S4M-08110 Rhoda Grant: World Prematurity Day 2013 and World-class Neonatal Care in Scotland—That the Parliament celebrates World Prematurity Day on 17 November 2013 and understands that 8,000 babies are born sick or premature each year in Scotland; welcomes Neonatal Care in Scotland: A Quality Framework, which creates new standards for neonatal care that aim to help ensure improvements to the care of premature and sick babies, ensuring that they receive the world-class treatment that they and their families deserve; commends Bliss Scotland and the health professionals involved in drawing up the new standards, which include increasing the number of staff in units, involving parents in the care of their baby and offering proper support and facilities to families, and looks forward to the implementation of these standards.

S4M-08422 : The Independent Expert Review of Opioid Replacement Therapies in Scotland—That the Parliament notes the August 2013 publication of the report and findings of the independent expert group on opioid replacement therapies commissioned by the Chief Medical Officer and led by the independent Drugs Strategy Delivery Commission; endorses the expert group’s conclusion that opiate replacement therapies have a strong evidence base, should be retained in Scottish services and should be delivered as part of a coherent person-centred recovery plan; agrees with the six priority themes identified in the report and calls on members to endorse an improvement approach, as enshrined in the ―three- step improvement framework for Scotland’s public services‖, at national and local level to address health and social inequalities for people affected by drug problems in Scotland, address variability in service provision to ensure that high quality recovery-oriented systems of care are in place across Scotland that recognise the contribution of primary and secondary care, continue to improve the governance and accountability of the delivery system and further develop information, research and evaluation systems on substance misuse at a national level; recognises the role and contribution of the workforce in delivering a recovery-oriented system of care in Scotland, and supports the continued development of all those working to make recovery from problem drug use a reality.

*S4M-08435 Bruce Crawford: Congratulations to Cowie Primary School—That the Parliament congratulates Cowie Primary School on being one of 12 schools across Forth Valley to receive a special award for taking part in a programme aimed at giving children a healthier lifestyle; notes that Cowie Primary School pupils were also presented with a framed Max in the Middle T-shirt to acknowledge their achievement in completing the one-week project addressing healthy weight and living issues through drama, dance, discussion and food preparation, and hopes that these efforts inspire many to lead healthier lifestyles.

*S4M-08433 Bruce Crawford: Congratulations to Stirling High School—That the Parliament congratulates Stirling High School on raising £600 for local community projects and the ShelterBox charity, which responds to natural or man-made disasters around the world by providing help to those who need it most; understands that the Rotary Club of Carse of Stirling assisted the 160 pupils in reaching their goal; notes that the Green Team from the St. Ninians Primary school, support staff, teachers, Eco Club members, senior pupils and the rector, Pat Scullion, were all involved in the fundraising effort; understands that the money will go toward buying a ShelterBox and that the pupils will be able to follow the progress of their box wherever it is sent in the world, and commends the efforts of all involved in what it considers to be an admirable fundraising effort.

*S4M-08432 Jean Urquhart: Expansion of Woodfuel on Mull—That the Parliament welcomes the purchase by North West Mull Community Woodland Company Limited (NWMCWC) of the island-based woodchip supplier, Crannich Woodfuel; understands that this will allow NWMCWC to continue the expansion of its woodfuel business and that Crannich Woodfuel will trade under the new name, Island Woodfuels; notes that Island Woodfuels will sell woodchip as well as logs and

kindling and that the business will now be large enough to employ a new member of staff; understands that the primary benefit of the purchase will be the ability of NWMCWC, which owns and manages over 1,500 acres of woodland in north-west Mull, to ensure the long-term security of woodfuel supply for customers, and further understands that the founder of Crannich Woodfuel, Robin Sedgwick, has said that the move will help create local jobs and ensure a sustainable local fuel supply for existing customers and for those who may invest in a biomass boiler in the future on Mull, Iona and beyond.

*S4M-08431♦ John Wilson: 12 Days of Debtmas Credit Union Campaign—That the Parliament welcomes the Scottish Government’s 12 Days of Debtmas campaign, which aims to encourage people to use credit unions rather than opt for high-interest short-term loans during the 2013 festive period; understands that, recently, there has been a growth in payday lending and that such loans have plunged many people and families in Central Scotland and throughout the country into financial hardship; notes that, across Scotland, credit union membership continues to grow, with over 350,000 people using their services, which, it believes include providing borrowing at much more affordable rates; understands with caution that some credit unions might be unable to provide the level of support required, and notes the calls for the Scottish Government to ensure that every credit union is provided with the necessary tools to act as a practical alternative to the high-interest borrowing and payday loans that many people could be vulnerable to during the festive period.

The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.

Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.
