Implementation Status and Key Decisions
Project implementation performance continues to be satisfactory. The project has made good progress under all three components and is on track in achieving Project Development Objective to help support Parks and County Public Institutions for nature protection to implement Natura 2000 objectives in investment programs; strengthen capacity for EU-compliant reporting and biodiversity monitoring; and introduce programs that involve a wide group of stakeholders in Natura 2000 network management.
Activities under Ecological Network Investments component are progressing well. Out of 35 investments, nineteen are completed, five are underway, and five are being prepared for procurement procedure. The investments include infrastructure such as visitor centers and educational/hike trails in the national and nature parks and protected areas under the responsibility of county public institutions (CPIs) for nature protection. They are aimed to demonstrate how the investments, including educational and interpretative materials, can support the goal of maintaining favorable conservation status at Natura 2000 sites as defined by the European Union Habitats Directives. Capacity building is also provided to develop investments for the Structural Funds. Out of 16 nature protection project proposals in the pipeline, three projects worth EUR 15 million were applied for funding from Regional Competitiveness Operational Programme (visitor centers in the Krka and Northern Velebit national parks and geo information centre in the Papuk nature park). One project proposal for the visitor center for the Northern Velebit national park has been approved for financing. Good progress has also been achieved under Ecological Network Data Systems component after some previous delays. Work on the two key activities - Habitat Mapping and Field Research and Laboratory Processing for Collecting New Inventory Data - has begun. Also the work on identification of species and habitats is progressing well and historical and scientific data gathered from literature and museum collection is being entered into the data base of State Institute for Nature Protection (SINP). The work on conversion of NATURA 2000 border maps from 1:25000 to 1:5000 scale has started as well in September 2014. Good progress has also continued under Ecological Network Capacity Building component is progressing well. It consists of a number of interventions that are focused to help build capacity for better cohesion and integration of the protected areas. The public awareness campaign is expected to commence in February 2015. The pilot protected area boundary delineation activity in the Papuk nature park has been initiated. Proposal for agri-environment measures for Natura 2000 sites have been developed and out of nine measures proposed, seven have been adopted and included in the draft Rural Development Strategy. Activities related to Parks Volunteer Program have started in July 2014.

Comments End Project target is realistic according to the estimated contract effectiveness, however, significant progress with covered percentage is expected in 2015. The contract was signed in May 2014 and the work has begun.

Comments All 19 parks have introduced METT as a part of standard annual reporting obligations of parks starting from 2013 onwards thus meeting project target already in 2013. Web survey application for METT was developed in Q3 2014 and parks will fill in the questionnaires by the end of 2014 to simplify the process of collecting and storing input data and reporting.

Comments End of Project Target is realistic and will be achieved after finalization of field survey. The Consultant is contracted in April 2014. Based on the data collected through preparation for field survey works, threat categories for two groups were revised (Lepidoptera and Trichoptera). Major progress on this indicator is expected in 2016, when most of the data needed for reassessment will be gathered.

Comments According to the research of the Natura 2000 public awareness undertaken by SINP 5.49% of respondents had heard of the Natura 2000 Ecological Network, while 77.16% of respondents were not aware of the term. In European Union countries, 6% of respondents were aware of the Natura 2000 term (EEA, SEBI 026, 2010), which puts the knowledge of Croatian population about this mechanism of nature protection high on the list. Major progress is expected with the implementation of interpretation and design in the parks and other protected areas after Public awareness campaign to be implemented in 2015.
