1. Biding Documents including Tender Forms, BOQ and instructions to Bidders can be downloaded till last day prior to the opening date from PHED web site (www.phedkp.gov.pk). 2. The Bidders shall submit a Single Envelope (Sealed Bid), which shall contain two separate sealed envelopes of Financial and Technical Proposals. 3. The Technical Proposal Envelopes of the Bidders, containing CNICs and all required & essential documents duly attested by Oath Commissioners, shall be opened on the same day of submission of Bids at 2:00 PM in presence of Contractors or their Firms’ authorized representatives (Optional) and shall be processed for Technical Scrutiny, those who are found eligible shall be declared Responsive and shall be informed for further opening of their Financial Proposal/Bids. 4. The Bid Security and Quoted Rates on the BOQs shall be sealed in the Financial Proposal Envelopes and duly stamped with the Firms/Co: Seals and a separate Affidavit of Declaration on Stamp-Paper duly attested by Oath Commissioner shall be provided in the Technical Proposal Envelopes wherein declare that the required amount of Bid Security has been provided in the Financial Proposal Envelopes. 5. The Bidders are required to send their Bids through courier in duplicate in separate envelopes clearly marked as Original and Duplicate. The original shall be sent to the Executive Engineer, PHE Division Lakki Marwat and the duplicate to Superintending Engineer, PHE Circle Bannu Township, Bannu. Both the Original/Duplicate Bids shall reach the Offices before closing date and time. 6. The Bidders who Quote Rates “More than 10% Below” on the BOQ shall Deposit Additional Bid Security and they shall also submit Rates Analysis duly certified by Engineer In-Charge of their Firms and shall provide it in the Technical Proposal Envelopes. 7. The Contractors shall submit Affidavit on Stamp-Papers duly attested by Oath Commissioners for Declaration of Drilling Machineries Ownership or Joint Venture Agreement with a Drilling Machinery Contractor for the Specific Work which includes Tube Wells and Pressure Pumps. 8. All other terms and conditions will be as per KPPRA rules, PEC, SBDs and other relevant laws, as notified by Govt: time to time. 9. Govt Taxes shall be applied as prevailing.
