Shpiro THE PUBLIC trial in Israel of Adolf Eichmann, the man who directed the Third Reich’s ‘Final Solution’, was held in 1961 under an unprecedented publicity coverage. The trial, which took place in Jerusalem, attracted hundreds of reporters and media crews from all over the world. For the first time since the end of the Second World War the horrific crimes of the Nazi regime against the Jewish people were exposed in all their brutality by one of their leading perpetrators.     SWP Research Paper Peter Lintl The Haredim as a Challenge for the Jewish State The Culture War over Israel’s Identity Stiftung Wissenschaft und Politik German Institute for International and Security Affairs SWP Research Paper 14 December 2020, Berlin Abstract ∎ A culture war is being waged in Israel: over the identity of the state, its guiding principles, the relationship between religion and the state, and generally over the question of what it means to be Jewish in the “Jewish State”. ∎ The Ultra-Orthodox community or Haredim are pitted against the rest of the Israeli population. The former has tripled in size from four to 12 per- cent of the total since 1980, and is projected to grow to over 20 percent by 2040. That projection has considerable consequences for the debate. ∎ The worldview of the Haredim is often diametrically opposed to that of the majority of the population. They accept only the Torah and religious laws (halakha) as the basis of Jewish life and Jewish identity, are critical of democratic principles, rely on hierarchical social structures with rabbis at the apex, and are largely a-Zionist. ∎ The Haredim nevertheless depend on the state and its institutions for safeguarding their lifeworld. Their (growing) “community of learners” of Torah students, who are exempt from military service and refrain from paid work, has to be funded; and their education system (a central pillar of ultra-Orthodoxy) has to be protected from external interventions. These can only be achieved by participation in the democratic process. ∎ Haredi parties are therefore caught between withdrawal and influence.

As one of the “terminal terminologies” surrounding such contentious discourses, we must, there, produce what this project refers to as a Presentational Genealogy of Rhetoric (or PGR) of the term, borrowing influence from composition and rhetorical theory (including the works of such figures as Wayne Booth, Susan Jarratt, and Jenny Edbauer), as well as genealogists such Foucault and their theoretical cousins, Deleuze and Guattari. Weiner Mentor: Professor Neil Rogachevsky, Political Science Why doesn’t the State of Israel have a written constitution? This is a notable question because every single other democracy in the world has one, with only four exceptions. Moreover, Israel and its political leaders were fully on track to develop and implement a written constitution, in accordance with UN Resolution 181 of November 29, 1947, which asserted that “the Constituent Assembly of each state (Jewish and Arab) shall draft a democratic constitution for its state.” Just six months later, on May 14, 1948, the Israeli Declaration of Independence was unveiled, and it made explicit reference to a “Constitution which shall be adopted by the Elected Constituent Assembly not later than the 1st October 1948.” Thus, from a legal standpoint, both the UN Resolution setting out the conditions for the creation of a future Jewish state and the Israeli declaration of statehood itself make clear that a written constitution was to be an essential part of the political regime of Israel. Additionally, Nir Kedar points out that the Provisional State Council (Moetzet Ha’am), Israel’s interim parliament which served before the first Knesset elections were held in 1949, passed the Transition Act (Chok Hama’avar), which formally assigned the task of drafting the written constitution to the incoming Knesset (3). Great emphasis was put on improving the service and accessibility to the city’s central employment areas: Talpiot, Givat Shaul, the Technological Garden, Malcha and the Government Complex. From now on there will be more lines that will lead you more frequently and comfortably to and from work. The planning of the new lines is a result of cooperation between the Ministry of Transport, the Jerusalem Municipality and public representatives, through the Jerusalem Transport Master Plan team (JTMT).
