Attention Pipeline Integrity Division;

This is an internal notification to update you of current high flow conditions issued by Environment and Parks. High flow can lead to waterway bank disruption, erosion, sloughing or scour. When this occurs over or around a pipeline water crossing the chance of a depth of cover failure or pipeline exposure increases. Pipeline leakages can lead to high cost property damage and high impact environmental damage. Below is an update from Alberta Environment and Parks:

High Streamflow Advisory: Paddle – downgraded from a Watch The Paddle River Flood Watch has downgraded to a High Streamflow Advisory. Water levels are gradually falling along the Paddle River. Overland flooding in fields and against the Paddle River dykes may still be occurring.

Flood Watch: Little Paddle River – ended

Medicine River and Lasthill Creek – ended

Ice Jam Watch: East Prairie River near Enilda – still in effect The ice jam appears to have moved downstream. Water levels have receded upstream, but flooding continues to the north where it is believed the jam has re-formed.

Little – still in effect The ice jam by the Big Prairie bridge north of Water Valley remains in place. Sudden changes in water levels may occur if the ice jam shifts. As ice jams release new ones may form in other locations downstream.

Athatbasca River from Whitecourt to the Klondyke Ferry Crossing – still in effect Several ice jams remain in place from downstream of Whitecourt to Pride Valley but are expected to move out in the next couple days. River levels have receded.

Ice Jam Warning: Athabasca and Clearwater in Fort McMurray – still in effect The ice cover broke up in Fort McMurray on the morning of April 26th which formed an ice jam downstream. The ice jam raised water levels along the Athabasca and Clearwater Rivers between 4.5 and 6 m at Fort McMurray. Water and ice from the pushed up the Clearwater River and caused flooding and road closures in low-lying areas along the Athabasca River, the Snye and Clearwater Rivers. The Athabasca water levels are currently lower than the peak levels, however they continue to cause flooding. Snowmelt has slowed in the Clearwater River basin. Once the ice jam releases or melts, water levels are expected to fall. Behind every explore experience, is trust.

The breaking front reached Fort Vermilion and is continuing to move downstream. Flooding has been reported in North Vermilion. Infrastructure including roads and a power line is impacted. There is flooding near the airport. No flooding has been reported on the South bank yet. As the ice jam releases and the ice cover continues to break up downstream, ice jamming and flooding are expected to occur. Potential impacted residents have been evacuated.

Spring Runoff Advisory: Central and North Central Plains Region – still in effect The melt may cause localized ponding of meltwater in low-lying areas where water does not have direct route to stream channels.

Mountain Runoff Forecasts (natural volumes for March to September 2020)

Milk River basin – below average to average

Oldman River basin – Average to above average

Bow River basin – Average to much above average

Red Deer River basin – Average to above average

North Saskatchewan River basin – Above average

Mountain Snowpack (snow accumulations measured in the mountains as of April 1, 2020) basin - average at Westcastle II (102%), much above average at Lee Creek “Q” (165%) and Allison Pass (124%) (3 sites surveyed). Snow pillows (3 sites) are above average to much above average.

Bow River basin - much above average at Highwood Summit Bush (139%) (1 site surveyed). Snow pillows (6 sites) range from above average (Sunshine Village and three Isle Lake) to much above average.

Red Deer, North Saskatchewan, Athabasca River Basins: Red Deer basin - no locations surveyed basin - above average at Nordegg (133%) to much above average at Brown Creek (218%) (2 sites surveyed). Snow pillows (2 sites) are much above average. Athabasca River basin - above average at Hinton (136%) (1 site surveyed).
