PREFACE. To republish a book after a lapse of thirty-six years can only be excused by the fact that it has long been out of print and that it is still asked for. When a new edition was proposed to me. my first intention was to issue the book as it stood, with no more change than the correction of obvious mis- takes. But further consideration showed me that a good deal more than this was necessary if it was to be republished at all. Such revision, however, as I have made has been designedly made with a sparing hand, and the book remains in substance and in most details a work not of 1920 but of 1884. Had I written it now, the point of view would not have been quite the same. A large literature on the subjects I dealt with has appeared in the interval, and a fresh examination of the materials would certainly have recommended a different selection of ' illustrations' from that which I made then. It was indeed fortunate that I gave the book the title of Illustrations, because it made no claim to be a coherent history, though it has sometimes been mistaken for one. The long interval of time which separates the new edition from the original seems to justify some statement as to the manner in which the essays collected in the book came to be written. In 1881 I resigned a post which I held in the department of manuscripts in the British Museum in order to spend two years in study on the Continent. This plan was made feasible by my election to a travelling scholarship on the Hibbert foundation, and I cannot too heartily express my VI PREFACE. gratitude to the trustees for thus enabling me to begin a course of work which I have carried on ever since. I settled myself then at Leipzig in the autumn of 1881, entered the university, and was ' promoted' doctor of philosophy in the following January. I started my own work by reading John of Salisbury, but soon saw that he could not stand as a beginning. I had become acquainted with the venerable Grotthard Lechler, one of the professors in the theological faculty of the place and superintendent in the reformed church, a man well-known in England for his pioneer studies of Wyclifre. He recommended me to read Hermann Renter's Geschichte der religio'sen Aufklarung im Mittelalter, and I took his advice. It would not indeed be true to say that I learned much from Renter's exaggerated and often dis- torted presentment of facts; but I found his references useful, and in planning the first half of my book I followed pretty closely the scheme of his. But it seemed to me that the field which Renter surveyed needed an introduction, and in writing this I derived many suggestions from the essay on The Schools of Charles the Great by James Bass Mullinger, whom in after-years I had the pleasure of numbering among my friends. Not much of this work was done at Leipzig. In the spring of 1882 I removed to Zurich, where I took quarters in a cottage at Eiesbach about a mile out of the town. There I had the advantage of access to two libraries well-equipped for my special purposes. Both were established in disused churches; the town library in the Wasserkirche, close by what was then the uppermost bridge over the Limmat, and the university library in the quire of the Dominican church high up on the Hirschengraben. From these two libraries I enjoyed PREFACE. the privilege of borrowing as many as ten volumes at a time, and I made use of the privilege to the full. The limitations of these libraries were also to my benefit. For example, there was no set of Migne's Patrologia in them, and I had to seek my texts in the Benedictine editions of the fathers, in the Lyons Maxima Biblictheca Patrum, and in the collections of D'Achery, Mabillon, Baluze, Fez, and others; a process which taught me a great deal on the way. By the time that, working forward from a much earlier period, I had again reached John of Salisbury, the field of my studies was altered by an extraneous cause. It so happened that in the winter which I spent at Leipzig a society was formed with the object of editing WyclifEe's Latin works, and I undertook the charge of the two treatises On Dominion. It was not that I was particularly interested in Wyclifre; but I had a young man's ambition to print an editio princeps, to bring to light matter hitherto known only from scanty citations; and the work had a greater attraction for me because it belonged to an early time in WyclitTe's career, before he had come into conflict with authority on questions of theological doctrine. The treatises which I proposed to edit followed in direct sequel the work of other political theorists; they did not belong to that part of WycliftVs activity in which he stands forth as a pioneer in the discussion of problems which lay apart from those to which my attention had been directed. Thus after I had completed what I had to say about John of Salisbury I limited myself to the consideration of political theory; and this restric- tion prevented me from attempting to include anything which I had contemplated relative to the great period of mature scholasticism. But it was Vlll PREFACE. necessary to construct a bridge to join the two parts of my book. A bull of Pope Gregory XI at once directed me to trace the political system of Wyclifie back to Marsiglio of Padua and to William Ockham; and an exposition of John of Salisbury's views, in the setting of the type of opinion which he represented, was introduced to form a counter- piece to my summary of the opposed doctrine. On my return to England in the summer of 1883 I applied myself to filling in the gaps in my essays, which needed a larger library than could be found at Zurich, and to completing the last chapters. In the following year I paid a long visit to Vienna in order to examine the WyclifTe manuscripts in the imperial library, and in the course of the autumn my book was published. The title which I gave to it was Illustrations of the History of Medieval Thought in the Departments of Theology and Ecclesiastical Politics. I have now abbreviated it and at the same time expanded its scope. In revising the text I have specially to thank my friend the Rev. F. E. Brightman, D.D., for his great kindness in reading the sheets and suggesting a large number of improvements both in form and matter. In two chapters only, iv and v, have I made extensive alterations. I have not. however, given a false appearance of novelty by altering references to suit recent editions, except in a few instances, such as the second edition of Prantl's Geschiclite der Logik im Abendlande, and Mr. Webb's edition of the Policraticus. Nor have I changed the plan of naming the place of publication of books quoted, except when English, French, and German works were published at London, Paris, and Leipzig; and of specifying their size, when it was anything but octavo. References to Bouquet are to the Recueil des Historiens des Gaules et de la France; those to Pertz indicate the folio series of Scriptores in the Monumenta Germaniae historica, and those to Jarre to the Bihliotheca Rerum Germanicarum. It is a centuries-old practice rooted in an essential teaching of Catholic Christianity: Jesus Christ is truly and completely present in the Eucharist. Like many practices of our faith, however, adoration of the Blessed Sacrament developed gradually. In the earliest years of Christianity, consecrated bread would be brought home from the celebration of the Eucharist to be given to those not able to be present at the liturgy because of illness. It was also to be consumed by the faithful during the week to keep them connected to the Eucharist and the community they celebrated with. In about the fourth century monasteries began to reserve the Eucharist, and by the 11th century, reservation—still mainly for the sick and dying—was a regular feature of churches. While reverence was certainly given to Christ present in the sacrament, it was not yet customary to pray before the reserved sacrament. In the 11th century the French monk Berengar of Tours began to teach that the bread and wine in the celebration of the Eucharist could not change physically into the body and blood of Jesus Christ. Pope Gregory VII demanded a retraction from Berengar saying that the body and blood of Christ were truly present in the Eucharist. This resulted in a refining of the church’s teaching on the real presence. In response, eucharistic devotion burst forth throughout Europe: processions, visits to the Blessed Sacrament, and other prayers focused on the reserved sacrament became part of Catholic life.

    Be Aware of Potential Risk of Dam Failure in Your Community Approximately 15,000 dams in the United States are classified as high-hazard potential (HHP), meaning that their failure could result in loss of life. Dams can fail for a number of reasons, including overtopping caused by floods, acts of sabotage, or structural failure of materials used in dam construction. The worst dam failure in the United States occurred in 1889 in Johnstown, Pennsylvania. Over 2,200 died, with many more left homeless. Dams present risks but they also provide many benefits, including irrigation, flood control, and recreation. Dams have been identified as a key resource of our national infrastructure that is vulnerable to terrorist attack. States have the primary responsibility for protecting their populations from dam failure. Of the approximately 94,400 dams in the United States, State governments regulate about 70 percent. About 27,000 dams throughout our Nation could incur damage or fail, resulting in significant property damage, lifeline disruption (utilities), business disruption, displacement of families from their homes, and environmental damage. The most important steps you can take to protect yourself from dam failure are to know your risk. Contact government offices to learn if an Emergency Action Plan (EAP) is in place and to evacuate when directed by emergency response officials. An EAP is a formal document that identifies potential emergency conditions at a dam and specifies preplanned actions to be followed by the dam owner to reduce property damage and loss of life. The plan may save lives and property damage through timely evacuations of those who live, work, or enjoy recreation near a high-hazard potential dam.

    APPENDIX 1: TRANSLATION OF THE VITA BARBATIANI This translation is based predominantly on the 1909 edition of Lanzoni; however, a few alternative readings from the manuscripts have been used and sections have been renumbered. Here begin the deeds of St. Barbatianus, the Presbyter and Confessor 1 1. I think it only proper, as I embark upon this story of miracles, fi rst to explain in which localities of the imperial cities the wonderful struggle of the saints took place. That way, the miracles which occupy the beginning of the narrative might inspire faith in what will be related subsequently, because a great people and a great and mighty city proclaim that they truly happened. Now, when Zosimus, Pope of the city of Rome, had by God’s will ceased to hold the episcopate [upon his death], there was confl ict among the clergy over the apostolic see, and they chose two bishops, one named Boniface and the other Eulalius. 2 They ordained Boniface in the basilica of Constantine. The empress Galla Placidia with her son, the emperor Valentinian, hearing this while they were staying in Ravenna, brought the news to the emperor Honorius who had remained in Milan. The two emperors sent a warrant ordering that both men should leave the city, so that both (popes) left the city of Rome. After they had been expelled, the holy day of Easter approached.     IV. The wording and meaning of the “Constitutum Constantini” Recollection plays base tricks with past reality; it reconstructs it and constantly creates it anew. This applies equally to individual and to collective memory. It changes its reference as and when it pleases. The reality of forgeries is not immune from such distortions, and once they have become the subject of memory they themselves can be forged and altered dramatically. So it was that memory altered the pseudo-Constantinian creation, and made of it something that it had never been; there was a substantial shift in the system of reference of cultural meaning. In order to demonstrate this we must leave behind the “Donation” and its monumental effects, and turn instead to its apparently harmless earlier history, that is to the actual text of the “Constitutum Constantini” and its origin. What did the forger originally write (and Pseudo-Isidore and the early manuscripts of the Decretum Gratiani preserve?) How was it to be understood? What effects did it have at the time? The original wording of the text takes us back to another age, to another society, to other memories of Rome, other discourses, other concepts and another understanding of the text. Once it had been made part of history the context, legal consequences and entire intention of Constantine’s donation changed. So what had Constantine, at the behest of the forger, ‘donated’? What did his curious decreti pagina, the figure of memory in the “Constitutum Constantini”, an- nounce? Once again we must remember that each memory is linked to its temporal context and to its needs.

    page 6-B-1 Attachment B Flooding and Dam Failure The Hazard Nature of the Flooding occurs when normally dry land is inundated with water (or Hazard flowing mud). Flooding may result from: bodies of water overflowing their banks, including artificial ones like dams and levees; structural failure of dams and levees; rapid accumulation of runoff or surface water; hurricane- caused storm surges or earthquake-caused tsunamis; or erosion of a shoreline. (Coastal flooding and erosion are not treated in this attachment.) Typically, the two parameters of most concern for flood planning are suddenness of onset--in the case of flash floods and dam failures--and flood elevation in relation to topography and structures. Other factors contributing to damage are the velocity or "energy" of moving water, the debris carried by the water, and extended duration of flood conditions. Flooding can happen at any time of the year, but predominates in the late Winter and early Spring due to melting snow, breakaway ice jams, and rainy weather patterns. Risk Area All States and territories are at risk from flooding. Apart from a rainy climate, local risk factors, usually present in combination, include: Rivers, These are bodies of water often subject to overflowing. The size of the Streams, and stream can be misleading; small streams that receive substantial rain or Drainageways snowmelt, locally or upstream, can overflow their banks. High-velocity, low elevation flooding can be dangerous and damaging. Six inches of moving water can knock a person off his or her feet; 12 inches of water flowing at 10 miles per hour carries the force of a 100 mile-per-hour wind, although the force would be distributed differently on obstacles.

    The Hussite Background to the Sixteenth-Century Eucharistic Controversy Amy Nelson Burnett (Nebraska, Lincoln) Historians outside of the Czech Republic generally ignore Hussite discus- sions of the Eucharist in the fifteenth century and their influence on early Protestantism.1 Studies of the development of Eucharistic theology and of church history usually begin with the early church, then jump to the debate provoked by Berengar of Tours in the eleventh century and the development of scholasticism in the thirteenth and fourteenth century, and finally describe the controversy over the sacrament that broke out in Germany in the mid- 1520s.2 When they do discuss the views of Wyclif and his Hussite successors, Protestant church historians have sometimes taken an oddly anachronistic approach by describing them in terms of the positions held by later theolo- gians.3 Not surprisingly, this has obscured rather than illuminated the Hussite contribution to the early Reformation discussion of the Eucharist. The focus of modern discussions on the central figures of Martin Luther and Huldrych Zwingli has also distorted our understanding of Hussite influences on the sixteenth-century debate.
