste in the bins, all office staff have been advised and motivated to

segregate bio-degradable and non-bio-degradable wastes and throw them accordingly in the marked bins. Separate colours have been used for collection of bio-degradable (green colour) and non-bio-degradable waste (blue colour) so that it is easy to segregate waste. It is also proposed to install a waste composting machine in the office campus so that all bio- degradable wastes are processed and recycled to produce bio-pulp matter, which can be further used for manufacturing organic products. The land for setting up the composting machine has already been identified. The non-bio-degradable waste will be carried to the nearby Vats by the local Municipality. 6) Spreading awareness on Swachhta among students An Art Competition on Swachh Bharat Abhiyan was organized at an Art School in Kolkata to spread awareness about the Swachhta Mission. 61 children actively participated in the programme and created colourful ideas and visions of a Swachh Bharat which were spectacular and remarkable in all aspects. The thoughts of young minds have added passion to the theme of the competition.

As Essay Competition on Swachhta and Swachh Bharat Abhiyan, is scheduled to be held on 27th June, 2018 at a nearby local Higher Secondary School (Khalsa Model Higher Secondary School). 7) Organising Street Campaign to spread awareness on Swachhta A street campaign was organized in the locality to spread awareness on Swachhta and the need to maintain cleanliness in all walks of life. Cutting across ages, people from all age groups in the locality enthusiastically participated in the Campaign and appreciated the need for maintaining cleanliness and hygiene. Saplings were distributed to promote tree plantation in the locality for maintenance of ecological balance. Dustbins were also distributed to strengthen the cause of cleanliness and hygienic living habits. 8) Organising cleanliness drives at Industrial Clusters & promoting use of bio-toilet Five Swachhta Awareness Campaigns were held in the following Industrial Clusters/Market Places during the 1st week of the Pakhwada :- a) Jalan Industrial Complex, Howrah (19-06-2018) b) Bargachia Industrial Cluster, Howrah (18-06-2018 & 19-06-2018) c) Rural Market, Bishnupur, Bankura (21-06-2018 & 22-06-2018) d) DIC, Balurghat, Dakshin Dinajpur (22-06-2018) e) Dipali Nagar, Dakshin Dinajpur (22-06-2018) During these awareness campaigns, the participants were motivated to maintain cleanliness in their factory premises and adopt hygienic methods of living. Videos on Swachhta were also screened to raise awareness on effective waste management. Lectures were delivered on the use of bio-toilets to reduce wastage of water and maintain overall hygiene. Videos on bio-toilets and their maintenance were specially highlighted to spread the message of low cost hygienic sanitation. 9) Proposed activities Several activities are proposed to be taken up during the second week of the Swachhta Pakhwada from 26th June, 2018 to 2nd July, 2018. These include tree plantation drives, screening of film on Swachhta, pond restoration and breeding of fishes, slogan competition and a valedictory session on the concluding day. A Press Conference will be held on the valedictory day along with a grand show and campaign on Swachhta, wherein men on stilts and cartoon/comic characters will visit

the nearby localities carrying Swachhta Banners and festoons. Swachhta Awards for the various competitions held during the Pakhwada will also be distributed on the concluding day. The details of Cleanliness Drives and Swachhta hi Seva activities are given in ANNEXURE-19.
