STREET DIVISION MAINTENANCE UPDATE

The fall arterial sweeping cycle has been completed, and the fall residential sweeping cycle commenced on Monday, September 25, 2017.

Areas to be swept the week beginning October 30, 2017 are as follows:

Kishwaukee St. east to S. Alpine Rd. – north to Charles St. City Limits east to Huffman Blvd. – Auburn St. north to Halsted Rd.

Each Thursday throughout the sweeping season, weekly updates will be provided to highlight the areas of the city in which street sweepers will be working. Maps will also be included to provide a visual of areas completed, not completed, and those in progress.

All Street Division Operations are dependent on existing weather conditions and are subject to change accordingly. Citizens are urged to approach Public Works Crews with caution and at a reduced speed that is below posted speed limits.

R P Residential Street Sweeping Fall 2017 Cycle Overview

Harrison Avenue Reconstruction Project (Harrison Avenue between 9th Street and East of 22nd Street) (11th Street between Wills Avenue and South of 23rd Avenue)

Continuing the 2017 construction season, Harrison Avenue roadwork is proceeding between 9th Street and 20th Street, and 11th Street roadwork is underway between 23rd Avenue and Wills Avenue. As Stage 2 of the Harrison Avenue project advances, the focal point of construction crews is concrete paving along the south lanes of Harrison Avenue. Stage 2 progression includes box culvert extension, road widening, new pavement, curb and gutter placement, median installation, sidewalk improvements, sanitary sewer construction, storm sewer installation, water main replacement, new street lights, new traffic signals, and pavement markings. Stage 2 construction is scheduled to continue through fall of 2017.

During Stage 2, the north lanes of Harrison Avenue and the west lanes of 11th Street will remain open to one lane of traffic each way at this time, with short, intermittent side street closures as the underground work moves through those intersections at various times during this stage.

Marshall Street is now closed to traffic at Harrison Avenue, and Alton Avenue has been closed at 11th Street. 20th Street is now open to traffic in one lane each direction with a dedicated turn lane. 11th Street traffic pattern has changed to the west side of the road. Contractors have completed paving the east side of 11th Street.

All work is dependent on the proper weather conditions. Drivers should be aware of work zone speed limits and use caution when driving in these areas. Lane Closures of North Main Street (IL-2) – Illinois Department of Transportation Roadway Project (Yonge Street to just north of Riverside Boulevard)

During the week of November 6th, 2017, intermittent lane closures and intersection closures will occur for utility relocation along Riverside Boulevard as well as along North Main Street. Landscaping and will be continued behind edge of pavement on the east side of North Main Street north of the Railroad Tracks. Please be alert for construction activities when driving, biking, and walking through these areas in the upcoming weeks.

The northbound lanes of North Main Street between Auburn Street and Pierce Avenue will be closed for roadway milling and paving operations for the length of the project until further notice. Southbound and northbound traffic will be two way traffic for the conclusion of this project. In addition, intermittent western legs of North Main intersections will be closed for the duration of traffic staging 2B. This work is anticipated to be completed by the end of October 2017.

Please note that businesses are open during construction.

On March 22nd, 2017, construction began on the IDOT N Main project. The North Main Street Roadway Project consists of pavement removal, excavation, roadway re-alignment, PCC pavement, HMA pavement, curb and gutter placement, landscaped median, multi- use path and sidewalk construction, water main replacement, storm sewer installation, landscaping, street lighting, traffic signal modernization and interconnection, pavement markings, erosion control, maintenance of traffic and all other necessary items to complete the improvements.

North Alpine Box Culvert over Keith Creek (North Branch)

Road construction continues on the North Alpine Box Culvert over Keith Creek (North Branch). Similar to the box culvert interchange on South Alpine Road in 2015, this project includes the complete replacement of the box culvert structure on North Alpine Road, north of Maray Drive. The limit of the project will be resurfaced. Dependent on weather, this year’s operations will consist of the replacement of the box culvert. The remainder of the project being finished next construction season.

Contractors are now reconstructing the western portion of the box culvert. Traffic lanes on Alpine Road have been shifted to the east side and are reduced to one lane in each direction. This lane configuration will be in place throughout October 2017. When the box culvert reconstruction is complete, all four lanes of traffic will be reopened until next year’s construction season. Drivers should be aware of their speeds in the work zone area and expect delays.

Spring Creek Road Resurfacing

The Spring Creek Road Resurfacing project proceeds through this construction season. Operations consists of full width resurfacing with major curb and gutter replacement, sidewalk repairs, ADA ramp installation, driveway approaches, drainage maintenance, and structural renovation as needed on Spring Creek Road from Parkview Avenue to Spring Brook Road. This project is expected to reach completion by early November 2017.

As the continuation of Stage 1 succeeds, construction along the Anderson Gardens entrances and roadwork will move eastward to remove and replace curb and gutters along the north side of the road, utilizing the current traffic control that is set up as part of the Sanitary District’s project.

Drivers should be aware of their speeds in the work zone area and expect delays.

City-Wide Street Repairs 2017 Group No. 4 (Concrete)

Construction work began on the City-Wide Street Repairs 2017 Group No. 4 (Concrete) project. This project consists of various pavement repairs throughout the city. Repairs may include, but are not limited to pavement patching, full width mill and overlay, curb repairs, sidewalk improvements, ADA ramp installation, structure adjustments, and apron repairs.

Full width resurfacing and road reconstruction with curb and gutter repairs, sidewalk maintenance, ADA ramp installation, driveway approaches, drainage preservation, and structure repairs as needed at the following locations:

Church St. and Park Ave. Water Main Replacement (Park Ave. from N Main St. to Church St., and Church St. from Park Ave. to Locust St.)

Park Avenue from North Main Street to Church Street is closed to traffic so that water main replacement may occur. The closure is anticipated to remain in place until November 22, 2017.

The Church Street and Park Avenue Water Main Replacement project consists of replacing a century old, high-risk water main, water services, and all associated appurtenances.

All work is dependent on the proper weather conditions. Drivers are reminded to obey work zone speed limits and to stay alert for workers when driving through the construction zone.

City of Rockford Annual Fire Flow Testing Program Update

ROCKFORD, Ill. – The City of Rockford began its annual fire flow testing program on Monday, September 25, 2017. Flow testing occurs Monday through Friday between the hours of 7:00 a.m. and 3:00 p.m.

The City of Rockford implements a fire flow testing program annually to ensure that our fire hydrants flow with adequate pressure in the event of a fire.

Customers are advised that they may experience discolored water during flow testing. While not a health hazard, flushing iron (red water) or manganese (black water) may become stirred up within the main which may create staining on porcelain and laundry.

This work may result in the disturbance of sediment, possibly containing lead. It is recommended that customers flush their water lines for 1 – 2 minutes once work is completed in their area including removing and cleaning faucet aerator screens to remove sediment.

We anticipate that this program will last for approximately 8 weeks.

You may refer to the attached map to view progress. The green hydrants represent those that have been tested. The boxed area represents the area where the crew is currently concentrating efforts.
