CONCEPT

I. Preamble

The Ibero-American Summit of the Heads of State and Government held in Salamanca in 2005 brought a commitmentto make progress in the creation of the Ibero-American Space for Knowledge (EIC). Its statement pointed out that its development would imply an increase in productivity and competitiveness and established the need for action to be taken in two priority areas: higher education; and research, development and innovation.

It is worth noting that in the context of a deep world-wide economic crisis the countries struggle between finding ways to become differentiated,at the same time as attempting to build closer relationships with their international environment. As a consequence establishing regional cooperation platforms has been seen as necessary. Internationalisation cannot be understood as competition amongst the countries at international level, but as the implementation of actions leading to solidary cooperation, which include the creation of interactive spaces where the actors from the various regions may share experiences in the field of higher education andresearch, development and innovation under the R+D+I formula. These are the premises that serve as the basis for the Hispano-Dominican initiative.

The creation of the Consortium for the development of the Centro Internacional de las Artes Escénicas y las Tecnologías Aplicadasis the result of the need to create an efficient instrument to unite efforts to attain quality in education and the reinforcement of the existing bonds amongst culture, cultural diversity and development within the unavoidable context of a cooperation amongst national and international actors, such as the European Union or the United Nations System.

This centre for higher studies is created with an international vocation and although it will focus its efforts on the Ibero-American region, it is founded with the purpose of reinforcingthe training delivered in the areas of the performing arts, management, leadership and applied technologies with a framework of common quality standards to drive research, development and innovation. Its interests focus on three main objectives:one is to contribute to reinforce and develop the cultural and creative industries. A second one is to generate the means to contribute to preserve the intangible heritage, and a third one is the development of studies to promote the harmonisation of the Ibero-American arts higher education space, with a view to attain convergence between the Ibero-American Space for Knowledge and the European Higher Education Space. Withthis purpose in mind, efforts will be made tobuild human resources through qualification programs to be delivered to teachers, professionals, performers and other people associated with the performing arts sector, as well as providing consultancy services, technical support, institutional support, etc., to countries in different regions of the world.

This initiative, in principle brought about by the Government of the Dominican Republic, has been shared by renowned Spanish institutions, amongst which the participation of Universidad Pública de Rey Juan Carlosand particularly its Instituto Universitario de la Danza “Alicia Alonso”, are to be highlighted. The initiative has been promoted by the Ministry of Higher Education, Science and Technology of theDominican Republic, in

Concept Page1of10 cooperation with the Ministry of Culture of the same country. The advisory agency which regulates the National Higher Education System established three challenges to be targeted.

The first one of them places the focus on the strategic objectives of the United Nations Organisation for the Development of Education, Science and Culture (UNESCO) and the necessary boost that creative economy requires as a paradigm of sustainable development, demonstrated by the economic growth originated by the dynamic cultural and creative industries which have proven the great importance of promoting investment in the artistic and creative development potential of people and institutions of developing countries. For these purposes it is fundamental that educational innovation programs are developed in performing artshigher education.

In the same way, the Ministry highlights the call made in Convention 2003 on Intangible Heritage and successive ratifications of the member countries on the need to adopt urgent measures by the parties involved in higher education in order to guaranty the preservation of the Intangible Heritage with a particular emphasis on performing arts. Raisingawareness of the need for artists, professionals, researchers and teachers to become involved in this task is essential in order to build a memory of their country, which constitutes a highly valuable contribution to safeguard the Intangible Heritage.

And last, a reinforcement of the mobility of students and teachers at the same time as reinforcing the educational cooperation within the framework of designing undergraduate and postgraduate studies under common quality standards, taking as a reference the European Higher Education Space Convergence process is proposed. At the same timeit insists on the promotion of joint research in the area of artistic creation, the use of advanced technologies and the development of the arts therapies, amongst other fields.

The project includes the principles highlighted at the meeting of the Ministers of Culture of Ibero-America at the 16th Ibero-American Summit of Heads of State and Government, held in November 2006 in Montevideo, on the joint declaration of the Member States with regards to culture, called Cultural Ibero-American Letter.

This document reinforces the idea of the need to develop initiatives that become efficient instruments to reinforce the central value of culture as an indispensable base for comprehensive human development and to overcome poverty and inequality. The purposes of the Letter are the promotion and protection of cultural diversity as the origin and essence of the Ibero-American culture; the consolidation of this cultural space as a singular and unique space; the enablement of an exchange of goods and servicesbetween regions; the creation of solidarity and cultural cooperation bonds between Ibero-America and other regions in the world and the protection and dissemination of the cultural and natural heritage of this area.

The Letter, the purposes of which are the basis of the Hispano-Dominican project, includesthe need for the Member States to guarantee all citizens from the various cultures of Ibero-America free access to knowledge, technologies and the media; a fair remuneration and equal distribution of the benefits deriving from the application of this knowledge; the need to grant a right to participate in and enjoy culture and the access to opportunities to fulfil people’s creative skills. In this sense, it contains guidance relating to specific cultural policies and their application, amongst which several stand outas contributing to promote solidarity and cultural exchange in Ibero- America,whilstothers support universal access to education in fine arts and promote the development and use of the new technologies as an opportunityto create, produce, disseminate and promote goods and services. In the same way, the Letter underlines the need to create regulatory and institutional frameworks to facilitate citizen involvement and promote cultural exchange amongst the regions.

On account of all the above, the Government of the Dominican Republic, represented by the Ministry of Higher Education, Science and Technology, in cooperation with the Ministry of Culture, following receipt of the project together with the reports and studies commissioned to the Instituto Universitario de la Danza “Alicia Alonso” of Universidad Rey Juan Carlos del Reino de España, has decided to promote a joint action that enables the implementationof a project born of the bilateral Hispano-Dominican cooperation under the denomination ofCentro Internacional de Artes Escénicas y Tecnologías Aplicadas (CIAT).

II. Background

In 2005, following areport of the Ministry of Culture and with the prior authorisation of the Ministry of Education, Science and Technology, the Government of the Dominican Republic decided the dissolution of the higher studies centre of this country which was in charge of the higher arts studies and depended on the Ministry of Culture. The conclusion summarises the need of a deep restructuration of the syllabuses including the necessary re-qualification of the teachers delivering such higher studies.

On that same year, a delegation of the Ministry of Culture travels to Spain looking for benchmarks, and contacts Universidad Pública de Madrid Rey Juan Carlos, once it has become acquainted with the fact that its Instituto Universitario de la Danza “Alicia Alonso”received the National Prize that year to the Best Institution in Higher Arts Studies“Cultura Viva”, an award given by a jury composed by leading personalities of the Centro Nacional de Investigaciones Científicas and other personalities of the cultural sector. The bases for this prize were: academic excellence, the encouragement of quality artistic creation, the contribution to scientific research and its international projection. With these elements the aforementioned Centre is commissioned to carry out the study and design of a new joint project, of which the backbone would be the Program for Training Teachers.

The conclusions of the report would be summarised in nine program areas with the main one being the development of human resources in the performing arts sector, followed by the dissemination and update of the existing knowledge in the areas of the performing arts and applied technologies;the research, development and innovation leading to the creation of training products in the fields of the arts; the consultancy andinstitutional technical support in all the training areas associated to the performing arts;the empowerment of women in the academic and research institutions;the promotion of a barrier-free culture;the development of the therapies of the arts; thepromotion of programs to train new audiences, mainly designed for children and adolescents; and the actions to safeguard the intangible heritage, which would include the necessary creation of repositories for the reconstruction of the Ibero-American memory of the performing arts, associated to virtual libraries Hispana andEuropeanaof the European Union, a platform to share and disseminate the intangible heritage of the countries.

Thus the idea of a North-South-South-North cooperation was born by means of the creation of an international centre for higher education with Ibero-American vocation in areas relating to the performing arts: –dance, theatre, music, design, circus arts and techniques, performance technologies, etc. This centre was understood as an education centre dedicated to teaching, to the creation of quality art, research, development and innovation in the fields of arts, science, education and new applied technologies, all in association withthe performing arts.

On the other hand, it would have the mission to harmonise the Ibero-American space for performing arts higher studies with the creation of institutional networks comprised of renowned establishments in Europe, Latin America and Asia. Their purpose would bethe creation ofquality arts, research and teaching in the fields of the performing arts, music, audio-visual technologies or interactive media as a method for the exchange of experiences at a human and technological level and the attempt to overcome the complex subject of the convergence of the Ibero- American Space for Higher Arts Studieswith the European Higher Education Space and to somehow guarantee thefree circulation of professionals of the performing arts in both spaces, which is one of the greatest challenges of the 21st Century.

In principle, it was proposed that the headquarters be installed in the City of Santo Domingo, in the Dominican Republic, with the cooperation of Spain. However, the international deep crisisand the lack of financial resources led to dismiss the idea of the construction of new infrastructures and technology equipment in the aforementioned country. The promoters of the project had to consider other alternatives which would optimise the use of existing resources, and this is why the idea of establishing the headquarters in Universidad Pública Rey Juan Carloswith the support of the Corporación Municipal de Segovia inSpain was born. As this institutionwas acquainted with the Hispano-Dominican project, itwas able to makeavailable the building dedicated to theCentro de Artes y Tecnología (CAT)to the University. The building was part of a non-completed National Plan which was not allocated to any

Concept Page3of10 institution to manage. The 8,493. 95 square meter building, built on a 72,520 square metre plot would be equipped with high-end technology and itwas estimated that completion of the buildings and installation of equipment would bein September 2017.

The agreements for the development of the Teacher Training Program reached between Universidad Rey Juan Carlos de Madridand the Ministry of Higher Education, Science and Technology of the Dominican Republic relating to the training of dance teachers and performers in the Dominican National Ballet and therefore its three Companies (classic, contemporary and folkloric dance) has yielded excellent results. The commitments initially made for five years in 2006 are extended for the same period again in 2011 andin 2015 the scope is extended with a program of technical consultancy and postgraduate training and doctorate leading to the reinforcement of performance arts degrees and implementation of the dance speciality at the Faulty of Arts of Universidad Autónoma de Santo Domingo (public university).

During this stage theInstituto Universitario de la Danza “Alicia Alonso”ofUniversidad Rey Juan Carlos has strived to develop the contacts to strengthen the basis for this project. These ten years have enabled the development of the experience that contributes to reinforce the project of the Centro Internacional de Artes Escénicas y Tecnologías Aplicadas (CIAT). It is important to highlightjoint involvement in numerous projects relating to educational innovation, which have broadened the spectrum of international cooperation, with examples such as the involvement in the European Commission program denominatedEuropean Video Dance Heritagefor the preparation of a European Memory of Dance, amongst others. This has enabled the creation of an alliance with eight European institutions from seven countries. This experience has turned into a reference for work with the countries in the Ibero-American environment and the basic plan for the construction of the Ibero-American Memory of Performing Arts through the Ibero-American Dance Chair “Alicia Alonso” presented to UNESCO.

On the other hand, the Fondo Documental y de Investigación “Alicia Alonso” (Documental and Research Fund) also ascribed to Universidad Rey Juan Carlosdeveloped a dance repository and obtained access to virtual libraries of the European Union where hundreds of archives of heritage are held. We must yet add, the agreements made withUniversidad Autónoma de Santo Domingofinancially supported by the Ministry of Education, Science and Technology of theDominican Republic(MECYT)which enable the creation of installed capacity and guarantee the start-up of one section of the studies extinguished in 2005.

Other institutional agreements with higher education centres such as Universidad de Toulousse, Universidad Nacional de Costa Rica, Universidad de Salvador de Bahía in Brazil, Universidad de las Artes in , Fundación Cultural Martha Jean ClaudeinHaitiand Fundación del Nuevo Cine Latinoamericanomanaged by the film portal and the Latin American audio-visual portal with headquarters in Havana, guarantee somehow the international projection of the new centre which is founded already with a significant network of contacts. The presentation of the centre at the Arts Universities Network (RUA) which was held in Havana in February and in June during the World-wideCongress of the International Theatre Institute (World-wide Organisation of the Performing Arts, UNESCO) are actions which no doubt will reinforce this Hispano-Dominican initiative.

The consistency of the scholarship program of the Ministry of Education, Science and Technology of the Dominican Republic is worth a mention. It is dedicated to this project for the space of ten years, and has become a model reference of this Hispano-Dominican cooperation initiative. The Dominican teachers’ qualification program developed in Spain has granted value to this cooperation project which is greatly inspired in the Higher Education Convergence process of the European Space.

In its initial phase and up to the present time the entire training and technical advisory project has been developed by Universidad Rey Juan Carlosthrough its Instituto Universitario de la Danza “Alicia Alonso”, although since the start it has been supported and participated with several functionalagents of the Dominican Republic such as: The General Directorate of Fine Arts and the Cooperation with Europe Department of the Ministry of Culture, the Cabinet of the Ministry for Higher Education in Science and Technology, the Ministry of Foreign Affairs through its Embassy in Madrid and its Permanent Delegation in UNESCO. The Kingdom of Spain in the beginning was supportedby the Directorate of Education and Culture of the Cabinet of the President of the Government, the

Concept Page4of10 Spanish Agency for International Cooperation of the Spanish Ministry of Foreign Affairs, the General Directorate of Radio Televisión Españolaand the Sociedad General de Autores y Editores(SGAE).

This initiative has been communicated to the highest institutional levels of the Dominican Government and the Kingdom of Spain and submitted to the consideration of the countries included in the GRULAC in Paris which supported this initiative with other institutions from the cultural Ibero-American sector expressing their adherence too.

2008 → The Ministry of Culture of the DR and the Embassy of the DR in Spain draw up an action plan to obtain the formal support of General Secretary of the Summits of Heads of State and Government of Ibero-America (SEGIB) for the creation of the Centre.

2009 → The Ministry of Economy of the DR in its knowledge that it willnot be possible to build the infrastructures of the Centre, with the help of the Spanish Cooperation supports the initiative of Universidad Rey Juan Carlosto readapt the project creating in Spain the Unidad Iberoamericana de Formación, Postgrado e Investigación para las Enseñanzas Artísticas Superioresand requests the Government of Spain to include this one in the list of priority projects to be funded by the Spanish bilateral cooperation. 2010 → The Ministry of Higher Education, Science and Technology of the RD decides to fund the Program for Training Teachers aimed at the teachers in the area of arts and supports the plan for the training of performers in order to strengthen the National Dominican Ballet.

2011 → The Ministry of Higher Education, Science and Technology renews the agreements withUniversidad Rey Juan Carlosextending by four years the undergraduate and postgraduate arts study programs, at the same time as extending the cooperation framework in other study areas such as health sciences, technologies and international law, amongst others. 2014 → Universidad Rey Juanthrough its Instituto Universitario de la Danza “Alicia Alonso”considers to resume the infrastructure and technology projectleading to the development of the initial project and resumes the tasks that were proposed as per the program,. 2015 → The conversations between the Ministry of Higher Education, Science and Technology, the Ministry of Economy, the Permanent Embassy in UNESCO and the Embassy in Madrid, all of which are institutions of the DR, and Universidad Rey Juan Carlos,are resumed so that the headquarters of the Centre designed in 2005 can be located in the Municipality of Segovia, Spain. In the same way, they agree to the change of name and denominate it Centro Internacional de las Artes Escénicas y Tecnologías Aplicadas (CIAT)with a view to extend its geographical scope, although specially focusing on the Ibero-American region. → Universidad Rey Juan Carlos, through its Instituto Universitario de la Danza “Alicia Alonso” ends the conversations with Corporación Municipalin Segovia ready forthetransfer of the building (8,493 square metres) under the denomination Centro de Arte y Tecnología, which remained to be allocated, in order to use it for the Hispano-Dominican cooperation project which is now registered under the name Centro Internacional de las Artes Escénicas y Tecnologías Aplicadasand will be managed by an international consortium.

III. Functional Proposal for the Centre

Mission

The Centre’s main mission is “the dissemination of ideas as culture’s vital system”. And therefore, it will be dedicated to adapt the arts studies to the new times with a especial interest in the performing arts, by promoting the exchange of experiences amongst various regions and fostering the growth and development of the cultural and creative industries, as well as safeguarding the intangible heritage associated to this sector. Consequently, it promotes academic excellence, the creation of quality arts, research, development and innovation as fundamental elements of the challenges of globalisation.

Vision

The Centre is leader in higher level training strategies for arts studies, promotes the creation of art, technological development and applied research.

Objectives

i. Contribution to the development of the convergence processes amongst the various geographical regions and within the framework of higher educationin all matters relating to the performing arts studies. For this purpose, we will work for thestandardisation of the lecturing timemeasurement units in such a way that the studies carried out in the various academic degrees can be easily compared and in order to adequately ensure the free circulation of professionals. ii. Adaptation of the arts studies to the new times, especially the new performance technologieswithin the context of the development of applied technologies. iii. Promotion of academic excellence, the creation of quality arts, research, development and innovation as fundamental elements of the challenge posed by the society of knowledge. iv. Promotion of cultural diversity in the wider context of the Ibero-American plurilinguism. v. Strive to attain a barrier-free culture. vi. Promote policies leading to the empowerment of women in the academic, arts and research institutions. vii. Develop programs for the training of new audiences of the performing arts focusing on children and adolescents.

Institutional governance

The Centre shall be governed by a consortium which shall actvia the Government Council and will consist of one representative from each of the institutions entering the agreement to constitute the Centro Internacional de las Artes Escénicas y las Tecnologías del Espectáculo (CIAT).

Duties of the Government Council

→ It shall determine the general policies and the nature of its activities with its internal regulations → It will supervise the Board of Directors in charge of managing the operations of the Centre and the additional agencies being created → It will decide on matters relating to members → It will be made aware of the work program and decide on the use of the funds in the operations of the Centre. → Approval of accounts and budgets.

Board of Directors

The Centre will be managed by a Board of Directors consisting of five members: theDirector, the Sub-Director, the Secretary, the Chancellor’s Delegate and a representative of the teachers chosen by the teachers. i. TheExecutiveDirector of the Centre shall chair the Board ii. A Chancellor’s Delegate iii. Sub- Director iv. Secretary v. Teachers Representative

Program areas i. Development of the performing arts as a human resource ii. Dissemination and update of the knowledge in the sector of the performing arts and the performance technologies. iii. Research and development of study products within the field of the performing arts. iv. Consultancy and technical support from the institutions in the area of training teachers, performers and professionals of the performing arts. v. Empowerment of women in the academic, artistic and research institutions. vi. Promotion of a barrier-free culture. vii. Development of therapies associated to the performing arts by means of their application to people with functional diversity. viii. Development of policies for the preservation of the intangible heritage of the performing arts. ix. Cultural cooperation amongst the regions and follow through of international agreements and guidelines.

Membership i. The Founding Members are the individuals or institutions which have subscribed the incorporation of the Consortium for the management of the Centro Internacional de Artes Escénicas y Tecnologías Aplicadas(CIAT)and shall be deemed as ex-officio members of the Governing Council.

Concept Page9of10 ii- Members are the institutionsascribing to the Centre after its foundation. These must be renowned institutions and are required to express their wish to participate in attaining the goals of CIATin writing. Following an evaluation process, their applicationto become a part of the centre needs to be approved. In these cases a permanence agreement must be entered with specification of their contribution, which may be financial, human, shared scientific or heritage resources or any other aspects of general interest.

These institutions will be considered academic units of CIAT, they will ensure its economic and financial autonomy and watch over other activities not inherent toCIATof which they only shall be responsible, as the Consortium shall under no circumstances be responsible for any activities that have not been agreed under the purpose of the alliance. Its structures, competencies and existingexperiences will be respected and a horizontal distribution of the work will be sought. iii. The Associates are public and private institutions with which specific timely actions shall be carried out for specific purposes. These will not be required to sign a permanence agreement or form part of the Governing Council.

Sources of finance

The Centre shall receive financial and technical contributions from the following sources:

→ The Dominican Government shall fund teaching and research programs, as well as those leading to the mobility of students, artists and teachers from its region. → Corporación Municipal de Segovia shall pay for the plot, the funding of the construction of infrastructures and technical equipment. → Universidad Rey Juan Carlos is the institutional guarantor of the academic programs and permanent cover of the teaching personneldelivering the official degrees, as well as the maintenance of the physical building. → Fundación de la Danza “Alicia Alonso”is the institutional guarantor of the academic programs for the postgraduate studies, responsible for the self-generation of resources, including the design of products and the use of financial methods. → Contributions of new Members, Associates and Partners.
