The Army’s M-4 Carbine: Background and Issues for Congress Andrew Feickert Specialist in Military Ground Forces June 8, 2010 Congressional Research Service 7-5700 www.crs.gov RS22888 CRS Report for Congress Prepared for Members and Committees of Congress The Army’s M-4 Carbine: Background and Issues for Congress Summary The M-4 carbine is the Army’s primary individual combat weapon for infantry units. While there have been concerns raised by some about the M-4’s reliability and lethality, some studies suggest that the M-4 is performing well and is viewed favorably by users. The Army is undertaking both the M4 Carbine Improvement Program and the Individual Carbine Competition, the former to identify ways to improve the current weapon, and the latter to conduct an open competition among small arms manufacturers for a follow-on weapon. An integrated product team comprising representatives from the Infantry Center; the Armament, Research, Development, and Engineering Center; the Program Executive Office Soldier; and each of the armed services will assess proposed improvements to the M4. The proposal for the industry-wide competition is currently before the Joint Requirements Oversight Council, and with the anticipated approval, solicitation for industry submissions could begin this fall. It is expected, however, that a selection for a follow-on weapon will not occur before FY2013, and that fielding of a new weapon would take an additional three to four years. 9th Edition Own A Piece Of American History Thompson Submachine Gun General John T. Thompson, a graduate of West Point, began his research in 1915 for an automatic weapon to supply the American military. World War I was dragging on and casualties were mounting. Having served in the U.S. Army’s ordnance supplies and logistics, General Thompson understood that greater fi repower was needed to end the war. Thompson was driven to create a lightweight, fully automatic fi rearm that would be effective against the contemporary machine gun. His idea was “a one-man, hand held machine gun. A trench broom!” The fi rst shipment of Thompson prototypes arrived on the dock in New York for shipment to Europe on November 11, 1918 the day that the War ended. In 1919, Thompson directed Auto-Ordnance to modify the gun for nonmilitary use. The gun, classifi ed a “submachine gun” to denote a small, hand-held, fully automatic fi rearm chambered for pistol ammunition, was offi cially named the “Thompson submachine gun” to honor the man most responsible for its creation. With military and police sales low, Auto-Ordnance sold its submachine guns through every legal outlet it could. A Thompson submachine gun could be purchased either by mail order, or from the local hardware or sporting goods store. Trusted Companion for Troops It was, also, in the mid ‘20s that the Thompson submachine gun was adopted for service by an Dillinger’s Choice offi cial military branch of the government. The Mauser Parabellum and it’s test firing ammunition. Ammunition and ballistics, the basis of the existence of our club community, play an important role in the development of firearms that will eventually be used to fire that ammunition. That a round, even a standard round like the 9x19mm Parabellum and it’s forbearer the .30 Luger, known world wide, will not surrender itself without a struggle is shown in documents from the Mauser archives. At the end of the 1960s entrepreneurs saw several new markets for and old, classic pistol design: The Parabellum (or Luger) pistol. In the 1950s and 1960s the American consumer market was flooded with cheap military surplus firearms from Europe, annoying the major American arms produces. They feared that these importing activities would have negative effects on their own proceeds and they demanded that legislation to end the import of surplus military firearms was accepted. Interarms, one of the largest importers and distributors of surplus military firearms knew this all too well and decided not to wait for changes in legislation (which were passed in 1969). As early as in 1965, Interarms was in contact with companies like Carl Walther GmbH, Mauser-Werke AG in Germany and the Eidgn. Waffenfabrik in Bern, Switzerland. Discussed was the possibility to reproduce classic sales successes like the Walther P38, PP/K, the Mauser C96, K98, HSc and the Parabellum pistol, if needed even in the USA itself. The American import legislation influenced used guns, not new ones. After long negotiations, Mauser was prepared to take up the challenge and late 1969 the new Parabellum pistol was presented to the general public. -

The Army's New Multiple Rocket Launcher-A Shining Example of a Weapon That Works The military forces of the United States and its NATO partners have no hope nor intention of matching the Warsaw Pact gun-for-gun or tank for-tank. Instead we and our allies plan to rely from the onset of hostil ities in Europe on tactics and weapons which would blunt the initial attack and deliver a knockout blow to the Soviet second echelon forces before they could exploit any initial success. To give our Army the wherewithal to fight a numerically superior foe and win, we have organized and trained balanced ground fighting forces capable of successful combat against any army in the world. Of equal import, we are providing our soldiers with the weap ons and equipment to exhibit a credi ble deterrence to war-armaments like the M1 Abrams tank and its compan ion, the Bradley infantry fighting ve hicle, the AH-64 Apache attack heli copter and the UH -60 utility helicopter. In addition the Army is quietly field ing another new system that could provide the firepower edge our sol diers need. That weapon is the Multi ple Launch Rocket System (MLRS), and it is described by the general in charge of Army research and develop ment as "the best piece of equipment that we have fielded for close support of the battlefield since World War II." The MLRS is a highly reliable, ex tremely accurate field artillery rocket system with which three soldiers can deliver the volume of firepower that would normally require nearly a bat talion of heavy artillery. -

The AK-47, for example, is actually no more lethal than most other small arms in its class, but popular notoriety and Hollywood representations tend to credit it with superior power and lethality. Similarly, the bayonet actually killed relatively few men in World War I, but the sheer thought of an enraged foe bearing down on you with more than 30cm of sharpened steel was the stuff of nightmares to both sides. In some cases, however, fear has been perfectly justified. During both world wars, for example, artillery caused between 59 and 80 per cent of all casualties (depending on your source), and hence took a justifiable top slot in surveys of most feared tools of violence. The subjects of this book – the MG 34 and MG 42, plus derivatives – are interesting case studies within the scale of soldiers’ fears. Regarding the latter weapon, a US wartime information movie once declared that the gun’s ‘bark was worse than its bite’, no doubt a well-intentioned comment intended to reduce mounting concern among US troops about the firepower of this astonishing gun.
