Engineering ’s “Stairstep” to High Speed Rail ─ The New Jersey High Speed Rail Improvement is: The First Tangible “STAIRSTEP” Of $450 Million!

Engineering OBJECTIVES of this Program:

• Enhance Safety. • Raise speed to 160 mph. • Improve capacity. • Achieve a measurable improvement in across‐the‐board reliability for all services and all users of the NEC.

• Establish engineering standards, operational practices, and BUSINESS Methods – Working cooperatively with all corridor users and work towards a fast‐track schedule. – Amtrak as Program Manager – Amtrak as a Designer/Builder

Engineering Economic Benefit

• Program: 200 to 300 journeymen jobs per year over 3 to 4 years • Additional and improved Commuter Rail service and service patterns • Ultimately, additional HSR service • Seed for additional funding to extend improvement and this ties into HSR STAIRSTEP PLAN as well as to the GATEWAY PROGRAM

New OCS: Constant tension catenary from HAM (excluding Ham) to western limit of County. Redundant Signal Power Ham to County, inclusive.

New Midway: #20 turnouts; rebuilt in place on concrete ties (on excavated and renewed subgrade).

New HS Turnouts: Install 43 crossover and 12 crossover (#32.7 turnouts), staggered on either side of curve at MP 34, to support NJ Transit’s new zone service. Also provide for interlocking of Adam’s Lead and new NJ Transit loop lead.

Structures: New Interlocking lighting at Ham, Midway and new HS turnouts.

Track: • Renew concrete ties on #1 and #4 (not part of NJ HSIPR Program; schedule coordination required). • Open center of Tracks #2 and #3 as needed. • Realign Curves 275 and 276 (based on cost-benefit analysis of scope; within existing catenary poles).

ET: • Two new traction power substations, one at Hamilton and one at Adams Yard (North Brunswick). • 60 to 80 MW added to Frequency Converter at Metuchen.

Signals: • All new cab-no wayside with PTC, Rule 562; signal for 125 mph on tracks # 1 and 4 and 160 mph on tracks # 2 and 3; provide additional blocks on # 1 and # 4 to improve “following train” movements.

Misc.: • Accommodate NJ Transit proposed mid-line loop and new station.

July 10, 2012 Engineering Some Elements of the Program

• For increased speed of 160 mph: – Constant Tension Catenary and entirely new signal system. This is replacement of the original 1930’s catenary.

• For increased capacity: – New signal system on tracks #1 and #4 is specifically designed to NJ Transit new service plan. New high speed crossovers will be added for Trenton express service. Additional Traction Power Substations and a new Frequency Converter. • For improved reliability: – Rebuild of Midway Interlocking (it is an old original!!) as well as reliability. Contributions for all of the above items.

Engineering Program Expansion

• Additional ‘Homes’ based on the model – New Brunswick to Edison and Trenton to Holmsburg • Amtrak NEC upgrades; Section Improvements (Susquehanna River Bridge, B & P Tunnel, Secaucus to Newark and Portal Bridge) • Amtrak STAIRSTEP; establishes baseline of the ultimate step –NEXT GEN.
